SCHOOLS AND BEYOND Wylie agrees with Fletcher, that schools misjudge parents if they believe the latter

only want examination successes, the league tables good school. Actually most parents consider the development of character and values to be more important. This is most particularly true in socially deprived areas, where the task is more challenging and schools need additional resources. Community education offers the chance to find joined-up solutions to the interconnected and self-reinforcing problems of the neighbourhood, because education alone cannot remove poverty, and in any case poverty removes the hunger for education on which real learning depends. Education is carrying a great burden as the centerpiece of policy. It is seen to hold the key to economic success and social stability, although few speak now of its role in individual fulfillment. In a globalized economy a country no longer needs coal, iron or steel having human capital is what makes the difference and the way to increase the stock of a countrys intellectual and skill assets is to improve education. To this end, we are awash with initiatives New Start, New Deal, Education Action Zones, The Peoples Lottery. A state which has rediscovered the possibility of intervening puils the levers of power with great enthusiasm. If we cannot build a new Jerusalem in Englands green and pleasant land, well settle for Taiwan in the Dales. Good schooling is now at the heart of the construction of this new Britain. This paper will explore the nature of the good urban school; will suggest that good schooling is a necessary but not sufficient condition for human development; will examine the claims of schooling within a context of community education, but will conclude that the latter also has to be reshaped if it is to meet the needs of young people. First, how are we defining the good school? Our Victorian forefathers, the Matthew Arnolds of yesteryear, used language; our contemporaries use figures. Even in the notorious period of payment by results, HM Inspectors were still able to discover some of the innate curiosities of pupils. One such was inspector Rev. W H Brookfield, formerly a fashionable preaches in Mayfair: his witty and outspoken reports brought criticism from both the Department and school managers. In one of his reports, Brookfield wrote: It is my custom to ask the children of a first class to write impromptu upon their slates about different subjects which I mention to them, an elephant, a swan, a monkey, etc. To one little boy of eleven years of age I had, perhaps somewhat imprudently, proposed a racehorse. He gave up his slate, inscribed, with very good writing and spelling, as follows: The racehorse is a noble animal used very cruel by gentlemen. Races are very bad places. Of course, literacy and numeracy matter, and all schools need to focus their efforts on enabling young people to be competent in both. It is not making an excuse to acknowledge that it is harder in some settings to achieve such goals. A study by Ofsted of the 100 secondary schools having the highest proportion of free school meals undicated that only three (all of them girls schools) achieved the national GCSE average point score of 35, that 15 are subject to special measures and a further 15 are known to have serious weaknesses. Pupils at urban comprehensive schools serving the 10 percent most advantages areas are twice as likely to achieve 5+ A*-C at GCSE as those at comprehensives in the 10 percent most disadvantages areas. This gap is widening, no narrowing. Many of the reasons for this are well known. High levels of unemployment create poverty, which in turn affects health and attendance and achievement. They also diminish the perceived relevance of schooling in these communities and help to sustain a subculture of derision for those adolescents concerned to achieve. Students expect to go into short-term, casual jobs if they get work at all and they are not persuaded that learning is either fun or brings its own reward. As HMI (1993) wrote a few years ago in their unique study of urban schooling: Poor levels of education and qualification among many parents complete a cycle of under-achievement which continues to affect the lives of their children. The community does not acquire sufficient numbers of people able to offer role models of educational success. School improvement in urban areas can be fragile difficult to achieve, and hard to sustain especially if the school concerned are facing substantial mobility of population and/or pressures to take disproportionate numbers of excluded children. It is not surprising that many who teach in such settings are driven to put their concern for welfare and self-esteem of the young people in their charge before their academic achievement. The HMI report went on: Concern and commitment are necessary but not sufficient conditions for improvement. It is not enough to offer educational safe havens, secure against other social pressures and temptations, raising the achievement of children needs to be acknowledged as the central purpose of schools, to become the systematic focus for their endeavours, and to set the targets for action by all [but] success has

depended on individuals strengths rather than on shared purposes and concerted teamwork. Often, policies and projects are not sustained long enough to make an impact. The measures promoting good schooling need to be those that will assist urban schools directly to develop their pupils key skills and civic literacy values and understandings necessary for participation in our democratic society. We need schools to adopt sharp targets and benchmarks for their own improvement and to work deliberately towards achieving them. In response to the powerful performance indicator lobby, schools and other educational services should consciously construct and publicise indicators that reflect wider educational goals. We could use some of those entitlements TIM Brighouse has suggested (Chapter 9), such as the percentage of students who take part in a residential experience, or gain a Duke of Edinburgh Award. But beware of Goodharts Law. Goodhart was a chief economist at the Bank of England who pointed out that perfectly good economic indicators could go grievously wrong if adopted as policy targets. Hence, during the 1980s, control of money supply became a target and the economy was driven into the deep abyss of recession, with levels of structural employment from which it has still to recover. We need to avoid a similar fate befalling education by the excessive use, for example, of 5+ GCSE grades A* - C as the key criterion. We do well to remember the ironic lines of Brian Pattens poem the Minister for exams: Q1 how large is a childs imagination? Q2 how shallow is the soul of the minister for exams?
