Describe the fee (what is the name of the fee; who pays it; what does the fee pay for; and so-forth): For the purpose of helping to defray the expenses of inspection, sampling and otherwise administering and carrying out the provision of the act, an inspection fee of one dollar ($1.00) per ton shall be paid to the Board on all commercial fertilizer sold or distributed for use within this state. Fifty cents ($.50) per ton of the inspection fee shall be forwarded directly to a special Soil Fertility Research Account in the Agronomy Department of Oklahoma State University for the sole purpose of conducting soil fertility research involving groundwater protection from plant food nutrients.
