ManyMichiganresidentshaveyettorealizethatthefilmandvideoindustrycouldbring hundredsofmillionsofdollarstoourstateeveryyear.Majormotionpictures,made-for-TV movies,televisionseries,documentaries,musicvideos,catalog/magazineshootsandtelevision commercialsarefilmingonlocationmoreoftentodaythaneverbefore.Joiningthemore traditionalformsofvideocomesinternet-basedprogramming,particularlylive-actiondirectto theweb.Withsomanymediasourcesavailable,therearemorewaysthanevertoattractfilm projects. ThefactthatMichiganhassuchgreatfilmincentivesjustaddstoourappeal. TheWestMichiganFilmOffice(WMFO)wasfoundedin2008toattractmorefilming tothewestsideofMichigan.Filmandvideoproductionisanidealindustry.Itcreatesthousand ofjobsandleavesnewdollarsthroughproductionspending.Productioncanalsohaveterrific lastingeffectsontourism. The1979film,SomewhereinTime,starringChristopherReevesisstillcelebrated annuallyattheGrandHotelonMackinacIsland. Everystate,manycitiesandforeigncountriesarenowgoingaftertheon-locationfilm business,andthecompetitionisfierce.WhatsetsMichiganapart?Firstofall,wehavethebest FilmIncentivesinthenation.ThesearespelledoutonpagesXX-XX.Ourgeographyisdiverse andcanaccommodatemanydifferentsettings.Wehaveagrowingcommunityofprofessional actors,crewsandacommitmentbytheMichiganFilmOffice(MFO)toworktogetherin providingthehighestlevelofservicepossible. Whileyouarewaitingfortheseideastoform,wesuggestthatyoutakethistimeto organizeyourcommunityinordertobepreparedforwhatmaybecoming.Thinkofattracting thefilmandvideoindustryasaneconomicdevelopmentstrategy.Yourcommunityshould wanttoattractfilmsanditisincumbentonthelocalleaderstoworkwiththeircommunityto assuretheyareready. GettingStarted:
WhatYouCanDo
1. EstablishGoals

Onegoalofyourcommunityshouldbetoattractfilmproductions.First,makesurethatthisis whatthecommunitywants.Youcannotattractfilmproductionstoyourareaifyourcitizensdo notwanttobeinvolved. Thereturnofattractingfilmproductionsisincreasedlocalrevenues,creationoftemporaryjobs andencouragingtheuseoflocalservicesandsupplies.Thesearejustafewofthedirectbenefits thatyourcommunitymayexperience.


2.FormaCommitteeorcreatealocalcontactlist.

Thiscommitteecanincludelocalbusinesspeople,electedofficials,environmentalgroups,police andsheriffsdepartment,ChamberofCommerce,citycouncil,ConventionofVisitorsBureaus, etc.Basicallythesewillbecontactpeoplewhenitcomestimeforpre-productionand production.Likeaboyscout,beprepared3. SecondStageofFilmmaking
Developmentisthestagewhereanideaturnsintoascript.Whathappensistheproducer ofthefilmwillfindastory.Thismaycomefromoriginalideas,books,pastfilms,etc.Next,a themeorunderlyingmessagewillbegeneratedandasynopsiswillbeprepared.Then,a20to 30-pagetreatmentiswrittencontainingcharactertraits,visualsandbasicconcepts.Thereis littledialogueorstagedirectionatthispoint. Thescriptisthenwrittenoveraperiodofseveralmonthsandmayberewrittenseveral times.Thefilmpitchisthenpreparedandpresentedtopotentialfinanciers.Ifthepitchis successfulandthefilmisgiventhegreenlight,thenfinancialbackingisoffered,typically fromamajorfilmstudio,filmcouncilorindependentinvestors.Lastly,adealisnegotiatedand contractsaresigned.
