Dear Koreatown Northgate Community Benefit District Property Owner: As you know, the Koreatown Northgate Association has been delivering special benefit services to property owners within its boundaries since February 2008. These services have been funded by the assessments generated by the property owners along Telegraph Avenue from 20th Street to 35th Street/580 overpass. Over the past year, we have added an ambitious and well funded security program to ensure the reduction of crime and maintenance of order in our community. The Koreatown Northgate Association (KTA) is the non-profit public benefit corporation and District Management Corporation which is under contract with the City of Oakland to disburse the revenues of the CBD on behalf of the property owners in the district. The Association has been operating since early 2008 with a volunteer Board of Directors and officers. The annual Board of Directors nominations process is an open process and all interested property owners are encouraged to participate. Board members nominated and elected will serve for two year terms commencing January 18th, 2012. Please keep in mind that in nominating yourself to the Board, this is a working Board of Directors. Volunteer Board members are expected to:

Be current on the CBD assessments for the most current fiscal year; Actively participate in one of the Committees of the Board, (please see attached) Help raise funds for the Board and its activities; Support the goals and policies of the Board; Attend all regular Board meetings;

We do not seek nominees to simply fill a seat, we seek active committed business and property owners and district residents who seek to rapidly improve the commerce, image and amenities of this area of Telegraph Avenue. Please take a moment to fill out the attached Board nominations form. You may nominate yourself, or a designated representative, to the Board. The selected nominees or candidates for the open Board seats will be announced to all property owners at our Annual Elections meeting to be held on Wednesday, January 18th, 2012 at 6:00 p.m. at the District office at 2633 Telegraph Avenue, Ste 107. Koreatown Northgate Association (KoNo) Committee Structure -2012

Proposed KONO Committee or Task Force Executive Committee Chair: The President of the Corporation and all of the Officers Phil Porter, Chair Security and Operations Committee (Security Task Force) Chair: Sheila Katz Marketing and Identity Chair: Open

Functions and Duties Oversees staff and contracts, corporate finances, insurance, grants, development of budget, Board agendas and meetings, correspondences, outreach, bylaws and policies, public relations, newsletter, relations with other CBDs, political reps and public agencies, Board elections, policy formation, fundraising, etc. Consists of all of the officers of the corporation.

Oversees service provider involved in the maintenance and improvement of the public rights of way, including sidewalk sweeping, steam cleaning, landscaping, private security, personnel and non-personnel expenses. Relations with OPD, BART, ATC Projects would include those that markets and promotes the district or promotes positive aspects of the Koreatown/Northgate District. Those issues may include: branding of the district, development of a new logo, special events, Website development and maintenance, beautification programs, banner program, streetscape issues including landscaping design, bus shelters, festival poles, holiday decorations, visual linkages, new public

spaces projects, improvements to public spaces in the district. Land Use Committee Chair: Jack Beallo Planning, zoning, parking, parking meter revenues, parking enforcement, transportation, shuttle, mixed use developments, FARs, Community Plan, Review of new construction and its impact, street relationship.
