The University of Cagayan Valley Administrators Code of Ethics


The University of Cagayan Valley comprises of members of the Administration who are committed to the highest standards of ethical behavior. They are geared towards providing competent professional leadership so that this type of leadership may be mirrored by the personnel, the students and the whole Institutions populace. The UCV Administrators uphold professional behavior in their workplace following these specific guidelines: Members of the Administration must uphold the honor and dignity of the education profession in all actions and relations with students, colleagues, the schools Board of Directors and the public. SCOPE This Code of Ethics shall apply to all members of the University of Cagayan Valley Board of Directors and Administrators, which shall include the Vice Presidents, Deans, Directors, Program Heads, Principals and Department Chairs. This Code shall not in any way replace or made supplement to the University policies that has been adopted by the past and may be adopted in the future. This Code may be modified or supplemented by the Board of Directors or their duly authorized representatives.

THE MEMBERS OF THE ADMINISTRATION WITH REGARDS TO SCHOOL POLICIES


1) All members of the Administration are required to wear their prescribed uniform during the regular school term. Appropriate civilian clothes are allowed only during Fridays and Saturdays. Short skirts, sleeveless tops and flat sandals are however not allowed to be worn by female administrators unless the wearing of such is needed for health reasons. Scarves and other accessories are not to be worn by male administrators on the said days.

2) No administrator shall report to work under the influence of alcohol and drugs.

3) The use of office equipment such as the computer and the like is exclusive for the administrator to whom the equipment is assigned. The 1

administrator must not allow his visiting friends or family members to use said equipment.

4) The administrators kin are not allowed to stay in the office during work hours. The office is not a lounge therefore visitors who have no business interactions with the office are not allowed.

5) Anyone who leaves the office regardless of how long shall inform his/her superior of his/her whereabouts and leave a message to the student aide of the same.

6) The use of the air-conditioned system is set at 9:00 in the morning to 12 noon and 2:00 in the afternoon until 5:00 in the afternoon except for the Systems and Finance Offices, when business requires them to stay beyond 5:00 in the afternoon.

7) All electric devices are unplugged when leaving the office.

8) Administrators are not allowed to open their Yahoo Messenger accounts, Facebook accounts and other social networking sites during office hours, unless the nature of their work requires them to do so. Except for the research and Publications Center, only one computer per office will be provided with Internet access.

THE MEMBERS OF THE ADMINISTRATION AND THEIR RELATIONSHIP WITH THEIR COLLEAGUES
All members of the Administration must observe proper decorum at all times and pay due respect to their colleagues. Respect is essential in order to have a healthy and harmonious working relationship with others. 1) Administrators must avoid gossiping or bad-mouthing other members of 2

the administration. The workplace is a venue for professional dealings therefore personal matters and issues must not be discussed.

2) With the advancement of technology, the Institution recognizes the necessity of text messaging and sending e-mail correspondence. However, due care must be observed when texting or emailing. texts consisting of Administrators must avoid sending viral

gossips or things that would impugn humiliation and shame towards another administrator.

3) Personal issues and other high-profile or classified information must be kept in a very confidential nature. If there are some misunderstandings, it is advised that the aggrieved party confront the person instead of dragging other administrators in the issue.

4) Illicit affairs involving members of the faculty and administrators are frowned upon and are not encouraged.

When earnest efforts have been done to resolve issues and controversies but the involved parties have not yet come to terms, said grievance must be filed and settled by the Board of Directors acting as Grievance Committee. 3

THE MEMBERS OF THE ADMINISTRATION WITH REGARD TO THEIR DEALINGS WITH THE STUDENTS
The students are the lifeblood of any educational institution. They, therefore, must be treated with respect due them. Intimate relationships between an administrator and a student are absolutely prohibited. It is important to maintain a purely professional relationship with the students. 1) Administrators should not engage in intimate relations with students. 2) No administrator shall entertain a student/s who comes to them to discuss school matters, at the comforts of their homes or in any place, except in school. 3) Administrators must always try to keep their cool when dealing with students. Administrators have no right to utter profane words against students even when they have done something wrong. There is a proper forum for disciplinary actions sanctioned upon erring students. 4) Administrators who directly deal with students must not collect a fee in exchange of favors or services rendered by them to the students such as payment of tuition fee, acquisition of transcript of record, signing of clearance, following-up of grades and the like. 5) Any violent act committed inside or outside the campus that puts the reputation of the school in jeopardy shall not be countenanced.

THE MEMBERS OF THE ADMINISTRATION WITH RESPECT TO THEIR DEALINGS WITH THE PUBLIC
The Administrators must recognize the fact that their responsibilities and obligations do not end after they have left the four walls of the institution. They are a part of a prestigious institution and because of this, they must always project a respectable image and reputation at all times as they reflect the ethical values that are being taught in the Institution. Acts that are contrary to decency, morality and propriety are strictly prohibited.

BRIBERY AND GRAFT AND CORRUPTION


The University of Cagayan Valley was established to cater to the educational needs of the students of Cagayan and nearby provinces. It is a prestigious university that grew from a humble institution to a steadfast and unwavering University. To 4

maintain this, it is imperative upon the schools administration, to safeguard its name, a name that has been carefully molded and preserved by its founder and the presidents. To this effect, the Institution recognizes the importance of holding a name not tainted by any forms of bribery and graft and corruption. To this end, it is expected among the schools administration, faculty and personnel to: Avoid business transactions with other students such as offering to pay for their tuition fee; Avoid accepting gifts in cash or anything of value from any person in the furtherance of the commission of any, lawful or unlawful act, that may compromise the name and the reputation of the school; Offer or give, directly or indirectly, anything of value to any person especially those who hold key positions, as an exchange of anything that may be beneficial to the University; Accept or suggest the giving of anything in value, if such may be interpreted as an attempt to compromise our independence of judgment or improperly influence anyone; and Refrain from giving any promises to anyone especially those whose judgments may be influential to the well-being of the institution.

CONFLICT OF INTEREST
There is conflict of interest when personal, financial and other interests except that of the Institutions interest, may influence or may be interpreted as an attempt to influence the Institutions professional tenets, judgments and decisions. Members of the UCV Administration must always take paramount consideration of the welfare of the Institution in terms of decision-making. Decisions made in relation to the University shall not be influenced by friendship or family ties. The Schools equipments, supplies and facilities must not be used for personal gain or for the benefit of anyone not connected in any way to the Institution. Any member of the Administration must not engage his services outside the University especially in a field that is similar to the job or the designation that he holds in the University unless such information is disclosed to his/her immediate supervisor and a written approval from the latter is obtained. supervisor must exhaust all efforts to investigate whether the work of the administrator outside is in conflict with his/her UCV employment. Members of the Administration shall not use or attempt to use their influence by virtue of their positions or any property, with the intention to gain anything that is of value for their personal benefits, their families or organizations to which they hold at least 10% substantial capital. Engaging in any kind of business not in any way related to and for the benefit of the University, within the school compound is strictly prohibited Members of the administration must not influence nor participate in the decision to hire, promote or retain a member of his/her immediate family. Anyone who has knowledge of any type of actual or impending acts that will lead to conflict of interest, shall immediately report such knowledge to the Board of Directors or their duly authorized representatives. Such disclosure shall be made in writing.

GIFTS AND HONORARIA


Gifts include anything of value and gain, but is not restricted to the following: Vouchers Money Goods Services Any benefit given as sign of appreciation

Anything of value that is offered, requested, suggested or promised must not be accepted by any member of the Administration, or his duly authorized representative, to any person, instrumentality or agency, under any circumstances except for compensation for services rendered. In the same manner, any member of the Administration must not offer, promise, give, request any gift or items of value under any circumstances except for business transactions that the Institution enters into.

THIRD-PARTY ENGAGEMENT
Third parties are persons and/or agencies with whom this Institution transacts with, who are not employees of this Institution. 6

Third parties must be engaged only in times when there is an urgent need to do so. Such engagement of the third party shall be supported by a written agreement that will state the specifications of such engagement. The specification must include the following: 1. Term of engagement 2. Compensation 3. Projected miscellaneous expenses 4. Standards of the functions that is expected from the third party 5. Frequency of performance reviews Due diligence must be exercised in the selection of a third party to whom the Institution engages with. The persons who are responsible for the selection of said persons/agencies shall make sure that such selection will not lead to the risk of being induced to bribery or conflict of interest. Any member of the Administration shall not engage in any transactions on behalf of and for the Institution, with a third party who is his/her spouse, brother or sister or relative within the fourth civil degree of consanguinity unless there is no other third party who has the ability to perform the functions and the needs that the Institution requires. Payments made to the third party shall be made in a check payable to the third party or his order. All payments made must be properly recorded in the Institutions book of accounts. No reimbursements shall be made except when the reimbursement is supported by appropriate receipts, and are within the standards provided in the third-party agreement and the existing policy of the University.

RELATIONS WITH PUBLIC OFFICIALS


Public officials are persons whether elected or appointed, who hold legislative, administrative or judicial positions. They perform public functions for the country or a specific region, or have authority by virtue of the public agency to which they are connected. It is imperative that all dealings with public officials must be conducted with integrity. These public officials must be treated with respect at all times. All interactions with public officials must be done strictly for the benefit of the Institution. Any activity that is hosted and conducted by the Institution that needs the attendance of public officials must be made known to the Board of Directors or their authorized representative. 7

The school is an independent Institution free from the influence of any public official. It must not in any way support a political organization or their advocacies in consideration of past, present and future favors or gestures that the politician or his party has extended to the Institution. Political support must be conducted in an ethical manner and with integrity and compliance of laws. Members of the Administration, who intend to run for elective positions, must do so in their personal capacities and must establish that their views and actions are their own, and not the Institutions.

CONFIDENTIALITY
Confidentiality must be observed at all times. Confidential information includes but is not limited to: the grades of the students, results of intra-school and inter-school competitions hosted by the School, information essential to the proper execution of the thrusts of the school, and other information that may be used by the Institutions competitors against it. The rule on confidentiality outlives the tenure of the employee in the Institution. Anyone who breaches the rule on confidentiality shall be held liable. PENALTY Acts committed in violation of the Code of Ethics shall be punishable by suspension to dismissal depending upon the degree of the offense committed.
