Innovative Model for Farmer- Governance

Abstract:
InIormation and Communication Technology is seen as an important means oI achieving the
overall development oI rural areas in agricultural sector. The Main challenges in agricultural
areas include delivering oI important services to Iarmers and converting the traditional Iarmer
community into knowledge Iarmer community.To achieve a knowledge Iarmer community`
in the agricultural sector, the state governments must provide an agriculture inIormation
centre in each village i.e Computer in Agricultural Rural areas (CAR).
The CAR is used Ior Iaster and reliable inIormation dissemination and exchange across the
department oI agriculture and also used Ior better communication internally to the
organization using e-mail and instant messaging Ior enhanced coordination, knowledge
sharing, and research.

The development oI the use oI ICTs in agricultural extension in India is radio, television,
mobile and the internet. The Governments all over the world are trying to implement e-
Governance Ior strengthening interIaces with Iarmers using internet. Diverse e-Governance
models bring more number oI people into governance sphere and thereby increase the "public
value" oI inIormation being supplied to the Iarmer community. This is because even within
the Iarmer community the needs oI end-users may be very diIIerent. There are various types
oI Iarmer are available in country. One type oI Iarmer Iind it more useIul to get inIormation
on government subsidies on land improvement and some other Iarmer Iind Ior Soil health
inIormation. So the Ilow oI inIormation should be Irom Farmer to Governance (F2G). The
Iarmer can use the SMS services oI mobile technology to get the necessary inIormation about
the agricultural products.

As inIormation is so distributed, and heterogeneous in nature, there is not a single search
engine that can eIIectively retrieve a comprehensive set oI the resources. As the current Web
architecture does not allow integration oI similar data Irom diIIerent sources, we are
exploring the use oI the Semantic Web. Agricultural content is dispersed and there is no
uniIied view to integrate the resources and also content is tightly coupled with the context
and the presentation medium so diIIicult in sharing common content in the agricultural

realms. So the Semantic web tools are used to associate meaning with content and allow
machine to share and exploitation oI knowledge in the web way.

The Department oI Agricultural as a part oI e-Governance initiative has developed a Wide
Area Network through the leased lines with internet access. Many agricultural development
services has emerged using InIormation and Communication Technology (ICT) .Some oI
them are weather Iorecasting, provision oI early warning systems about disease/pest
problems, inIormation regarding rural development programmes and crop insurances, post
harvest technology. The department oI Agriculture extends assistance to the Iarmers by way
oI subsidized schemes and other extension services by using ICT. Some state governments
are extends services oI seed management process (certiIied seeds) to Iarmer Ior better yield oI
seeds. The seed management services can be extends to all Iarmers by using the Cloud
technology.

Interactive Rich Internet Application (RIA) with local language support is necessary Ior
addressing the Iarmer community and increase in productions by providing necessary inputs
by archiving weather inIormation and other data, streamlined electronic service delivery Ior
both the departments as well as the Iarmers.
