ThefactthatMichiganhassuchgreatfilmincentivesjustaddstoourappeal. TheWestMichiganFilmOffice(WMFO)wasfoundedin2008toattractmorefilming tothewestsideofMichigan.Filmandvideoproductionisanidealindustry.Itcreatesthousand ofjobsandleavesnewdollarsthroughproductionspending.Productioncanalsohaveterrific lastingeffectsontourism. The1979film,SomewhereinTime,starringChristopherReevesisstillcelebrated annuallyattheGrandHotelonMackinacIsland. Everystate,manycitiesandforeigncountriesarenowgoingaftertheon-locationfilm business,andthecompetitionisfierce.WhatsetsMichiganapart?Firstofall,wehavethebest FilmIncentivesinthenation.ThesearespelledoutonpagesXX-XX.Ourgeographyisdiverse andcanaccommodatemanydifferentsettings.Wehaveagrowingcommunityofprofessional actors,crewsandacommitmentbytheMichiganFilmOffice(MFO)toworktogetherin providingthehighestlevelofservicepossible. 1. EstablishGoals
Committeemembersshouldappointsomeonetorepresentthecommittee.Thispersonwillbein placetomaintainclearandconsistentcommunicationsanddevelopgoodworkingrelationships withtheWestMichiganFilmOffice,theMichiganFilmOfficeandkeypeoplewithinthefilm industry.Thispersonwillberequiredtomakedecisionsasthecommunityrepresentativeprior toandduringfilming,andshouldthereforehavefullendorsementandauthorityofthelocal municipalityorjurisdiction. Developmentisthestagewhereanideaturnsintoascript.Whathappensistheproducer ofthefilmwillfindastory.Thismaycomefromoriginalideas,books,pastfilms,etc.Next,a themeorunderlyingmessagewillbegeneratedandasynopsiswillbeprepared.Then,a20to 30-pagetreatmentiswrittencontainingcharactertraits,visualsandbasicconcepts.Thereis littledialogueorstagedirectionatthispoint. Thescriptisthenwrittenoveraperiodofseveralmonthsandmayberewrittenseveral times.Thefilmpitchisthenpreparedandpresentedtopotentialfinanciers.Ifthepitchis successfulandthefilmisgiventhegreenlight,thenfinancialbackingisoffered,typically fromamajorfilmstudio,filmcouncilorindependentinvestors.Lastly,adealisnegotiatedand contractsaresigned.
