Abstract

This proposed project is a construction of Borehole in Dilla town which will be complemented for 6.5 months. Observation showed that there is a huge need of basic necessity of water in Dilla town due to lack of water sources. Dilla town has not enough sources of water supply other than ponds which is useful only for wet seasons and shallow wells in far distance from the town which is difficult for the people to fetch water from there. So this proposed project is supposed to achieve, after its completion, to provide the community sufficient and clean water. The community in Dilla, for sure, will get adequate and easy-to-use system which would 100% better for the current system if project is being handled. Strategic Humanitarian Services (SHUMAS), is ready to implement for this humanitarian activity since the core goals of the organization is to handle humanitarian activities. The total cost of implementing this project as shown table of bill of quantities is $8470.SHUMAS is expecting to pay 40% of the total fund with community contributions and the other 60% that is $5082 from UNDP which is a partnership of SHUMAS. To sustain this project, SHUMASs plan is to initiate several activities sustaining project for long time including; y y y A fee charge of the community for supply water Horticulture farming A regular contributions from the community members etc

Construction of Borehole in Dilla Town Background information


Dilla town is small town found on the North-Western part of Somaliland. It locates between Hargeisa, the capital city of Somaliland, and Borama, the capital of Awdal region. It lies on latitude 9 45 and longitude 4346. The town covers an area of about 35 square kilometers. The population of Dilla town has been steadily rising with an average growth of 3% from 1991 to 2011. The population is currently estimated to be at 5000 people. The majority of the people are below the age of 18. Also Dilla is between mountainous and semi-plateau areas at the southeastern part of the Awdal region the land with a characteristic of undulating topography. The general altitude of Dilla is 5309ft above the mean sea level.The climate of Dilla district is

moderate having an annual average rainfall of 200-350mm and average daily temperature of 2028CThe socio-economic life of the community in Dilla district was originally pastoralism but gradually adopted sedentary subsistence agricultural alongside livestock rearing. The major crops grown mostly are a cereal crops like Sorghum, Maize and Wheat. The primary commercial activities are trading in animals, (especially Cows, and Goats), owning small shops, doing petty job and employment in the public sector. Dilla town has a very poor water supply system in which the community does not even get the basic needs of water properly. This community suffers from scarcity of water which is due to lack of sources other than ponds which are seasonal which in turn both animal and human use simultaneously. This project, constructing a borehole, will assure the community to get clean water. SHUMAS, a humanitarian local organization, is expecting that this proposed project will make changes of the community living standard as the project accomplished soon.

Mission
The mission of the organization is to enlarge the capacity building of the community with sufficient basic education or skills and support activities that ensure sustainability in generating provisions for the normal livelihood in society.

Goal
The goal of this project is to provide the community in Dilla town easy access to clean water through sinking of bore hole.

Objectives of This Project


This project aims at installing initially one borehole in Dilla town to serve its community and provide safe or potable of water supply system. The main objectives of this project include; 1. To supply the community in Dilla town the basic needs of water. 2. To facilitate the community in Dilla town for getting clean water. 3. To generate good living standard of the community 4. To supply water to the pastoral community around Dilla town during dry seasons

5. To reduce water borne diseases.

Scope/Target Group
The beneficiaries or the target groups of this project are the community in Dilla town which is estimated at about 10,000 people. The majority of the community are mainly women and children at about 76% of the total population where most them are below the age of 18.

Problem Statement
The community in Dilla town with estimated population of 10,000 people suffers from a lack of clean water supply. The community in this area has most frequently undergone unheard human miseries due to constant droughts, and sometimes unreliable rainfalls. Observations indicated that the schools within this area sometimes closed due to lack of water. The valleys in this area are seasonal; an indication of there is no constant water supply. The community relies on water from wells, which often run dry if droughts persist. The most source of water that the community in this area get water from are ponds of stagnant water which are used by both human and animal community on the spring and autumn seasons. Thus people are generally at the mercy of ALLAH since the cleanliness of such water is assured and the possibility of waterborne disease is high enough.

Outcomes
The outcomes or the benefits of the project lie not only in providing clean and safe water to the community in Dilla town but also the following outcomes comes will be attained after the completion of this project; y y y Improving the communitys standard health through provision of clean water Providing water for livestock Improving nutrition: the community will be able to practice horticulture farming using water from the borehole. This water will be used to grow vegetables that can be substituted the communitys diet, which is mainly rise, spaghetti, and meat.

Improvement of environment: The borehole water is also intended to be used in watering tree nursery that is meant to provide the community with trees to enhance the scenery and beautifulness of the town so that the area of the town which is now semi-desert will have a new look soon.

The project will also serve as a prototype to be replicated in other neighboring villages or districts.

Activities
To implement this project, our organization will handle several activities including the following; y Preparation: SHUMAS will facilitate the formation of projects committee that will be composed of project manager, community mobilizer, project financial manager, and project evaluator. This project committee will make necessary plans for initialization of the project. y Community Mobilization: SHUMAS officials will spearhead the mobilization of the community members in Dilla town. This will be realized through involvement of the local municipality, community elders, and area educational officers. y Ongoing Operation: Preparation of tender invitations from interested and eligible firm to drill the borehole, supply water pump, distributes the water supply system to the town and other relevant materials of the project. So monitoring will be going on as per the work. y Evaluation: Carrying out of summative evaluation of the project to find out whether the objectives of the project were met will be conducted.

Organizational Capacity
Strategic Humanitarian Services (SHUMAS) is a registered community based organization which was established in the year of 2004 in Borama, Somaliland, with express purpose of enhancing the capacity building and development of the genuine community in Somaliland. SHUMAS works in partnership with international agencies like UNICEF, UN-habitat, UNDP and also international NGOs such as SAVE THE CHILDREN, WORLD VISION, CARE

INTERNATIONAL and CARITAS. it also works with the community members of

Somaliland. It has good reputations, clear and vivid reflection in public image and credibility among the community as the organization handled many community based activities. It plays a great role in each and every angle of humanitarian activities going on the country especially Awdal region.

Risks
The risks may arise during in this project are as follows: y y y y Luck of fund Availability of material Lack of skilled labor Lack property land to be drilled the borehole etc.

Innovation
The project idea taken by SHUMAS is unique to Dilla town, because the current water supply system in the town is manual, that means it uses manual pumps, while this project will use electricity that will sufficiently provide water twenty-four hours with a gravity reservoir, which actually economical, ease-to-use, reliable and sustainable.

Sustainability
The sustainability of this project is based on the following: y A fee charge from the community for supplying clean and safe water and also from the nomadic pastoral community for watering their animals y Contribution from the community members: SHUMAS will mobilize the community to form a committee that will oversee the project. This committee also be responsible for collecting membership and regular fee from the community members for repair and maintenance of the project.

Horticulture Farming: SHUMAS in partnership with the school management will train community on horticulture farming for the purpose that the money raised from the sales of the crops will help in the maintenance of the project.

Afforestation program: SHUMAS will initiate a tree seedlings nursery. The community will be supplied with these trees at a fee so that the money raised will help in sustaining the project.

Public and Private Partnership: SHUMAS in partnership with both public and private sectors will generate resources to sustain the project.

Project Monitoring and Evaluation:


SHUMAS, ensuring that the project met its objectives, will conduct monitoring to oversee how the project going on and the extent that the project meet its core objectives. Also SHUMAS with the help of a group of evaluators will form focus group discussion from the community who will be used to find out whether the project has been able to serve their need of getting clean water. A survey to establish the extent to which people of Dilla town have been able to access clean water will also be conducted. SHUMAS will also give report to relevant bodies. Strategic plan shall be drawn depending on the recommendations of the given report.
