To all Grand Moffs, It is time to embrace our new modernization program. I understand that the coming months will be thin, but, it is imperative that we motivate the entirety of our citizenry to take up the cause. I have provided some propaganda posters, but each world is unique, so I encourage you to develop your own motivational posters and campaigns and take charge of implementing the program on each world. Any Grand Moff that is able to raise a million man sector army will be handsomely rewarded, and the top three contributors will be even more rewarded. It is time for an empire of responsibility; it is time for the old politics to end and for the promises in the Declaration of the New Order to be upheld. It is time for the Empire to be united once more.
