PROCEEDINGS OF THE TRAFFIC ADVISORY COMMITTEE MEETING ON TRAFFIC IMPROVEMENTS IN BANGALORE CITY HELD ON 19-11-2011 AT 11.30 A.M. AT THE CONFERENCE HALL OF OFFICE OF COMMISSIONER OF POLICE, NO.1, INFANTRY ROAD, BANGALORE CITY. PRESENT:

Addl. Commissioner of Police, Traffic welcomed all Traffic Experts and presented the action taken report for the points raised in the last meeting held on 15-10-2011. All the members appreciated the efforts of the Traffic Police in taking action to strengthen enforcement of traffic laws & streamlining the flow of traffic in city. The following points emerged from the discussions in the meeting. 1. Wide publicity should be given for enforcement drives against Footpath Driving and other forms of Dangerous Driving. Similarly wide publicity should also be given for SMS facility provided to Citizens to send their traffic related problems especially Auto Drivers harassment. A TEN degit number can be obtained from any service provider and should be used for sending traffic complaints. 2. Insurance companies should be asked to increase the premium of insurance for vehicles which violate traffic rules leading to traffic accidents. 3. Elevated footpath crossing should be properly painted. The display boards on the road ahead of elevated Pedestrian Crossings should be erected. In these traffic signal lights pedestrian movement timing should be displayed on the sign boards.

4. Fine collection should not be made as a revenue generation mechanism. Quality cases against violators should be booked. Further efforts should be made to cancel their Driving Licences. 5. Hoysala Staff should be trained in basic life support system as is done in cases of Traffic Policemen in the City. 6. Right Turn & U Turn immediate before or after Flyovers should be banned. For ex: The U Turns after IOC Flyover in Banasawadi Road and near Diamond District should be closed. 7. Road safety should be given prominence in Traffic Management. Wear helment campaign should be taken up to ensure safety of two wheeler riders. Drive against duplicate and non-ISI mark helmet should be taken. 8. Prominent boards should be erected in all over the city to educate road users about prescribed speed limit in the city. Many people do not know the prescribed speed limit in Bangalore City. 9. There are incidents of Auto drivers misbehaving with the General Pulbic. A system based on the complaint received through SMS to be introduced to take action against such drivers. 10. Some more centers in different locations in the City are to be introduced to issue display cards to Auto drivers and to avoid long queue in getting Display Cards. 11. The building of Madiwala Traffic Police Station is in very bad condition. Action to be taken to improve the condition of the building. 12. It is suggested that a Notification to be issued to the effect that unnecessary / unscientific Road Humps should not be brought up on the city roads. The public should not install or remove Road Humps according to their own will and wish. The Road Humps are to be installed / removed only with prior permission of Traffic Police. 13. In order to reduce Traffic congestion and road accidents instead of U turns Z turns are to be introduced on some important roads. 14. The speed of the vehicles is not noticed propertly from the Interceptors on Airport Road. Hence, Traffic Officers who are incharge of Interceptors should station the vehicle in a proper position to visualize the speed of the vehicles and to book the cases against speedy vehicles.

15. There is no proper Pedestrian crossing at Hudson Circle and Race Course Road. Pedestrians are facing inconvenience to cross the roads. Necessary action to be taken to put up Pedestrian Crossings at the said places. 16. Lanes are to be introduced on the City roads for easy movement of the vehicles. Action to be taken who violates Lane Discipline. 17. Numbers of vehicles plying on the City roads are emitting black smoke, resulting in pollution. Stringent action to be taken against such vehicles. 18. In many locations, the buses are stopped immediately at the turnings and curves which lead to accidents and traffic congestion. Take action and to ensure that these buses should not stop at the turnings/curves. 19. The drivers of Private buses stops their vehicles at the exist point of BMTC Bus-stops, causing inconvenience to BMTC buses and General Public. They should be booked severely. 20. Traffic congestions in the following areas can be removad by strict regulation and enforcement measures. (a) K.R. Market area where vegetable vendors come on the roads and covering the footpaths leading to traffic congestions. (b) The Ashwathakatte near Garudachar Palya may be shifted to ease traffic bottle neck. (c) Parking should be banned on ITPL Road. 21. Auto-rickshaws plying school children, take more children than the maximum 6 prescribed. It severely endangers road safety for school children. Action should be initiated against such Auto Drivers. 22. Transformers which are installed on footpath should be removed. Penalty should be imposed on BESCOM for encroaching the footpath places for installation of transformers. 23. Seat belt rule is not implemented in Bangalore City. It is time to implement this rule. Initially awareness about benefit of wearing Seat belt should be created before enforcement. Addl. Commissisoner of Police, Traffic in his concluding remarks stated that, all the suggestions will be examined by Bangalore Traffic Police. Action will be

initiated in due course. Meetings will be conducted every 3 rd Saturday and action will be reviewed in the monthly meetings.
