One Stop Centre (OSC): One Stop Centre (OSC) is the hub to receive and process development proposal of land approval, planning permission and building plan. One Stop Centre will take action in: 1. Coordinating, controlling and monitoring land development application process from applicant to the land office, local authority and other related agencies. 2. Receiving, coordinating technical review from technical agency and coordinating certificate from processing agency. 3. Coordinating OSC Committee Meeting and coordinate OSC Committee decision. OSC via BLESS (Business Licensing Electronic Support Services) could receive the application on its own or combined as following: 1. Land Conversion and Subdivision + Planning Permission + Building Plan + Engineering Plan 2. Surrender and Re-alienation + Planning Permission + Building Plan + Engineering Plan 3. Land Conversion and Subdivision + Planning Permission + Building Plan 4. Surrender and Re-alienation + Planning Permission + Building Plan 5. Land Conversion and Subdivision + Planning Permission + Engineering Plan 6. Surrender and Re-alienation + Planning Permission + Engineering Plan 7. Planning Permission + Building Plan + Engineering Plan 8. Land Conversion and Subdivision + Planning Permission 9. Surrender and Re-alienation + Planning Permission 10. Planning Permission + Building Plan 11. Planning Permission + Engineering Plan 12. Building Plan + Engineering Plan 13. Planning Permission 14. Engineering Plan 15. Earthwork Plan 16. Concrete Structural Plan Under the newly launched incentive, applicant is encouraged to submit simultaneous application for land development, authority for planning, building plan and other plans direct to Administration of Area Centre. Nevertheless the applicant still has the option to submit the application continuously following the order or separately to Administration of

Area Centre. In terms of processing period, it depends on type of application submitted. All plans should be certified with official signature and stamp of a qualified person as below: 1. Qualified Town Planner registered under the Subsection 15(3) Town Planner Act 1995 (Act 538) or a person who has the authorization to submit development proposals under any other written law. OR 2. Architect registered as an architect under the Architect Act 1967 (Act 117) and any law related to the architect registrar and allowed under the law to carry out practice and acts as an architect. OR 3. Engineer registered as a Qualified Engineer under the Engineer Registration Act 1967 (Act 138) and any laws related to the engineer registrar and where under that law they are allowed to carry out practice and acts as a Qualified Engineer. OR 4. A Building Plan Drawer registered under Architect Act. Q: What is OSC? OSC is One Stop Centre for development project approval. This is a new concept in introducing simultaneous process on getting approval for development project. Q: What are the OSC advantages? Q: What is the role of OSC? One Stop Centre (OSC) has been set up to ensure that development projects are given fast-lane approval within four months. The OSC committee will replace the local authoritys planning and development division function and will be chaired by the chairman of a local authority The OSC can approve applications for planning permission and building plans as well as land development applications. Q: Who are the OSC Committee Members? OSC Committee members will consist of officers from various technical departments such as the Land Office, Land and Mine Office, and technical departments like the Town and Country Planning Department, Public Works Department, Drainage and Irrigation Department, Tenaga Nasional Berhad, Department of Sewerage Services, National Water Services Commission, Mineral and Geoscience Department, and Fire and Rescue Department Q: What are the applications accepted by OSC?
