1.1 OBJECT OF THE PROJECT


The management education supplements various needs of an organization where in an individual has to serve & fulfill various requirements in order to achieve the objectives & goals set up by the management. The project work is one of the subjects of management courses. It is a vocational training for a student that immensely helps to get him acquainted with the actual working of an organization & in particular the functions of Personnel & Administrative or Human Resource Department of an organization. It also facilitates him to have an observational experience for gaining indepth knowledge of various functions undertaking by the management of an organization. It includes number of activities to be performed by the students like selection of the topic, collection of relevant data, and presentation of the data in a systematic manner & to find out some logical conclusions.

The Selection of the topic caters as per the norms laid down by the University of the Pune. Besides this, it should be considerable to the student & hence his or her knowledge & exposures. As well as the need of the company where the Project is carried out is also of great importance; it was company, which suggests their requirements based on that a plan of action was formulated. Over the last several years, a combination of powerful social, culture, political, economic & industrial pressures have created a worldwide demand for greater participation. Workers Participation in Management is only one of the manifestations of this global trend. Workers Participation is, thus an essential step in the direction of democracy. Today it is no longer a question of whether but of how. Still India is a developing country participate management concept is no doubt ideal. So, the selected topic for the project work is having its own importance with a view to achieve industrial democracy within the organization

1.4 RESEARCH METHODOLOGY


Methodology means the actual set of methods, which are used for the collection of relevant data for the project work-study. The study necessitated both the primary & secondary data collection methods. The questionnaires are designed & interviews of workers were conducted in order to collect primary data, & some deskwork was carried out to collect secondary data. The methodology followed for data collection consisted of following sources: A] Collection of Primary Data: The primary data was collected through following sources: Designing the Questionnaire: -A 15-itemed questionnaire was prepared to find out the Discussions: -Discussions was also held with about 50 workers working in their opinion & opinion of the workers on the Workers Participation in Management of the organization. various provision of Workers Participation in Management & also to seek suggestions in improving the system. A hypothesis states what we are looking for. A hypothesis looks forward. It is proposition which can be put to a test to determine its validity. It may prove to be correct or incorrect. Following are the hypothesis considered during the project work: 1) The concept of Workers Participation in Management is effectively implemented in GSK. 2) There is a strong support from top management during conducting such activities in an organization. 3) Workers participation in Management maintains a strong Industrial Relations between the management, employees and the Trade Unions. 4) WPM satisfies the social and esteem needs.

The Workers Participation in Management is Emerging one of the strong tool in the development of healthy in quarrel Relations within the factory. Since the objective of WPM is to enhance the productivity, development of career and to create Owens about the organization. There is a wide scope of study for WPM. The entire research work spanned over a number of departments. This was done to have homogeneous representation of employees view from all the quarters of the organization. Beside the Human Resource Department & Industrial Relation Department covered during the study. Apart from these departments employees inside the plant were also covered.

1.6 LIMITATIONS OF STUDY


1. As GSK is a large-scale undertaking, the HR Department itself has its wide range of

operations in Nasik Division & consisted of separate departments for each & every activity. Under this project study I wish to learn the operations of each section but it is impossible due to the limitation of timing for the project work. 2. 3. As the part of Industrial Relations workers participation in management is a very vast topic to be studied & it is also important from the view point of management as well as workers in any organization. Besides every organization wants to create & maintain good set of workersmanagement relationship. If we the topic from future point view its worth studying the topic, as being part & parcel of MBA course one will get a job of Personnel or HR officer & the responsibility to maintain & harmonize good labor- management relationship within the industry where we will get a job. So, the topic is useful in future also. The main utility of the topic or study is to establish & maintain the relations with the workers in an organization hence; the topic has its own importance in any organization.

Makers of the world's largest selling biscuit, Parle-G, and a host of other very popular brands, the Parle name symbolizes quality, nutrition and great taste. With a reach spanning even to the remotest villages of India, the company has definitely come a very long way since its inception. Many of the Parle products - biscuits or confectioneries, are market leaders in their category and have won acclaim at the Monde Selection, since 1971. With a 40% share of the total biscuit market and a 15% share of the total confectionary market in India, Parle has grown to become a multi-million dollar company. Situated in the Ambad Industrial Area this plant is erected on an area of 23 acres equal amount of land is available for further expansion of the plant. Location advantage of Nashik is that it is only 180 KM from financial capital of India that is Mumbai. Nashik is situated 600 meters above sea land. Nashik is one of the fastest growing cities in India. It has good infrastructure and enjoys facilities like power, water, transportation and telecommunication facilities. In this plant more than 50 products are manufactured. There are different sections like tablets, liquids, ointments, aerosol, dry inject able powders and liquid ampoules which produce different types of products. Nashik factory is built to international standards manufacturing facility of each dosage form is constricted as a separate module adopting the best prevailing practice in the world of technology. The factory is geared for production of large volumes of a wide variety of effective remedies. The key products include anti ulcerant, Zinetic tablets, third generation antibiotic, fortum Aerosol containing respiratory drug salbutamol and anti inflammatory, Beclometharone. Today the factory produces 140 billion packs per year as against 30 million parks 8 years ago. The factory now looks forward to fully utilize its production potential; the site exports its products to various countries.

There are various efforts continuously carried out in the plant in order to reduce waste, increase productivity, cost saving measures controlling and minimizing the use of utilities so as to save power, water etc. There are in all 42 products in 75 packs manufactured at Nashik.

Then MRP is carried out. Purchase departments function is to arrange the supply of materials, spare parts and semifinished goods required by the organization from right source, at right price, in right quantity, with desired quality and at right time. Then the purchased materials stored at store department in systematic way using codification and classification techniques. Then the materials requisitions are arranged in store department which in turns send to production department on regular basis.

Workers Participation in Management is yet another issue which has been taken up under the broad category of Indian Industrial Relation because this concept of Workers Participation emerged within the framework of tripartite system of labor management relations in India. Over the last several years, a combination of powerful social, cultural, political & industrial pressures have created a world- wide demand for greater participation. Workers participation in management is only one of the manifestations. Workers participation in management is one of the most significant models of resolving industrial conflicts & encouraging among workers a sense of belongingness in establishments where they work. It affords due recognition to the attitude of workers & enables them to contribute their best in all round. It has been given several meanings & it has varied facets in practice. In a perfect democracy workers participation in management has prime importance where the relationships between workers & management are more prominent. It is a process & first step towards the ultimate goal of democracy. The principle of participation seeks to meet the psychological needs of the workers, bring them closer to the management, and promote their interest in self education, gives them an insight into the technical conditions & the purpose of undertaking where they work & serve to bridge the gap between the management & the workers. So, workers participation in management can be said as a process of delegating authority & responsibility in the general area of managerial functions.

a) Information sharing:The building block of all the forms of workers participation in management is sharing of information. It is not only required at the level of participation informs but in vertical and upward

b) Consultation:After the acquisition of information, explanation could be sought or question could be raised. The exchange of ideas and discussions may lead to seeking or giving advice known as consultation. This stages of consultations another step towards participation.

c) Joint decision making:The third step related to joint decision making which is possible only when information is shared and adequate consultation opportunities are given . Company decisions are those forms of decision making whereby workers representatives make decisions jointly with the management. At this stage disagreements among members of participation form are resolved through persuasion and consensus process.

d) Self management:The next step after joint decision making is self management. At this stage workers representatives not only take decisions jointly with management representatives but they are also concerned with implementation of decisions. It is not confined participative forums only but is extended to the work place where workers may manage their work with individuals or group autonomy. This implies that right from planning to carry out the work, the workers have to take the initiative and assume complete responsibility for the results. It may be observed from the figure that, from the first step if sharing of information to the step of self management, the range of participation and work autonomy varies. While it goes on increasing at each successive stage, comprehensive concept of workers participation in management envisaged an arrangement in which the stage of self management is reached. WPM refers to institutional and formal arrangement of creating participative forum to associate workers representative with management.

The concept of WPM is further extended to participation in work. There can not be effective participation merely through formation of councils or committees involving limited number of workers representatives unless the shop floor workers are given participation in their - 32 -

WPM is sound policy even from the economic point of view. If management and workers representatives mutually agree to some form of sharing the grain of productivity of an enterprise, workers taken genuine interest in the proper functioning of the enterprise. Participation in management provides opportunity to workers representatives to give their suggestions about the ways to promote productivity, improve quality, reduce cost and bring about improvement in organizational/ departmental efficiency. Further although government has its own obligations to regulate industrial relation pattern through legislation and other progressive measures, In fact the success of WPM is solely dependent on its acceptability both by management and workers as matter of faith, promotion of mutual understanding and goodwill besides their participative abilities and skills.

It becomes evident from the fact that there are number of committees functioning towards this issue is fearless because the HRD philosophy prevailing in the company is to continually sharpen the capabilities of the individuals & groups to enable them to perform better in their present & future role, & also to bring about necessary attitudinal as well as cultural change in broader socioeconomic terms. In a changing industrial environment is challenged to find out new ways to stimulate greater productivity & employee job satisfaction for continued success. A participative style of management, in which employees at all levels are involved in decision making process, has been espoused by many researchers as a logical approach to sorting out problem & enhancing productivity. Association of workers with management of industrial enterprises is being increasing realized as an effective means of ensuring industrial peace & optimizing production & productivity. The concept of workers participation in management has become Government of Labor Policy. Since independence different committees like Works Committee, Joint Management, Shop Level Committee etc. have been in produced.

Objectives of Workers Participation in Management in GSK Nasik


As one of the measures to promote co- operation between labour & management at the undertaking level the scheme of workers participation serves three main purposes, Economic- to

Workers Participation in Management ensure increased productivity, Psychological- to ensure the full recognition of the importance of human element in industry & given interest in the general interest of the undertaking & Social- to improve industrial relations & thereby to promote industrial peace & harmony. The economic purpose is mainly related to productivity aspect of industry. It is an accepted fact that without an increase in the productivity there can be no lasting economic progress & that such an increase in productivity can be satisfactory achieved without the fullest co- operation between labor & management. Some measures like shorter working hours, better working conditions, decent & attractive wages & adequate insurance scheme for the workers to give more than the minimum necessary to retain his job, which will naturally increase in productivity. The psychological purpose of participation is to secure full recognition of human element in the industry participation provides a man with a sense of importance, pride & accomplishment, freedom & work & a sense of self- expression, a feeling of belongings to the place of work & a sense of workmanship & creativity. The social purpose of participation is to use it as an instrument of varying potentialities to improve industrial relations and promote industrial peace. It is two fold; to reduce industrial strike and to create positive atmosphere in which industrial harmony and peace can be grow. Participation tries to remove or at least minimize the diverse and conflicting interest between the parties, by substituting in their place co- operation, homogeneity of objects and common interests The scheme of workers participation in management is aimed not merely at reducing Industrial conflicts but creating positive conditions foe increased industrial productivity. Achieving positive industrial peace can do this, and it is on it on the basis of genuine partnership between workers and management that the true and enduring peace in industry can be established.

Sports club committee Purpose

Workers Participation in Management GSK Sports Club is one kind of welfare club, which is established to provide some recreational facilities to its workers. This is one of the welfare measures that are adopted by the management on its own to maintain the cordial relationship with the workers by providing them such type of facilities for recreation.

Composition
This Sports Club Committee is consisting of both the management as well as workers representatives & headed by Chairman. This committee also contains one Vice- Chairman, one General Secretary & one Treasurer respectively who are the management representatives in the committee, while there is one Joint Secretary who is workers representative act as a liaison between workers & management representatives. He coordinates with the activities of both the management & workers representatives. Besides there are five other members who are responsible for the activities related to the sport section given to them. These all are also from workers representatives. The management as well as workers representatives are elected through the nomination & abided to perform the activities of their field.

Terms of reference
The following are the terms of reference for the site EHS committee. 1. To arrange different sports and cultural activities. 2. To fix the day & date of these sports, arrangement of the space for the sports activities etc are performed by this club. 3. The number of management and non management members are decided according to the department and the project of the department. From, 4818 to 5400 packs(12% increase) Award- Rs.400 each. Change of Ostocalcium flap art work resulting in reduction of carton rejection. Award- Rs.500 each.

Workers Participation in Management After analyzing the relevant information about the topic & interpreting it several conclusions are drawn these are as follows: 1) As a constitutive mechanism, works committee is one of the most effective means to bring the parties together (i.e. workers & management representatives) in an organized discussion, mobilize the collective common sense & deliberate on matters of the common interest. Performance of the works committee is quite satisfactory as meetings were held regularly & large numbers of issues were discussed. 2) The attitude of the of the workers representatives greatly influence the functioning of the committee, if these members bring to the committee a fresh & unbiased outlook & discuss matters with open mind & tender honest advise, the process of participation will be greatly improved. 3) The workers in GSK are aware of the various participative schemes going on in the company. 4) The meetings of the said committee are conducted regularly. 5) The time provided for the meeting is sufficient and the members mostly attend the meetings regularly. 6) The problem or matter related to workers are most of the time resolved by the discussions held in the meeting. 7) The committees like shop level and department Level are the effective tool of workers participation. 8) The views & suggestions of the workers are mainly appreciated by the management. 9) The steps taken to achieve the effective participation are satisfactory. 10) The workers & management relationship is harmonized due to effective participation. 11) Workers participation is the best method of self development. 12) From the response received there is a chance of improvement in the present scheme of WPM.

Workers Participation in Management Following are some recommendations and suggestionse suggested for the workers participation in GSK. 1) A successful program not only calls for education and training of the workers but also emphasizes the need for the proper training of the managerial personnel. 2) The Training Program should be aimed at reorienting the attitudes of both the workers & management & creating a proper atmosphere in which the committees can function effectively. 3) All parties concerned to participative management should feel that they should participate at all levels. 4) There should be effective communication and involvement between workers and management and effective consultation of the workers by the management. 5) Both the parties should develop a favorable attitude towards the schemes of participative management. The personal policy of the organization should be in favor of participative management. Therefore top management support to this scheme is absolutely necessary. 6) The continuous support & co- operation of the workers in GSK, Nasik is essential for the scheme of workers participation. It is necessary to maintain a liaison between the members of the committee & workers of the undertaking. 7) The minutes of the meetings should be translated into a local language or in Hindi & displayed on the notice board for the information of everyone so that they get an opportunity to know what happens in the committee. 8) Regular committee meetings could be held on the day & time, which is convenient to all the participants & proper notice of the said meeting, must be circulated among the members on proper time. 9) Regular follow- up is essential by HR/ Industrial Relation Department with suitable guidelines & instructions.
