NitrogenOxide(NOx)GenerictermforthemonoNitrogenoxidesanddioxides.Theseare producedfromthereactionofNitrogenandOxygengasesintheairduringcombustion, especiallyathightemperatures.Inatmosphericchemistry,NOxreactswithmoistureandother chemicalstoformsmogandacidrain.NOxarealsocentraltotheformationoftroposphere ozone. ParticulateMatter(PM)Atermusedforthemixtureofsolidparticlesandliquiddroplets foundintheair.Someparticles,suchasdust,dirt,soot,orsmoke,arelargeordarkenoughto beseenwiththenakedeye.Othersaresosmalltheycanonlybedetectedusinganelectron microscope.Someformincomplicatedreactionsintheatmospherefromchemicalssuchas sulfurdioxidesandnitrogenoxidesthatareemittedfrompowerplants,industriesand automobiles. RecyclableProductsormaterialsthatcanbecollected,separatedandprocessedtobeusedas rawmaterialsinthemanufactureofnewproducts. RefuseDerivedFuel(RDF)Aproductderivedfromthephysicaltransformationofwaste materialsbysegregating,crushingandmixinghighandlowvalueheatcontentorganicwaste materialandsolidifyingittoproducefuelpelletsorbriquettes.Theprocessenrichesthe organiccontentthroughremovalofinorganicmaterialsandmoisture. ResidentialWaste:Wastegeneratedbysingleormultifamilyhomeswhichincludesmaterials suchasnewspapers,clothing,foodpackaging,foodscrapsandyardtrimmings,bottlesand cans. SingleStreamRecyclingArecyclingprocessinwhichallrecyclablematerialsarecollected mingledtogetherwithoutseparation. SulfurDioxideApungent,colorless,gasformedprimarilybythecombustionoffossilfuels. Syntheticgas(syngas)Agasconsistingprimarilyofhydrogenandcarbonmonoxidewithhalf theenergydensityofnaturalgas.Syngasiscombustibleandoftenusedasafuelorasan intermediatefortheproductionofotherchemicals. TransferStationFacilitywheresolidwasteistransferredfromcollectionvehiclestolarger trucksorrailcarsforlongerdistancetransport. TippingFeeThepriceindividuals,communitiesandtrashhaulerspaytodisposeofwasteata landfill. TippingFloorTheflatsurfaceonwhichthearrivingtrashtrucksdumptheirloadatawaste processingfacility.

Introduction
TheDepartmentofPublicUtilities(DPU)operatestheDivisionofClevelandPublicPower(CPP) forthepurposeofsupplyingelectricpowertocustomerslocatedintheCityofCleveland. Presently,CPPspurchasingnearly100%ofitselectricpowerneedsfromthemarket.This projectwillallowCPPtomeetthegoalofreducingCleveland'sdependencyonfossilfuelwhile alsoallowingCPPtheabilitytoinvestinlocalgenerationprojectsthatsatisfytheCityselectric generationportfoliodiversificationrequirements.,Tothatend,CPPhasappliedforanair permitforaMunicipalSolidWastetoEnergy(MSWE)Facility(theProject)attheCityof ClevelandsRidgeRoadTransferStation.CPPhasanelectricsubstationonthetransferstation propertywhichconnectstothegridat69KV. TheCityofClevelandDepartmentofPublicWorksoperatestheDivisionofWasteCollection andDisposal(DWC).TheDivisionprovidesweeklycollectionofwastefrom155,000Cleveland homes,theCityofClevelandsWestSideMarket,FireandPoliceStations,theJusticeCenter, CityHallandotherCitybuildingsandpublicareas.DWCoperatestheRidgeRoadTransfer Station,amunicipalsolidwastefacilitylocatedat3727RidgeRoad,Cleveland,Ohio44144.. Municipalsolidwasteisbroughttothetransferstationviawastecollectionvehicles.Thewaste isgatheredandloadedintotransporttrucksandthentakentolandfills. TheproposedMSWEfacilityshallutilizethermalandphysicalconversiontechnologiesto processmunicipalsolidwaste(MSW)fromtheCityofClevelandandothercommunities.This processwillallowtheCityofClevelandtogenerateelectricityandwillproduceanumberof marketablebyproducts,suchasrecyclables,refusederivedfuel(RDF)pellets,steam,and possiblydecorativebricks. Ataminimum,thefacilityshallprocesstheMSWandrecyclablesasfollows:curbside collection;MSWhandlingandprocessingatanewMaterialRecoveryFacility;recycling;sorting andshredding;creationofRDFpellets;conversionofMSWtosyntheticgas;steamproduction, electricpowergenerationandtreatmentofemissionstomeetenvironmentalregulations. ThisfacilityshallenabletheCityofClevelandtoproduceelectricpowerlocally,utilizeMSWasa fuelsource,andalsoassistCPPinmeetingtheCityofClevelandsAdvancedEnergyPortfolio Standard(AEPS).TheAEPSrequiresCPPtopurchaseatleast15%ofitsbaseloadpowerfrom advancedandrenewablesourcesby2015. ThroughtheissuanceofthisRFI,theCityinvitesinterestedpartiestoproviderelevant informationregardinghowtheCitymaybestdevelopawastetoenergyfacility.Inordertobe considered,informationprovidedmustbeconsistentwiththerequirementssetforthinthis RFI.
Background
In2007,ClevelandPublicPower(CPP)createdaspecialprojectteamtoinvestigatethe productionofelectricpowerusingmunicipalsolidwasteasthefeedstock.Sincethattimethe Teamhasresearchedtheissues;attendedpresentations;hostedmeetingsontechnology options;visitedwastetoenergyfacilities,materialrecoveryfacilities,recyclingfacilities,and refusederivedfuelproductionfacilities;attendedwastetoenergyconferences;andmade recommendationsregardingthetechnologiesavailableforpowergeneration,suchas incinerationandgasification.Basedontheinformationgathered,gasificationappearedto presentCPPwitharenewableenergysourcethatwouldconvertMSWintoasyntheticgasfor powerproductionandhaveadditionalpositiveenvironmentalimpacts,suchasthe minimizationofmaterialssenttolandfillsandlowairemissionimpacts. InadditiontocreatingelectricpowerfromMSW,CPPisalsolookingintoreducingClevelands dependencyonelectricpowerpurchasesandtheelectrictransmissiongrid.CPPobtainedthe servicesofRNRConsulting,URSCorp.,DLZOhioIncandCloud&Associatestoassessthe feasibilityofaMunicipalSolidWasteFacilityattheClevelandsRidgeRoadTransferStation. TheConsultantassembledateamexperiencedintechnicalanalysesofgasification technologies,environmentalpermittingandregulations,trafficstudies,financialanalysisand communityassessments.TheConsultantalsoconductedduediligenceanddataoriented researchthroughdiscussionswithgasificationtechnologyfirmstoanalyzeexistingdata.The Consultantfoundthatgasificationandsteamcompressiontechnologieswerescientifically sound,presentnumerousopportunitiesforeconomicgrowthanddevelopment,and recommendedsiteinspectionstoseegasificationfacilitiesinoperation. In2009,theCitycreatedaMSWESteeringTeam.ThisTeamwascomprisedoflocalinterested partieswithrelatedprojectexperienceandCityemployees.TheTeamwascreatedtoguidethe developmentoftheCitysMSWEProjectandparticipatedindetailedbriefingonClevelands proposedsystemdesign,themanytypesofgasificationtechnologiesused,recycling,the feasibilitystudyfindings,economicdevelopmentregionalimpactsandmore. InAugustof2009,adelegationcomprisedofCityofficialsandMSWESteeringTeammembers visitedwastetoenergyfacilitiesinJapanandChina.Theobjectivesofthetripweretoobserve thetechnologiesinoperation,assessenvironmental/communityimpactsatoperatingfacilities andinterviewpersonnel.DuringtheirvisitstheyobservedKinseiSangyoCompany,a gasificationtechnologycompany,thathasbeeninoperationsince1967andhasover200 gasificationplantsinoperationinAsia.ThedelegationvisitedKinseisheadquartersand demonstrationplantandalsotwolargecustomerinstallations.Bothcustomerfacilitieswere locatedinenvironmentallyandresidentiallysensitiveareas.

In2010,theCityofClevelandandPrincetonEnvironmentalGroupenteredintoapreliminary FacilityDesignAgreementfortheMSWEproject.TheClevelandPrincetonMSWEFacility DesignagreementprovidesthatPEGdevelopnonconstructiondesignsthatgenerallydescribe thedesiredfacility,andsubmitanairpermitapplicationforagasificationfacility.The preliminaryFacilityDesignalongwiththeresultsofthisRFIwillbeusedbytheCityasitselects consultantsandcontractorstofurtherdevelopandconstructClevelandsMSWEfacility.The CityiswaitingforOhioEPAsreviewofthepermitapplication,andexpectsPEGsfinalreportby theendofthisyear. Theprojectdefinedinthisdocumentshallbedesignedtomeetgovernmentaland environmentalregulationswhilemaintainingcapacity,efficiency,reliabilityandachievingsafety goals.
ScopeofInformationRequest
TheCityofClevelandrequestsinformationandqualificationsfromthermalconversion technologyproviders,wastehandlingequipmentsuppliers,projectdevelopers,consultantsand financialservicescompanies.RespondentsthatmeettheCitysminimumcriteria(see EvaluationofResponsesbelow)shallbeprequalifiedforfurtherparticipationinProject development.TheCitycannotassureanyRespondentthatitwillbedeemedqualifiedfor furtherparticipation,nordoestheCityguaranteethatitwillenterintoanycontractwithany respondentorserviceprovider. Asinglerespondentmayrecommendoneormoreprojectdevelopmentoptions.ThisRFIisnot arequestfortheproposalforservices.Itisintendedtoprovidefordisclosureofnon proprietaryprojectinformationforpublicrelease.Thisincludesanytechnical,environmental, oreconomicinformationneededinordertopromotethedevelopmentoftheproject.Tothe extentthatanyrespondentprovidesconfidentialorproprietaryinformation,suchinformation mustbeclearlymarkedandwillbetheresponsibilityoftherespondenttodefendagainstany openrecordschallenges.(ForfurtherinstructionregardingproprietaryinformationseeTrade Secretsbelow.)

CurrentMSWCapacity TheCityofClevelandsRidgeRoadTransferStationhasadailyMSWcapacityof3,000tons(264 daysofoperation). TheRidgeRoadTransferStationcollects230,000tonsperyearandhasaveragedailycollections ofMSW(includingrecyclables)duringSummerandWinterasfollows: Onpeak Offpeak 991tonsdaily(MarchNovember) 756tonsdaily(DecemberFebruary)

AirPermitApplication
TheCityofClevelandsubmittedanairpermitapplicationtoOhioEPAonMarch11,2011.The Applicationiscurrentlyunderagencyreview.Theairpermitapplicationisbasedonemissions usingKinseiSangyogasificationtechnology.TheCityofClevelandwillbidoutallaspectsofthe projectincludingthethermalcombustioncomponentoftheproject.IfKinseiwinsthebid,the CitywillproceedwiththeKinseigasifier.Ifnot,theCitywillusesomeotherthermalconversion technology.However,thewinningapplicantmustataminimumperformatthelevelofthe KinseitechnologyemissionsintheClevelandairpermit. TheBestAvailableTechnology(BAT)standardsapply.TheNationalSourcePerformance Standards(NSPS)subpartAAAAappliestosmallmunicipalwastecombustionunitsforwhich constructionoccurredafterAugust30,1999.TheNSPSsubpartEbappliestonewsource performancestandardsforlargemunicipalwastecombustorsconstructedafterSeptember20, 1994.Clevelandsfacilityasproposedwillemitpollutantsatorbelowalloftheselevels.The BATlimitsproposedfortheCPPprojectareequivalentto,ormorestringentthan,eachofthe relevantbenchmarks.(SeetheApplicationinAttachment2). AlthoughairqualitymodelingisnotrequiredpursuanttoOhioEPAEngineeringGuide#69for mercuryordioxin,CPPelectedtoincludemodelingforthosetwopollutantstodemonstrate thattheimpactfromtheproposedfacilityisfarlessthanlevelsthatunderOhioEPAAirToxic PolicyOptionA.Thisrequirementwillapplytoanythermalconversiontechnologythat replacestheoneidentifiedintheapplication. OhioEPArequiredthatanairqualitycomputermodelanalysisbeperformedontheproposed Clevelandfacility.ThemodelcompletedbyGTEnvironmentalpredictshowdifferentair pollutantstravelawayfromthesourceofpollution.Basedonthemodelinganalysis,the predictedmaximumoffsiteairqualityimpactforeachpollutantemittedbytheoperationof theproposedCPPfacilityiswellwithintheguidelinesestablishedbyOhioEPA.This

Clevelandnarrowedtheselectionprocessforwastetoenergythermalconversiontechnologies basedonthefollowingcriteria:propertechnologyapplicationforitswastestream;proven reliability;abilitytoobtainanairpermit;andcommerciallyviabletechnology. (1)ApplicableTechnology SeveraltechnologiesthatcouldnotbedemonstratedasfeasibleoptionsfortheCity'sproject wereeliminatedfromconsideration.Forexample,althoughincinerationisrecognizedas technicallyfeasiblesamestillholdunfavorableviewsontheenvironmentalimpactsofthis technology.Anotherexampleincludesaerobicandanaerobicdigestion.Botharenotapplicable orwellsuitedfortheMSWstreamreceivedbytheCity.CPPalsoeliminatedlandfillgas collectionandcombustionbecausetheCitydoesnotownoroperatethelandfillsthatreceive itsMSWandthelandfillsarenotlocatednearaCitygridconnection.Bothgasificationand pyrolysistechnologiesappearasapplicableoptions.Sincetheyappeartopresentfewer environmentalconcerns,havehigherpublicsupport,andwillworkwellwiththeCityswaste stream.

(2)ProvenReliability Clevelandisinterestedinwastetoenergytechnologythathasaproventrackrecordofsuccess onacommercialscale.Eligiblethermalconversiontechnologiesmustbeinoperationforat leastfiveyearsanddemonstrateatleastonesuccessfulcommercialoperation.Afurther requirementisthatthetechnologieshaveatleastacleardemonstrationofaheterogeneous feedstock,suchasMSW,beingreliablyprocessedwiththetechnology. (3)AirPermiteligible Respondentsmustmeetthequalifyingcriteria,emissionlimitations,conditionsofoperation andrequirementsasstipulatedbytheairpermitapplicationsubmittedtotheOhioEPAon March11,2011,andanypermitthatOhioEPAissues.Theairpermitapplicationisbasedon emissionsusingKinseiSangyogasificationtechnology.However,thewinningapplicantmust performatleastaswellastheemissionsintheClevelandairpermitapplication. (4)CommerciallyViable Clevelandisinterestedinreceivinginformationonwastemanagement,materialsrecoveryand wastetoenergytechnologiesthatarecommerciallyviable.Proposedtechnologiesmusthavea provencommercialtrackrecordandhistoryofsuccessfulinstallationsforaminimumoffive(5) years.Technologiesandprocessesmustbescalableandsuitablefortherangeofvolumeof MSWreceivedandprocessedbytheClevelandtransferstation.(SeeAttachment1Cityof ClevelandWasteCompositionStudy).
ProjectDesignObjectives
ProjectObjectives: Theprojectwillbebasedonaproformathatincludesrevenuestreamsfromthesaleof sorted,bundled,andpackagedrecycledgoods;electricity;wasteprocessingfees(to replacetippingfees);thesaleofrefusederivedfuelpellets;anduseoftheashby productthatremainsaftergasification. TheprojectwillbeacompleteMSWdisposaltechnologyfacility,includingequipmentto receive,sort,andprocessMSW,convertMSWintoarangeofmarketableproducts,such asfuels,electricity,chemicals,fertilizer,and/orcompost,andmarketablebyproducts suchasglass,metals,paper,ash,andslag. TheprojectwillincludetheproductionofanRDFpelletwhichwillserveastheprimary feedstockforthethermalconversiontechnologyselected.Excesspelletsmaybesoldto alocalcompanythatiscurrentlyusingcoalforsteamproduction.TheRDFpelletmust beenvironmentallyfriendly. OnlytheRDFpelletwillbefeedintotheconversiontechnologyofchoice. Theproposedprojectisdesignedtogasifytheequivalentof560tonsofMSWperday. Thewinningtechnologymustprocessthesameamountataminimum.

Theprojectistobemodularindesignwitheachcomponentbeingavailableforbid and/orsuppliedbydifferentvendors. TheprojectistointegratewiththeCitysRidgeRoadTransferStation. Theprojectistobecapableofdivertingatleast90%(byweight)ofthepostrecycled municipalsolidwastefromlandfillandproducefeedstockforthermalconversion. Theprojectmustbecapableofsustainedoperationatatippingfee/processingfee competitivewithlocalmarketconditions. Theprojectistobeastateoftheartfacilitymaximizingtheuseofsustainable constructionandoperationpracticessuchasonsiterecycling/reuse,energy conservation,LEEDcertification,andothersimilarpractices.
