Strunk 593 Vanderbilt Avenue, #281 Brooklyn, NY 11238 Dear Mr. Strunk: The following is in response to your request to the Department of State, dated November 22, 2008, requesting the release of material under the provisions of the Freedom of Information Act (5 U.S.C. 552). We have completed a search for records responsive to your request. The search resulted in the retrieval of six documents that are responsive to your request. After careful review of these documents, we have determined that all six documents may be released in full. We did not locate a 1965 passport application referenced in an application for amendment of passport that is included in the released documents. Many passport applications and other non-vital records from that period were destroyed during the 1980s in accordance with guidance from the General Services Administration. Passport records typically consist of applications for United States passports and supporting evidence of United States citizenship. Passport records do not include evidence of travel such as entrance/exit stamps, visas, residence permits, etc., since this information is entered into the passport book after issuance.

I was able to find the name of the person the SSN actually belonged to and printed it from the Social Security Administration death index. 6. I researched social security numbers for Michelle Obama. When I ran her name, two different social security numbers appeared for her, including one that does not belong to her but is listed for her at 1600 Pennsylvania Ave. Washington, D.C. 7. The true and correct copies I personally obtained are attached.

Affidavit of Linda Jordan I, Linda Jordan, am over 18 years of age, I am a resident of King County Washington and have personal knowledge of the facts described below: 1. I have extensively researched the birth record document that Barrack Obama posted on the White House Website on April 27th, 2011. 2. In 2008 Obama posted, on his campaign website fightthesmears.com , what he said was a copy of his short form Certification of Live Birth from the State of Hawaii. (http://www.fightthesmears.com/articles/5/birthcertificate) 3. Obama re-posted that same document on the White House website on April 25th, 2011. A short-form Certification of Live Birth from Hawaii is a computer generated document, or abstract, which contains some of the information found on the original long-form Certificate of Live Birth which is not a computer generated document. (http://hawaii.gov/health/vital-records/obama.html) 4. A computer generated, short-form Certification of Live Birth (COLB) issued in Hawaii is not acceptable as conclusive proof of your birth or birth place. Under Hawaiian law in 1961, the reported year of Obama's birth, a child could be born anywhere in the world and, after returning to Hawaii, the mother could register the birth in Hawaii, in a number of different ways and receive a COLB. Information provided by the mother did not have to be independently verified. The posted document is clearly typewritten, or a facsimile of typewriting, not "written" or "half typed, half handwritten". A: (Abercrombie said there is a recording of the birth in the State Archives and he wants to use that.) Bauer stated that this 1961 original Certificate of Live Birth was kept in a "bound book" at the Hawaii DOH. Bauer explained that Obama's lawyer, Judith Corley, flew to Hawaii and brought the documents back to the United States. At the same press conference Dan Pfeiffer told the gathered Press, "What you have in front of you now is a packet of papers that includes the President's long-form birth certificate from the state of Hawaii, the original birth certificate that the President requested and we posted online in 2008, and then the correspondence between the President's counsel and the Hawaii State Department of Health that led to the release of those documents." A letter from Obama's lawyer, Judith Corley, dated April 22, 2011, to Loretta Fuddy stating that she understands that it is the Department's policy and practice "to only provide the "short-form" version when a certified copy of a birth certificate is requested" but that she is requesting "a waiver of the Department of Health's policy, so that my client can obtain two certified copies of his original, "long form" birth certificate". c. An April 25th, 2011 letter from Loretta Fuddy who responds to Obama. "I have the legal authority to approve the process by which copies of such records are made....I am making an exception to current departmental policy which is to issue a computer generated certified copy." The exception to the current department policy to only issue a computer generated short-form Certification of Live Birth is to make photo copies of the original long form Certificate of Live Birth.

Fuddy continues, "Enclosed please find two certified copies of your original Certificate of Live Birth. I have witnessed the copying of the certificate and attest to the authenticity of these copies." 12. On April 27th, 201 lthe Governor of Hawaii, Neil Abercrombie, put out a press release supporting Fuddy's actions: "In 2001, the Hawaii State Department of Health began computer-generating vital statistics records. Since then, its longstanding policy and practice has been to issue and provide only the computergenerated Certifications of Live Birth, and to not produce photocopies of actual records to fulfill requests for certified copies of certificates. ....Director Fuddy made an exception for President Obama by issuing copies of the original birth certificate..." The computer generated document is also called a Certification of Live Birth not a Certificate of Live Birth which is the reserved title for the original, long-form, birth certificate. What I Discovered about Obama's Certificate of Live Birth and why it is a Forgery.

Ironically the country has a lot to thank Mr. Donald frump and Mr. Jerome Corsi and his new book, because they made President Obamas birth certificate a public issue which in turn forced the White House to produce this forgery to answer both of them. The Obama (Certificate of hive Birth bong Form is a forgery for the following reasons.
1. Curved and non-curved type. [he image we are looking at was scanned in grayA:alc and some part in binary which cannot he on the same image. 1 he reason I know this is because of the shadowing along the gutter (left-hand side) is produced by scanning in grayscale. It also means that the county emploN cc who did the original scanning of all the forms. did not take the individual pages out of the post hinders. The result is that all the pages in that book display a parallax distorted tillage of the lines and type. 'They curve and drop down to the left. If you look at line 2 (Figure 3) on the form that says Sc. ,: von will notice the letters drop down one pixel but the typed word Mule does not. .Also notice the line Just below :116//e drops down 3 pixels.

Fhe second incident of t his parallax problem is seen in line sic Numc of 11ov/hi/ or 15181;111i/0H (Figure 4). The ,..ord Name drops down 2 pixels, but the typed hospital name. Kapioluni, does not drop down at all, and again the line just below drops down 2 pixels, but not the name Kapiohmi. Tile conclusion you must come to is that the typed in form was superimposed over an existing, original Certificate of Live Birth form. In (het, since I found some of the fOrm headings scanned in as binary and grayscale, the form itself is a composite but the person who created it did not flattened the image of the blank form and save it as one file before they started placing the typewriter text on the composite form. I he iudit idual(sl who perpetrated this forgery could not evidently find a blank form in the clerks imaging database, so they were forced to clean up existing forms and overlay the typewriter type we sec here. The forger was also looking for certificates with the correct stamped dates and that is why I think they used more than one original lOrm. At first I wondered why the foTer didnt just typeset the entire form front scratch and j_werlay the type and not have to wony about the parallax problem. Then 1 remembered that in the early 1960s there was no phototypesetting and this form was set in hot metal horn a linotypc machine. The type design I think
is Times Roman but they could never replicate the exact design. They were stuck having to use existing forms that were scanned in using binary and grayscale.

2. There is a white haloing around all the type on the form. Figure 5 is an example of this. This effect should not appear on a scanned grayscale image. Figure 6 is a grayscale image scanned in at 240 dpi. You will notice that there is no haloing effect around the type and also the security pattern is seen through the type. Figure 7 is a color image where you can clearly see the security green color through the type and no haloing. Figure 8 shows a Black and White (binary) image of the same type. The important thing to remember is that you cannot have grayscale and binary on the same scan unless the image is a composite. This means that different components of the whole image are made up of smaller parts. Figure 9 is an enlarged version of Figure 6 showing what grayscale letters should look like compared to binary.

The next question would be: What would have caused the halloing effect? We know that all the original Certificates of Live Birth (COFB) were microfilmed because we can see the Nordyke Certificate (Figure 2) was microfilmed. Then some time after 2004 the paper original copies, in post hinder books, were scanned using a commercial document scanner with a flatbed, scanned as grayscale images. The forger was working with two types of images. He/she may have used images printed from the microfilmed copy and then scanned the printout in grayscale. At that point the forger would have to invert the image so as to have a white background, black type. Figure 10 is an example of an inverted image of Figure 2. The result would be like Figure 9 but a whiter background. The image I am working with in Figure 10 is only 94 DPI but the forger was working with much higher resolution (>240 dpi). At that point the forger converted the grayscale to a binary image and placed it onto the background form image. The problem was that there were still image values for the pixels around the placed type so when he/she placed the type image over the 3
background and instructed the program to bring the type - forward - it blanked out the background image, hence' the halioing effect around the type.

It appears the lines and some of the boxes were scanned using grayscale, but only some of the form headings were grayscale and sometimes it is only some letters. fIigure I 1 and Figure 4 give one example. You will notice that the II and, al, in Hospital, I in
Institution, (It and again the h and / in hospital were grayscale images, but the rest of the line is binary. The typewriter line below was scanned in as a binary image. I can also tell you for certainty that the Corm type was scanned in at a lower resolution (i',":.-200 dpi). This is because of the size of the pixels on the letters were such that the openings on the a and S on the first line arc not visible and filled in This may also further indicate that forger took some of the type images from the microfilmed copies.

Another example is found in form box la. his name B- RI CK. For some reason the "R. - is a grayscale image and the rest is binary (Figure 13). .1 hat means the "R" was originally on the form and the rest was not until it was added. The question again is: Why did the forger leave some grayscale type images in the Corm and not just erase the whole form? The answer is that he/she needed the grayscale images to re-establish the baseline of the type !Or the superimposed binary type. This also told me that the forger was an experienced graphic artist.

notice that Baraek Obama was supposed to have been horn on Friday at 7:24 p.m. August 4. 1961 and the local registrar supposedly accepted it on Tuesday August 8, 1961 and hand stamped the Certificate number -61 10641." Then notice that the other Certificate of Susan L. Nordyke was horn on Saturday at 2:12 p.m. August 5. 1961 and another registrar date stamped it on August 11, but her Certificate number is "61 1(1637. - Susan Nordyke was a twin and her sister's_ Certificate number is 61 10638. Keep in mind there woulbe only one hates stamp machine in the office so the numbers would all he unique. There cannot be any duplicates so every Certificate has a unique serial number. th d ()llama's Certificate would have most likely been mailed on the following Mon a y. the 7 and received by the Clerk luesday the 8 th . Susan Nordyke and her sisters' Certificates looks like they were mailed sometime earlier that week and not accepted until the 11 th but Susan has a Certificate 4 numbers less than ()ham's. It is impossible to have Obama's Certificate number to be four numbers higher than a Certificate that came in 3 days later.
As stated in i the last - 1" on the form is a grayscale image but the rest of the numbers Lffe not (Figure 14), again irrefutable proof that the Certificate number is a composite of two numbers and
hence a forgery. This forgery comes under a separate offense and carries with it 5-years in prison !see Appendix D: Title 19, Ch.47. Sec. 1028(d)11. The facts 1 have shown you in 43 and 4 tell me several things about how this forgery was assembled. 1. Some person(s) in the Health Department. who had access to the document imaging program_ searched the database Ihr someone close to the actual birth date of Ohama and found 4th someone near the of August. if in fact he was born on the 4 0 and we should not assume that at all. ()Hama may have chosen the 4 of August because they had a baby who died close to his date of birth. The clerk may have crossed referenced the death database to find someone who had died and had a birth date close to Obama - s. It has been reported that an infant girl named Virginia Sunahara was horn on August 4. 106 at Wahiawa I lospital in Wahiawa. Oahu, 1-11 who died on August 5. 1961 at the Kapiolani Women and Children's Medical Center, due to complications. This happens to coincide with date of birth and birthplace of the Nordyke twins. We could make two assuming here. The first would be that the Wahiawa I lospital would have filled the COLB form as customary and mailed n to the County I Iealth Department and the Kapiolani Medical Center would have filled out the death certificate. The other less probable would be that her medical records were transferred to Kapiolani Hospital and they would produce the birth certificate and later the death certificate was later included in the group of birth certificates that contained the Nordyke twins. Hie Federal Government wanted the States to cross reference the birth and death databases so the database would have that information. The date stamps have two different colors and sizes (see f5 below) which indicates that both dates came from different Certificates. We can conclude from this that more than one person was involved in the Hawaii Department of Health to assemble the different components that were used and also do the database searches to find the right Certificates to create the fraudulent Certificate of Live Birth and finally someone who signed the fraudulent certificate. 1 believe that after all the components were assembled they vere then given to a graphic artist to actually assemble the whole thing and create the finished forgery. That graphic artist could be located anywhere. In short. this was a multi-state conspiracy to defraud the United States.
5. Two different colors and font sizes in Form box 22 and 20 Date Accepted by Reg. General.
What is , cry revealing about this box and date entry is there are tWO different colors on both lines
s \ here there should be no color at all. Both lines were scanned using binary mode. but I see two
different color.; (Figure 1 5). What 1 think tins is showing us is that the pet son who put this fraud together vv as looking for a form that had the right date namely "August 8 19 1." As you can see the only things that are printed in dark green (R-71, G=92, B-73) are "Date A" and "AUG -8 6." The rest of the type' is in black. This tells me that the forger was working in color mode and what they copied from had a color value for sonic reason unless they put a color value on it. The "AUG -8 196" is in dark green (R=87, (i-111, B-87) and the "I" is in black. Yet again another irrefutable proof this form is a forgery. 6. The official seal is not part of the Certificate of Live Birth. The Hawaiian law (Section 11-1-2
Seal of the Department of Health) states:
a) The official seal of the department of health shall be circular in shape, two and one-fourth inches in diameter. At the curve on the top portion there shall be the words "DEPARTMENT OF HEALTH" and at the curve on the bottom portion there shall be the words "STATE OF HAWAII." At the curve on each side portion shall he a star. In the center of the seal shall be the Caduceus, a winged rod entwined with two serpents, which has long been recognized as a universal symbol of medicine. The Caduceus shall be encircled by an indentation, which shall separate it from the words "DEPARTMENT OF HEALTH" and
"S FATE OF 1 IAWAII ."

The first Certificate of Live Birth Obama the candidate produced in June of 2008 was the "Short Form" of the COI,B. It had the Department of Health's seal embossed on it (Figure 17) appearing on it about 3" from the bottom of the 11 inch paper. That told me the Health Department is using an electric embosser, which applies ample pressure to leave a clearly visible embossment. Hand seal
embossers have only 1 3.4 inch or less, clearance tor )1/4 inch sPql, frnm the de of the paper. The
Health Department seal does not appear obvious on the Obama COI.B. A good embossment will 7
distort the type and tines on a form and is clearly visible (Fleure 21). Fven on the Nordyke Certificate (iigure IS) in spite of it being an inverted image from a microfilmed image, it is clearly seen. Figure 19 shows Obama's seal on the COI.B presented on April 27. 2011 is visible only because a color filter was used to see it. otherwise it completely disappears in the design of the security paper (Figure 20).

l'he official seal on the ()barna COLB is a second or even third generation image from another
form. The seal embossing did not distort the lines or type on the form and it most likely was never part of his Certificate. Yet another indication this Certificate of Live Birth is an obvious forgery.
7. The hand stamped certification from the current registrar is a forged stamped notice.
The Department of health has the right to produce a legal copy of the original Certificate of Live Birth to people who have the appropriate right to receive one. The Clerk in the office would search the document imaging database and retrieve the correct Certificate. The Clerk would then print out the Tiff image on the green security paper. They would then take a rubber stand that states the following: i CERTIFY THIS IS A TRUE COPY OR ABSTRACT OF THE RECORD ON FILE IN THE HAWAII STATE DEPARTMENT OF HEALTH. Then below this notice would be the likeness of the State Registrar's signature, in Ibis case it was Alvin T. Onaka, Ph.D. 'Fhen the clerk would stamp the date to the left of the certification. See Figure 22 for a Certificate done one month belbre the Obama's April 25, 201 1 Certificate. Please note that since it is a hand stamp the certificate stamp is skewed up on the rilit-hand side.
Now let us look at the Obama's Certificate (Figure 23) supposedly done on Aril 25, 2011. Notice the registrars' rubber stamp has an error on the word "the" which reads "'LW but this error does not show up on the same rubber stamp used one month before. In Figure 24 you will see an enlargement of the word. You will notice that the "X" had been created by the graphic artist by tilling in pixels so it appears like an "X" but it really is not. Also notice that the whole stamp is too straight on the form. The red lines drawn under two of the lines of type are aligned with the pixels. The stamp rises only two pixels over 3". My conclusion is that the whole stamp was placed there by 8
the graphic, artist to look as straight as possible. The only problem is that no hand stamped notice like this would be placed that pertect on the page.

Other investigators have mentioned what looks like an italic "E" under the capital A in Alvin. In Figure 22 the same artifact does not appear. We have to assume either the artifact was already on the security image the forger used, and forgot to erase it. or it was placed there deliberately for some reason that we don't know yet.
8. Multiple layers in the PDF file from the White House. I am not the first one to find this fact
and they deserve the credit for discovering it. What they discovered is that when you open up the
PDF file in Adobe Illustrator and you turn on layers, you see a long list of nine different layers that correspond to different sections of the form, including the signatures on the form. Figure 25 shows the laver that contains most of the Typewriter and form text. I discovered using just my Adobe Acrobat 8 Standard that I could also see the different components disappear when I enlarged the image to just 400% and used the "hand" tool to quickly move around the image. When I moved the image fast, the various type components would disappear from the form but the lines stayed just as I had concluded. I also opened up the White House PDF file in WordPad so I could see the codes and headers in the file. Ihere I discovered the evidence for the 9 layers embedded in the code (see below). The big surprise I discovered was that the file was finished or created on April 27, 2011 and the copy I had downloaded from the White House web site was modified on April 28, 2011 at 9:58 AM, the day after the news conference. The whole White House story that the President had his Scuttle based lawyer fly to Hawaii and pick up a signed and stamped paper Certificate of Live Birth and fly directly to Washington DC, is obviously not the document the public has been shown. In other words the whole story is not true. The Press Secretary proudly stated that he personally put up the PDF on the White House web site and that's probably all they got was the PDF by e-mail.

A Rebuttal to the Discovery of the Multi Layers Found in the PDF File.
The only rebuttal to the nine layers discovered in the PDF file released by the White House was a statement from a Canadian graphic artists from Quebec by the name of Jean-Claude Tremblay , on April 29. It was reported by Fox News and on their web site at: He tries to excuse the multi-layers as merely an artifact of an OCR (Optical Character Recognition) engine and then saved as a PDF. There are two major reason he is wrong and 1 know from his statement he knows nothing about OCR engines and how they work and their file structure. First of all the Obama PDF certificate was supposed to have come directly from the Health Departments office. As stated before, the records they have would have absolutely no reason to he OCRed and if they were asked to give the customer a PDF image it would he from their existing TIFF imatge stored their document irnaging program on the server. 'Hie program would have done no OCR processing at that time. My qualifications on OCR programs are considerable. Our own document imaging program, TheRepository, has an OCR option from Expervision that is called TypeReader. We integrated 1)/peReader into our program but to do this we had to sign a non-disclosure statement with them and then we got their Took Kit and API. When an OCR program saves a file as a searchable PDF, the file contains three main files within it. The first file is an image file, usually a compressed Group=( TIEF. The second file is a ASCII text file and the last tile is a matrix file that contains the X and Y coordinates of all the words in the document. The Starting point for the image file and the matrix file is us'ciily the upper left hand corner of the image measured in pixels. The text file and matrix files would never be seen as separate layers and there is certainly no nine layers. The three tiles would be in a PDF "wrapper" and that's all. All OCR programs work on the same principle.

1960s there was no phototypesetting and this form was set in hot metal from a linotype machine. fhe type design is Hines Roman but they could never replicate the exact design. They were stuck having to use existing forms that were scanned in using binary and grayscale.
2. There is a white haloing around all the type on the form. Figure 5 is an example of this. This effect should not appear on a scanned grayscale image. Figure 6 is a grayscale image scanned in at 240 dpi. You will notice that there is no haloing effect around the type and also the security pattern is seen through the type. Figure 7 is a color image where you can clearly see the security green color through the type and no haloing. Figure 8 shows a Black and White (binary) image of the same type. important 11-6112, to remember is that you cannot have grayscale and binary on the same scan unless the image is a composite. "[hat means that different components of the whole image are made no of smaller parts. Figure 9 is an enlarged version of Figure 6 showing what grayscale letters should look like compared to binary.

More than one person is involved in the flawaii Department of Health to assemble the different components that were used, do the database searches to find the right Certificates to create President Obama's fraudulent Certificate of Live Birth and finally sign the fraudulent certificate. assembled they were then given to a graphic artist to actually assemble the whole thing and create the finished forgery. In short this was a conspiracy to defraud the United States. 5. Two different colors and font sizes in Form box 22 and 20 Date Accepted by Reg. General. What is very revealing about this box and date entry is there are two different colors on both lines. The "AUG -8 196" is in dark green (R-87, G - 111. and the "1" is in black. Yet again another irrefutable proof this form is a forgery. 6. Multiple layers in the PDF file from the White !louse. I am not the first one to find this fact and they deserve the credit for discovering it. What they discovered is that when you open up the PDF hie in Adobe Illustrator and you turn on layers, you see a long list of nine different layers that correspond to different sections of the form, including the signatures on the form. 1 discovered using just my Adobe Acrobat 8 Standard that I could also see the different components disawei Fir when I enlarged the image to just 400% and used the "hand" tool to quickly move around 411r irna*. When 1 moved the image fast, the various type components would disappear fram the form but the lines staved just as f had concluded.
A Rebuttal to the Discovery of the Multi Layers Found in the PDF File.

He tries to excuse the multi-layers as merely an artifact of an OCR (Optical Character Recognition) engine and then saved as a PDF. There arc two major reason he is wrong and I know from his statement he knows nothing about OCR engines and how they work and their file structure. First of all the Mama P1)1' certificate was supposed to have conic directly from the Health Departments office. As stated before, the records they have would have absolutely no reason to be OCRed and if At.:y Were asked to give the customer a PDF image it would be from their existing TIFF image stored in their document imaging program on the server. The program would have done no OCR processing at Ihat My qualifications on OCR programs are considerable. Our own document imaging, program, Thc.Reposnory, has an OCR option from Expervision that is called TypeReader. We integrated lypeRcader into our program but to do this we had to sign a non-disclosure statement with them and then we got their look Kit and APE. When an OCR program saves a file as a searchable PDF, the tile-contains three main files within it. The first file is an image file, usually a compressed Groupz.l TIFF. The second file is a ASCII text file and the last file is a matrix file that contains the X and Y coordinates of all the words in the document. The Starting point for the image file and the matrix file is usually the upper right-left hand corner of the image measured in pixels. The test file and matrix files would never be seen as separate layers and there is certainly no nine layers. The three files would be in a PDI' - 'wrapper" and that's all All OCR programs work on the same principle.

As a result of my formal training as an immigration officer, conducted at the Federal Law Enforcement Training Center (FLETC), located in Brunswick, Georgia, and advanced training received at FLETC in Artesia, New Mexico and elsewhere during my 27 year career, as well as my professional experience spanning 27 years of federal law enforcement, it is my knowledge and belief that Social Security Numbers can only be applied for in the State in which the applicant habitually resides and has their official residence. On or about February 3, 2010, I telephoned Mr. Russo at 978-921-2727, extension 319 15. and inquired as to \\ hv he wished to discuss my account At that time, Mr. Russo stated that LocatePlus had noticed I had conducted what he called a "celebrity political figure" inquiry and wanted to know why I had done so and which permissible reason pursuant to the user agreement I was under with LocatePlus pertained to my making my inquiry.
16. I told Mr. Russo that I was a private investigator in the State of Colorado, that I had been tasked by Dr. Orly Taitz, an attorney in California who was prosecuting a civil suit involving Mr. Obama and that I had emails and other documentation that I could send him verifying that fact. Mr. Russo stated that he would appreciate it if I would send that information to him which I did on or about February 3, 2010. He assured me at that time that if I were to provide this information to him it would resolve any "issues" LocatePlus may have regarding my inquiry into a "political celebrity". 17. In the email I sent to Mr. Russo, I offered to have Dr. Taitz send him an email as well confirming the fact that I had been tasked by her to conduct this inquiry pursuant to a pending civil suit in the United States District Court for the Central District of California. He stated that he would like to receive such an email. 18. On or about February 4, 2010, Dr. Orly Taitz, at my request, sent Mr. Russo an email indicating that she had requested me, in connection with the pending civil suit in California against Mr. Obama, to conduct research through the commercial databases I habitually use as a private investigator, related to SSN 042-68-4425.
19 Numerous emails have been exchanged between me and Mr. Russo due to the fact that as of February 2, 2010, my account with LocatePlus has been frozen and I can no longer access this database despite the fact that 1 responded to their inquiries and have provided evidence to them indicating that I had followed the user agreement we have entered into. I have repeatedly asked that my account be unlocked, unfrozen, and made available to me.
Despite all of this, as of March 8, 2010, my account remains frozen and I am unable to 20. conduct legitimate, legal database searches in connection with my business. As a result, I am being financially harmed, unable to conduct legal, lawful, legitimate investigations pursuant to law, and unable to provide to my clients, the services they have contracted with me to provide, thereby subjecting me to possible civil litigation for failing to provide contracted services. 21. Based upon information and belief, misuse of a Social Security number is a direct violation of Title 42 United States Code, Section 408(a)(7)(B), which is a federal felony punishable under Title 18 United States Code by fine or imprisonment of up to five years, or both.

We are withholding seven pages in full. In our review of the aforementioned documents, we have determined that the redacted portions contain no reasonable segregable, non-exempt information. A-files are universally recognized as being similar in character to personnel and medical records (inasmuch as they contain some of the most sensitive and intimate details associated with aliens who have sought benefits under U.S. immigration laws) and, thus, are entitled to the protection from disclosure afforded under FOIA exemption (b)(6). In deciding the disclosure disposition of those documents containing personal details lifted from the lives of private individuals, the documents were closely scrutinized in an effort to identify any public benefit to be gained from their disclosure. It was ultimately determined that no discernable public gain would be achieved from the disclosure of the information subject to this review. On the other hand, the potential private harm that could be suffered as a result of the release of this information was found not only to be tangible, but also significant and reasonably probable. In the case of these documents, the potential private harm stemming from their release was determined to clearly outweigh the total absence of any public benefit to be gained from such disclosure. Consistent with this analysis, it has been concluded that the release of the subject information would constitute a clearly unwarranted invasion of the personal privacy of the individual(s) to whom it pertains. The USCIS, therefore, must deny your request for access to this information under the authority of FOIA exemption (b)(6). The enclosed record consists of the best reproducible copies available.

My husband, prior to departing for Djakarta on business, flied a 1973 resident. tax return. Enclosed is a copy of that return (kern Z). The fact that it is a resident form is clekarly stated at the top of the second page. In addition I have visited the downtown tax office and had them verify that it was a resident form. Non-resident forms have a special N.R. initial in the upper left-hand corner. Lastly I have enclosed copies of my husbands 1973 wag e and tax statement, should you need them.

I am submitting this statement or explanation in the knowledge that, should I fail to get the two-year foreign residence requirement waved, it would Impose great hardship on my wife and have a disasterous effect on both our lives. 'NY wife, Ann Soetoro, is a citizen of the United States and has resided here all her life, It is presently impossible for my wife to return to Indonesia with me. The reasons are multiple. Financially, both of us having been students, there is no way I can accumulate the passage money (more than $600 for my, wife . alone).. Within Indonesia itself, economic crisis is so widespread at the present time that the salary of even a college graduate provides a standard of living bordering on poverty. Most importantly, anti-American feeling as reached a feverish pitch under' the direction of the Indonesian Communist party, and I have been advised by both family and iriends in Indonesia that .1.t would be dangerous to endeavor to bet= with my wife at the present time. Of secondary importance is the fact that my wife does not yet speak Indonesian.. Not only would she be forced to cut short her college education, but she would be left in a position of isolation in the community. Failing a waver, then, my only alternative would be to leave my wife on her own and return alone to Indonesia. But this too is filled with difficulties. I am a trained geographer with a special background in mapping and air photo interpretation. I have traveled throughout the Indonesian islands and have detailed knowledge of each of the major areas and their resources. Due to my former compulsory association *IthltheIIndonesian army while still a student, it is quite probable that I would be placed on the front lines doing reconaissance work in Indonesia's current campaign against Malaysia and the British forces. Aside from both my wife's and my distaste for this campaign, my wife is distraught for my safety.
No reassurances that I have been able to offer her have alleviated her nervous and upset condition. I have been advised by our doctor
that a prolonged separation under these cireumstances would
endanger my wife's health and mental outlook. In the light of these considerations, I ask you to please wave the 2-year foreign residence requirement in our case.

Mr. Wooster has briefed me on his meeting with you today regarding Mr. Soetoro's visa status. He informs me that you were advised of the grantee's academic background and of the current situation with respect to his marriage and request to remain in the United States for an indefinite period. As you know, we have received a cable from the Embassy of Indonesia requesting by official order that Lola Soetoro, a civilian employee of the Indonesian Army immediately terminate his studies and return to Djakarta, Indonesia. Mr. Soetoro came to the United States in September, 1962 from Indonesia on a J-visa sponsored by the East-West Center. He came to participate in a program designed to insure prompt return to his home country immediately upon the completion of the agreed program of studies at the University of Hawaii. Mr. Soetoro's grant termination date was June 15, 1964. On June 19, 1964 at the student's request he was given permission by the Institute for Student Interchange to remain in the United States for practical training with Park Associates of Hawaii until June 22, 1965. At that time he was advised that the Center could not hold his return travel beyond the June 22, 1965 date. He was informed also that no further requests to remain in the United States for practical training could be entertained. He was asked to keep in touch with the Center and to take care of necessary arrangements for return travel early in June of this year. Since Mr. Soetoro did. not comply with these instructions, it can only be assumed that this was an intentional disregard of East-West Center advice. During March of this year, Mr. Soetoro married a United States citizen who is currently residing in Hawaii.

We cannot, in good conscience, extend East-West Center sponsorship of his visa or agrde to his remaining in the United States. There is an agreement in principle between the Center and the Government of Indonesia that every effort will be made to return students at the . completion of their grants.

OFFICE OF TES vms.amummos Institute for Student Interchange July 7, 1.965 MEMORANDUM TO: Dr. gumwiukle FROM: Mr. Robert Wooster SUBJECT: Visa Status of East-West Center Alumnus from Indonesia, Mr. Lobo Soetoro On Friday afternoon, July 2nd, Mr. Soetoro telephoned and informed me that he had gotten his J vies extended by the Honolulu Immigration and Naturalization Service. He informed me also that he had gotten married to an American citizen and that his wife was now ill. He gave his wife's illness as the reason for his visa extension request. I asked Mr. Soetoro to come in to see me on Tueaday, July 6. Mr. Soetoro arrived at 3:30 p.m. and gave me the following information: 1. Address: 3326 Oahu Avenue, Honolulu Telephone number: 986944 2. On or about June 4 someone at INS made an official extension of his J visa to June 10, 1966. There was no signature on the card but a notation, office HEED 379. Mr. Soetoro got this extension without any prior notification or approval from the East-West Center. According to him he gave the Immigration official the following reason: It would be a severe hardship aa his wife if he were to have to return to Indonesia this year. He was married in March (cannot recall the exact date) of this year to an American citizen. Shortly after they were married his wife became ill and is still suffering from a stomach ailment which may, according to her physician, require surgery. When I premed Mr. Soetoro for more information regarding the name of the physician, etc., he claimed that be could not remember exactly.
3. Mr. Soetoro is still employed by Hawaii-Pacific Engineers Surveyors, Inc., 1649 lapiolani Blvd., Room 3, telephone no. 961431. He states that this employment will continue until June of next year.
4. Mr. Soetoro's grant expired on June 15, 1964. At that time
he completed all requirements for and received an MA degree in Geography. At this time Mr. Soetoro requested that he be allowed to remain in the United Staten for one year for practical training with Park Associates of Hawaii, Ltd. This request we approved and Dr. Hendrickson signed the appropriate memorandum to the Foreign Student Advisor allowing Mr. Soetoro to remain for practical training until June 22, 1965 (this date actually was a mistake. Should have read June 15). At that time I was Program Coordinator for the Indonesian

-2students so I am familiar with the particulars. I handed the student his copy of the memorandum and signed his check out sheet (which is now missing from the folder). / advised him that the Center could not hold his return travel later than June 22, 19667one year beyond the official expiration date of his grant. I impressed him with the importance of keeping in touch with ISI and asked him to come to see me in early June of this year. Approximately six months later I received a telephone call from Mr. Soetoro explaining that Park Associates had terminated his employment because of lack of work. He informed me that he had gotten a job with the Hawaii-Pacific Company. I advised him to notify Immigration immediately of this change and I reminded him that
it would be necessary for him to see me early in June. Unfortunately, I did not follow-up with a letter. This advice was given verbally and there is nothing in the folder to substantiate this. I did not hear from Mr. Soetoro again until July 2. I can only assume that this was an intentional disregard of my advice. S. Mr. Soetoro informs me that be has written a letter to Senator Fong requesting an indefinite extension of stay in the United States. He has received a reply from Senator Fong end has promised to supply me with a copy as soon as possible. It took some urging on my part and I suspect that be would have preferred not to give'e a copy. 6. When I explained to Mr. Soetoro that the East-West Center still retained vies sponsorship and authority and that his return travel option has expired, he showed very little concern. Each time I tried to discuss this with him, he attempted to change the subject and evaded my direct questions. I can only assume that he is not entirely displeased about the expiration of his return ticket. 7. Mr. Soetoro is requesting East-West Center to make a special exception in his case and to hold his return travel for another year, or until June 22, 1966. He is also requesting permission to remain in the United States for the same period. I gather that he intends to make every attempt to remain indefinitely with or without East-West Center approval although his manner throughout our interview wee polite and cordial. S. Mr. Soetoro would like permission from us to work weekends doing translation for Mrs. Wittermans in LAP. I do not know if he needs our approval but apparently Mrs. Wittermans has asked him to get this permission.
I would very much appreciate your advice on the appropriate steps that should be taken regarding his status. Also it might be a good idea to discuss this problem with someone at INS. If a student can get an extension of visa, apparently as easily as Mr. Soetoro got his, this weakens our visa control considerably and may give grantees a way around us.

I have personal knowledge of the facts described below and I can competently testify at trial to the following: 2. I received information from licensed investigators Sankey and Daniels as well as recently retired senior deportation officer John Sampson, that for most of his life Barack Obama used and is currently using a Connecticut social security number 042-68-4425. 3. The first three digits of the number 042 were assigned by the Social Security administration to the state of Connecticut. 4. Based on information and belief, Obama was never a resident of
Connecticut. 5. Concerned that we have an individual fraudulently using a stolen social security number from a state, where he never resided, I decided to verify this information through official sources of the U.S. government. 6. I went on the official website for the U.S. government www.sss.gov . This website provides verification of the Selective Service registration with the U.S. military. 7. One cannot occupy an executive position with the U.S. government without such registration with the Selective Service.
8. For verification one is supposed to enter the name, birthdate and social security number of the individual. If all three parameters match to the identification information on file, it will show "Matched record". 9. 1 personally entered name "Obama", birthdate 08.04.1961 and social security number 042-68-4425, given to me by investigators Sankey, Daniels and Sampson. 10. I got a response "Matched record" . selective service number 61-11255391. Date of registration 9.4.1980. 11. From birth and until date of registration Obama was not a resident of Connecticut. 12. I also received a sworn affidavit from expert Chito Papa, showing, that Barack Obama is using the same Connecticut social security number 042-68-4425 on his 2009 tax returns, which were posted on the official web site WhiteHouse.gov . This tax return was later reposted with the file flattened and the social security number electronically whitened, however the original file with the visible social security number was downloaded by Mr. Papa and multiple other individuals. A true and correct copy of such affidavit is attached herein. 13. I also received a sworn affidavit from Ms. Linda Jordan. A true and correct copy of such affidavit is attached herein. 12. As an attorney and officer of the court I declare under penalty of perjury, that above is true and correct statement of the facts. As an officer of the court I am requesting an immediate hearing on this matter, as it shows that we have an unprecedented breach of the U.S. National security, we have an individual with a fraudulently obtained Social Security number from a state, where he never resided, occupying the position of the President of the United States and Commander-inchief.

1, Linda Jordan am over 18 years old, do not suffer from any mental impairment, have personal knowledge of the facts listed below and declare under penalty of perjury: I used the government run E-Verify System to verify the employment eligibility for Barack H Obama (Obama) and it revealed a "Notice of Mismatch - between Obama's name, birth date and Social Security Number (SSN), compared to the information the Social Security Administration has on file. I saw Obama's Selective Service Registration (SSR) form which was available on the web at www.sss.gov and copied the SSN Obama used on that form. I also read the reports of licensed investigators Neil Sankey, Susan Daniels and the opinion of retired senior deportation officer of the department of Homeland Security John Sampson, that the SSN Obama was using was fraudulent and/or never issued to him. Between October 2008 and May 2011, I submitted several requests to agencies and people with the legal responsibility and authority to investigate the use of forged documents and election fraud, concerning Obama's birth records and SSN. (attachment A) To date no one with the legal responsibility and authority has responded to any of my requests. I read part of the testimony of Marianna LaCanfora before the Committee on Ways and Means Sub Committee on Social Security in the I louse of Representatives dated April 14 th , 2011. She explained that a SSN in conjunction with a proper identity document determine whether a person is authorized to work. LaCantbra said that the E-Verify system run by the government is a free, Internet-based system that allows employers to electronically verify the employment eligibility of their employees. The Immigration Reform and Control Act of 1986 required all employers to verify the identity and employment eligibility of all new employees regardless of citizenship or national origin.

I later noticed that after April 15, 2010, the pdf file posted at the White House has been modified. The top layers on President Obama's Income Tax Return have been locked or flatten and could no longer be dragged out. His SSN and his wife's SSN were no longer visible.
