Budget delivers a bright, strong future

Moreton Bay Regional Councils $565 million 2010/11 budget is the most significant in 130 years of local government in our region.
It is significant because it marks the biggest milestone in Moreton Bay Regional Councils short history the introduction of a single rating policy for ratepayers across the entire region. Its also a budget that continues to honour what has always been this councils core promise to the community to ensure that the amalgamated Moreton Bay Regional Council works for you. Besides containing plenty of region-building capital works, projects, programs and initiatives, this budget clearly conveys the strong financial credentials of Moreton Bay Regional Council and our commitment to provide ratepayers with value-for-money. In fact, this councils ability to drive operational savings means that around 50 per cent of owner occupied residential ratepayers will pay less in general rates than they did last year. This equates to around 48,000 ratepayers. Councils commitment to achieve operational savings is having a direct effect on rates and has delivered to Moreton Bays owner occupied residential ratepayers the best rating outcome of any local government area in Queensland. In 2010/11
y 50 per cent of Moreton Bays owner occupied residential ratepayers will pay less in general rates than they did in 2009/10 y 43 per cent of Moreton Bays owner occupied residential ratepayers will receive an increase of $100 or less per annum ($1.92 or less per week) This is a strong outcome that comes just two years and a few months into Moreton Bay Regional Councils amalgamation journey.

Amalgamation savings continue


Moreton Bay Regional Council remains committed to making sure it works for the community by reducing bureaucracy and duplication, streamlining processes and achieving the efficiencies amalgamation should deliver.
To date, council has slashed $25 million per annum from operating costs money that would have been spent each year as a matter of course by the three former councils and funded by their ratepayers. The budget contains $75 million in operational savings savings that ultimately benefit the hip pockets of ratepayers. Importantly, these savings have been achieved without compromising the service level council provides to the community. Without the operational savings achieved to date, the average residential ratepayer would need to pay approximately $159 extra per property in 2010/11. Our commitment to drive operational savings is having a direct effect on rates and has delivered to Moreton Bays residential ratepayers the best rating outcome of any local government area in Queensland.

Pensioner remission remains


Moreton Bay Regional Council has maintained its pensioner remission scheme. Under the scheme, new eligible pensioners will receive a $200 remission on council rates.
Pensioners already receiving remissions under the scheme will continue to receive the same level of assistance as 2009/10.

Helping you adjust to the new water arrangements


The way water services are provided in the Moreton Bay region has changed with the new local statutory water authority, Unitywater, now responsible for these services.
To help the Moreton Bay community adapt to these new water arrangements, the budget contains a special two-year subsidy for all Unitywater customers in the Moreton Bay region. In the 2010/11 year, Moreton Bay Regional Council will provide these customers with a 50 per cent subsidy on any increase in their water and sewerage access charges. Moreton Bay Regional Council is the only council in Queensland providing such a subsidy to its community and therefore the only council in the state helping its ratepayers adapt to the largest reform of water and sewerage services in Queenslands history. Moreton Bay Regional Councils water subsidy will be deducted from Unitywaters accounts to be issued from late July.

The 2010/11 budget achieves what Moreton Bay ratepayers have been eagerly awaiting since amalgamation one rating policy for the entire region.
When the Queensland Government released new land valuations in March 2010, council was finally able to cast off the shackles of the former councils rating policies and in just four months was able to achieve this important and extremely complex amalgamation milestone. This budget is the linein-the-sand budget the budget that heralds councils coming of age as one true single local government. Financial position Moreton Bay Regional Council is entering 2010/11 in a strong financial position with excellent liquidity, strong cash holdings and relatively low net debt. Councils commitment to drive savings and more importantly achieve savings has played a key role in keeping councils finances strong during the most challenging economic climate in decades. Benchmarking shows council is meeting its obligations for the sound management of council assets. Council is also using operating revenues effectively to meet debt obligations. The organisation is on track to achieve Queensland Government targets for the renewal of assets such as roads, footpaths, building and other public infrastructure.

Construction is about to start on the state-of-the art $25m library, learning centre and art gallery complex known as The Hub in Cabooltures town square. The Hub, which has been designed to maxise energy and lighting efficiencies, will be three storeys high with a rooftop terrace.

Around $182 million has been budgeted for capital expenditure in 2010/11. This funding will build and grow the Moreton Bay community by delivering infrastructure across the region.
Work will also begin on transforming the Redcliffe Seaside Village into an attractive, people friendly precinct as part of a $20m rejuvenation project. Ekka holiday
Moreton Bay Region celebrates its Ekka show holiday on Monday, 9 August. Council offices, libraries, the Redcliffe Cultural Centre and many other businesses will be closed for the day. Councils waste facilities will operate as usual, but swimming pools and leisure centres will use a Sunday timetable. Brisbane celebrates its Ekka holiday on Peoples Day which is Wednesday, 11 August.

Centenary Lakes transforms into fantasy land


Fairies, dragons, wizards and elves will bring a touch of fantasy to Cabooltures free Family Fun Day, on Wednesday, 11 August.
If you work in Brisbane and are looking for something to do with the kids on the Ekka Peoples Day holiday, bring them to Cabooltures Centenary Lakes parklands between 10am and 4pm. There will be spot prizes awarded throughout the day for the best fantasy costumes and the fantasy theme will extend across a range of activities and entertainment that wont break the bank. There will be a pet show, face painting, rides and craft activities. Roving performers will mingle with the crowds throughout the day. Centenary Lakes can be accessed via Morayfield Road on the day. Plant a tree and make a difference

Make a positive difference to the environment on August 1, by being part of National Tree Day.
This year councils tree plantings will be held from 9am to 11am at: y Grogan Road Park East, on the corner of Laver Street, Morayfield y Mungarra Reserve, Petrie, accessed at Inverpine Court. y Balstrup Park, Kallangur, accessed at Theten Court The sites for the National Tree Day are rotated, and on average, each division within the Moreton Bay region will host a National Tree Day event every third year.

Last year, volunteers added about 4,500 plants to sites across the region and council is aiming for a similar result this year. We also supply plants to schools wishing to organise their own plantings. If youre keen to be involved this year, turn up to one of the sites on the day.
