The Food & Nutrition Board (FNB) is a technical support wing under Child Development Bureau of the Ministry. It has a countrywide set up comprising of a Technical Wing at the Centre, four Regional Offices and Quality Control Laboratories at Delhi, Mumbai, Kolkata and Chennai and 43 Community Food & Nutrition Extension Units (CFNEUs) under the Regional offices, located in 29 States/ UTs as per details at Annexure 1.
To promote and coordinate activities with regard to bringing nutrition issues to centre stage through advocacy and sensitization of policy planners and implementers.
To undertake awareness campaign on prevention and control of malnutrition at all levels including infant and young child nutrition issues;
To improve content and delivery of existing nutrition related interventions enlisting cooperation of professional institution and social organizations in the area of nutrition and health.
Development, production and distribution of nutrition education/training material through print and electronic media.
Training in Home Scale Preservation of Fruits and Vegetables for domestic consumption.
Development and Promotion of recipes using locally available and low cost Nutrition Foods.
Nutrition Policy and Prime Ministers National Council on Indias Nutritional Challenges
Improvement in nutritional status of the population requires a multi-sectoral approach for accelerated action on determinants of malnutrition, better integration & policy coherence. At the same time, there is a need for direct nutrition interventions for targeted & vulnerable groups such as children (0-6 yrs), pregnant & lactating mothers, and adolescent girls.
A joint Strategy Note to Address Indias Nutrition Challenges was prepared by Ministry of Women & Child Development and Ministry of Health and Family Welfare which was followed by a number of consultations with various stakeholders, Consultative Committee of the Parliament and meeting with Young MPs. Thereafter, the Planning Commission held the Multi-Stakeholders Retreat on Addressing Indias Nutrition Challenges, on 7-8th August, 2010 in which nearly 200 participants from the central Ministries/Departments and State Governments/ UTs, field functionaries such as Anganwadi workers, Supervisors, CDPOs, ANMs, Health functionaries, PRI members and NGOs participated. The various suggestions received and consultations held were incorporated in the agenda for the Prime Ministers National Council for Indias Nutrition Challenges.
The major recommendation of the PMs National Council for Indias Nutrition Challenges are:
i.
Strengthening and restructuring of ICDS with special focus on pregnant and lactating mothers and children under three. Convergence of ICDS with National Rural Health
Mission and Total Sanitation Campaign particularly at the district and village level is also emphasized.
ii.
Multi-sectoral approach in consultation with Planning Commission and Ministry of Health & Family Welfare to address the maternal and child malnutrition in 200 selected highburden districts.
iii.
A nationwide information, education and communication campaign coordinated by the Ministry of Women & Child Development in consultation with Planning Commission and Ministry of Health and Family Welfare would be launched against malnutrition so as to address different issues of women and children under two, hygiene and sanitation. The active involvement of peoples representatives, civil society activists, media persons and celebrities would be ensured.
iv.
The Ministries that deal with Health, Drinking Water Supply and Sanitation, School Education, Agriculture and Food & Public Distribution will bring strong focus on nutrition to their programmes. Following the meeting of the Prime Ministers National Council on Indias Nutritional Challenges on 24th November 2010, several meetings, consultations, discussions have been held by Secretary, WCD and Joint Secretary, WCD with the different Ministries, Development Partners, Institutions etc. and conceptual frameworks are in progress.
i.
Training of Trainers (TOT): Each CFNEU organized five days training of 20 nos. of Master Trainers comprising of Child Development Project Officers (CDPOs), Assistant Child Development Project Officers (ACDPOs), Senior Supervisor, Medical Officers, Nursing Officers, Health Educator, Principal/Head Master of school implementing Midday meal etc. who acts as trainer for the grass-root level functionaries.
During the year 2010-11, a total number of 41 training courses have been organized & 805 no. of participants have been trained.
ii.
Orientation Training Courses (OTC): Each CFNEU organized the training for 2 days for 30 participants comprising of AWWs, Helpers, adolescent girls, Pregnant, newly married communities PRT etc.
During the year 2010-11, a total number of 530 training courses have been organized and 15917 grass root level functionaries were benefitted.
iii.
Home Scale Preservation of Fruits & Vegetables and Nutrition: The CFNEUs organized one week training course for the housewives and adolescent girls to encourage them to preserve fruits and vegetables at the household level. This increases the consumption of fruits and vegetables and also develop skills which could be useful for income generation. Each CFNEU organized training courses for 30 participants per month. A Ready Reckoner on preservation of Fruits, Vegetables and Nutrition Education is distributed to the trainees on completion of the training. Special training courses are conducted exclusively for SC/ST adolescent girls and women and a stipend of @ Rs. 100 is given.
During 2010-11, a total of 238 courses have been organized & 7511 persons got benefitted. In addition 79 special courses for SC/ST were organized and 2310 SC/ST beneficiaries participated.
iv.
Nutrition Education Programmes are undertaken in Rural, Tribal Areas and Urban Slums to encourage appropriate dietary intake and healthy life styles.
During the year 2010-11, a total number 4071 programmes have been organized covering 142132 beneficiaries.
v.
Monitoring of Supplementary Nutrition Programme and Nutrition Education & Awareness for ICDS Functionaries: Anganwadis under different ICDS projects are visited to monitor the supplementary nutrition and nutrition and health education components of the ICDS. The technical staffs of CFNEUs during inspection provide technical support cum
practical demonstration on nutrition and health education of the grass level workers at the AWC. The observation at AWCs are communicated to the respective State Secretaries in-charge of WCD and at the headquarter level also.
Exhibitions
Food & Nutrition Board participated in the Awareness Camp on Socio-Economic Empowerment of Women jointly organized by Central Social Welfare Board (CSWB) and Rashtriya Mahila Kosh (RMK) at Dilli Haat, Pitampura, New Delhi on 23rd July, 2010 wherein nutritious diets for different age groups were displayed. Low cost nutritious recipes were demonstrated. People were counselled on weight management and Body Mass Index assessment. FNB participated in the exhibition on Nutrition during 6th Food and Technology Expo held at NOIDA from 6-8th August, 2010. FNB also participated in the exhibition on Nutrition in ICAR Complex, Pusa on 7-8th August during the Multi-Stakeholders Retreat on Addressing Indias Nutrition Challenges, on 7-8th August, 2010. The Vatsalya Mela, organized during 14-19th November at Dilli Haat, INA, Delhi had the active participation of FNB wherein there was display and discussion on nutritious diets for vulnerable groups i.e. infants, children (1-3 yrs), adolescents, pregnant & nursing women. Live demonstrations of nutritious recipes using locally available, economical foods were conducted. Assessment of BMI attracted a large number of people. The video spots on Infant & Young Child Feeding, Micronutrients, Nutrition of Girl Child & Nutrition of Adolescent Girl were played. The Nutrition quiz was organized for different age groups. Exhibitions were also undertaken at Bhopal on 9th -13th Mar, 2011 and Raipur on 24th 26th Feb, 2011.
Media Activities
A. Poshan aur Swasthya, a Radio sponsored programmes of 15 minutes duration on important nutrition topics has been broadcast on FM Gold, FM Rainbow & Vividh Bharti Radio Station in Hindi, English & Regional languages during the year. B. Telecast and Broadcast of 30 seconds of audio & video spots on Infant & Young Child Feeding (IYCF) was undertaken through DAVP during the period. December 2010 to February 2011, & also for 10 days w.e.f. 1st March to 10th March 2011. Broadcast of 30 seconds of Infant & Young Child Feeding (IYCF) & Micronutrients audio spots during World Cup Cricket Matches w.e.f. 19th February to 2nd April 2011, was undertaken.

5. A Nutrition Resource Platform (NRP), being set up with support from CARE, will be located at NIPCCD, New Delhi. The NRP will serve as digital resource including blasting of messages; provide interactive forum and exchange of information. In addition it will have facilities to capture Interactive Voice Response (IVR) system based data capturing mechanism. Data captured would be automatically integrated in the MIS report system on identified indicators.
