RecommendationsfromStaff
StaffrecommendsthatthePlanningBoardsupportthefollowingactionsregardingthe2009Highway
MobilityReport:

Transmitthe2009HighwayMobilityReport(HMR)totheCountyCouncil,toprovide
backgroundinformationfortheconsiderationofrecommendedmodificationstotheCountys
CapitalImprovementProgram(CIP)priorities.
IncorporatetheHighwayMobilityReportcongestedcorridorsintotherankingsystemforFY
20112016CapitalImprovementProgramprioritizationefforts,asincorporatedintheStaffDraft
ofthe20092011GrowthPolicy.
Pursuefurtherdevelopmentandintegrationofmultimodalmeasuresofeffectivenessintothe
nextHighwayMobilityReport,scheduledforproductioninSpring2011aspartofthenext
biennialGrowthPolicyandCIPdevelopmentcycle.

KeyFindings
TheHighwayMobilityReportcontainsinformationanddataaboutpatternsofmobilityintheCounty.
Thecurrentreport,confirmsmanyofthefindingsinthe2008report;congestionisgenerallymost
severeindowncountyareas,theprioritycorridorscontinuetoexperiencethemostsignificantlevels
ofcongestionandshouldbetargetedforcongestionrelief,andbetween15and20percentofthe
intersectionsintheCountyhavecongestionlevelsthatareworsethantheircurrentLocalArea
TransportationReview(LATR)GrowthPolicystandards.

Nationalandregionaltrendsindicatingadeclineintravelandcongestionsince2006areless
prevalentontheMontgomeryCountyarterialsystemthantheyarefornationaldata,duein
parttothefactthattheCountyhasweatheredtheeconomiceffectsoftherecessionbetter
thanmanyotherpartsoftheregionandtheCountry.
Theoveralllevelofarterialsystemtrafficvolumes,travelspeeds,andintersectioncongestionin
spring2009isessentiallyunchangedfrom2008(observedreductionsofuptoonepercentper
year).
PrioritycorridorsformobilityimprovementsincludetheradialroutesMD355,Connecticut
Avenue,GeorgiaAvenueandUS29throughouttheCounty.Eastwestpriorityroutesinclude
VeirsMillRoadandMD28.Eightofthisyearstoptenmostcongestedintersectionsarealong
theseroutes.TheIntercountyConnector(ICC)isexpectedtoprovidecongestionreliefforMD
28.
TheGrowthPolicydefinitionofathreehourpeakperiodremainsappropriate.
Whileautotravelhasdecreasedslightlyduringthecurrentrecession,transittravelhas
increased,withtotalMetrorailboardingsinMontgomeryCounty5%higherin2009thanin
2006.
Observedpedestrianactivityonthearterialsystemisconcentratedalongroadwayswithhigh
transitridership,particularlyintheVeirsMillRoadandUniversityBoulevardcorridors
connectingRockville,Wheaton,andTakomaPark.

Highlights
Atthedirectionofstaff,andinconcertwiththisreport,130intersectioncountsweretakenduringthe
latewinterandearlyspringof2009.TheinfusionofthesecountsintotheTransportationDivision
intersectiondatabasehasprovidedanupdatetooldercountsatkeyintersectionsintheCounty.In
additiontotheimportanceofthenewdataatintersectionsmonitoredinpastreports,thesecountsalso
providesomenewinformationforlocationsnotpreviouslycounted.Theexpandedbreadthofthe
intersectiondatahasbothconfirmedpreviouscongestiontrends,andhighlightedtheconditionsnear
andaroundseveralintersectionsthatareroutinelythemostcongestedintheCounty.
Inaccordancewithfindingsinthe2008HMR,infrastructureimprovementsincludinggradeseparations
andwideninghavemadeasignificantimpactonconditionsatmanyofthecountysmostcongested
intersections.CongestioncontinuestobemostseverealongprioritycorridorsintheCounty.Scheduled
improvementsatlocationsalongthesecongestedprimaryarterialsincludingUS29(Colesville
Road/ColumbiaPike),MD355(WisconsinAvenue/RockvillePike)andMD185(ConnecticutAvenue)will
playanimportantroleinthenatureofcongestionattheselocationsinthefuture.Theadditionofbus
rapidtransitalongprioritycorridors(e.g.VeirsMillRoad/MD586)isalsoexpectedtohelpaddress
locationsofchroniccongestion.
CriticalLaneVolume(CLV)toLocalAreaTransportationReview(LATR)standardsratiosatsignalized
intersectionsindicatemorecongestionthaninthe2008reportwith16percentofintersections
exceedingtheirLATRstandardin2009comparedwith14percentin2008.Currentyeardataisnotthe
mostsevereonrecord,however.Roughly22percentofintersectionsin2005hadaCLVtoLATR
standardsratiogreaterthan1.00(wheretheCLVexceedstheLATRstandard).
TraveltimesamplesbasedonGlobalPositioningSystem(GPS)surveysofarterialroadwaysinthe2009
reportcontinuetodemonstratetheimportanceofhighfrequencysamplinginthepeaktravelperiod.
Datafor2009includesroughlytwicethenumberofmeasurementsincludedinthe2008report(and
conductedinthesummerof2007).Roadwaysegmentssampledin2009arealsolongerthanin2008,
andthereforeillustratethechangeinconditionsacrossPolicyAreas(2008sampleswereconfinedto
PolicyAreaboundariesforthemostpart).Theenhanceddatasetinthisreporthasenabledthecreation
ofbothtraveltimeversusdistancegraphsandtraveltimeversustimeofdaygraphsforeachpriority
corridor.Thetimeofdaygraphshelptoillustratethenatureofpeaktravelalongthecorridorswhilethe
distancegraphsdetaillocationsofcongestionforeachcorridorsegment.
Beyondautobasedmobilitymeasurements,significantanalysisisincludedinthisdocumentrelatingto
transitandpedestrianactivity.Analysisofvehiclemilestravelediscoordinatedwiththediscussionof
transitmobility.AsnotedintheKeyFindingssectionabove,Metrorailridershiphasincreasedinrecent
yearsdespitethedownturnintheeconomyanddeclinesinoverallvehiclemilestraveled.

Purpose
ThepurposeoftheHighwayMobilityReport(HMR)istodocumenttheDepartmentsannualanalysisof
barriersandconstraintstomobilitywithinMontgomeryCounty.Constraintstomobilityarerepresented
hereintheformofhistorical,current,andfuturemotorvehicletrafficcongestiontrendsandpatterns.
CurrentcongestionmeasurementsincludedinthisstudyareCriticalLaneVolume(CLV)andarterial
traveltimeforpriorityintersectionsandcorridorsintheCounty.Futurecongestiondataisderivedfrom
volumetocapacityratios(V/C)asportrayedbytheDepartmentsregionaltransportationmodel,
TRAVEL/3.ThesetransportationindicatorsareintendedforusebythePlanningBoardandCounty

CounciltoinformtheircommentaryonthisyearsStateConsolidatedTransportationProgram(CTP)
projectpriorities.ThelastversionofthisreportwascompletedinMayof2008.
Historically,thisreporthasfocusedonvehicularmobility.Inordertodescribeamoreholisticanalysisof
transportationinthereport,pedestriancount,busmovementandothertransitdatahavebeen
identified.Thesenewdatasourceswillbecomeintegratedintothismobilityreport,astheconstraints
andvalidityofthedataarevettedbyDepartmentstaff.Broadermobilitymeasurementswilltherefore
beincorporatedintheHighwayMobilityReportonanongoingbasis.

Changesfrom2008HMRReport
Severalchangestothe2008reportformatweremadein2009.Beyondvehicularmobilitycoveredin
previousHMRreports,thisdocumentcontainsanalysisoftransitdataincludingMontgomeryCounty
RideOnbusandMetrorailinformationaswellaspedestriancrossingcounts.Adiscussionofnational,
stateandlocaltrendsinvehiclemilestraveledhasalsobeenadded.Otherenhancementstothe2009
HMRincludemoreextensivetraveltimeanalysiswithgreaternumberofsamplesalongonpriority
corridors,improvingthequalityofthedataandensuringthatpeaktraveltimeiscaptured,andnew
trafficcountsatroughly130keyintersections(asidentifiedbyMNCPPCstaff)whichwereconductedin
supportofthisreportinthelatewinterandearlyspringof2009.

II.CURRENTCONGESTION
MeasuresofCongestion
ThestatusofcongestionontheCountysmajorhighwayandarterialsisaprimaryindicatorofvehicle
mobility.Forthisreason,twokeyperformancemeasurementswereusedtoreportoncurrent
congestion;CriticalLaneVolumes(CLVs),andGPSbasedArterialTravelTimesandSpeeds.
ObservedCriticalLaneVolumes(CLVs):TheDepartmentsIntersectionTrafficCountDatabasecontains
theessentialdataneededtocalculateandidentifylevelsofcongestionatsignalizedintersections
throughouttheCounty.TheCLViscalculatedmathematicallyusingthefollowingvariablesfora
particularintersection:(a)throughputandconflictingmovementtrafficvolumedata,(b)geometric
configurationinformation,and(c)trafficsignalphasingspecifications.Thiscalculationusesthelane
configurationandlaneusefactorsforeachoftheintersectionsapproachlegstodeterminethe
north/southandeast/westpeakdirectionflowoftraffic,whicharealsoreferredtoasthecritical
movements.Theintersectionssignalphasingthenspecifieswhetherornottheapproachtrafficona
specificlegoftheintersectionmovesindependentlyfromthetrafficapproachingfromtheopposite
direction.Thisinformationisusedtodeterminewhetherornotapotentialturningmovement(i.e.left
turn)conflictexists.Theseconflictingmovementsaretakenintoconsiderationforthepurposeof
calculatingtheintersectionsCLV.
ObservedTravelTimesandSpeeds:DuringFebruaryandMarchof2009,roughly85%oftheCountys
majorStatehighways(excludingroadslocatedintheruralpolicyareas)weresurveyedviaGPSequipped
probevehiclesinordertoobtainPMpeakperiodtraveltimeandspeedsamples.Thistypeofdatahas
beencollectedfortheDepartmentsince2004forcongestionmonitoringpurposesinvarioussample
sizes.Thisdatacontinuestobeausefulresourceintermsofmeasuringlevelsofcongestionalongsome
oftheCountysmostheavilytraveledroutesandcorridors,andisusedtorepresentthedegreeof
mobilityobservedalongvariousroadwaysections,alsoreferredtoasarterialmobility.Arterial
Mobilityisdeterminedbycomparingthecongestedtraveltimealongaparticularroadwaytothe
uncongestedtraveltime,hencetheneedtoalsoobservenonpeakperiodtraveltimesandspeeds.In

ordertoeconomizeonthesampling,traveltimedatawasonlycollectedduringthePMpeakperiod.As
withthe2008versionoftheHMRreport,calculatedtraveltimes,associatedwiththepostedspeed
limitsalongaroadway,wereusedasaproxytorepresentthevaluesofuncongestedtraveltime.

CriticalLaneVolumes(CLVsatSignalizedIntersections)
Descriptionofdataparameters
TheIntersectionTrafficCountdatabasemaintainedbytheMNCPPCTransportationDivisioncontains
recentcountsfor592ofthe772(existingandplanned)signalizedintersectionsinMontgomeryCounty.
Manymorecountsarearchivedinthedatabaseforhistoricalrecord.Countsareenteredintothe
systemasamandatorypartofthedevelopmentreviewprocess,fromcountsmaintainedbytheState
HighwayAdministrationandviaconsultantdatacoordinatedwithrequestsmadebyMNCPPCforspecial
studiesincludingtheHighwayMobilityReport.Excludingcountsthatarearchived,theoldestcountin
thedatabaseisfromMarch1,2001.Forthepurposesofthisreport,andinkeepingwithprecedentset
inpreviousHMRreports,intersectioncountsforthepastthreeyearsareincludedinthe2009HMR.
Duetotheearlydateofanalysisin2009(latewinter/earlyspring)countswereincludediftheyfall
betweenthebeginningoffiscalyear2007(July1,2006)andMay2009.Thetotalnumberof
intersectioncountsanalyzedforthe2009HMRistherefore360includingtheroughly130specialcounts
madeinsupportoftheHMRduringFebruary,March,AprilandMay2009.

ComparisonofCLVdatawithLATRstandards
IntersectionCLVtoLATRratioshavechangedsomewhatwhencomparedwith2008analysis.Datafor
2009indicatesatwopercentincreaseinintersectionswitharatioabove1.00(from14percentto16
percent)whileintersectionswitharatioof00.60exhibitedadeclineoffivepercent.Thebreakdown
ofintersectionCLVtoLATRratiosin2008wasnearlythesameas2006,sothenewratiosdepictedin
Figure2.2indicateachangeinratiotrendsratherthanaconfirmationofpreviouslyobserveddata.At
firstglance,the2009dataseemstobeoutofsynchwithknownreductionorlevelingoffofvehiclemiles
traveledintheCounty(discussedlaterinthisdocument)overthepastyear.Achiefcontributortothis
shiftinratioresultsistheinfusionof2009datacollectedspecificallyforthisreport.Followingthe
recommendationofthe2008HMR,new2009countsweretakenat130intersections,yieldinganinflux
ofnewdatatargetedtosomeofthebusiestintersectionsintheCounty.Ofthese130intersections,
approximately70percenthaveCLV/LATRratiosgreaterthan0.8,comparedwith48percentinthe
entire2006to2009sample.
Figure2.1illustratesthelocationofintersectionsintheCountywherethePMpeakhourCLV/LATR
ratiosareabove0.80.ReddotsindicatelocationswheretheintersectionexceedstheLATRstandard,
andorangedotsindicatelocationswheretheCLV/LATRstandardisbetween0.80and1.00.Thesizeof
thedotindicatesvolumeofvehiclespassingthroughtheintersection.Intersectionsthatexceedtheir
standardareprimarilylocatedalongthemajorarterialcorridors(e.g.US29,ColesvilleRoad/Columbia
PikeandMD355,WisconsinAve/RockvillePike/HungerfordRoad/FrederickRoad).

EventhemostcongestedintersectionsintheCountyareuncongestedduringsometimesofthedayor
night.Onecongestionmanagementtoolistoencouragethedistributionoftrafficawayfromthe
busiesthourtoadjacenthours(oftendescribedastheshoulderofthepeak).Thisstrategy,often
describedaspeakspreading,increasesefficiencyintheutilizationofascarceresource,inthiscase
roadwaypavement,byspreadingthedemandovertime.Traveldemandmanagementstrategiessuch
asflextimeattheworkplaceandcongestionpricing(alreadyinplaceintheMetrorailsystemandbeing
implementedontheIntercountyConnector)helpachievethisefficiency.
However,flextimestrategiesareonlyeffectiveifthereisavailablecapacityoutsideofthepeakhourto
accommodatethetemporalshiftindemand.TheanalysisoftraveldemandwithinthethreehourAM
andPMpeakperiodsindicatesthatthepeakhourisabitlongerthanonehour,butthat

peakperiodcapacityremainsavailableduringtheshoulderhours,and
thepeakhourremainswithinthethreehourpeakperiodsdesignatedbyCountypolicy.

InadditiontotheCLVfiguresdiscussedintheprevioussections,informationaboutvolumeisalso
containedwithintheMNCPPCintersectiondatabase.Trafficvolumedataincludesinformationnotjust
aboutoverallcongestion,butalso,whenviewedinrelationtotime,thedurationandtemporalpatterns
oftrafficatagivenintersection.

intersectionsrepresentdistinctconditionsintheCounty.MiddlebrookRoadandObservationDriveisin
GermantownbetweenI270andFrederickRoad(MD355),NewHampshireAvenue(MD650)and
RandolphRoadisnorthofI495inWhiteOak,andConnecticutAvenue(MD185)andEastWest
Highway(MD410)isinsideI495inBethesdaChevyChase.
ThetrafficvolumesatObservationDriveandMiddlebrookRoadexhibitcharacteristicsofintersections
fartherfromemploymentcenters,withanAMpeakbefore8:00am.Theothertwointersectionsinthe
graphareclosertoemploymentcentersandillustrateweekdaymorningvolumeswithapeakperiod
between8:00and9:00am.
ThederivationofthepercentageofpeakperiodtravelduringthepeakhourisdemonstratedinFigure
2.5.EachintersectioninFigure2.5exhibitssimilarbutdistincteveningrushcharacteristics.Generally,
thevolumecurvesfortheafternoonpeakperiodexhibitaflattershapethanthemorningcurves,and
containseveralpeakswithsimilarvolumes.Table2.7providesacomparisonoftrafficvolumesatthese
threeintersections.
Figures2.6and2.7illustratetherelationshipbetweenvolumeandpeakhourinthemorningand
afternoonforsignalizedintersectionsincludedin2009counts.Thepeakhourratioistheratioofthe
highestonehourvolumeatagivenintersectiontothetotalvolumeduringthethreehourpeakperiod.
TheredoesnotseemtobearelationshipbetweenCLVandpeakhour.Thatis,congestedintersections
(withahigherCLVvalue)donothavedistincttemporalpatternsofvolume,nordothosethatareless
congested.Whatisevidentfromthepeakhourgraphsisthatvolumeismoreevenlydistributedinthe
afternoonpeakhoursthanitisinthemorning.
Apeakhourratioof0.33wouldreflectanevendistributionofdemandacrossallthreehoursinthepeak
period;peakhourratioslowerthan0.33arenotpossible.Conversely,apeakhourratioof0.50would
indicatethatthebusiesthourhandlesasmuchtrafficastheothertwohourscombined;noneofthe
intersectionssampledhavesounevenatemporaldemandpattern.
Inthemorningpeakperiod,between37%and41%ofthepeakperiodtrafficoccursinthepeakhourat
mostintersections.Demandismoreevenlyspreadoutduringtheeveningpeakperiod,withmost
intersectionshavingbetween35%and39%ofthepeakperiodtrafficduringthepeakhour.
Conventionalwisdomsuggeststhatthoseintersectionsthataremostcongestedwouldhavealower
peakhourratioasdemandinexcessofpeakhourcapacitywouldspilloverintoadjacenthours.The
factthatthereisnoobservedrelationshipbetweentheintersectionCLVandthepeakhourratios
indicatesthatmotoristtravelpatternsarenotsignificantlyaffectedbydelaysatindividualintersections,
butratheraredeterminedbybroadertravelneedsthatdemonstratesomepeakspreadinglikelydue
bothtoregionalnetworkconstraintsandtoindependenttravelneeds.
CLVandintersectionvolumedataareusefulforidentifyinglevelsofcongestionandevaluatingtemporal
patternsoftrafficatsignalizedintersections.However,thesedatadonotnecessarilydescribetheissue
ofcongestionatthelinkorroadwaysegmentlevel.Insomecases,anintersectionmaybeperformingat
anacceptablelevelrelativetotheLATRstandard.However,iftheintersectionapproachvolumesare
beingimpededordiminishedbecauseofreducedmobilityalongtheapproachinglinks,thentheissueof
congestioncanbeattributedtoconditionsalongthelink.Thenextsectionofthisreportdiscussesthe
resultsofGPStraveltimeandspeedrunssamplesthatwerecollectedinFebruaryandMarchof2009in
supportofthisdocument.Thistypeoftrafficmonitoringdataisneededinordertoassessthelocation,
extent,duration,intensity,andrelativemagnitudesofobservablecongestedconditionsalongroadway
links.

calculatedmeasurecalledArterialMobility.ArterialMobilityisexpressedastheratio(expressedhere
asapercentage)oftheslowesttraveltimealongagivencorridortothespeedlimittraveltimeforthat
samecorridor.ArterialMobilitydatacanalsohelptoprovideameansofcomparisonbetweensamples
onagivenroadwayfromyeartoyear.TheCountysGrowthPolicyassignsLevelofService(LOS)letter
gradestoArterialMobilitybasedontheurbanstreetdelaylevelofserviceinthe2000HighwayCapacity
ManualpublishedbytheTransportationResearchBoard.ArterialLOSA(thebestgrade)conditions
occurifthecongestedtravelspeedisatleast85percentofthefreeflowtravelspeed.ArterialLOSF
conditionsoccurwhenthecongestedspeedislessthan25percentofthefreeflowspeed.AtLOSF
conditions,travelduringcongestedtimesofdaytakesmorethanfourtimestheamountoftimethan
travelatfreeflowspeeds.
LOSArepresentsthebestsystemperformanceforthecustomer.However,thehighestlevelsof
throughputoccuratLOSE,whichmeansitisthemostefficientuseofthetransportationresource.The
CountyscurrentGrowthPolicyrequiresareawideconditionstobeLOSDorbetter,althoughthisarea
widepolicyrecognizesthatindividualroadwaysegmentswilloperateworsethanthestandard.
Table2.8rankssectionsofthesixprioritycorridorsbytheirrespectivemobilityranking.
Amongtraveltimesamplesfor2009,FrederickRoad(thenorthernmostportionofMD355)hasthe
highestArterialMobilityratingat62percent,a15percentincreasefrom2007samples.Thesouthern
portionofGeorgiaAvenue(MD97)hadthelowestArterialMobilityfigureat29percent,justtwo
percentlowerthan2007samples.Overallcomparisonsofthe2007and2009samplesrevealsthat
changeinArterialMobilitywasevenlymixedamongtheprioritycorridors;fourcorridorsincreasedtheir
arterialmobility,twocorridorshadlittlechange(lessthan3percent)andthreecorridorshad2009
ArterialMobilityfigureslessthan2007.

2009Observations:Duetoamajorincidentthatincurredmajordelaysalongtheroute,traveltime

traveltimes.LargedelaysareobservedleavingGaithersburgduetothemajoraccidentjustsouthof
GamePreserveRoadforwhichthepoliceclosedallthreenorthboundlanesfornearlyfourhoursand

HistoricalComparisonofTravelTimes:Northboundtraveltimesalongthissectionwereconsistently
fasterthanthesmallernumberof2007samples.Asisthecasewithmostofthecorridorsinthisstudy,
samplesthatbeganinthefivetosixoclockhourweretheslowest.Thesameistrueforthe2007data
asdepictedinFigure2.17.Boththe2009and2007datadepictadeclineintraveltimeafter6:00pm,
andsimilarobservationsintheperiodbetween6:00and7:00pm.Theslowest2007sample(from5:32
pm)experienceddelayssimilartotheslowest2009samplewithadditionaldelaysuponentering
Brookville.Thetraveltimesfortheslowest2007and2009sampleswereverysimilar,withthe

concludedwiththelastwestboundtripleavingthePrinceGeorgesCountylineat7:48pm.Eastbound
traveltimeswereslowerthantheirwestboundcounterpartsandrangedfrom24minutesto41.3
minutes.Westboundtraveltimesrangedfrom24.4minutesto35.7minutes.Theslowesttripof41.3
minutesbeganat5:45pmandtookroughlydoublethespeedlimittraveltimeof20.9minutes.Several
eastboundsamplesexperiencedsignificantqueuesapproachingGeorgiaAvenue.Thelongestofthese
queueswasexperiencedbytheslowestsampleofthedayandlastedapproximately16minutesand
extendedroughlyonemileinlength.TheapproachtoGeorgiaAvenuewasbyfartheslowestsectionof
thecorridorasidefromminordelaysatsignalizedintersectionsbetweenthetwoendpoints.

HistoricalComparisonofTravelTimes:Theslowesttraveltimeamong2009observationswasfive
minutesslowerthanthecombined2007samples(2007datawassplitintoMD28andMD198
segments).ThisincreaseintraveltimeloweredthecalculatedArterialMobilityforthiscorridortoabout
51percentfromthefigureofapproximately58percentin2007.Despitethisdecline,thiscorridorisone
ofthebetterperformingcorridorsbytheArterialMobilitymeasure,andisjustoneofafewPriority
Corridors(orassociatedsegments)thathaveanArterialMobilityabove50percent.Historicalsamples
from2005and2006indicatethatpeakhoureastboundtravelin2009wascomparabletoprevious
traveltimesamples.Notesfromthe2005observationsindicatethatsamplesafter6:00pmexperienced
slowerthanusualtrafficduetoanincident.Thepeaktraveltimeforthisroadwayisconsistentwith
othercorridors.Peaktraveltimein2009wasobservedduringasamplethatdepartedat5:45pm.
Subsequenttravelobservationsafter6:00pmweremuchfaster.Onesample,at6:50pmwasjustabout
threeminutesslowerthanthespeedlimittraveltimeof20.9minutes.

downtownSilverSpringintheSilverSpring/TakomaParkPolicyAreaandthenpassesthroughthe
Kensington/WheatonPolicyAreabeforereachingitsnorthernterminusintheFairland/WhiteOakPolicy
Area.Speedlimitsalongthiscorridorrangefrom30milesperhourintheurbanportionsofSilver
Springscentralbusinessdistrictandincreaseto55milesperhourforthefinaltwomiles.Calculated
traveltimeatthespeedlimitis771secondsor12.9minutes.

2009Observations:Therewere14northboundand11southboundtraveltimemeasurementsalongthis
corridorin2009.DatawascollectedonThursdayMarch26withtimemeasurementsbeginningat
incrementsfrom3:34pmthrough8:05pm.Northboundrecordedtraveltimesrangedfrom20minutes
to51minutesalthoughthetrackingdevicesdidnotrecordtrajectoriesforsomesamples.Travelalong
thiscorridoronthedateofsamplingwasinfluencedbytwoincidents,onetrafficrelatedandtheother
duetopoliceactivitynearBriggsChaneyRoad.Thefirstoftheseincidentsoccurredjustbefore5:00pm
atLockwoodRoadandcausedsignificantdelayssouthintodowntownSilverSpringthroughthesix
oclockhour.Delaysforthisincidentcanbeclearlyseeninthelongqueuedepictedforthe6:07pm
sampleonthefollowingTravelTimeversusDistancegraph.Thesecondincidentoccurredlateinthe
samplingandaffectedtraveltimesbetweenRandolphRoadandBriggsCheneyRoadforthesamplethat
leftEasternAvenueat8:05pm.Roughlyonethirdofthenorthboundsampleswereaffectedbythese
incidents,yieldinglackofclaritywithregardtoanaccurateslowest,incidentfree,traveltimeforthe
corridor.Samplesbefore5:00pmandbetween7:00and8:00pmrepresenttypicalconditionsand
recordednotablyslowtravelspeedsintheSilverSpring/TakomaParkPolicyAreathroughDaleDrive,
withanotherdelayofroughlyonehalfmileleadinguptoIndustrialParkway.Moderatedelaysatmajor
signalizedintersectionswereobservedthroughouttheremainderofthesamplesforthesetimeperiods.

6:53pmandtook1,779secondsornearly30minutestoreachMD198.

PolicyArea.Speedlimittraveltimeforthissegmentis829secondsor13.8minutes,withpostedspeed

Measurabledelaysintraveltimeswerefairlyconsistentamongthesamplesandoccurredatmanyofthe
signalizedintersectionswithothermainarterialsontherouteincludingEastWestHighway(MD410),
KnowlesRoad(MD547),VeirsMillRoad(MD586),RandolphRoadandGeorgiaAvenue(MD97).

HistoricalComparisonofTravelTimes:The2009ConnecticutAvenuetraveltimesampleswere
uniformlyfasterthanthemostrecenttraveltimesamplesin2007asdepictedinthiscorridorsTravel
TimebyTimeofDayGraph.Sampletimeswerealsofasterthanmanyofthe2004measurementsbut
werecomparableto2005measurements.Decreasedtraveltimemeasurementsin2009sampleswhen
comparedwith2007samplesislargelyduetotheabsenceoflong,slowqueuesobservedthroughout
the2007samples.In2007themostsignificantoftheselongqueuesoccurredintheBethesdaChevy
ChasePolicyAreafromWesternAvetotheCapitalBeltwayandintheKensingtonWheatonPolicyArea

2009Observations:Unliketheprioritycorridorsdescribedearlierinthisreport,thetraveltimesamples
intheUpCountypolicyareasdepictabroaderspatialpictureoftransportationcongestionpatterns.
WhencombinedtogetherasinFigure2.24,twoormoredirectionsaredepictedatmajorintersections.
Suchdensityofcoverageallowsforamorecompletepictureandassessmentoflocalizedandsystemic
congestion.In2009,trafficdelayswereobservedinanumberoflocations.InRockvilleTownCenter,
trafficqueueswereobservedalongMD28(WestMontgomeryAve)eastbound.Abitfurthernorth,
notabledelaysinthepmpeakhourwereobservedinR&DVillagealongMD119(GreatSenecaHighway)
andattheintersectionofShadyGroveRoadandMD355(FrederickAvenue).Thelongestdelayamong
the2009datasetoccurredintheeastbounddirectionalongMontgomeryVillageAvenuebetweenMD
117(ClopperRoad)andMD355(FrederickAvenue).SignificantdelaysalsooccurredinGermantown
TownCenterattheintersectionofFatherHurleyBoulevardandMiddlebrookRoad.Amongtheminor
arterialroadsinthe2009sample,MD27(RidgeRoad)andMD115(MuncasterMillRoad)also
experienceddelaysalongseveralportionsoftheirrecordedlength.
HistoricalComparisons:Whencomparedwithmapsanddatafromthe2007HighwayMobilityReport,
the2009dataseemstobesignificantlylesscongested.Thisislargelyduetoadvancementinthe
processingcapabilityofthedata,whichprovidedtheoptionofmajorarterialaswellasminorarterial
roadclassifications.Becauseminorarterialroadshavelowerspeedlimits,theirtravelspeedsappeared
congestedwhenmappedusingsymbolsthatcorrespondswithhigherspeedsonthemajorarterial
routes.However,discountingthattechnicaldistinction,observeddelaysin2009weregenerallyfewer
andlessseverethanthosein2007,mostnotablyalongMD117andMD119northboundenteringthe
GermantownWestPolicyArea.Withjusttwoyearsofdatasamples,itistooearlytodetermineifthisis
atrendormerelynormalvariationamongdataobservations.Thesetwodatasetswillformasolidbase
forcomparisonsinfutureHighwayMobilityReports.

CedarLaneandJonesBridgeDrivehaveCLVvaluesthatexceedtheirstandard.Theintersection
withMD410isatitsstandardin2007(thisintersectionwasnotcountedin2009).Traveltime
duringthepeakpmhourswasheavilydelayedinthisstretchofMD355beginningatBradley
Laneandcontinuingforthelengthofthecorridorsegment.Attheheightofthepmrush(6:00
pm),thedelayforthissegmentlastedroughlytwoandmilesandaddedmorethan15
minutestotravelabovepostedspeedlimits.

RockvillePike(MD355)particularlyfromEdmonstonDrivetoVeirsMillRoad(justsouthofthe
RockvilleTownCenter).TheintersectionofMD355andEdmonstonDriveisthesixthmost
congestedintheCounty,withaCLVthatexceedstheLATRstandardby20percent.Proximate
intersectionswithhighvolumesincludeVeirsMillatFirstStreetandFirstStreetatBaltimore
Road,bothofwhichexceedtheirLATRstandard.Traveltimesamplesalongthisroute
experienceddelaysofnearlyfourmintuesattheWootenParkway/FirstStreet/MD355
intersectioninthepeakperiodbetween5:00and7:00pm.ContinueddevelopmentinRockville
TownCenterwillaltertrafficconditionshereintheneartermalthoughdevelopmentinthe
vicinityoftheRockvilleMetrorailstationmayincreasetransitridershipinthearea.

FrederickRd(MD355)fromShadyGroveRoadtoMontgomeryVillageAvenueinGaithersburg.
TheintersectionwithMD355andMontgomeryVillageAvenueisamongthemostcongestedin
thecounty.The2009CLVforthisintersectionismorethan15percentabovethestandard.
Traveltimeanalysisforthiscorridorin2009revealedcontinuedcongestionfromsouthof

SummitAvenuethroughtoMontgomeryVillageAvenue.Traveltimethroughmuchofthis
sectionaveragedbelow15milesperhourwithdelaysatintersectionstotalingeightminutes.
ThiscorridormaybeacandidateforBusRapidTransit(BRT)treatments.

GeorgiaAvenue(MD97)fromUniversityBoulevardtoNorbeckRoad(MD28).Three
intersectionsinthissegment(ConnecticutAve,BelPreRd,NorbeckRd(MD28))eachhaveCLVs
thatexceedtheirLATRstandard.Majortravelqueueswereobservedonthissegmentbetween
UniversityBoulevardandRandolphRoadandagaininthehalfmileleadingsouthofNorbeck
Road.ThedelayfromUniversityBoulevardpeakedat16minutesaround6:00pmoverroughly
onemileofroadway.Anintersectioncapacityimprovementiscurrentlyinprojectplanningfor
theNorbeckRdintersection,andagradeseparatedinterchangehasbeenrecommendedfor
thisintersectioninthemasterplan.Capacityimprovementshavealsobeenrecommendedin
themasterplanfortheBelPreRd.TheCountyExecutiveandCountyCouncilhaveindicated
thattheGeorgiaAvenueBuswayisapriorityforfuturestudyinthestatesCTP.

ConnecticutAve(MD185)fromWesternAve(DCLine)totheCapitalBeltway(I495).Two
intersectionsinthiscorridorareamongthetop20mostcongestedinthecounty.MD185at
JonesBridgeRoadhasbeenamongthetoptencongestedintersectionsinthreesuccessive
HighwayMobilityReports.The2009countatthislocationshowedthattheintersection
exceededitsLATRstandardby10percent.TheMD185intersectionwithEastWestHighway
(MD410)hasalsobeenoneofthemostcongestedinthecountyforsometimeandalso
exceedsitLATRstandard.TrafficfromWesternAvenuetoI495movesclosetothespeedlimits
of30and35milesperhourinthisareaexceptwheninqueuesofroughlymileateachofthe
intersectionsdescribedabove,causingdelaysofnearlythreeminuteseach.Improvements
associatedwiththeBRACprocessatMD185andJonesBridgeRoadarecurrentlyinthe
planningstages.Workisscheduledtobecompleteby2011.

ColesvilleRoad/ColumbiaPike(US29)fromSilverSpringCBDtoIndustrialParkway.Thereare
eightintersectionsalongUS29withCLVfiguresinthetop60mostcongestedinthecounty.Six
oftheseintersectionsarewithinthismostcongestedsectionofUS29;DaleDrive,SligoCreek
Parkway/St.Andrews,Southwood,UniversityBoulevard(NorthandSouth)andFranklinAvenue.
TheintersectionsatDaleDrive,SligoCreekParkwayandSouthwoodareallabovetheirLATR
standard.Traveltimealongthiscorridorisroutinelystoppedneartheseintersections,
particularlyinSilverSpringapproachingDaleDrive.Travelspeedsforthismostsouthern
portionofthecorridorareroutinelybelow15milesperhour,thepostedspeedlimit.Several
intersectionsalongUS29aretargetedforinterchangeimprovementsbytheStateHighway
Administration,althoughconstructionfundinghasbeenwithdrawnduringtherecenteconomic
downturn.

NorbeckRd/FirstSt(MD28)fromVeirsMillRd(MD586)toGeorgiaAve(MD97).Conditionsin
thiscorridorhaveimprovedsince2008whensevenintersections(VeirsMillRd,BaltimoreRd(at
FirstSt),AveryRd,BaltimoreRd,BelPreRd,MuncasterMillRd,GeorgiaAve)eachhaveCLVs
thatexceedtheirLATRstandard.CurrentdataindicatethattheintersectionsatGeorgia
Avenue,MuncasterMillRoadandNorbeckBoulevardaretheonlyintersectionsabovetheir
LATRstandardin2009.Traveltimeresults,however,indicatethatdriversintheafternoonpeak
hoursstillexperiencesignificantdelaybetweenBelPreRoadandGeorgiaAvenuewheredelays

canbenearlytwomilesandextendtraveltimeabovethespeedlimitbyroughly15minutes.As
notedabove,theintersectionwithGeorgiaAvenueisscheduledforcapacityimprovements,and
ultimately,agradeseparation.

VeirsMillRoad(MD586)fromGeorgiaAvenue(MD97)toFirstStreet/NorbeckRoad(MD28).
ThisisoneofthemostcongestedcorridorsintheCounty,largelybecauseitcrossesseveraleast
westarteriesandrunsinbetweentheheavilytraveledMD97andMD355corridors.The
intersectionsatTwinbrookParkway(rankedeighthinthisyearsmostcongestedlist)andFirst
StreetbothexceedtheirLATRstandard.Traveltimealongthiscorridorisperiodicallymarkedby
delaysatmajorintersectionsincludingUniversityBoulevard,MD185,RandolphRoad,AspenHill
RoadandFirstStreet.Asnotedabove,theintersectionatFirstStreetispartofaStateHighway
Administrationintersectionimprovementstudy.TheVeirsMillRoadcorridoriscurrentlyunder
studyasacandidateforBusRapidTransit.

III.TRANSPORTATIONTRENDS
VehicleMilesTraveled
NationaltrenddatacollectedbytheFederalHighwayAdministrationindicatethatthenationisinthe
midstofadeclineinnationalvehiclemilestraveled(VMT)thatbeganin2005(U.S.DOTTrafficVolume
Trends,years20062009).February2009VMTdataindicateadeclineof1.9billionvehiclemiles,or0.9
percent,whencomparedwithFebruary2008.Aslumpingeconomyandfluctuatinggaspricesarelikely
causesofthenationaldecline.ThisnationaldeclineinVMTisnotuniformacrossthecountry,however.
Dependingonthetimeofyear,andseasonalflows,quadrantsofthecountryexperiencedifferent
changesinVMT.WhiletheSouthAtlanticStates(agroupofeightstatesandtheDistrictofColumbia,
whichincludesMaryland)sawaVMTdeclineof2.2percentfromFebruary2008toFebruary2009,the
NorthCentralstates(12statesintheupperMidwest)sawanincreaseinVMTof1.3percent.
BoththestateofMarylandandMontgomeryCountyareaffectedbytherecentdownturninthe
economy,andVMTanalysisfortheseareasalsoshowrecentdeclines.Joblosses,acommonindicator
ofeconomicmalaise,begantoappearinMontgomeryCountyin2007.Anestimated4,800jobshave
beenlostintheCountysincetheendof2006(MNCPPCResearchTeamestimates,April2009).Figure
3.1providesacomparisonofthedeclineinVMTatthenational,stateandcountylevel.Although
MarylandVMThasfluctuatedsomewhatoverthepastthreeyears,MontgomeryCountyVMTdata
revealdecreasesinthepasttwoyears.Figure3.2depictsMontgomeryCountyVMTtotalssincethe
year2000andillustratesthedramaticdecreaseinVMTsince2005.

PedestrianCounts
Trafficcountsconductedforthe2009HMRbyMCV,Inc.includedpedestriancountsaswellasvehicular
countswherefeasible.Pedestriancountsfor111intersectionshavebeenloadedintotheMNCPPC
intersectioncountdatabaseandserveasabaseforpedestriananalysis,particularlyinrelationtoother
transportationsystemsandtrends.Thehighest30ofthesepedestriancountsaredisplayedinTable3.1.
Datadisplayedhereisforthecombinedmorningandafternoonpeaktraveltimes(6:309:30amand
4:007:00pm).Pedestriancountsconductedaspartofthisstudyin2009wererecordedat
intersectionsthatwereahighpriorityfortheCountyfromavehicularstandpoint(duetolackof
previousdata,interestinongoingdevelopmentnearby,etc.),withsecondaryregardtopedestrian
connectivityoraccess.Therefore,pedestriancountsprovidedinTable3.1donotrepresentlocationsof

WestHighway(410)intersectionalsohadthehighestpedestriantovehicleratioof0.098,followedby
theintersectionofCarrollAvenue(MD195)andLaurelAvenuewith0.066.Fewcountsweredone
insideofcentralbusinessdistrictswerepedestrianvolumes,andpossiblyratios,wouldbehigher.
ThemapinFigure3.3providesapictureofthelocationsofthe111pedestriancounts,withgroupingby
totalpedestrianvolume.Althoughadistinctpatternofhigherpedestrianvolumesindowncountyareas
isclearlydisplayedonthemap,severalintersectionsinRockvilleandGaithersburghavecountsthatare
above150pedestrians,andinthetop20percentofcountywideintersectioncounts.

MontgomeryCountybusservice,calledRideOn,iscomprisedofanextensivenetworkoflocal,feeder,
circulatorandexpressroutesthatcomplimenttheregionalandlineserviceprovidedbytheWashington
MetropolitanAreaTransitAuthority(WMATA).Figures3.4and3.5illustratethebreadthofthese
routes.Thesemapsalsodepictfiscalyear2006ridership(themostcurrentdataavailable)onthesebus
lines.Figure3.4depictsaveragedaily(weekday)ridershipwhileFigure3.5depictsridershipperrevenue
mile.Intotal,theRideOnsystemoperatesroughly80routes.RideOnserviceisakeyfactorinmobility
withintheCountyandregisteredmoredaily(average)boardingsinfiscalyear2008thanthe
MontgomeryCountyMetrorailstations.Infiscalyear2008,averagedailyridershipwasapproximately
95,000.
TheCountysheaviestridershipisonroutesthatserveareasinalinerunningnorthwestfromSilver
SpringalongtheI270corridor,stretchingasfarnorthasGermantown.Ridershipisalsoheavyinthe
southeasternportionoftheCountynearWhiteOak.Inorder,thethreerouteswiththehighest
averagedailyridershipinfiscalyear2006wereGermantowntoRockville,SilverSpringtoLangleyPark,
andShadyGrove/MontgomeryCollegetoNationalNavalMedicalCenter.Theproximityoftheseroutes
toMetrorailstationsunderscorestheimportanceofbusservicebeyondandbetweenMetrorailstations
asanimportantpartofthetransitnetwork.Figure3.5depictsasomewhatdifferentpictureof
ridership,withtheadditionalconsiderationofcost.Inthismapitisclearthatalthoughridershipalong
theI270corridorishigh,oftheseroutestravellongdistancesandarenotasproductiveonariderper
revenuemilebasis.Therefore,theselongerroutesarenotascosteffectiveassomeotherroutes.
RoutesbeyondtheI270corridorsuchastheroutetoOlney,carrytheleastridersperrevenuemile,
whileroutesbetweenBethesdaandSilverSpringarethemostcosteffective.
FrequencyofRideOnbusservicefor2008isdepictedinFigure3.6.ThemajorityoftheCountysroutes
providepeakhourserviceevery2030minutes.BusyroutesfromGermantownsouthalongI270,and
routesservingthecentralbusinessdistrictsinandaroundI495,offerservicewithheadwaysof15
minutesorless.
Linkagesandpatternsbetweenpedestriansandbusesareimportantasridersmustwalktoandfrom
busstopsateitherendoftheirtrip.Intersectionswithheavypedestrianactivityreportedinthe
previoussection,particularlythosealongVeirsMillRoad,inSilverSpringandRockvillearelikely
connectedtoextensivebusserviceinthoseareas.Connectionsbetweenbusandrailserviceinthe

AssessmentofMetrorailridershipisanotherkeycomponentofmobilityinMontgomeryCounty.Similar
toroadandintersectionanalysispresentedintheprevioussectionsofthisdocument,measuresof
volumeandtimeoftravelarealsousefulforMetroraildata.Thesetwotypesofdataarepresentedfor
eachofMontgomeryCountysRedLinestationsintermsoftotalridership(entriesandexits)inFigure
3.7andridershipbytimeofdayinFigure3.8A(entries)and3.8B(exits).
Unliketrendsinvehiclemilestraveled,ridershiponMetrorailhasincreased,byapproximatelyfive
percent,betweenFebruary2006andFebruary2009.Figure3.7depictsthevaryinglevelsofridership
increasesforaverageweekdayridershipinMontgomeryCounty.Twotypesofchangearedepictedin
thisfigure.First,ridershipatthefourmostheavilyusedstations;SilverSpring,ShadyGrove,Bethesda
andFriendshipHeights,exhibitseasonalpeaks(andtroughs)withhighestridershipinthesummer
monthsofJune,JulyandAugustandsignificantlylowervolumeinthewintermonths.AttheShady
Grovestation,ridershipincreasedfrom28,933inJuly2006to30,952inJuly2009,asevenpercent
change.Thispeaktravelperiodisimportantbecauseitrepresentsmaximumstressonthecapacityof
thestations,andisaheadoftheyeartoyearincreaseinridershipoftheentiresystem.Asecondchange
depictedinFigure3.7istheunevenincreaseinridershipateachstation.Forexample,averagedaily
ridershipinSilverSpringwas27,285inFebruary2006and27,708inFebruary2009whileridershipatthe
Rockvillestationwas8,594and10,000forthesametimeperiods.This16percentincreaseinridership
inRockvilleisroughlythreetimesthepercentchangeintotalridershipforallMontgomeryCounty
stations.
ThetimeofdaypatternsinFigures3.8Aand3.8Bdepictthepredominantlyresidentialnatureofthe
areassurroundingmanyMetrorailstationsinMontgomeryCounty.Metrorailstationslocatedin
communitieswithabalanceofresidentialandemployment/commercialuseshaveanequalpatternof
entriesandexitsthroughouttheday.AgoodexampleofunevenridershipistheMedicalCenterstation
wheretheadjacentmajoremploymentsitesoftheNationalInstituteofHealthandNavalMedical
Centerdrawlargenumbersofridersfromelsewhereinthesystemwhoexitatthestationinthe
morningandthenheadontoMetrorailintheafternoontoreturnhome.ShadyGroveisastationthat
exhibitsridershipthatisnearlytheoppositeofthatatMedicalCenter.Roughlythreequartersofentries
totheShadyGroveStationoccurduringthemorningpeakhours,whileapproximatelytwothirdsofthe
exitsfromthestationoccurintheafternoonpeakhours.Entryandexitdataaresimilarforthemajority
oftheRedLinestationsintheCountywithafewexceptions.ThecentralbusinessdistrictsofSilver
Spring,BethesdaandFriendshipHeightsexhibitmorebalancedridershipduetotheirlargeemployment
base.

IV.FUTURECONGESTION
Year2013ForecastedVolumetoCapacity(V/C)Ratios
Forthepurposeofthisreport,thetrafficforecastresultsderivedfromtheyear2013PolicyArea
MobilityReview(PAMR)analysiswereusedtoreportfuturetrafficconditions.Thisanalysiswas
performedusingtheDepartmentsTRAVEL/3model.ThistoolisanadaptationoftheMetropolitan
WashingtonCouncilofGovernments(MWCOG)modelingprocessandhasbeenappliedinsupportof
variousgrowthpolicyandmasterplanningstudiesundertakenbytheDepartment.
Regardinglanduseforthe2013PAMRanalysis,developmentassumptionsinsideMontgomeryCounty
wereupdatedtoreflecttheexistingbasepluspipelineofapproveddevelopmentasofJanuary1,2009.
LanduseassumedoutsidetheCountyisanestimateofdevelopmentbytheyear2013basedon
MWCOGsRound7.1cooperativelanduseforecast.
WithinMontgomeryCounty,thecurrentpipelineofapprovedbutunbuiltdevelopmentincludessome
24,000householdsand123,000jobs.Nearlytwothirdsofthisdevelopmentisinthenorthernhalfof
theI270corridor,fromRockvilleCitynorthtoClarksburg,includingthefollowingtenpolicyareas:

ThesetenpolicyareascurrentlyhaveroughlyonethirdoftheCountysjobsandhouseholds.
The2013PAMRlandusescenarioalsoreflectsassumedBaseRealignmentandClosures(BRAC)related
employmenttotalsattheNavalMedicalCenterinBethesdaaswellasanticipatedemployment
developmentattheFoodandDrugAdministrationinWhiteOakassociatedwithFederalconsolidation
plansatthatlocation.
Regardingthe2013PAMRtransportationnetwork,projectsconsideredtobefullyfundedwithinthe
firstfouryearsofthecurrentCountyCapitalImprovementProgram(CIP)andtheStateConsolidated
TransportationProgram(CTP),plusthoseprojectsconditionedtobebuiltbytheprivatesectoraspart
ofdevelopmentpipelineapprovals,wereassumedinsideMontgomeryCounty.Inthisregard,no
significantchangesrelativetolastyears2012PAMRanalysiswereidentified.However,thedeferralof
theIntercountyConnector(ICC)ContractDprojectintheCTPresultedintheexclusionoftheplanned
collectordistributorroadwaysbetweentheICCandMD198inPrinceGeorgesCountyfromthe2013
network.Thisisakeychangerelativetothe2012PAMRnetworkassumedlastyear.Fortheremainder
ofthenetworklocatedoutsideMontgomeryCounty,thisanalysisincorporatesprojectsidentifiedinthe
MWCOGConstrainedLongRangePlan(CLRP)networkthatareanticipatedtobecompletedbytheyear
2010.
ProjectplanningstudiesarecurrentlyunderwayfortheboththeI270/US15corridor,andtheCapital
Beltway(fromtheI270SpurtotheAmericanLegionBridge).However,theproposedcapacity
improvementsassociatedwiththesefacilitieswerenotincludedintheyear2013modelscenario.In
addition,planningstudiesforboththeCorridorCitiesTransitway(CCT)andthePurpleLine(BiCounty

Transitway)projectsareunderway.However,theiranticipatedcompletiondatesarebeyondthe2013
horizon;thereforetheseprojectswereexcludedfromthemodelrunaswell.ThePMpeakperiod
resultswereanalyzedandcomparedtothatoftheyear2005modelrunresultsfordiscussionpurposes,
withtheprimaryfocusonthenonfreewayfacilities.
Table4.1showsacomparisonofthemodelrunresultsfortheyear2005and2013scenarios.Itshould
benotedthatthelevelsofdevelopmentassumedinthesetwoscenariosaremarkedlydifferent.For
2005,countywidetotalsforhouseholdsandjobsare347,000and500,000,respectively.For2013,the
countywidetotalforhouseholdsisassumedtobe383,459(a10.5%increaserelativeto2005).Theyear
2013countywidetotalforjobsisassumedtobe628,153(a25.6%increase).Basedontheresults,the
averagevolumetocapacity(V/C)ratioontheCountystransportationsystemisanticipatedtoincrease
by2.6%bytheyear2013.Inaddition,boththevehiclemilestraveled(VMT)andthevehiclehours
traveled(VHT)areanticipatedtoincreaseby11.6%and16.1%,respectively.Furthermore,themodel
predictsa25.1%increaseintheamountofcongestedlanemiles(V/Cratioof1.00orhigher)duringthe
PMpeakperiodbytheyear2013.TheIntercountyConnector(ICC)andotherfutureroadimprovements
willaccountforan8.6%increaseintheroadwaynetworkstotallanemiles.Thesefiguresindicatethat,
althoughmorevehiclesarepredictedtotraveltheCountysroadwaysforlongerperiodsoftimebythe
year2013,plannedcapacityimprovementsareanticipatedtosufficientlyaccommodatefuturetraffic
resultingfromplanneddevelopmentthroughouttheCountyandsurroundingareas,asreflectedinthe
slightincreaseintheaverageV/Cratiocountywide.

threehourPMpeakperiodvolumesasaresultofaddedcapacity.Morespecifically,themodelresults
indicatethatsectionsofWoodfieldRd(MD124),whichhasaplannedwideningassociatedwiththis
roadway,areanticipatedtoseeanincreaseofatleast4000vehiclesduringthethreehourPMpeak
period.Similarly,AirparkRd,betweenMuncasterMillRd(MD115)andWoodfieldRd,isforecastedto
seeanincreaseofatleast3000vehiclesduringthePMpeakperiod.
Incontrasttothesefindings,theopeningofsomenewfacilitiesisanticipatedtohaveabeneficialeffect
onroadwayslocatedintheimmediatevicinity,asthemodelresultsindicateadecreaseinthePMpeak
periodvolumesforthesefacilities.TheadditionoftheICCastheprimaryeastwestroutealternative,is
predictedtoreducePMpeakperiodvolumesonanumberofmajorroadwaysintheimmediatevicinity
oftheICCsuchas;NorbeckRd(MD28),SpencervilleRd(MD198),MuncasterMillRd(MD115),and
sectionsofOlneyLaytonsvilleRd(MD108).Thesefindingsdemonstratethateastwestmobilityinthe
Countywillbeenhancedwiththeadditionofthisfacility.

ArterialTravelTimeandSpeedSamplingOverview
Insupportofthefirstcongestionreport(formerlytheADACReport),whichwasassembledin2004,the
Departmentbegancollectingandanalyzingtraveltimeandspeedsamplesobtainedusingprobevehicles
equippedwithGlobalPositioningSystem(GPS)basedtrackingdevices.Thesetrackingdevicesdiffer
fromtraditionalGPSbasednavigationsystemsinthattheyrecordthesecondbysecondpositionofthe
probevehicle,calculatedinthevehiclebythedevicebytriangulatingonthesignalsbroadcastfrom
eachsatelliteinaclusterofsatellites.Theprobevehicledriversareinstructedtotravelaprescribed
sequenceofroadwaysandtotravelatthespeedoftheflowoftrafficaroundthem,whichresultsina
chainofsampledatabeingrecordedonthedevice.Attheendofthesamplingperiod,therecorded
dataisdownloadedfromthedevice.Subsequently,thatdatachaincanbeanalyzedtoderive
informationontraveltimeduration,spotandaveragespeed,thespecificstart,end,anddurationof
significanttrafficqueues,andtraveldelaysrelativetoafreefloworspeedlimitspeed.
Toderivesuchinformationeachchainfirstneedstobedisaggregatedintoasetoftrajectories,which
aredirectionalsampleseachofwhichbeganatauniquetimeofdayandhadauniquetraveltime
duration.Thesetrajectorysamplesoftrafficcongestionfundamentallydifferfromtrafficturning
movementcounts(usedtoderiveCLVs),whichcountandrecordthemovementofallvehiclesentering
andexitingaspecificintersectionduringafixedtimeperiod(i.e.eachsuccessive15minuteinterval
duringathreehourpeakperiod).Ina15minutetimeperiod,aprobevehicleonanarterialroadway
maytravel5to10milespassingthroughandsamplingtrafficcongestionconditionsforthethrough
movementsofmanyintersectionslocatedalongthatarterial.Adifferentprobe,eitheronthesameday
oradifferentday,isusedsimilarlytosampletrafficconditionsonotherarterialsthatcrosstheinitial
one.Thusovertime,samplesofcongestedconditionsateachoftheapproachestoanintersectioncan
beobserved.
Formostofthesamplechains,thedriversareinstructedto:(1)travelfromoneendofaroadwaytothe
otherend,(2)turnaround,(3)travelbackintheoppositedirectiontothestart,(4)turnaboutagain,
and(5)thencontinuetravelingbackandforthseveraltimes.Insomecases,morethanoneroadway
wouldbesampledbeforethedrivercompletedthedirectionalrunandreturnedtothepointoforigin.
Inmanycases,onedrivercouldthuscollectthreeorfourdirectionalsampleswithinathreehourpeak
period.Inothercasestwoormoredriverscanbeassignedtoonerouteiftherouteisexpectedtobe
particularlylongand/orslow,intermsoftraveltimeduration.Dependinguponthespecificanalytical
application,atemporalresolutionthatsamplesbetweentwoandfourobservationsinthepeakperiod
isusuallyasufficientdeterminantoftherangeofcongestedconditionsoffastesttoslowest.The
morefrequentthetemporalresolution,themorecertainwouldtheanalystbethatthetrueslowestand
fastestconditionshavebeenobservedhowever,suchmorefrequenttemporalresolutionrequiresthe
availabilityofadditionalresources.Thetermtemporalcoveragereferstotheoveralltimeperiod
coveredbythesampling.(i.e.,weekdayAMpeakperiod,middaypeakperiod,andPMpeakperiod).
Anotherdimensionofthesamplingisthatofthespatialcoverage,whichreferstothegeographic
extentofthesampling.In2009samplingcoverageincludedtheurbananddevelopingpartsofthe

Thearterialtraveltimeandspeedsamplescollectedin2009expanduponthecomprehensivesampling
thatwasdonein2007,whichwasasignificantdeparturefromthemoreadhocandlimitedsampling
conductedin2004,2005,and2006.
TheparticularsofthesamplingplanweredevelopedbyMotionMapsLLC,oneoftheconsultants
assistingPlanningstaffonthisworkprogramitem.Thisincludedidentifyingwhichroadwayswouldbe
sampledinconjunctionwithotherroadwaysonparticulardayssoastotrytoefficientlyusethetimeto
actuallybesamplingandtominimizedeadheadtraveltoandfromthelocationofthesurveycrew
meetingsitesandoftheturnarounddistancesalongthechain.Inthesubsequentanalysisand
summaryphasesofthework,MotionMapsLLCprovidedtrainingontheuseoftheirspecializedanalysis
softwarethatenabledPlanningstafftoalsoworkontheprocessingandanalysisofthenumerous
datasetchains,ultimatelyconvertingthemintotrajectorysamplesofGPStraveltimeandspeed.

ANoteaboutDataReliability
TheGPSbasedtraveltimeandspeedsurveydatadiscussedinthisreportwascollectedinlateFebruary
andearlyMarchof2009.Roughly85%oftheCountysmajorhighwaysandarterials(excludingthose
locatedintheruralpolicyareas)weresampledduringthePMpeakperiod(47pm).Themajorityofthe
majorroutesandcorridorssurveyedweredrivenmultipletimesineachdirectionduringthepeak
period.Inmostcases,thereliabilityofthetimesandspeedsrecordedwasgreatlyenhancedviathe
consistencyoftheresultsseeninthesamplesalongvariouscorridors.Inafewcases,alimitednumber
ofsamplesornonrecurringcongestioncreatedbytrafficincidentsmayhavereducedthedegreeof
reliabilityforsomeoftheresults.Forafewselectcorridors,largelythosethatarepartiallywithin
CentralBusinessDistricts,someGPSerrorsappearedin2009data.MappinganalysisofGPSprobesin
theselocationsindicatedthatthepositionoftheprobewanderedwhenthevehiclewasstopped.
Althoughthistypeoferrordidnotinfluencetraveltime,distanceofthesegmentappearedelongatedas
thesesmallwanderingpointsaccumulatedoveroneortwomilesofcongestedroadway.Samplesthat
wereobservedtohavethiserrorwerethereforenotincludedinthetraveltimebydistanceanalysisbut
wereincludedinArterialMobilityandtraveltimebytimeofdayanalysis.
