ABOUT CHITKARA UNIVERSITY, PUNJAB Chitkara University Punjab was established on 7th December, 2010 under Punjab State Act No. 23 of 2010. This was the first University established under the Punjab Government Private University Policy Act, 2010. Starting with Chitkara Institute of Engineering and Technology under the aegis of Chitkara Educational Trust, in 2002, the 50 acre campus on Chandigarh- Patiala National Highway has witnessed a phenomenal growth and is presently having the following Learning Centres: Chitkara Institute of Engineering and Technology (NAAC accredited and approved by AICTE) Chitkara College of Education for Women (approved by NCTE) Chitkara School of Planning and Architecture (approved by AICTE) Chitkara College of Pharmacy (approved by AICTE)

With its focus of holistic learning and all round development of students, the University has emerged as a centre of excellence in North India. We have established Student Chapters of national and international Technical Societies, viz. ACM, ASME, IEEE, IETE, ISTE, IE (India), SAE (India).

Foreword
Power industry in India has witnessed phenomenal growth and major structural changes in the last decade. Generation and usage of electric power influence the climate which, in turn, has significant environmental effects. The promotion of clean and green sources of energy due to environmental considerations and ever increasing demand of power need energy efficient technologies and require smart solutions for the rapid augmentation of power systems world wide. Deregulation represents a new regulatory regime that has put an end to vertically integrated electric monopolies in the country to allow a great degree of competition. The deregulated environment has resulted in the restructuring of electric power systems and established a global energy market. Restructuring has a profound effect on regulatory framework and price models. The role of energy market is to allow power trading, open access transmission and promotion of CDM projects. The traditional centralized power sector is now a competitive market where consumer is aware of quality power at affordable price in an open market. Engendering the spirit of creativity and innovation is more important than ever before as internationalization of industry and education is a must for continued advancement of human societies and their well being. The international conference on Deregulated Environment and Energy Markets, DEEM-2011 is a result of considerable effort put in by the Department of Electrical Engineering, Chitkara University Punjab in association with Energy Systems Engineering Department, Glasgow Caledonian University, Scotland. The aim is to broaden the participation to bring together academicians and professionals from universities, research institutes, government agencies and energy community to exchange their ideas, experiences and vision of developments in power system technology in deregulated environment and energy markets. We received more than 100 full length papers from all over India and abroad. All the papers were reviewed by a dedicated committee of referees. The technical committee has recommended 60 papers for inclusion in the Conference Proceedings. We are thankful to all members of the Advisory and Technical Review Committee for their valuable support and guidance in organizing this conference. We thank all the delegates for their willingness and enthusiasm in sharing their ideas and findings with other colleagues.
