The Certificate Equivalency Department (CED) aims at verifying the authenticity of the qualifications issued by the higher education institutions outside the UAE and coming to the UAE. It also seeks to ensure that these qualifications satisfy the academic criteria applicable in the country and assess them against the UAE academic standards as well as the qualifications issued by the approved higher education private institutes inside the UAE, with the purpose of upgrading the outputs of higher education.

The human element is critical in community progress and is considered as its sustainable capital. Hence, developed countries are distinguished with dedicating the biggest portion of their income toward education and scientific researchers. They encourage and send students to learn in other countries in order to acquire distinctive education and qualifications which are not available inside the country, and to be familiar with cultures and civilizations of other societies. Institutions of higher education that are licensed to operate under the higher education system as per the standards set by the Commission for Academic Accreditation of the MOHESR are included in lists made by the CAA of MOHESR. Next to each of these institutions, the approved (specialized) academic programs of each institution are specified. So, a student and his/her parent shall ensure that the program which the student wishes to take is an approved one. For this purpose, a student shall refer to the section of educational courses of the MOHESR to get that list, which may also be reviewed at the/CAA/ MOHESR's continually-updated website: www.mohesr.ae or www.caa.ae

1. Equaling the certificates issued by the institutions of higher education outside the UAE. 2. Attesting the qualifications and documents issued by UAE approved higher education private institutes. 3. Developing and updating a guide for the UAE approved higher education private institutes. 4. Advising the students who wish to study abroad. 5. Providing different institutions with lists of approved institutions of higher education. 6. Investigating the legality of documents and providing government recruiting agencies with the names of those whose academic qualifications are faked. 7. Checking the transferred hours of students attending approved private higher education institutions outside the UAE. 8. Attending to inquiries of individuals and institutions from inside and outside the UAE about approved universities and the equivalency of some academic qualifications issued by Arab and international organizations or by the UAE private higher education institutes. 9. Preparing comprehensive monthly and annual statistics; issuing an annual report on these statistics and providing interested organizations with the statistics they need. 10. Communicating with the UAE cultural attaches, consulates and embassies as well as the embassies of foreign countries in the UAE in order to get accurate information about the institutions of higher education or the academic records issued thereby. 11. Joining the relevant organizations, at international (e.g. UNESCO), Arab (e.g. the Arab Organization for Education, Culture and Sciences), Islamic (e.g. the Islamic Educational, Cultural and Scientific Organization) or regional (the GCC Committee of Chairmen of Certificate Equivalency Committees of GCC Countries, the Technical Committee of the Directors of the Certificate Equivalency Departments of GCC Countries) levels.

First: Section of Equivalency 1.Equaling qualifications issued by approved institutions of higher education outside the UAE. 2. Attending to inquiries about the approved institutions of higher education and other academic systems. Second: Attestations Section Attesting qualifications and documents issued by approved private higher education institutions inside the UAE.

1. The client shoud fills the applicaion for ratification of the documents through the website of the Ministry via the link (www.mohesr.ae / attestation), and attach all required documents in the Customer Service Centre, in the ministry building, ground floor, and will give the applicant a receipt. 2. The request shall be referred to the competent officer in the Section; to check the information and documents and referred the documents to the official concerned to be approved. 3. Restor the documents that have been ratified in the Customer Service Center upon completion to be delivered to the client.

After submitting the application for Attestations of documents through the link (www.mohesr.ae/ attestation) of the MOHESR, the following documents shall be provided: First: Requirements for the Attestations of documents and qualifications of graduates Graduates with a diploma or a BA Original certificate Original transcript High school certificate High school certificate (issued outside the UAE): 1. If it is issued by an Arab country, the original certificate shall be provided and endorsed by the Ministry of Foreign Affairs and the affiliated embassy. 2. If it is issued by a foreign country, a statement should be supplied from the embassy for establishing the validity of the high school certificate, stating that the student has completed 12 academic years; that the high school where the certificate is issued is approved by the Ministry of Education in the related country and that this certificate qualifies the student to enroll in a university in the issuing country. High school certificate (issued inside the UAE) 1. For public or private schools that adopt the curriculum of the Ministry of Education, a student shall bring the original or a true copy of high school certificate.

For private schools: First: If the certificate adopts the British curriculum (the student should bring a statement from the school of the academic sequence of different high school academic years, with the courses and degrees. The statement shall be endorsed by the Ministry of Education). Second: If the certificate is issued by foreign community schools adopting a special system that is similar to the delegating country, a letter from the country to which the curriculum belongs shall be provided in order to establish that the certificate qualifies the student to enroll in a university in that country . Master Degree Holders. 1. The original certificate 2. The original transcript 3. The Bachelor certificate a. If it is issued from outside the UAE: An equalization of the Bachelor should be acquired from the MOHESR, Department of Certificate Equalization, if it is acquired outside the UAE. b. If the certificate is issued from inside the UAE: 1. For certificates issued by government institutions, the original certificate or a true copy thereof should be provided. 2. For certificates issued by private institutions inside the UAE, the student shall ensure that the certificate is ratified by the Section of Attestations in the MOHESR.

Second: Requirements for the Attestations of documents of current students: 1. The documents to be endorsed shall be issued by an educational institution that is Licensed by the MOHESR. 2. The university ID number shall be stated in the documents to be endorsed. 3. The documents to be endorsed shall be ratified and approved by the institution issuing them (signature and stamp). They shall not be a copy of the original documents. 4. In case the student studies a curriculum that is specified by a licensed institution and that has not been yet accredited, the academic record shall be endorsed without the specialized course being identified. Third: Requirements for the Attestations of the documents of academic staff and officers: 1. The document to be endorsed shall be original and approved by the institution with an approved signature and stamp. 2. The documents to be endorsed shall be issued by an educational institution that is approved by the MOHESR. Fourth: True copy Attestations To endorse a true copy, it shall be sealed as a "true copy" with a signature and a stamp provided by the institution. The original certificate shall be provided at the time of Attestations. Attestations fees AED 50 for each document to be endorsed
