VP Binay allocates P600M

TACLOBAN CITY. The housing czar of the country revealed that the lead housing agency of the government allocated more or less P600M fund for housing loans in Eastern Visayas in 2011. Vice-President Jejomar C. Binay, who led the Region 8 Pabahay Caravan on Thursday, July 14, said that the Home Development Mutual Fund (HDMF) or Pag-Ibig Fund has allocated a total amount of P50B for housing loans this year. However, VP Binay who is also the chairman of the Housing and Urban Development Coordinating Council (HUDCC) informed that only P175M which translates to more than 300 housing units was used out of the P600M fund intended for housing loans in Region 8. He further said that there are ten housing projects implemented by Pag-Ibig in the region under the institutional loan program which cost P200M. VP Binay also disclosed that there are 8 housing projects of the National Housing Authority (NHA) for Region 8 that are now included in the agencys work program under the resettlement assistance program for this year to address the problem on relocation of the informal settlers. He informed that Region 8 has 122,000 informal settler families at present which is more or less fifteen percent (15%) of the estimated eight hundred thousand (800,000) households in Region 8. Under this program, local government units will provide the lot and the NHA will work for the site development including the building of housing units, VP Binay added. VP Binay also informed that there are 2,100 families in Region 8 that benefited in the 14 projects under the regular Community Mortgage Program (CMP). More or less 800 families will benefit if the presently processed CMP projects in the region worth P34M will be approved, he added. VP Binay also informed local chief executives in Region 8 on Localized Community Mortgage Program (LCMP). Under this program the agency will help financed their local housing projects even up to 75% of the total project cost which can be financed by Social Housing Finance Corporation (SHFC).

TACLOBAN CITY. All the coastal waters of Eastern Visayas remain free from toxic red tide organisms, the Bureau of Fisheries and Aquatic Resources reported through its latest local shellfish bulletin. BFAR Region 8 Director Juan Albaladejo said that all types of shellfish and acetes sp. or alamang gathered from these bodies of water are safe for human consumption. Local Shellfish Bulletin No. 14 series of 2011 issued on June 29, 2011 by BFAR stated that the agencys finding was based on the latest laboratory results conducted by the agency and Marine Biotoxin of the Local Government Unit (LGUs) in the province of Leyte and Samar provinces. The seawaters covered by the bulletin include the coastal waters of Matarinao Bay stretching the municipalities of Salcedo, Quinapondan, Gen. MacArthur and Hernani in Eastern Samar. DILG to suspend, remove local officials


TACLOBAN CITY. Compliance to the Full Disclosure Policy (FDP) is mandatory. . This was emphasized by Department of the Interior and Local Government (DILG) Undersecretary Austere Panadero during The Tapatan: Regional Forum on Full Disclosure held recently at DepEd Training Center at Candahug, Palo, Leyte recently. Panadero said compliance to FDP is provided by Section 90 of Republic Act 10147 or the General Appropriations Act of 2011. He added that the public has the right to be informed about local government operations aside from keeping with the Presidents principles on good governance. He underscored that non-compliance to the FDP would warrant the concerned LGU official either a suspension or removal from office on the ground of gross negligence or dereliction of duty in accordance with Section 60 of the Local Government Code of 1991. PNP8 celebrates PCR month


TACLOBAN CITY. The Police Regional Office 8 (PRO8) is set to conduct a bloodletting activity on July 20 at 9:00 oclock in the morning at the PRO8 Grandstand in Camp Ruperto Kangleon, Palo, Leyte. According to PRO8 Spokesperson PSSupt Elizar Patano Egloso, the activity will highlight the celebration of the 16th Police-Community Relations (PCR) Month held every month of July. Egloso also disclosed that said blood donation is in coordination with Philippine National Red Cross-Leyte Chapter and the Eastern Visayas Regional Medical Center, whose target donors are the police officers and the Philippine Public Safety College (PPSC) students. This years PCR month celebration bearing the theme, Matatag na Ugnayan ng Mamamayan at Kapulisan Tungo sa Mapayapa at Ligtas na Pamayanan, has kicked off last July 4 during the PNPs flag raising ceremony, with NAPOLCOM 8 regional director Nicomedez Jose and Land Bank of the Philippines regional head Alex A. Lorayes as the guest of honor and resource speaker, respectively. The month-long celebration is in reference to Presidential Proclamation No. 764 dated January 24, 2005, which declares July of every year as the PCR Month having NAPOLCOM as the lead and PNP the implementing agency. Tacloban distributes 40,000 OL traps to combat dengue-carrying mosquitoes


TACLOBAN CITY. Aiming for zero dengue cases in the city, the city government of Tacloban recently distributed around 40,000 OL traps to its villagers. Dr. Jaime Opinion, Cith Health Officer, said the 10,000 recipients were pre-identified by their office based on the identified dengue hot spots during the previous years in the city. Each recipient received 4 units of larvae trap consumable for one year. Also Dr. Opinio has appealed to the village chiefs in the city to continue in implementing clean up programs in order to achieve their target for a zero dengue case in the city this year. To recall, Department of Science and Technology (DOST) and the Department of Health (DOH) kicked off the nationwide distribution of the Mosquito Ovicidal/Larvicidal trap or OL Trap at the Balyuan Convention Center last February 19. Said launching was anchored on firm partnership between the two agencies to decrease the number of denguecarrying mosquitoes and subsequently bring down the number of dengue cases in the country. The OL Trap is a simple device that helps reduce the number of the dengue-carrying female Aedes aegypti mosquito by attracting mosquitoes and killing their eggs being trapped in the said kit. According to DOST and DOH, the local governments have a very important role in the successful deployment of the technology, making them an essential component in this drive against dengue. Said distribution of OL trap was the city governments response to Sec. Enrique Onas call to the local governments units to help in distributing or spreading the mosquito trap technology to their constituents. Meanwhile City mayor Alfred S. Romualdez hailed the information campaign on the OL Trap, even as he recognized that education is a very big factor in curbing dengue. (Eden Benusa-Reyes)

TACLOBAN CITY. After 15 years from its approval, the irrigation project in Samar will fully irrigate its programmed service area before the year ends, the Samar provincial irrigation officer told reporters in an interview, here. Samar Provincial Irrigation Officer Engr. Amadeo Montejo, said that the Basey Irrigation Project in Basey, Samar more or less 30 kilometers east from here will fully irrigate the 3,000 hectares service area of the town before the end of this year. We are optimistic that the Basey irrigation project will deliver the needed water to the 3,000 hectares of rice fields of the town before the year ends and serve the needed water for rice production of the farmers in the area. Engr. Montejo disclosed that the 205 million allocation for this year will finally finish the project and serve the needs for irrigation of the rice farmers in the municipality. Montejo also disclosed that the irrigation project has already irrigated more or less 100 hectares of the programmed service area since 2008 when they conducted the first test run in October of that year. He added that the second test run irrigating more targeted areas of the service area will be conducted at the end of this month

Samar Irrigation project to serve 3,000 hectares

It was learned that the water source of the project is the Bugasan River located in barangay Mabini of Basey with its 24 kilometers main canal from the dam that delivers the irrigation water to the project site. Montejo lamented that the project implementation was slow due to budgetary constraints. And it was also learned from him that that there years wherein the budget allocation for the project ranged only from 10 to 20 million each year and it was only in 2008 wherein the project started receiving bigger allocations from the national government allowing the construction of the project in its full swing. Montejo informed reporters that the Basey irrigation project is one of the biggest and priority projects in the island of Samar . The other big and priority irrigation projects in Samar Island are located in Catarman and Catubig Valley both in Northern Samar, and in Dolores Eastern Samar. (Restituto A. Cayubit ) TACLOBAN CITY. As part of the National Disability Prevention and Rehabilitation Weeks celebration, the Commission on Elections (Comelec) has set July 18 to 23 as Person With Disability (PWD) National Registration Week. The Comelec in the region has enjoined the persons with disabilities to avail of this special opportunity to register or update their records at their city/municipal Comelec office where they are residing. The Comelec informed that on July 18 -23, the PWDs will be given priority or given special registration lanes. PWDs who for one reason or another will not be able to register during the PWD National Registration Week can still register until October 31, 2011 at the Offices of the City or Municipal Election Officers. Sen. Escudero urges PCSO to ensure DBM to use direct pay equitable distribution of funds out systems by 2012
METRO MANILA. The Philippine Charity Sweepstakes Office (PCSO) should ensure a more equitable distribution of its allotment after issues relating to fund misuse and unfair allocation were discovered in the agency. Speaking in the recently Senate inquiry into the PCSO fund mess that centers on the vehicles and cash allegedly given to Catholic bishops allegedly close to the previous administration, the senator said the countrys premiere charity institution should come up with strict and clear guidelines on how funding will be equitably and judiciously distributed among areas where assistance is really needed. Based on these discoveries mostly culled from Commission on Audit (COA) reports, the PCSO is used somewhat as a pork barrel by the past sitting president, favoring only a selected few. The PCSO is meant to service health programs, medical services and charities of national character, meaning it is totally inclusive of all Filipinos in need of assistance and not only exclusive to those who fall on the good side of the sitting president, Escudero pointed out. Escudero said that with the new PCSO administration pushing to clean the house, this upstart should be coupled with a strong dynamics of equitable distribution of funds utilizing existing systems. He also asked the PCSO to provide the guidelines on how decisions on medical assistance and grants are made. We can use the census and our labor force survey. Why is it that we are able to identify the extent and magnitude of poor families by areas? The PCSO can use this for targeting to be able to reach the most number of people in the provinces too and extend its services, the senator said. The budget chief also added that through the card, contractors will be receiving payments directly through their bank accounts, instead of being issued checks that are susceptible to blockages from various parties. Employees will also enjoy a direct release of their salaries from the Treasury to their bank accounts through the central pay master system, he added. Abad, together with Justice Sec. CATBALOGAN CITY. The four-hour motor boat ride to Matuguinao town from Gandara town would soon come to end with the construction of roads and bridges towards the area by the Department of Public Works and Highways (DPWH) and 546th Engineering Battalion, Philippine Army (PA). Recently, a planning conference, initiated by 8th Infantry Division Commander Major General Mario F Chan, was held, which was attended by his Assistant Division Commander Colonel Virgilio M Espeneli,Colonel Peafiel commander of the 34th Infantry Battalion, Colonel Quila of the 546th Engineering Battalion, and Police Senior Superintendent Arnold C. Macapagal. The conference was done at the Ciriaco Hotel, Calbayog City in order to ensure proper coordination and participation of all the stakeholders in Samar being necessary for the realization of the Road Project. It was reported that on July 26, the proper launching of the infrastructure will be done, that is expected to be passable come September, which is way ahead of schedule. Other participants in the planning conference were SIPPAD, DPWH, and the Media in the person of Ms. Emy Bonifacio, District Engineer Virgilio Eduarte, and Ms. Gina Ragudo of Samar. A warning to our officials


hen the Spanish conquistadores and evangelists shored in our islands, they had noticed that no governing body- a central government- was existent. This is one, de hecho, of the foremost reasons why the Philippines was colonized relatively easy. In the Bisayan islands particularly, one of the reasons cited by a Jesuit friar in his published manuscript written in 1600s was, [the people] did not ever wish to subject themselves to one another but each desired to remain independent. It was the primitive society of course. Today is a different course of time. Affairs of the state have been a primary venture that to a certain point, befit an oasis of trepidations. The atypical advent of the RH and Divorce Bills, the PCSO embezzlement, the COMELEC hoax, the Pintados- Sangyaw squabble, the seemingly interminable graft and corruption issues- all of these, does contribute in worsening the abysmal status qou of our country. Last week, I was informed that the former governor of Eastern Samar, Ruperto Ambil Jr., was sentenced with a maximum of twelve years and four months imprisonment, because of graft and corrupt practices, by the Supreme Court. I was honestly stunned, because last year, when the Diocese of Borongan celebrated its golden jubilee, Ambil was one of the very few individuals honored (for his invaluable service to the people) by the diocese. I must understand if one might find it now paradoxical. One of the premier civic responsibilities is manifested in the exercise of our right to suffrage. We delegate our representatives with the confidence that they will represent, pro to us, in all of the government processes. These politicians in fact, during election

campaigns, are always undertaking their recurring promise to trek the tuwid na daan. After the elections, do we walk in a smooth road really? When one is duly elected by the people (what I mean of duly elected is bona fide elected), one is coupled with responsibility. All of them are called honorable, even if some of them are not, because of the lofty positions they keep. When the Ampatuans were jailed because of the Ampatuan massacre, it was a kick off in our justice system. I had not often witnessed this kind of scenario before- governor or representative or mayor behind the bars; and recently, the case of former governor Ambil. This must be an eye opener to all our officials, both elected and appointed that their power was acquired from the people, and thus in return, they must be accountable of whatever blunder they partake in the trust and confidence confided by the people to them. Today is a generation of computer. We must dance to the music played by our time. However, we must dance accordingly, with grace at least. But this does not mean that officials must also perk up their mystifying undertakings, which not a few of them have mastered (with charm and elegance)! I wont mind if others will call me primitive or mediocre. I would rather be independent and be responsible for everything I do, than be governed and suffer the repercussions of these sorry products of fraud and obliviousness.

Success, a Question
ne evening sometime in June 2011, I took a tricycle ride home. The driver asked me, Maam kay ano ka nagpakyaw na damo pa man dyip tikadto San Jose? Ginkakapoy ka? I leaned a bit forward and turned my head to the left to get a clearer glimpse of his time-weathered countenance that was blurry under the beams of the dim street lights. I slowly replied, Libre ko ini ha ak kalugaringon mano. I saw a smile crawling from the corners of his lips and serious thoughtfulness leapt from his eyes. When they met, I saw his young dead ringer who said, Maupay iton, and to it I replied, Salamat mano. As we progressed in travel he told me bits of his life: he never finished college; he resides in a rented house with his wife and two teenage daughters; everyday is financially challenging; he pays boundary to the owner of the tricycle; and, his happiness especially when he is home. Our encounter dissolved into silence as we shortened the distance to my destination but in my forever I will call him Manong Driver. I was recently asked, What is success? I saw their shoulders stooped and eyes averted under my steady stare after I said, I do not know. It was as if I committed a great social blunder that was beyond reparation. It would have been friendlier to say that success is the achievement of recognition, fame and glory in any chosen field; educational attainment that eases the hustles and bustles of job procurement and respect; or, financial stability that could afford the most recent models of mobile phones, computers, game gadgets, houses, travel, and other modern luxuries. However they felt or whatever they thought were of no consequence to me because at the back of my mind the smile of the young dead ringer lingered and a miniscule of that memory badgered the thinking me with these questions, How about Manong Driver? He does not have any of those; does it mean he is not successful? Does it mean he is a failure? People often say the phrase BIG TIME with awe and admiration on their face and when asked the cause of their reaction the usual answers are wealth, fame, and power. When relatives from abroad come home for a vacation they become instant celebrities because of their perceived affluence. Taclobanons and visitors rushed on June 25 to Robinsons Place to see some currently popular Manila-based actors; the event caused one of the heaviest traffic jams by far in the area. When VP Binay came to Tacloban I saw at least a hundred of photos proclaiming proximity and acquaintance posted on Facebook by several friends and acquaintances. But, are they successful? Everyone wants to be called successful or be associated with success; nobody would want to be called a failure or be associated with it. The pursuit for success has pushed individuals such as Nelson Mandela from disadvantageous backgrounds to strive and achieve greater political and social statuses. The consummation of the pursuit has brought about happiness and exhilaration to those who circumvent all barriers. Nevertheless, its absence has driven away some people from attending reunions with classmates or relatives; led a friend to commit suicide; and, has turned the eyes of good hearted people green thereby making them behave like dogs catching their tails. Nevertheless, the want to be seen as successful has imprisoned lots of souls such as the Ampatuans in the cages of avarice for wealth, fame, or power. The question though that matter for me now is this, is success necessary that we live pursuing it? If it is, then I will redefine it so that next time when asked I would be able to properly reply. If it is, then it would mean doing best what one does best; loving what one is doing; giving the best in ones self to bring out the best in others; not quitting just because one fears failure; and, above all, not pursuing it let it be an afterthought of a fruitful, wise, just and happy life. Even Manong Driver does not want to be called unsuccessful a failure, because he is not.

ocial anthropologists contend that the idea of ethnical inferiority does not have any place in modern civilization. The advent of globalization, made possible by the meteoric progress in information and communications technology, ushered a culture of real-time interactivity of people wherever they are in the world. In Eastern Visayas, even though our economy is in misery and telecommunication infrastructures are still incomplete, yet, almost all parts of the region have some sort of connectivity, mostly by cellular phone or even Internet. This situation did much in making the Warays be knowledgeable of the political and socio-economic lifestyles of fellow Filipinos throughout the archipelago or even abroad. Mostly thru massive exposition in print and broadcast media, we are not left behind of any changes happening in our country, from preparing a trivial dish in the remotest barangay in Batanes to the violent bombing in Tawi-tawi. Simply speaking, the Waray does not belong to a subculture since we are fully integrated with mainstream society, making us at par in intellect and understanding of the world with any ethnic group or sophisticated urbanites. Economic depravity or political naivety must not be used against us because these are only unfortunate consequences of historical evolution when we were real alipin of foreign dominions since four centuries ago. We remained poor and powerless because Region VIII is the least priority in any development effort by succeeding regimes. In the same way that improper pronunciation, highlyaccented manner of speaking and grammatically erroneous use of the Tagalog dialect must not be construed as being rude and unrefined of a Waray. Our irreverent and futile attempt to speak fluently the official language should not be a cause of embarrassment or in having that guilt feeling of inferiority to the rest of our countrymen. We should rather be proud since according to experts, a unique language and its dynamic proliferation is a sign of cultural regeneration. On this premise, the Winaray is not a secondrate language and as such, comparable in elegance and style to any prevalent verbal communication in the Philippines. It is notable that Wikipedia, the most popular and comprehensive repository of knowledge online, accorded a separate directory of Waray terms and concepts. Even just with this distinction, it is impolite and unethical to abuse or make fun of our dialect as usually been the case in movies, soap operas and televisions shows that typically portray us in housemaid, stupid or hoodlum characters. This writer had first-hand experiences of how we are prejudiced and viewed with suspicion by non-Warays. One instance is whenever he would introduce himself as coming from Eastern Visayas in a conference in Manila or in some place outside the region. Except for fellow Warays, everyone would look at him from head to toe, exchange some knowing looks, and guarded murmurings pertaining to recent scuffles of the Waray-waray Gang with agents of the law would definitely ensue. And if ever he would make a firm stand on a certain point of contention, with a voice a little higher than normal, several attendees would caution his adversary with, Huwag mong gagalitin. Waray yan! (Dont make him get angry. He is a Waray!) In their minds, he is capable of doing violence even right in the middle of an assembly of professionals. The stigma of being a Waray is indeed very painful and insulting. The Waray as a people is not so much different from the rest of the Filipinos. Just like everyone else, we may show evidence of undesirable traits, but we also have character values that we can be proud of. The negative connotation of the Waray being brave,

Its a secret everyone knows. We heard of the alleged cheating, we felt that it was true, we knew that it was possible, but we never had any proof. The 2004 Presidential Elections was one of the most controversial elections the Philippines ever had, second perhaps, to the snap election of the 1986 Presidential Elections which declared President Ferdinand Marcos official winner but triggered People Power, eventually ousted and exiled.

EVRMC deserves all the help it can get


astern Visayas Regional Medical Center (EVRMC) is the regions foremost medical institution. It is perhaps where the biggest concentration of medically skilled persons work. It is a teaching/ training institution for the art and science on health/medicine. Because of this, most of the key officers of our public hospitals in the region were trained in EVRMC. For many , specially those who cannot afford the high cost of private medical care- this means most of us- EVRMC is the medical institution of choice. This can be seen in EVRMC operating above its capacity. A hospital is operating well if it has 85 % occupancy rate. EVRMC operates above100% of its capacity. This comes with the accompanying discomfort on the part of the patients and on the part of the hospital staff. Fortunately, RA9793 ,An act increasing the capacity of Eastern Visayas Regional Medical Center in Tacloban City from two hundred fifty (250) to five hundred (500), upgrading its service and facilities and professional health care, authorizing the increase of its medical personnel and appropriating funds therefor was passed into law in 2009 largely through the intercession/advocacy of Leyte 1st Rep. Ferdinand Martin (FM) Romualdez . But a guest from EVRMC during last Saturdays Express it at the Park Media forum disclosed that until now the center does not yet have a ct scan ( a very important diagnostic equipment).Also, the hospital is still understaffed relative to actual bed capacity. Some congressmen and other elected officials in the Region,and some partylists and senators have deposited some amount for the medical needs of their constituents. This allows their constituents to have better access to the services of evrmc.

Despite all those assistance however, it would still be good if people/institution in a position to help could find a way to help EVRMC more directly such as through but not limited to: 1. Improving the capacity of provincial/district/city hospitals to lessen the flow of patients ( who could be attended to at lower levels) to evrmc. 2. Providing much needed medical equipments eg. Ct scan 3. Finding Ways to enhance its being a teaching/training institution 4. Increasing its fund for research. In the medium or longer term, EVRMC will be helped by a national health care plan that recognizes the right to effective health care of all Filipinos and the corresponding obligation of the state to provide effective affordable health care to its citizens. This implies a national transformation from a weak/poor semifeudal/semi colonial economy to a more robust one founded on 1) progressive agriculture founded on genuine agrarian reform so as to provide maximum spread of benefits and on 2) national industrialization. Both transformations ensures long term job opportunities for the many. Failure of the past and the present administration to implement these transformation and their common preference for privatization OR to rely on the private sector to provide for basic social needs will lead to the debilitation of public health institutions such as EVRMC.

I am writing on behalf of my family, on behalf of the family of the late Jeremias Miyak Acebedo, a man whom manyif not allof you have had the blessing to know and live with in this our town of Palo for many years. As his grandson I could proudly say that he has done his share in uplifting the prestige of this town and parish which we all know and love so much. He has served ably in its local government for sometime, and as a gifted artist has contributed to the cultural heritage of Palo either by his works, be they paintings, sculpture and other artistic presentations, some of which could still be seen here and there. Who among us could forget, fourteen years after his demise, the valuable contributions that he did, year after year, in the town and parishs religious observance of the most Holy Week of our redemption, in the assistance that he gave to the Pamalandong inasmuch as he was able, even in his declining years? A devout soul and a faithful son of the Church, he always gave his best to the Lord out of the gifts that had given to him. He was also a loyal son of the motherland, as he was part of the struggle for liberation from the Japanese forces that had invaded the island during the Second World War. This was an experience that he did not keep for himself, but which he expressed through his art, for the benefit of future

In the province of Leyte, the coastal water of Carigara Bay was included in the bulletin issued by BFAR which covered the municipalities Carigara, San Miguel, Barugo and Capoocan. Other areas in Leyte included in the bulletin were Ormoc Bay covering Ormoc City, Albuera and Merida; Camotes Sea covering the municipality of Palompon; San Pedro Bay covering the municipalities of Palo and Tanauan and Cancabato Bay covering the City of Tacloban.

Other areas included in the bulletin are Biliran waters covering the municipalities of Naval, Kawayan and Biliran. Sogod Bay covering the municipality of Sogod in the province of Southern Leyte is included in the BFAR bulletin as free from toxic red tide. The local bulletin issued by BFAR specified that fish, squid shrimps and crabs are safe for human consumption provided that they are fresh and washed thoroughly and internal organs such as gills and intestines are removed before cooking.

What fills meand my family as wellwith apprehension is the plan to take away partif not allof each of the Stations of the Cross in the Cathedral, due to certain considerations concerning architectural design and electrical wiring. We may not know yet fully the scope of its history, but I believe that I am right when I say that these Via Crucisaids to prayer and remembrance of Our Lords Passion and Deathare iconic; they make our Cathedral unique from all the others. Commissioned perhaps by the Parish Priest then, my grandfather hand-carved and crafted each and single piece, oftentimes it was said that he had to carry each of them to and fro the distance which separated his house from the cathedral just to make sure that the pieces would fit individually. Far from just being a remembrance and an aid to make us remember the Passion and the Death of the Lord, in a way, it is a fruit of my own grandfathers sacrifice as well, for these wooden works are a silent witness not only of the faith of thousands of Paloanons who use them to follow our Lord on the road to Calvary, but they are also a testimony of the sacrifice, talent and the devotion of the man who made them. These Stations of the Crossframe and allwas a gift wholeheartedly given, not just a commission for which he may have been paid to do. It was a work of faith of a man who just wanted to give back to God everything that he had received from His hands. I feel that to remove them from their place or to alter them just for the reason of wirings would not only disgrace my grandfathers memory but would be an affront to the generosity with which he applied himself to this work of artistic value. Furthermore, this work now belongs to the artistic and religious patrimony, not only of Palo, but to future generations of the faithful. These works may not have yet reached fifty years, but how would they if we would not preserve them in their rightful place? We have just recently played host to the Historical Heritage National Convention a few weeks back. I hope this would awaken us to the fact that these Stations of the Cross, like so many other public and artistic works of value, are ours to preserve. Let it not be said of us by generations to come that we had not known to preserve what was rightfully theirs. To oversee the renovation work of the Cathedral we have engaged an architect who has done much to conserve and beautify many churches in the Philippines. We have chosen the one of the most capable that we can have. Having faith in him and in his expertise, I am confident that he can find a solution to the architectural dilemma of the structure and the electrical wirings without having to touch this precious part of our townsand Archdiocesescultural heritage, the Stations of the Cross, an original work of that sculptor and artist, Jeremias Miyak Acebedo. I am hoping that you may consider my personal plea, and that of my family, who only wishes, among other things, that the legacy of my grandfather be left there, a testimony not only to his talent, but also of his love for God and the Church. in an imprudent inference as synonymous with violence and criminality, must be stopped once and for all. It is rather apt to advocate that the Waray is imbued with courage, which is a quality of being brave. We are very well-known to have the ability to face danger, difficulty, uncertainty, or pain without being overcome by fear or being deflected from a chosen course of action. If one of the governments development thrusts is to attain unity and amity in a nation wrecked with regional biases and selfrighteousness, then perhaps the good President of the Republic should initiate a decisive policy, thru concerned agencies like the Commission on Higher Education and the Department of Education, that would implement curricular measures in the basic and tertiary learning process that will minimize, or much better, put to rest the misperception that the Waray is a band of inferiors and criminals. In the same manner that although the Philippine Constitution guarantees freedom of the press, the media must be responsible enough in propagating the idea that any unlawful act committed by a Waray, just like anyone from other ethnic groups, is only a matter of individual decision and action, and does not necessarily mean that all denizens of the region is of the same flawed character. The nation has the moral obligation to help us in Eastern Visayas shed off our mistaken identity. We are the Warays. We are modernized and globalized. We are brave and courageous.
