Project Name: E-Municipal Corporation

Introduction:
E-municipal Corporation is simply the use of information and communications technology, such as the Internet, to improve the processes of Municipal Corporation E-municipal Corporation promises to make municipal corporation more efficient, responsive, transparent and legitimate. its services to and collaboration with citizens, the business and professional community, and others

Needs:
1. Improve the quality of Citizen Service Delivery System and offer these services with optimal effectiveness and transparency 2. Facilitate the decision making process of top management by furnishing the right information at right time.

Scope:
This software is a part of e-Municipal Corporation for calculating the property tax and systematic gathering of information about the property, Birth & death certificate, licenses for business, tender and water supply connection.

1- Functional requirement a) Common Function I:- Payment Module User can make payment online. There is payment gate which will take card number and redirect to appropriate bank. Users all transaction record will be store in data base for report generation.

b) Non Common Function 1- Licenses (Food & Market) Department Module Municipal issues various types of licenses like Food Licenses, Market Licenses, Nursing home registration, etc. Functionality Duplicate License If User lost his/her license copy he/she can apply for Duplicate License. For this they have to submit appropriate documents with duplicate issue fees. Change in Name of Business If user wants to change his/her Business name he/she can apply for it through this application. Renewal Of License User can also renew his/her business in some simple steps. Cancellation of License User can cancel his/her business license. Capture of License Details For further process and report generation License details are maintain. Calculation of License Fee User can also get details of license fees for different types of business.

2- Project Systems The projects department responsible to issues tender for project such as Roads, Water Projects, etc. Defining New Project New Project can be add by admin .Admin will give some basic information for project like Project officer, duration, cost, description, etc. Submission of bids All registered Contractor can view all tender and submit bid for same. Notification Contractor who get project will be informed by email. Project Status Update Contractor can also update project current Status. This status can be view by appointed officer to monitor tender

3- Employee Registration This Module will keep information about employee which will helpful for workflow .In this there is three types of employee Admin who is responsible for defining project, adding new employee etc. Officer who are responsible for approve woks like license etc. Admin also appoint office for project that is responsible for monitoring all activity related to tender. Clerk who check and validate all document. First all request will come to this employee then it will be forward to officers.

4- Online Property Tax Payment RV calculation & Property Tax Generation This software takes the parameter of location and area of property and generate monthly and early tax from it. It also generate notice to the employee & administrator if this new entry and entry modification in on database. Billing & Payment of Property Tax Billing is done based on RV calculated value. Individual Property wise, Interest calculation and consideration for advanced paid. Automatic mailing of bills to email id. Generation of Notice It has another functionality of generating notice and smart objectionable.

MIS Reports 1. Assessment Register. 2. Tax wise Recovery details. 3. Tax Defaulter Report. 4. Advance Payment Report. 5- Online Death & Birth Registration Registration of Birth Date for birth certificate. Hospital authority will send a request to the municipal corporation for birth certificate then municipal corporation will check the details about employee & then automatically generate the birth certificate. Registration for Death certificate Hospital authority will send a request to the municipal corporation for death certificate then municipal corporation will check the details about employee

& then automatically generate the death certificate. Correction in Birth certificate Hospital authority will send a request to the municipal corporation for correction in birth certificate then municipal corporation will check the all details about employee & then automatically make the correction in the birth certificate. Correction in Death certificate Hospital authority will send a request to the municipal corporation for correction in Death certificate then municipal corporation will check the all details about employee & then automatically make the correction in the death certificate.

Death certificate still birth Hospital authority will send a request to the municipal corporation for death certificate then municipal corporation will check the details about employee & then automatically generate the death certificate. 6- Water Supply Department Issuance of new water connectionApplication for new connection to be made available on the web portal with the checklist of the document to be attached. The application form to have column for Properly ID. Application is filled online through web portal. The scanned copies of the document are attached. Option of downloadable form also to be made available Water disconnection (Permanent/Temporary) If user wants to close its water connection then he/she has to send request to Municipal Corporation with the help our system.

2- Nonfunctional Requirement 1- Usability Proposed system is user friendly. User can access it very easily, and complete their task in few easy steps. Proper document will be give to learn. 2- Easy To Maintain All setting is done with xml file. 3- Portability All system except JMS (Email System) part can be deploying in any server or data base by just changing in XML file.

4- Reliability Reliability of system is depend on Application server used to develop. JBOSS application server is used to develop it, which is very reliable application server. For ORM Hibernate is used, which is also a very reliable ORM. Further enhancement 1. Enhancement of automation so that time of work can minimize and employ also less required. 2. Demand Notice Generation. 3. Issue of Warrant Notice.

4. Seizure of Property. 5. Facility for online tracking of bounced checks. 6. Implementation of HRM module. 7. Implementation of Account module.

Assumption:a) We are assuming that for tender there is only one Officer allotted. b) We are assuming that hospital give right data. c) We are assuming limited work flow for all office work. d) We are assuming that for all work only two documents are required.
