A message from Mayor Allan Sutherland

In delivering this years budget, councils number one priority has been to limit the financial burden being felt at the kitchen table. In 2011/12, the average annual net rates increase for owner-occupied households is below CPI.
When putting together this budget, council looked at all of the factors that impact on the family budget. Thats why in 2011/12, council will continue to provide its full water subsidy to eligible Unitywater customers. Queensland has been hit hard by recent natural disasters. Our region was no exception. Many homes, roads and bridges were damaged by the floods. Reconstruction and road repairs remain a key theme for this budget. The 2011/12 Moreton Bay Regional Council budget includes $55.3m on new road infrastructure, upgrades and emergency road works. This is a $20m increase on last years roads budget and includes an extra $12m increase for road rehabilitation to repair roads in the wake of recent flooding events. The budget also provides funding to complete the construction of iconic local projects including the Caboolture Hub, while work continues on vital sporting infrastructure like the Burpengary Regional Sports Parks AFL precinct, as well as the Samford and South Pine sporting facilities. Funding will also continue to deliver council infrastructure associated with the Moreton Bay Rail Link. This budget also places a high priority on protecting the natural beauty of our region with important erosion protection and revegetation projects, wildlife conservation partnerships and environmental monitoring to improve the health of our waterways. This is a strong budget which delivers the efficiency savings locals

expect, together with the enhancement of local services and facilities that make a real difference to the lives of local residents.

Rating information
Council has worked hard to ensure ratepayers get some relief in this budget.
Total rates and charges for owner-occupied households have been set below CPI. The average increase for owner-occupier households is 3.26% in 2011/12. For owneroccupier households its an increase of just 71 cents per week or $37.16 for the full year. The average increase for non owner-occupier households in 2011/12 will be 3.22%. For non owner-occupier households this means 75 cents per week or $38.94 for the full year. Council has worked hard to deliver this result while keeping cost of living pressures in mind. Council has capped general rates at 6% for owner-occupied residential properties which is below the 6.49% increase in average residential property valuations for the area. The 2011/12 budget will also apply a general rates cap of 6% to non-owner occupier households, so irrespective of how a residential house or unit is owned, the general rates increase will not exceed 6% in 2011/12.

On the road to recovery


The 2011/12 Moreton Bay Regional Council budget includes $55.3m on new roads, upgrades and emergency road works.
More than 100 local roads across the Moreton Bay Region will be resurfaced and repaired. The 2011/12 budget also includes funding for a number of major projects which council is committed to delivering. These projects include the Dakabin to North Lakes link road, Francis Road Rail Overpass at Lawnton and the Uhlmann Road and Buckley Road project at Burpengary. Some of these road rehabilitation projects include: $450,000 for Donnybrook Road, Donnybrook $700,000 for Verdoni Street, Bellara $800,000 for The Esplanade, Godwin Beach $800,000 for Bullock Creek Road, Meldale Road and Duke Street in Meldale $400,000 for Toorbul Esplanade $700,000 for Ogg Road, Murrumba Downs $300,000 for Torrens Road, Petrie $900,000 for Goodwin Drive, Bongaree $750,000 for Victoria Avenue, Woody Point.

Council continues water relief for residents


Moreton Bay Regional Council will provide its full water subsidy plus a CPI increase to eligible Unitywater customers again in 2011/12. This $24 million investment in 2011/12 will help relieve cost of living pressures experienced by residents. Councils decision to continue this subsidy has been met with praise from the state government. Moreton Bay Regional Council is the only council in Queensland providing such a subsidy to help household budgets adjust to Unitywaters pricing structure.

Investment in public transport


The 2011/12 budget features $16.5 million over three years for council infrastructure associated with the Moreton Bay Rail Link.
This project is being built in partnership with the state and federal governments. The roads, bridges and other infrastructure being funded by council are facilities that council would be expected to build and upgrade as a matter of course - and importantly will remain owned by council. Councils overall investment is about 9% of the $1.15 billion required for the project. The federal government will contribute around 65% and the state government 26% plus land. Six new rail stations will be built at: y Kallangur; y Murrumba Downs; y Mango Hill; y Kinsellas Road; y Rothwell; and y Kippa-Ring. Once completed in 2016, every full train will remove up to 600 cars from the Bruce Highway. The Moreton Bay Rail Link is an investment in our future.

Strong financial credentials


In March 2008, the state government created the new Moreton Bay Regional Council. Over the last three years council has set out a bold plan for the future. We promised to work with the community to build a strong future. The 2011/12 council budget delivers on that promise with: a budget that is balanced and delivers an operating surplus a budget that delivers low debt a budget that delivers significant levels of capital expenditure into required infrastructure a budget that delivers low rate increases. In each financial year since amalgamation, the council has set operational efficiency targets. Each year council has met and exceeded these targets and in excess of $100 million in savings will be achieved over the four year council term. If the council had not achieved these operational savings, the average residential ratepayer would have needed to pay an extra $657 per property in general rates since amalgamation. Thats an extra $657 staying in the pockets of ratepayers. The new amalgamated council set itself a target to obtain an operating surplus position within the council term, and this goal has been achieved.

Capital expenditure highlights


Below is a snapshot of some of the key local projects planned for your neighbourhood over the coming year. They range from improvements to local parks to major road construction projects, intersection upgrades and works to boost cultural facilities, and vital community infrastructure.
