I am pleased to welcome you and your family to the New Year. At City Hall, we are welcoming 2012 by continuing to strive for excellence in public service jORGE M. GONzALEz and by continuing to address and find solutions to some real challenges. Following much-publicized events, our police department is undergoing a reorganizational process, and a recruitment has already begun to seek a new police chief to replace retiring Chief Carlos Noriega. All of us, including our elected officials, have been working hard during this transitional period to bring about real and positive changes to the department. The development community has also undergone some major challenges that have affected our Building Department. Our recently hired building director has successful experience with economic development and in administering the development process. Our immediate goal is to improve customer service, work flow processes and electronic plan reviews. Other continued goals for this year include the expansion of the convention center and improvements to your quality of life during major event periods. We are here to provide you, our customers, excellence in all we do everyday. VOLUNTEERS NEEDED FOR TAx SEASON 2012. If youve always wanted to work with the Internal Revenue Service (IRS), this might be your chance. The City of Miami Beach, a VITA (Volunteer Income Tax Assistance) site, is looking for volunteers to assist with tax season 2012. Last year, Miami Beach volunteers served 72 households with their tax returns, generating $71,074.00 in tax returns. As a volunteer, you will help prepare simple federal tax returns for seniors and people whose incomes are $50,000 or less. Volunteers must work approximately four hours a week helping at Miami Beachs VITA sites, at City Hall and the North Shore Youth Center, February 1 through April 14. Anyone can volunteer, and no experience is required. Training classes are available online or through self-study for certification.

Our city is fortunate to have a place, right in its backyard, that nurtures creativity and critical thinking in the community. This cultural gem is the Bass Museum of Art, located in the heart of the Collins Park neighborhood. The Bass serves as an educational resource to the community through a plethora of educational programs, childrens camps and events, centered around the arts. The museum recently inaugurated a new center of creativity and learning, packed with cultural programming that suits the entire community. The Creativy Center became a reality through several collaborative efforts within the educational and cultural community, in part, as an effort to continue creating community, with programs for pre-school children to adults, including an adult club. These programs demonstrate that art is a catalyst for creativity and growth, said George L. Lindemann, president of the museums board of directors. In addition to the childrens programming, every Thursday, the center opens its doors to adults for the Art Club, which will provide a space for discussions about art and life.

The museum also provides affordable resources for the teaching community and programs at local schools, including IDEA@ thebass, a childrens program that has been planting seeds of creativity in the hearts and minds of school-age children, through a method of problem solving created by the Bass in conjunction with Stanford Universitys acclaimed Hasso Platner Institute of Design. The IDEA program, which stands for: identify, discuss, envision, and assess, uses art to stimulate the critical thinking skills of children between the ages of three and 10. Other museum programs working on the enrichment of the community include Family Days, which are free monthly afternoon for the entire family. Family Days includes art exploration through music, scavenger hunts, preschool art stations and prizes, among other activities. Another fun and creative program, the weekend, Inventive Art classes, bring children and their parents together, to solve challenges of design and other art disciplines. The classes are inspired by works of art from the museums permanent collection.

Also held are winter, spring, and summer art camps for kids ages four to 12 years old. Last summer was our first summer camp, it was for the full 10 weeks that the students were out of school, and was a huge success, said the museums education program manager Kylee Crook. We were also able to give scholarships to those that could not afford the camp. One of the attending students at a recent summer camp was Grabriella Carrolls daughter, Andrea. Our daughter Andrea met and shared with people that helped to enhance her perspective on life, said Carroll. They motivated and encouraged her to explore beyond on every topic she was taught making her feel proud of sharing her new knowledge with us. The Bass also offers art classes for all ages, and school tours. The school tours include art activity and scavenger hunts. This year, the art activy classes will also be offered to regular museum patrons on a daily basis, to make the museum a more well-rounded educational environment, added Crook.

IDEA@THEBASS CHILDRENS PROGRAM: The instructor shows students a picture of a work of art. The class then follows this four-step process: Identify Children describe what they see in the picture and respond to a need or challenge posed by the teacher.

Discuss Students brainstorm and come up with ideas to solve the challenge. Envision Working alone or in teams, students create a prototype or model using pencils and paper, or all sorts of inexpensive found material. Assess Students explain their work to their classmates, who will ask questions and make suggestions.

This past fall, a group of 50 students from Miami Beachs public schools enthusiastically spent half a Saturday together at the beach. The teenagers were not sunbathing, instead they were cleaning up the sand and public areas as part of the Miami Beach Teen Clubs community service initiative. The Miami Beach Teen Club, a division of the Miami Beach Parks and Recreation Department, serves 300 teens, 12 to 18 years of age and of different nationailities and backgrounds. The free public program is funded in part by the Office of Juvenile Justice. The club encourages kids to become wellrounded individuals through programs like the community service initiative, created in 2004, to keep teens off the streets and in a safe and positive environment. Teens enrolled in the club provide volunteer services every month to different communtiy organizations. Service includes everything from cleaning up our beaches and parks, to assiting our seniors during holiday events. Giving back to the community is something you dont get to do all the time, said Jaise Duran, a Teen Club mentor for the last four years. This past October, the teens volunteered during the Special Olympics and the South Florida Afterschool All Stars games. Within the last three years, the teens have collectively earned a total of 20,000 volunteer hours. Doing community service and helping organizations on the weekends benefits me in many ways, added Duran. It helps me fulfill the hours needed for school and makes me feel good about myself. In addition to community service projects, the Miami Beach Teen Club requires its members to attend the club at least three times a week and take social skills, drug prevention and leadership classes; participants can also partake in cooking, tutoring, art, music, dance, theatre classes and athletics. The Teen Club offers our teens an outlet for self expression and personal growth in a structured environment, said Parks and Recreation Assistant Director Julio Magrisso. The club also offers teens the opportunity to become paid mentors to other Teen Club participants and to apply for college scholarships. The scholarship criteria set forth by the club includes community service hours, course participation and grade point average.

Most recently, four club teen members were awarded college scholarships by the City. The last two recipients were in the top 15 percent of their high school class. The scholarship will help me pay for books and other college expenses toward my business degree, said Karen Gonzalez, one of the last two scholarship recepients. Teen club members also help coordinate and host annual community events throughout the year such as Family Night, performances at local cultural venues and other events. Despite its young years, the club has received several awards and commendations for its programs, including the Dorothy Mullen Award, which honors the most innovative and effective arts and humanities program across the nation. A GARDEN IS TRANSFORMED
Our urban oasis preserves its history, grows new life with recent makeover
In order to preserve the history of this Miami Beach landmark, part of the renovations included transplanting existing landscape that has inhabited the garden for the last 50 years, including palms and shade trees. A variety of new native trees and plants were also brought into the landscape, making the space a more verdant garden oasis. The gardens entrance was one of the spaces that most needed redesign. At its previous location on Convention Center Drive, it lacked a sense of entry and was hardly visible to the public. The makeover gave the garden a welldefined, processional grand entrance at the southeast corner of the garden, on 19 Street and Convention Center Drive. We designed a very long site line when you first enter the garden that magnifies the scale of what was presently there; with a larger green open space allowing flexibility of events, said Raymond Jungles, the projects landscape architech.An addedplaza at the entrance also offers multiple experiences for visitors. But the new entrance is not the only thing grand about the gardens new design. Beautiful pathways meander throughout, with benches and artwork creating intrigue. The Banyan Room terrace doubles the capacity for events, and a nursery and propagation area were added away from the main building. Adding more water features was also paramount to the new design: Water is a vital element, particularly in a botanical garden, where water plants can aid in increased botanical diversity while creating open space, said Jungles. Ivette Daz and Laura Jamieson Located in the middle of our bustling city, the Miami Beach Botanical Garden, our very own urban oasis, had long been due for a major makeover. The renovations became a reality this past fall, in time for Art Basel Miami Beach, Design Miami and Sleepless Night, major events that showcased the gardens new look to thepublic. Opening up, relocating, creating new spaces with character and giving the 2.6acre garden a better sense of place, were major parts of the facelift. The renovations not only helped the garden grow new life, but also helped it preserve its rich history. The timing of the renovations completion was also significant. It was significant because the garden re-opened almost to the day it originally opened 50 years ago, said past president and current garden board member Richard Toledo. We are thrilled with the end result and look forward to the continued enhancements, with the assistance and support of the City, our community and volunteers. Today a public entity owned by the City and run by the Miami Beach Garden Conservancy, the garden was once a members-only club. When it first opened in 1962, it was a city park called the Garden Center. It did not become an active community venue until 1997, when the conservancy entered into agreement with the City to manage the site as a botanical garden and offer free admission. A large water garden brings the sky into the garden, animating the space and reflecting its landscape. A wetland with mangroves and pond apple trees were also added, and water features adjacent to interior rooms serve to cool the areas directly around the buildings and to magnify the gardens sense of scale. After the renovations, the garden also offers a lot more shade for enticing and easy circulation for visitors. The project also removed existing concrete features, replaced fences with oolite monolithic walls, and built and installed hardscape paths, plazas, patios, lighting and irrigation. The Office of Capital Improvement Projects, in partnership with the Miami Beach Garden Conservancy, oversaw the $1.3 million renovation. The construction of the garden was managed by Harbour Construction. The re-design and renovation of the botanical garden has enhanced the enchantment that this urban oasis has provided our residents and visitors for over 45 years, said City Manager Jorge Gonzalez. The partnership with the Miami Beach Garden Conservancy has been instrumental in keeping the value of the garden present within the heart of the city. But these latest celebrities are all about the structure. Miami Beach already has a long history of architectural excellence and recognition globally. Recently, architectural design in the city has turned into art with about half a dozen parking garages designed by internationally renowned architects. These starchitects are transforming the way we think about our car warehouses with their cutting-edge, unusual and literally out-of-the-box structures, which transcend the parking experience and continue to attract national and international attention. These structures have evolved from simply utilitarian function to destinations for their own beauty and design merit, said Miami Beach Historic Preservation Board Chairperson Herb Sosa.

Internationally renowned and Miami-based Arquitectonica completed what many consider Miami Beachs first architecturally iconic garage, Ballet Valet, in 1996. Often called the Chia Pet garage, it set a new standard for garage design that blends seamlessly into its surroundings. It also exemplified the Citys new approach to garage design that included pedestrian friendly, ground floor uses. Many consider it the precursor to the modern green movement. Other Projects: Imperial & Palace Condominiums, Brickell Avenue Westin Hotel, New York City Arquitectonicas second garage is currently under construction in Sunset Harbour and bears the neighborhoods name, as well as its pizzazz. The garage is designed to appear suspended over a continuous glass base of retail shops, with a faade showing off a three-dimensional

pixilated super-graphic of colorful panels that glow softly at night like a monumental lantern. They also protect the neighboring buildings from the headlights of cars as they circulate, park and exit, and allow for natural ventilation. The 30,000 square foot, mixed-use project is one of many elements expected to give the upand-coming area a facelift and a new live-workplay status, similar to that of Lincoln Road. The stellar cast of super-star architects that brought world-wide attention to Miami Beachs garages also includes Bernard Zyscovichs 800-space Anchor Garage, in the 1500 block of Collins Avenue. The all-white, urban looking space revived the area and significantly improved pedestrian and traffic circulation.

Herzog and De Meuron

1111 Lincoln Road | Seven floors | 300 spaces

Credited with reviving the previously underperforming western edge of Lincoln Road, the star-studded creation of Swiss firm Herzog and De Meuron, on the corner of busy Alton Road and Lincoln Road, stands out as an example of design with abandon, artistry and creative flair. The 1111 garage merges parking, retail, restaurants, and event space, giving mixed-use a brand new meaning. The open air, seven-story garage offers a 360-degree view of the city from the top floor, and reinterprets our understanding of what a parking garage can be. One of its architects, Jacques Herzog, describes

it as pure Miami Beach, all muscle without cloth. Miami Beach is an international destination and deserved to be seen beyond an incredible beach community and to have an active role in promoting cultural tourism through great architectural buildings, said Robert Wennett, the developer that hired Hergoz and De Meuron for the job. Designed with flexibility, the minimalist space easily converts from a car warehouse to an event space, serving as the backdrop for weddings, parties, photo shoots, and even yoga classes.

Lincoln Road exemplifies the trend of designer garages. Mexico/New York-based architect Enrique Nortens contemporary structure at the corner of Drexel Avenue and 16 Street, Park@420, was designed to be compatible with the original 1940s architectural design of the adjacent historic structure facing Lincoln Road. The garage makes a bold statement with a faade that creates a unique pattern of illumination at night through computer-designed square punctures. The size and placement of the punctures was done in a way to also dramatize the sunlight as it hits the building and the interior, while doing so in a rational pattern. A hallmark of Mr. Nortens refined modernism, said the projects developer George Kousoulas. The architect cited his appreciation for and close ties to the area as major factors for making this project a natural for him and his team. There was a need to give it a certain energy, said Norten. The garage is unique because it responds to the needs of a unique place, he added.

The latest Miami Beach parking garage turned destination is being designed by international star and London-based architect Zaha Hadid, the architect of several world-famous structures such as the Aquatic Center for the 2012 London Olympics, the Cincinnati Contemporary Arts Center, and major building structures for BMW around the world. She is also the first woman to win the Pritzker Architecture Prize the professions highest honor. With enlightened patronage and vibrant public spaces, Miami Beach has a well-established history of investigating future possibilities and exploring the diverse cultural foundations that have defined the city. It is very exciting to be continuing this tradition of innovation and discovery, said Hadid. The proposed 400-space, $12.5 million project with 20,000 square feet of commercial and retail space is expected to further the transformation of the Collins Park area, and has as neighbors the Bass Museum of Art, Miami Beach Regional Library, and the Miami City Ballet. World-class architect Arata Isozaki worked on the museums expansion, and Robert A.M. Stern, another world-class architect, designed the library. Ms. Hadids design fits in perfectly with the adjacent structures, said Sosa. The automobile is intertwined with our daily lives, and so it is fitting that our structures to house them also be architectural statements of excellence reflecting our time and place. Other star-quality garages coming to Miami Beach in the future include private projects by noted architects Sir Norman Foster and Rem Koolhaas.

He knew when business was slow, when someone was ill, who did or didnt belong, and more importantly, when something just did not seem right. While today Miami Beach may not be Mayberry of the 1950s, the Miami Beach Police Department is implementing a series of changes to strengthen ties between the community and police officers. One change designed to put feet on the ground is now assigning officers to whats called geographical sectors, for a total of eight city sectors. Every shift, officers are assigned to these sectors, which gives them ownership of the areas they serve.

Its getting the officers out of their cars, walking, interacting with the community, explained Assistant Police Chief Ray Martinez. They will get to know the residents, businesses, and the issues that go on in that sector and be able to deal with those issues. Seeing parked police vehicles in your neighborhood will be a sign that officers are on the beat. Many of these officers will dedicate their efforts to address quality of life and crime issues within those areas. In Sector 3, the entertainment district and South Beach area, including the Venetian and neighboring islands, all assigned officers will be either on a walking beat, bicycle or ATV. None of them will be in a vehicle. We had a lot of people that were very interested and very excited to be part of this effort, continued Martinez. They knew up front what the expectations would be. This new approach also means more police resources in these geographical sectors, and increased accountability. Sector teams are talking about how to proactively lower crime in their areas and engage the community in prevention tactics too. Police Area Captains are now also assigned to these geographical areas, instead of being assigned to shifts. This change allows the public to become familiar with one face and one name for their concerns.

Whether it is a crime issue, a quality of life issue, traffic, whatever the case may be, Area Captains own whatever goes on in that area. For me, thats just a huge change in the philosophy in how we think from just a couple of months ago, said Area 3 Captain David De La Espriella. This new sector approach prompted another initiative, one developed by the captains. They wanted to go out and meet the neighbors, and walk the neighborhoods. And they did, as part of the Captains Neighborhood Walks initiative. Other police and city team members also often join the walks, in an effort to forge a productive bond between police and residents. This is fantastic. I dont think you get this a lot in many big cities, said Ashley Culju, South Beach resident who attended the first walk. They all came out and they really care about the residents and the safety of Miami Beach. Mercedes Garcia lives near Stillwater Park and also attended one of the recent Captain Walks in her neighborhood. Having police involved in our neighborhood helps to bring down crime, she said. A few houses away from us, someone broke into an empty house and police started to look into it right away. But as Area Captain Mark Causey

emphasized, its a two-way street. We need informed residents to use us as soundboards for issues in their areas. Its a team effort. The Captains Neighborhood Walks are scheduled in coordination with homeowner associations and business owners. Future walks will be scheduled on a regular basis throughout the city. The department has also rolled out another new initiative: police roll calls. The officers now actually meet before each shift begins in the neighborhoods and conduct roll call. We are looking forward to inviting the community so they can meet all of the officers and the captains and the other people who work in those areas, said Martinez. Reaction on the new beat has been positive. Captain De La Espriella received feedback from his officers on the streets of North Beach. One beat officer told me Wow, they really love us up there! They really love this concept; they love to see us out walking and dealing with the quality of life issues that weve got up there. I cant wait to see the reaction and the partnerships between the business district and the residents and the police department.

BRINGING ALLURE BACK TO BAYSHORE


Shari Holbert Lipner and Maria Palacios The same things that attracted Miami Beach promoter and visionary, Carl Fisher, to Miami Beach at the turn of the last century tropical beauty and great year-round weather continue to attract people to live in the Bayshore neighborhood. He built a famous golf course and started a real estate boom in this area. Bayshore is one of the largest of the citys 14 neighborhoods. There are several smaller neighborhoods within Bayshore, comprised of single-family homes, multi-family properties, historic districts and majestic homes on the water. Four of these neighborhoods Central Bayshore, Lake Pancoast, Lower North Bay Road and Sunset Islands I & II are about to undergo construction that will restore this historical area. Construction just started in the Central Bayshore neighborhood, the single-family zone surrounding the Miami Beach Golf Club, between Dade Boulevard and 41 Street. We are looking forward to the successful completion of this work in these neighborhoods, said Maria Hernandez, senior project coordinator with the Office of Capital Improvement Projects (CIP), which is overseeing the construction. We know residents have been waiting for this work to be done.

RESTORATION ROAD
Crews are now installing new water lines that will be followed by stormwater drainage work, one of the biggest concerns of residents in the area. So far so good, noted area resident Jane Gross. Your team seems to have it together on all counts. This could be quite a nightmare for our neighborhood, so I appreciate that it is not. Work will also include restoring the swale and repaving the roadway. The Central Bayshore project will be completed in two years. The Lake Pancoast neighborhood is a historic enclave of primarily multi-family buildings. In addition to water main upgrades, streetscape improvements include repaving, new striping and new parking configurations. An attractive traffic-calming roundabout is also being installed to route traffic safely through the area. Work in Lake Pancoast will commence shortly after Central Bayshore and will last approximately one year. We were anxious for the work to start but it was definitely worth the wait, Silvia Vianna said, a resident of the Lake Pancoast neighborhood. It is so pleasant to see people working neatly and beautifully, the way they [construction crews] are. Vianna added

Work on Lower North Bay Road, the quiet single-family area which runs from Alton Road at Chase Avenue south to 20 Street, including North Michigan Avenue, began around the New Year. In addition to stormwater drainage work and new outfall connections, crews will install new water lines and reconstruct the roadway. Once started, this work will last about one year. Alongside the work in the other sections of Bayshore, crews will also begin improvements on Sunset Islands I & II, the single-family home zone right off Biscayne Bay. Construction will include installing new water lines, restoring swales, and reconstructing the roadway. This work is expected to be completed by early 2013. The Office of Capital Improvement Projects (CIP) is coordinating and managing all of the concurrent construction in the Bayshore neighborhood. All projects will have active communication processes that will update residents regarding construction, and minimize construction impacts. La construccin acaba de iniciarse en el vecindario de Central Bayshore, en la zona de casas unifamiliares aledaas a Miami Beach Golf Club, entre Dade Boulevard y la Calle 41. PLAYING WITH FIRE


Ivette Daz Something most of us dont know about the Miami Beach fire and rescue teams is what they do when theyre not out fighting fires or saving lives. Their behind the scenes work involves proactively helping the community to stay safe and free of fires. Recently, the Miami Beach Fire Department hosted the 24th annual Childrens Fire Safety Festival at the Miami Beach Convention Center. Our teams were joined by fire and life safety educators from MiamiDade County and other local municipalities for the week-long event. More than 2,000 kindergarten through third-grade students were spread out at different rooms in the Convention Center at several interactive learning stations that focused on the National Fire Prevention Weeks theme, Protect Your Family from Fire. The students were ready to take in the advice offered by our life safety teams: if you play with fire or dont know how to stay safe in it you will burn. Topics included the stop, drop and roll, cool a burn, and crawl low under smoke, tactics the children could use in the event of a fire. They also learned home fire drill planning and practice, electrical, smoke alarm, matches and lighter, and kitchen and bathroom safety, among other lessons. I learned when to call 911, said South Pointe Elementary student Misha Klopukh. You should call 911 when theres a real emergency only. The event, which honored National Fire Prevention Month, is held every year in Miami-Dade County. Over the past 24 years, it has given over 70,000 students the opportunity to learn about fires and safety. Although the event was geared toward children, learning about fire safety is not just child play, said Miami Beach Fire Chief Eric Yuhr. Whether you live in a high-rise condominium, a home or a two-story apartment building, there are steps you can take to remain safe from a fire, he explained. Every second counts, and every second delayed wastes valuable time needed to escape, one of the most important lessons to remember if a fire breaks. Developing and practicing a home escape plan with all residents is very important, added David Mogen, Miami Beach firefighter and public safety educator.

Its the law! *Due to safety, health and hygiene issues, County and City codes dictate that dogs are not allowed on our beaches, on the sand or the ocean. Violations range from $50 to $200 and up.

Miami Beach has plenty of spaces for our beloved furry friends. There are four bark parks in the city with designated fenced-in areas where our four-legged friends roam and play with other dogs freely. The latest addition to the bark parks is in North Beachs North Shore Open Space Park, at the southwest corner of the park, between 79/81 streets and Collins Avenue. Construction of the park is almost completed. Crews are currently installing pathways, drinking fountains and benches. The opening of the park is expected for the beginning of the New Year. The other bark parks in Miami Beach include: Flamingo Park, 11 Street and Jefferson Avenue; Pine Tree Park, 4400 Pine Tree Drive; Washington Dog Park, 201 2 Street/2 Street and Collins Court; and Belle Isle Park. The City also extended the designated off-leash area at South Pointe Park, while other options are being studied. GRANT TO HELP WITH FERAL CAT POPULATION
They were brought here by the citys early founders as natural pest control. Today, keeping the feral cat population under control has been a priority for city leaders. The best answer: spaying and neutering the feral cats. Now, a new grant will help an old partnership to meet this challenge. For almost two years, the City of Miami Beach has been partnering with the Cat Network to offer free spay and neuter events throughout our community. The demand for services has been high, resulting in over 49 surgeries per event at the Cat Networks Meow Mobile. While the exact number of feral cats is not known, based on rough estimates, the City and the Cat Network established a goal of securing funding to sterilize 1,000 feral cats per year. That goal was realized at the end of 2011, when the City applied for and received an $80,000 grant from PetSmart Charities Free-Roaming Cat Spay/Neuter Program. With the goal of establishing an effective, community-wide program that is measurable in impact and sustainable over the years, the City will utilize the grant to provide approximately 2,000 spay and neuter surgeries for feral cats over a two-year period. If your neighbor seems to change every day or week or so, there is a pretty good chance that the visitor is either a victim or a willing participant of an illegal short-term rental. Property owners of multi-family homes (apartments/townhomes) and single-family homes sometimes rent their property on a daily or month-to-month basis in violation of the Citys code. Short-term rental activity is prohibited in all single-family homes and in multi-family housing in certain areas of Miami Beach. The Miami Beach Land Development Regulation (Chapter 142, Article IV, Division 3) does not allow the short-term rental of a single-family home and apartment or condo units in certain multi-family zones (those that do not permit hotels) for no less than six months and one day. Shorter rentals are not allowed, unless it is one of the very few legal non-conforming buildings that have been grandfathered in the regulations. These very few building owners are paying resort taxes and have the proper licenses and/or certificate of use that permits the short-term rental. Fines for illegal short-term rentals in a multifamily zone are $500 for the first offense. The fine increases for every offense and can go up to $7,500 for the fourth offense. The fines for short-term rental in a single-family zone start at $1,000 for the first violation and can go up to $5,000 for repeat violations. Code Compliance | 305.673.7555

Vehicles Now Available On Demand
Miami Beach is the First City in Florida to Launch a Shared-Car Program

It seems like everything is on-demand these days: movies, music, books, coupons, and even bicycles. Soon, Miami Beach will be the first city in Florida to launch a car on-demand program, better known as a shared-car service. Hertz On Demand will begin operations in late January 2012. Were continually making improvements to parking, transportation and mobility -an important factor for our communitys quality of life, said Miami Beach City Manager Jorge M. Gonzalez. The shared-car program will integrate with other alternative modes of transportation, such as transit and bicycle-sharing programs, facilitating mobility throughout the city. Shared-car programs provide a convenience for those who do not own or lease a private vehicle. Other benefits include reduced traffic congestion, improved air quality and increased parking availability. These type of vehicle-rental programs have been proven successful in other major urban

cities and at universities, said Saul Frances, director, Miami Beach Parking Department. The new program will have a minimum of 20 vehicles to start and a maximum of 100 vehicles during full implementation. The initial 20 vehicles will be located in eight parking garages, with two and five vehicles per garages. The fleet of vehicles will be a mix of small/compact cars, up to SUVs and everything in between. One out of the 20 vehicles will be an EV including hybrid and electric vehicles. However, the electric vehicle will not be available at the launch. There is no cost to the city and individual membership for Hertz On Demand is free. The only cost is for renting the vehicle either hourly or by the day. Hourly rental rates range from $9.00 to $15.75, and daily rates range from $63.00 to $170.00. All you have to do is become a member, explained Arnaud Simeray, national sales manager for Hertz On Demand. Once you receive your welcome package and activation card, just rent spontaneously. The

online portal will direct you to your vehicle. You then just swipe your card at the door and drive away. Hertz will lease parking spaces from the Miami Beach Parking Department at several parking garages to accommodate the vehicles in the upper floors of these facilities.
