Based on the above pre-planned Effective Expiration Date, the 5-year (or less) sunset clause will automatically terminate the program unless renewal procedures are followed. Renewals must include a copy of the original proposal, justification for renewal, and documentation of any changes. Definition: A post-baccalaureate credit certificate program (PBCCP) is a sequence, pattern or group of courses or contact hours that focuses upon an area of specialized knowledge or information and which is developed, supervised, and evaluated by the faculty members of the academic unit (e.g., department, program, etc.) offering the program. College of Engineering Processing Procedures. These guidelines provide general information and should be used as a template for proposal submissions. ONE copy of this form (along with all of the supporting documentation as outlined on the back of this form) and a copy of the Graduate Schools Post-Baccalaureate Credit Certificate Program Submission Form ( http://forms.gradsch.psu.edu/admin/pbccpsf.pdf) should be submitted to the Office of Graduate Studies, Research & Outreach, 101 Hammond Building. The complete proposal will be reviewed by the College of Engineerings Graduate Studies and Research Committee (a standing committee of the Engineering Faculty Council) and the Engineering Faculty Council. Upon College approval, one copy of the Submission Form, approved proposal, actual certificate, letters of cognate review, and the proposed Bulletin description will be forwarded to the University Faculty Senate Office (101-F Kern Building) and one copy of the complete submission will be forwarded to the Graduate School (114 Kern Building) for publication review and approval of the Bulletin description prior to posting on the World Wide Web. Consultation With Appropriate Units/Programs (cognate review): The proposer/s must review the list of existing post-baccalaureate certificates (http://www.gradsch.psu.edu/enroll/postbac.html) to ensure that the proposed program does not duplicate/overlap, or potentially compete with existing certificate programs. Programs/units with a known interest in the subject area should be consulted to evaluate the proposal, delineate potential problems, and inform of possible duplication of effort. Faculty expertise may provide useful, constructive feedback on content, areas for collaboration, and broaden the scope of prospective students who may be interested in the program. Written responses from the affected areas including the appropriate University outreach official, if applicable should be attached to the proposal. Impact Statements. Faculty resources and enrollments should be addressed (number of graduate faculty involved, their respective rank, and instructional workload). Indications of how the faculty will absorb the additional workload and the impact on other instructional programs should be provided as well as any future commitments for expanding the faculty size or other strategies to meet increased demands in the future.

GUIDELINES FOR SUPPORTING DOCUMENTATION Proposed Title:

Penn State College of Engineering Post-Baccalaureate Credit Certificate Program in (Fill in the Blank) (Fill in the Blank)

Admission/Program Requirements. Students must have an earned baccalaureate degree prior to enrolling in the certificate program. International applicants must satisfy the Graduate Schools English language requirement. Cite test scores, minimum GPA to be considered, and requisite background for admission. Identify the selection/ participation selection process, and address any aspects of the program that may require special consideration.

Application Procedures. Applicants may apply for nondegree admission to the University Park campus, or as degree-seeking candidates through the appropriate academic program, with admission being granted jointly by the department/program and the Graduate School. Nondegree students will register according to the schedule set forth by the Office of the University Registrar. Course/Research Credit Requirement. To be considered graduate level, at least half of the credits should be at the 500 level. Specify the total number of graduate and/or research credits required for completion of the program. A max of 15 course credits is desirable due to the transfer-credit limit. Duration of Program. Cite the average or intended duration of the program (e.g., 9-12 months). Tuition & Applicable Charges. Cite tuition and applicable charges (PA/non-PA; Engineering surcharge, information technology fee, and activities fee; World Campus tuition) based on the appropriate delivery mechanism. Financial Aid. Not applicable for nondegree students; they do not qualify for assistantship or fellowship support. Insurance Coverage. F-1 and J-1 visa holders are required to have insurance coverage.

Grades/GPA & Certification Criteria. Define the minimum course grade, final GPA, and any other criteria essential for certifying satisfactory completion of certificate program. Marketing Report/Feasibility Study. Explain the justification for this program and document the ability of the unit to provide a quality program. Discuss projected enrollments (per course/per semester) for the proposed duration of the program, impact on existing course offerings and faculty load, as well as additional advising duties. Address cost benefits. Facilities/Program Supervision. Discuss the laboratory, library, and computing facilities that will be required for the successful completion of this program (access accounts); identify supervising faculty member/s. Research Component. Discuss the research component of the program, if applicable, and address appropriate research facilities required (laboratories, etc.). Quality Assurance.

Academic Unit Responsible for the Program. Identify the academic unit responsible for this program and the specific faculty member/s in charge of the program.

500-Level courses. All 500-level courses must be delivered by faculty approved by the academic unit and the Graduate School. 400-Level Courses. All 400-level courses must be taught by qualified faculty approved by the academic unit.

Program Content/Location, Delivery Mechanisms. Provide a complete program statement. Explain how the program will meet educational objectives and/or strengthens existing programs, what students may expect to accomplish through this new program, and indicate that this program does not duplicate/replicate existing programs within the University. Discuss program objectives/expectations, course offerings for which syllabi may be obtained via the web, and the proposed delivery mechanism. Delivery mechanisms may include resident instruction, on-site instruction, distance technology (CD-ROM, web, interactive video, etc.), or combinations of these. Student Support Services. Identify who will advise, supervise, and monitor the academic progress of the program participants (i.e., minimum GPA, etc.) required for retention and certification. Discuss staff support for student interface. Relationship Between Post-Baccalaureate Credit Certificate Program Course Work and Graduate Degree Program Course Work. Grade requirements for the certificate courses must adhere to the minimum requirements for the major program of study. No more that 15 credits of accumulated course work earned as a nondegree student may be applied toward a graduate degree program, with transferability and applicability being determined by the graduate degree program and the Graduate School. Note that completion of the certificate program neither guarantees nor implies subsequent admission and transfer of credit to a graduate degree program and that completion of the certificate program does not imply the completion of a graduate degree. Organizational Unit(s)/Fiscal Responsibility. Identify the organizational unit and specify who will monitor, assess, and maintain the fiscal and administrative activities associated with the program. 5-Year Sunset Clause. Include the Expiration Date in the proposal. Removal of the certificate program will be automatic based on the preplanned termination date, unless a request for renewal is submitted through the regular approval process. Discuss how late admits to the program will be accommodated in the event that the program will not be renewed.
