Stevenson Middle School Master Plan granted $7.2 million by State Legislature
This year's legislative budget appropriation is helping Stevenson Middle School and its neighboring communities make it one step closer to realizing their campus master plan. Out of the total proposed state budget of $10.7 billion for Fiscal Year 2008-2009, the Legislature granted $7.2 million for plans, design and construction of a multi-purpose facility, equipment and appurtenances that would service the needs of Stevenson, Roosevelt High School, Lincoln Elementary School and the surrounding community. In May 2007, R. L. Stevenson Middle School, led by Principal Gregg Lee, Senator Brian Taniguchi (D-Manoa, McCully), and other area legislators began the campus planning process by holding a series of community meetings with Stevenson students, parents, faculty, staff, and neighbors, as well as leaders of Lincoln, Manoa, and Noelani elementary schools. This process provided a unique opportunity to stop and examine the campus from many points of view, and created a forum for dialogue both within the School community and with its neighbors. When complete, the plan will ensure that the next several years of growth and development is designed within the context of a clear vision for the campus and its role in the community. Since the Legislature has appropriated $7.2 million for the planning, design and construction of a multi-purpose facility at Stevenson, Governor Linda Lingle has until June 30, 2010, to release those funds so that they can be used for execution.

Legislative Update 2008


The following is a brief summary of the Legislatures accomplishments by issue area. If you would like to learn more about the past legislative session, its challenges, and what the Legislature did, Rep. Increasing Our Energy Self-Sufficiency Photovoltaic Energy (SB 988): Authorizes the Public Utilities Commission (PUC) to establish a photovoltaic rebate program funded by electrical utility ratepayers. Net Metering Programs (HB 2550): Requires PUC to ensure that a percentage of the total rated generating capacity produced by eligible customer-generators be reserved for electricity produced by eligible residential or small commercial customer-generators. Allows PUC to define the maximum capacity for eligible residential or small commercial customergenerators and to evaluate, on an island-by-island

In 2008, the State Senate and House of Representatives worked to pass important legislation that works to support our States move towards energy self-sufficiency, improve our education and transportation infrastructure, and strengthen our public safety laws.
Protecting Our Island Community Greenhouse Gas Emissions Reduction Task Force (HB 2507): Appropriates funds to establish two positions to assist implementation of Act 234, Session Laws of Hawaii 2007, where a statewide greenhouse gas emissions limit is to be achieved by 2020 that is equal to or below the level of the statewide greenhouse gas emissions in 1990. E-Waste Recycling (SB 2843): Requires manufacturers of electronic devices to collect and recycle electronic devices. Establishes the electronic device recycling fund. Establishes a working group that includes TV manufacturers to develop a plan to recycle TVs. Biosecurity/Invasive Species (SB2850): Establishes a biosecurity program within the Department of Agriculture to prevent the entry of invasive species into the state, or movement of pests inter-island, and to respond effectively in eradicating and controlling pests. Turtle Bay Acquisition (SB2423): Authorizes the Governor to negotiate the acquisition of the Turtle Bay Hotel and Resort and surrounding lands in order to preserve culturally important land and the rural character of Oahu's North Shore. Modernizing Our Transportation Infrastructure Harbor Improvements (SB 3227): Expands the authority of the Aloha Tower Development Corporation to assist in the development of the

basis, the applicability of the generating capacity requirements and, in its discretion, exempt an island or a utility grid system from the generating capacity requirements. Biofuel Production (HB 3179): Amends the definition of renewable energy producer to include growers and producers of plant or animal material used primarily for the production of biofuels or other fuels, so that they will be eligible for direct leases of public land. Solar Water Heating (SB 644 Pending): Directs PUC to establish standards for solar water heater systems. Prohibits issuance of a building permit on or after January 1, 2010 for single-family residences that do not have a solar water heater system that meets standards. Restricts the solar thermal energy systems tax credit available for single-family residential properties to those properties with permits issued prior to January 1, 2010. Mandates that renewable energy technologies tax credits for systems installed in 2009 for single-family residential properties may not be claimed by residential home developers.

Ignition Interlock Device for DUI Cases (HB3377): Requires the installation of an ignition interlock device into the automobiles of persons arrested for driving under the influence while their cases are pending and licenses are revoked. The device prevents the starting of the vehicle of a person with more than a minimal amount of alcohol consumption. Identity Theft Harassment by Impersonation (SB 2456): Creates a new misdemeanor offense of harassment by impersonation. Protecting Personal Information (SB 2803): Implements recommendations of December 2007 report of the Hawaii Identity Theft Task Force to protect the personal information collected and maintained by state and county governments and reduce the amount of personal information collected by government.

statewide harbors modernization plan by establishing the Harbors Modernization Group. Authorizes the Department of Transportation to issue revenue bonds to finance the harbor improvements. Appropriates or authorizes moneys from harbor revenue bond funds. Harbor Appropriations (HB 2500): Appropriation of $124,375,000 in revenue bonds for harbor modernization projects statewide. Airport Modernization Appropriations (HB 2500): Appropriation of $130,236,000 in revenue bonds for airport modernization statewide. Improving Public Safety For All Pedestrian Safety (HB 357): Appropriates $1 million to the Department of Transportation to conduct a pilot study to identify state and county intersections where the time to cross the intersection is insufficient for elderly pedestrians and to implement immediate

Social Security Number Protection (SB 3092): Mandates that only the last four digits of an individual's social security number shall be listed on judgments, order, or decrees endorsed and recorded in the bureau of conveyances or land court. Protecting Our Keiki Unattended Children in Vehicles (SB 2245): Makes it a violation of the statewide traffic code to leave a child unattended in a motor vehicle. Effective on approval. Requires the examiner of drivers to test driver's license applicants for knowledge of this offense. Requires notice of law in rental cars. Endangering the Welfare of a Minor (HB 2346): Expands the crimes of endangering the welfare of a minor in the first and second degrees to include situations in which an adult causes or permits a minor to inject, ingest, or inhale certain controlled substances that are not prescribed by a physician.
