Aug. 2006-now: Executive Director, Higher Education Enhancement Project Fund,
HEEPF, as appointed by higher education ministerial decree. The work includes
managing 160 projects in 90 faculties, intuitions and technical colleges under loan
agreement between the Egyptian government and the International Bank for
Reconstruction and Development (IBRD) of 13.9 Million USD.
April 2003- Aug. 2006: HEEPF Consultant as the head of the Monitoring and
Evaluation (M&E) group where duties included:

III. EXPERIENCE

III-i. Synopsis:
Vice-Dean for Post-Graduate and Research Affairs, and Professor of Concrete
Structures, Faculty of Engineering, Tanta University, Egypt. The executive director of
the Higher Education Enhancement Project Fund, HEEPF-Supreme Council of
Universities, SCU-by the ministerial decree 822 dated Aug. 10, 2006. He is also a
Professor of Concrete Structures, Faculty of Engineering, Tanta University, Egypt. He
is also member of the Egyptian code committee for the design and execution of
reinforced concrete structures- prestressed concrete. Professional consultant
engineer in the fields of design of reinforced concrete structures, geotechnical
engineering as well as repair and strengthening of structures with more than 22 years
of practical experience. For three years, Dr. Taher has been the head of the monitoring
and evaluation (M&E) committee for the undergoing funded projects through the
International Bank for Reconstruction and Development's (IBRD) Loan for Egyptian
Higher Education Enhancement. Besides, he has participated as a coordinator of the
executive committee in the civil and architectural specializations for the Egyptian
technical colleges funded by ETCP-World Bank grant. He was awarded many prizes
including the Egyptian government, Tanta University, Egyptian Engineering Syndicate,
American Bibliographical Institute (ABI, USA) and Cambridge University (UK)
honorships for achievements and lately the specialized prize in the field of R.C.
research of Prof. Dr. M. El-Hashmy through the Egyptian Academy of Scientific
Research.

Executive Director since Aug. 2006 and later was the Head of the Monitoring
and Evaluation Team. Supervised the execution of 160 projects technically
and financially and directed of large board of consultants. The total fund for
the first phase was 13.9 Million USD. The deliverables of the projects were
directed to the quality, relevance and efficiency of higher education in terms
of collaboration with community and industry as well as reform of the
administrative systems.

Auditoriums of the Faculty of veterinary and Arts and male and female
hostile, Kafr El-sheikh, Pepsi factory, Tanta 1, repair in Faculty of Commerce,
Tanta University, and in Kafr El-Zayiat Hospital as well.

- Experience in e-learning and web-enabled software development. Also gained
considerable experience in neural networking and expert systems.
- Experience in working on personal computers. Familiar with most of the well-known
packages under windows such as Microsoft office package, MS SharePoint, Moodle,
ATutor, Autocad, MS Office set, SURFER, etc.- and some of the structural oriented
software packages such as STAAD III, SAP, SAFE, ETABS, ANSYS, COSMOS M and
Robot Millennium.

VII. TRAINING EXPERIENCE

Training activities have represented a continuous viable part of my work as consultant in the
professional engineering field and as related to my contribution to the higher education
enhancement projects. The average number of lectures/presentations given per year in the last
three years is 67 arranged in about 31 annual events (including workshops). The main topics
