NEXECOM reiterates firm support for the President


The United Guardians Party (UGP) officially bared its stand to support Gloria Macapagal Arroyo (GMA) for a fresh mandate. Upholding the position of its lower organs, the National Executive Committee (NEXECOM) endorses and supports GMAs bid for the presidency during its 5th regular meeting in Cebu City. UGP accounts for 80% of the 3.2 million marked Guardians in the country, the biggest groups of which include Guardians Bortherhood, Inc. (GBI) and the Guardians Center Foundation, Inc. (GCFI), both headed by Col. Billy SGF/NF Sierra C. Bibit. The choice of the membership for GMA was based on the principled examination of her stand on federalism, peace and development and other issues consistent with UGPs National Agenda for Emancipation.

My brothers and sisters, the very foundation of our organization and the brotherhood for that matter is being threatened. Our very existence is being endangered, not only by our enemies or detractors, but more so, sad to say, by ourselves. While we tend to ignore the clues of it, the sad truth is, we are on the verge of division, diffusion and destruction and unless we do the right thing, the right process, and the right system, at the right time, to address these problems that best us, can we ensure our survival and advancement. This unfortunate situation that we have, reminds me of the story of the Rotchschild Family. The Rotschild Family is one of the richest families in Europe in the early 19th century. The patriach, Mayer Amschel who made a fortune in banking, well understood the power that comes from cohesion and concentration of the family. Mayer entrusted none of his business to outsiders, using only his children and close relatives. He believes that the more thight knit the family, the more powerful it would become. When Mayer Aschel lay dying in 1812, he refused to name a principal heir. He instead set up all his sons to continue the family tradition, so that they would stay united and would resist the dangers of diffusion and of infiltration by outsiders. Once Mayer Amschels sons controlled the family business, they decided that the key to success on a larger scale was to secure foothold in the finances of Europe as a whole, rather than being tied to any one country or prince. The widespread network of course, opened the Rothschilds to the very danger which their father had warned them: diffusion, division and dissension. They avoided this danger, and established temselves as the most powerful force in European Finance and politics, by preserving cohesion and family unity. The brother Solomon, who now owns the famous and one of the biggest finance institution in Europe and the U.S., explained the secret of their cohesion and unity by mechanism of a watch. My brothers and sisters, let us learn a great deal from the Rotshchild family, we too must be like the mechanism of a watch - each part is essential, every part of it moves in concert with every other and the inner workings were invicible to the world which only see the movement of the hands. Though we live in a different time, it is no different of the Rothschilds and there is much to be learned from their experience. Our coountry is plagued by greater division and greater dissension within the overnment, political groups, families, organizations, like ours. We are all in the state of total distraction and diffusion, hardly able to keep our minds in one direction. We lack focus, the drive and concentration of our forces. Our attempts are so many, yet we accomplished so little leaving much to be done. *** While there maybe divergence in leadership and membership, its hightime that we reach out and start the long and tedious process of an honest to goodness unification, of all Guardians, bereft or personal or partisan goals. The interest of the Brotherhood and not of any leader or member must be made the paramount consideration in the pursuit of any attempt for unification. It is when overweening personal ambition or partisan interest by any leader becomes too obvious, that it also obviates any attempt to bring together all Guardians factions under a single structure, leadership and vision. If we have to have an honest to goodness, no non-sense unification effort, the system and the process thereof should be insulated from personal or political interest and the same must be made subordinate to the common good of the whole brotherhood. It is only when all the Guardians factions will realize that the unification pursued is not for any hidden purpose but for the very survival and advancement of the brotherhood, can any attempt to unify all Guardians will come to fruition. But before we unite with and ask others to join us, we must first close our ranks, restore order and discipline our members. With that, we are known and emulated as Guardians true to form and deed. my Brothers and sisters, as eloquently conveyed in Desiderata II and I quote -

Let the wisdom of the poem sip into our hearts and quench our thirst for unity even with a single gesture of hands extending towards camaraderie among brothers. We have yet a long way to go, the road towards national emancipation which we have chosen for ourselves is the less travelled by, expect the unexpected roadblocks yet savor the opportunity it poses as we step on it to view a different perspective from another vintage point.

UGP FOR GMA; NO TO PGBI: CARAVAN FOR TRUTH


The United Guardians Party (UGP) has organized a massive nationwide action in support of the Presidents platform and program of government consistent with UGPs Agenda for National Emancipation and thus her bid for the presidency, and to denounce the injustice perpetrated against the party with the theme: UGP for GMA; No to PGBI. The two-day caravan which will be staged in various islands and cities around the country will commence on May 7 - 8, timed for the last day of the election campaign, designed to drum up support for Gloria MAcapagal-Arroyo for President. The carvan in Negros Island will be spearheaded by the two major Guardians groups in the island, the Guardians Brotherhood, Inc., and the Guardians Center Foundation, Inc. (GCFI). These groups are headed by Lito Fdr Tox Lapinig and Rex Fdr Mustang Noble, respectivewly. Col. Billy SGF/ NF Sierra Bibit is the president of both organizations, he is also the chairperson of the UGP, to which these groups are affiliated as well. The caravan will take the Bacolod - Mabinay - Dumaguete route on May 7, and return to Bacolod the next day via the Coastal Highway through San Carlos City. Along the way, the more than 100-motorcyles and 50-cars caravan will be joined by UGP municipal chapter members. The Negros Oriental Guardians will sponsor the second day league of the Caravan in Calatrava where Dick NF Haze Dedicatoria is running for councilor. The unique motorcade will also pass through the major streets of cities and towns along its route. In Leyte, a smaller version of such caravan will be held on a district level. A caravan of more than 50 motorcycles and cars will trudge the route from Ormoc City to Isabel along the coast and to Villaba to Kananga inland. This caravan is supported by the local candidates allied to GMA. In the 1st district, the caravan will start in Tacloban - Palo Tanauan - Tolosa - dulag and back to Tacloban, where a press conference is organized to spread the message of the activity to the rest of Leyte and Samar. In Luzon, the UGP chapters in Central Luzon will drive from Subic, Zambales through municipalities and cities along the route to Bulacan, along the way the organizers expect Guardians from various aggrupations to support and join the activity.

United Guardians Party (UGP) as a Regional Political Party is driven by a genuine and cultured purpose of emancipating the Filipino Nation from the vestiges of our colonial past that is exemplified by the present establsihment and political leaders. UGP mandates itself to cultivate a NATIONS MIND whereupon the SEED OF SELF-EMANCIPATION shall germinate and grow to produce a Generation that embodies a genuine and real Filipino Nation that pursues a national life that is truly dignified, truly just and truly democratic respecting the brotherhood among men under the Omnipotent fatherhood of God. Brethren, let us therefore remain focused in our common pursuit to attain the objective of UGP, no matter how long it takes. Remember that TIME, PATIENCE & PERSEVERANCE conquers all. The youth plays a major part in the society, and for that reason, we are encouraged to believe in ourselves and make a stand, and believe in our own capacities and potentialities. We cant, and we dont deny the fact that we have limitations; it is however, true that we can make a change in our society, uplift what we consider is right and true, dumped what we know is wrong, speak out our principles, and visions of an ideal society-because we have the power, and we are capable. In connection with this, it now seems that the duty of touching every heart of our friends, other youth, to be involved in activities that awake our sleeping hearts and minds is with us. To be involved in activities and programs that bring inspiration and turn that silent heart into a heart of courage, confidence, and a heart that fears no one, however it must remain humble. If we could unite, we could even be more visible, stronger and competent to actively participate, and act for the truth, not only in the issues that affect our own families, but also in all issues that our communities face. We, the youth can increase our strength, a hundred times even millions. We can develop and maximize our talents, potentialities and capacities more profoundly. If we strongly believe in the capability and the capacity of the youth; that we are articulators of our peoples aspirations for genuine freedom, justice, political and economic empowerment, democracy for honest and fair relations between genders and for life sustaining development. We can IF WE BELIEVE WE WILL !!!

PGBI exodus to UGP for GMA


Trampled upon the wake of an unholy alliance between Sen. Gregorio Gringo Honasan, the prime suspect as mastermind of the Oakwood munity as charged by the Feliciano Commission, and Speaker Jose de Venecia on May 3, the United Guardians Party petition for certiorari with the Supreme Court was denied on technicality. The SC resolution promulgated April 27 noted that under the rules concerning the decision of the Comelec, the high court can only entertain petitions that comply strictly with the requirements. The rules that petitioner should personally provide respondents (Comelec) with copy of the petition and if this is not possible he should include an explanation attached to the petition file before the SC. Atty. Joel Mumbaki Obar, UGPs official spokesperson and chief legal counsel observed an irregular and manifest error in this resolution as he himself served the petition with the Comelec and received by the Clerk of the Commission of the Comelec. (see inset document showing receiving stamp of the Comelec). In as much as UGP would want to contest the resolution for justice sake, it surmise that this would be an exercise in futility as the chain of injustice committed against UGP can attest, however, the leadership vowed to take the cause of justice in due time, noting with anticipation that Speaker Jose de Venecia will surely run for a national office. (see chronology of events below) For the meantime, it will channel its efforts towards its campaign for UGP for GMA and No to PGBI partylist. It vows to expose the irregular approval of PGBI despite the previous denial of Comelec on the ground that it is not a political party neither it is a sectoral organization representing the underrepresented and marginalized sectors. The coalition forged by Sen. Honasan and Speaker de Venecia bolster the statements of Comelec insiders that the approval of PGBI was the concession asked by Honasan despite pronouncements by Speaker de Venecia that no concessions were asked, so no concession were given. Philippine Guardians Brotherhood officers close to Gringo Honasan, who wants to remain unanimous, belie this saying it is not in the character of the good senator to go into an agreement without concessions. PGBI which has a following of more than 6,000 members nationwide, according to Philippine Daily Inquirer figures, has found itself in a dilemna as its members question the endorsement of its president for the platform of President Gloria Macapagal-Arroyo. Newspapers report that opposition Senator Gregorio Gringo Honasan ...formally committed himself to support the programs of President Gloria Macapagal-Arroyo, a move says its puzzled members that is short of abandoning their cause. In effect most of its members in Mindanao, especially those in charge of the security of presidentiable Fernando Poe Jr., switched to the side of UGP for GMA and No to PGBI.

UGP holds nationwide Prayer Rally


The United Guardians Party on April 24, marched from Liwasang Bonifacio to Plaza Roma in Manila and held a prayer rally in its last-ditch effort to be allowed to run as a party-list group in the May 10 national and local elections. An Aglipayan priest who is also a Guardians member led the mass seeking divine intercession in its pending petition before the Comelec and the Supreme Court. In Cebu, UGP members sponsored a mass at the Sto. Rosario Church attended by more than 400 of its members from the Cities of Cebu and Lapulapu, in support of the nationwide prayer rallies simultaneously held this day. While in Davao City, more than 3000 of its members staged a motorcade around the downtown area, stopping at the Polo Hotel where Comelec Chairman Benjamin Abalos was billeted and burned his effigy. Similar rallies were also held in the cities of Cagayan de Oro, Dumaguete, Tacloban, Tagum, Baguio, Cotabato and Zambaonga. UGP said the prayer rallies are proof of the seriousness of its desire to join the elections. It also expressed confidence that it would garner enough votes to get the maximum three seats in Congress, notwithstanding the fact that the elections is barely three weeks away. Last April 15, UGP filed a petition for certiorari at the Supreme Court to rectify a grave mistake the Commission on Elections committed against the party. (The SC has issued a resolution deniying UGPs petition on a technicality, see related story on column 1) The UGP, composed of 2.2 million active members comprising active and retired AFP, PNP and BJMP officers and men and civilians, felt betrayed and suffered an injustice after the Comelec en banc denied its manifestation to participate in the May 10 partylist elections despite the fact that the Comelec First Division already accredited the UGP as a regional political party. The UGP warned the disgruntled members of UGP would not take the Comelec decision sitting down. In its Omnibus Resolution on February 28, the Comelec said that the UGP belongs under the category of "political parties which are still pending for resolution or hearing or verification of the Commission." A footnote on the resolution indicated that UGP is "with a pending motion for reconsideration filed by oppositor PGBI (Philippine Guardians Brotherhood Inc.)" of Senator Gregorio Honasan, which is presumably the reason for the Commission en banc to have decided such. But UGP claimed the resolution is entirely false and a grave error on the part of the Comelec because UGP was actually granted the status of a registered political party based on a Comelec resolution promulgated on January 22, 2004. The UGP noted that pertinent provisions of the 1987 Constitution, the Party-List Law and various Comelec resolutions practically guarantees registered political parties the right of automatic accreditation for the party-list elections. Aside from that, PGBI's motion for reconsideration was filed on January 29, 2004 with the 5-day period for filing of such petitions had lapsed, and that the pro forma motion was never served upon UGP thereby making it a mere scrap of paper.

August 18, 2003 - UGP filed petition with Comelec for the registration as a regional political party September 30, 2003 PGBI filed petition for registration to participate in the partylist system of election in May 10, 2004 November 7, 2003 PGBI filed opposition against UGP January 6. 2004 Comelec issued a resolution denying the petition of PGBI as it failed to show that it represents any underrepresented or marginalized sector January 9, 2004 UGP received reports that the people of Senator Gringo Honasan is consolidating resources and forces to influence Comelec to reverse the denial issued previously against them January 11, 2004 last day of filing for manifestation, UGP filed a conditional manifestation to participate in the partylist elections pending registration as a political party January 22, 2004 Comelec granted UGP the registration as a regional political party or a political party with regional constituency, in effect, the manifestation filed on January 11 is deemed properly submitted January 29, 2004 PGBI filed a motion for reconsideration against UGPs registration as a political party without notifying UGP & 2 days beyond the reglamentary period of 5 days February 28, 2004 almost a month since the motion for reconsideration was filed, the Comelec en banc promulgated resolution 6646, where UGPs petition was classified under pending resolution while granting PGBIs petition to join the partylist despite legal impediments; Comelec cited as basis the motion for reconsideration filed by PGBI on January 29, which is just a mere scrap of paper because PGBI failed to notify UGP about their opposition March 3, 2004 UGP filed urgent plea to correct manifest error, which Comelec commissioners have already conceded to have erred March 6, 2004 Chairman Abalos admitted in an informal conversation that Speaker Jose de Venecia have called him many times in February regarding the PGBI petition bolstering reports that PGBI has mobilized him March 23, 2004 UGP staged mass actions in Manila, Cebu, Davao and Cagayan de Oro to protest the continued denial of due process to our manifestation; it may be noted that 20 days have passed the correction is yet to come; the Manila rally was dispersed by the police and Supremo Dapay de Asis was arrested April 15, 2004 UGP filed the certiorari with the Supreme Court citing unreasonable delay, therefore abuse of discretion amounting to lack of or absence of jurisdiction on the part of Comelec in correcting a manifest error in its resolution dated February 28, 2004 April 24, 2004 - UGP organized a nationwide Prayer Rally for justice May 3, 2004 Senator Gringo Honasan, suspected mastermind of the Oakwood mutiny, signed a coalition agreement with Speaker Jose de Venecia, confirming that the coalition have been in the works for almost 4 months and that no concession was given, because none was asked; however, an insider in the PGBI irked over the move of the PGBI President to endorse indirectly the platform of GMA while serving as a mere security officer of Fernando Poe Jr, divulged that Speaker JDV helped them get the approval of the Comelec; May 5, 2004 the Supreme Court released to the media a one-page resolution dated 27 April denying UGPs petition on technicality, alleging that it did not personally provide respondent Comelec with petition, an allegation denied by the fact that copies of the petition filed with the Supreme Court bore the receiving stamp of the Clerk of the Commission on Elections (see inset picture of document above)
