OVERVIEW OF SPICE PROGRAM AND CALL TEXT SPICE PROGRAM SCIENCE FOR THE PROTECTION OF INDONESIAN COASTAL MARINE ECOSYSTEMS The Indonesian Archipelago consists of about 17,500 islands and has a coastline of 81,000 km. The region is a centre of biodiversity with highly productive ecosystems such as coral reefs, mangroves and sea grass meadows. These ecosystems stabilize the coastlines, are repositories of significant genetic and biological information, and play a vital role in the lives of coastal population as a source of food, energy and income. It is estimated that 60% of Indonesians now live in the coastal regions. Today the coastal ecosystems are under enormous pressure from rapid social and economic changes and many of their natural resources are under threat due to overuse and environmental degradation. The overarching goal of the SPICE Program is to address the scientific, social and economic issues related to the management of the Indonesian coastal ecosystems and their resources. In addition to strengthening the existing scientific data base on coastal ecosystems, the program promotes capacity and infrastructure building in the maritime sector in Indonesia and Germany and contributes to education and public awareness. The program is being carried out in cooperation among partners from several Indonesian and German universities and government research institutions.

BACKGROUND The Indonesian-German SPICE Program was initiated in 2003 by the bilateral Steering Committee on Earth and Ocean Science. The implementation of the SPICE Program was carried out in two phases. The information on the structure and functioning of coastal ecosystems and their alterations due to human interventions obtained during SPICE I (2003-2007) formed the basis of SPICE II (2007-2010). The focus on natural sciences in the first phase was complemented by social science in the second phase with the aim to better understand the social dimension of coastal ecosystem changes and to improve the links between research and decision making. In April 2010 both phases of the SPICE Program were evaluated by a bilateral evaluation committee. On the basis of the evaluation results, the Indonesian-German Steering Committee on Earth and Ocean Science recommended the continuation of the SPICE Program. This recommendation was also confirmed during the 5th Indonesian-German Inter-Ministerial Committee Meeting(7./8.6.2010 in Berlin). 1

For the future SPICE Program new topics were jointly agreed by the Indonesian Steering Committee and the Indonesian and German coordination team at RISTEK in August 2010 as follows: 1. Marine Biodiversity, Food Security & Sustainability 2. Climate Change and the Oceans: Carbon Sequestration in the Indonesian Seas & their Global Significance 3. Understanding and Managing the Resilience of Coral Reefs and Associated Social Systems 4. Terrestrial Influences on Mangroves Ecology and Sustainability of their Resources 5. Marine Geology and Geochemistry 6. Ocean Renewable Energy 7. Capacity Building During a bilateral workshop from 25th-29th October 2010 at ZMT, project outlines and joint cooperation based on the proposed research topics were developed and finally agreed between the Indonesian and German scientific community.

German-Indonesian Cooperation in Marine Sciences Call for Joint Proposals for Cooperative Projects 2011-2014 1. Objectives of funding and legal framework 1.1 Objective of funding Within the framework of the German-Indonesian cooperation in Marine Sciences, the German Federal Ministry of Education and Research (BMBF) and the Indonesian Ministry of Research and Technology (RISTEK) invite proposals for joint integrated research projects in the field of the joint Marine and Coastal Research Program SPICE Science for the Protection of Indonesian Coastal Marine Ecosystems. 1.2 Legal framework Projects will be funded under the terms of this call and of the agreements concluded between BMBF and RISTEK. The general regulations for funding, including intellectual property rights, formulated by both ministries for all BMBF-RISTEK research co-operations, will be applied also to this field. In addition, for the German partners to be funded, beyond these rules the standard BMBF-guidelines for grant applications on expenditure or cost basis, respectively, have to be applied. Submitting a proposal does not automatically entitle applicants to a grant. Rather, grants will be awarded to those selected proposals after the respective ministries have assessed the proposals according to the criteria set out in paragraph 7 of this Call. While it is expected that funds and commitment authorizations required for the implementation of this Call will be available, this Call is subject to modification or cancellation according to the budgetary situation. 2. Subject of funding The SPICE program has always created several opportunities for scientists and students from Indonesia and Germany to participate in the research activities and to pursue graduate and postgraduate degrees in marine science. Joint workshops, summer schools and seminars were organized as accompanying measures within the projects. According to the suggestions of the SC the capacity building component as well as social sciences should be an integral part of the SPICE future Program. Therefore, capacity building and social sciences should be part of each topic as a crosscutting issue (subproject).

Within this overall objective, the following topics are relevant:

Topic 1: Marine biodiversity, food security and sustainability Focusing on the role of Indonesian coastal marine biodiversity as well as river and estuaries as a resource for nature conservation and food safety. Its vulnerability to anthropogenic nutrient and other pollution as well as biotoxins as environmental stressors with special reference to sea food organisms. Impact on these resources and influences to human livelihoods and food security as well as the available options for bioremediation measures for pollution control and livelihood. Investigation of alternatives concerning the current use of coastal and marine resources by local communities. Topic 2: Climate change & the ocean Impact of climate change on ocean-atmospheric systems (e.g. El Nino Southern Oscillation, Indian Ocean Dipole). The response of the carbon cycle on Indonesian coastal ecosystems (e.g. sea grass beds, coral reefs and pelagic systems) to climate and land use changes (e.g. peat land degradation) and its role in carbon sequestration. Formulating strategies on adaptation to climate change and development of economic regulatory mitigation strategies. Topic 3: Understanding and managing the resilience of coral reefs and associated social systems Influence of environmental changes on ecological and social processes that underlie the resilience of coral reefs and associated social systems. Development of an integrated model of processes and drivers to support strategies for the comanagement of coral reef resilience, resource use and local sustainable livelihoods. Topic 4: Terrestrial influences on mangrove ecology and sustainability of their resources Connectivity and adaptability of mangrove ecosystems and related social systems including restoration efforts. Studies on the construction and modeling of historical, recent and future mangrove and watershed dynamics. Investigation of the upstream downstream linkages in terms of land use changes and related governance and management instruments. Topic 5: Marine Geology and Geochemistry Sedimentary geological, geochemical and biogeochemical records from the last millennium via the entire Holocene to the last deglaciation focusing on the role of the Indonesian monsoon system. Analysis of the resulting impact on population development, migration patterns and land-use changes using also historical documents about Indonesia. 4

Topic 6: Ocean renewable energy Site selection and installation of observational stations for the investigation of the preconditions for an ocean multiple-use of marine renewable energy. Data collection, analysis and numerical modeling. Studies of impact assessment of the cumulative effects of renewable energy installations on the environment. Possibility of multipurpose use of future structures such as for algae sea farming for bio fuels is also going to be developed.

3. Eligibility a) b) c) d) Proposals must involve one Principal Investigator from each country. The Principal Investigator on each side must be affiliated with an academic institution, research institute or related ministry. The Principal Investigators (topic coordinators) are expected to take responsibility for the execution of the research work throughout the duration of the project. Joint German-Indonesian cooperation is obligatory. The proposed project must be prepared and carried out jointly by the Indonesian and the German project partners.

4. Duration of Project The research should be planned for a period not exceeding three years. 5. Budget The total BMBF budget for this call is EURO 1,500.000 per year. RISTEK may provide around 10.000 50.000 USD per year per topic, subject to the Indonesian proponents successful in applying into the incentive programs under the Ministry of Research and Technology (RISTEK Indonesia). The incentive program will be based on competitive mechanism, so Indonesian proponents should submit their proposals form to the incentive program from April/May 2011. Information of incentive program could be retrieved from www.ristek.go.id. The announcement of the inventice programs awardee(s) will be in November 2011. The implementation of International research cooperation funded by incentive program may start on February/March 2012, subject to administration process. The project proposals must include a detailed description of the joint work-plan as well as a calculation and justification of the budget, for both the Indonesian and German teams. 6. Guidelines Each proposal must clearly substantiate the bi-national nature of the cooperation and the partners should describe in which way their project serves the interests of both countries. Projects must be interdisciplinary and carried out jointly by the bi-national research team.

7. Criteria for evaluation and approval of funding Evaluation of the project proposals will be based on the following main criteria: Originality, novelty, the degree to which the proposal is multi-disciplinary, and scientific quality; Relevance to the topics and objectives as mentioned above; The scientific soundness of the proposed approach; The adequacy of the facilities available to the investigators; The capability of the investigator(s) to carry out the proposed research; Added value of the cooperation; 8. Mode of Submission Two-stage application procedure. Pre-Proposals should be submitted by the principal investigators in English including the following content: A. The pre-proposals will be evaluated and rated by international external reviewers. Applicants of preproposals, which are positively evaluated and which complement one another, may be requested to collaborate and prepare a joint project proposal.
