The deluge and flooding that devastated towns across South-East Queensland in January, also left its mark on Moreton Bay region, parts of which received 430mm of rain in less than 10 hours.
get our communities back on their feet as quickly as possible. In the aftermath of the heavy rains, I was proud to see the true strength and compassion of our regions residents shine through volunteered labour and donations to aid the recovery effort. Even those who had been stranded by floods, or who had suffered damage to their homes and businesses, were only too quick to acknowledge that there were others in Queensland doing it even tougher. A heart-felt thank you goes to SES volunteers, who put their own personal circumstances behind them to help others. The SES in our region responded to more than 640 callouts in two days, 70 of which involved rescues. The deluge brought a host of issues to our councils attention and in the coming months we aim to address them while finalising repairs to damaged infrastructure.

There were landslips, road closures, homes damaged and possessions ruined, but thankfully, no loss of human life was attributed to local flooding. I witnessed first hand the seriousness of this flood event as I travelled across the region to assess the damage and determine what was needed to

Flood facts
More than 120 Moreton Bay region roads were closed and Dayboro, Mt Nebo and Bellthorpe were isolated. Around 300 homes in low-lying areas were affected Within five days of the deluge, council had used more than 80 tonnes of road fill to repair potholes. More than 1,000 tonnes of Brisbane River debris was removed from Redcliffe beaches in 48 hours. Items included sheds, water tanks, weeds, branches, some large sections of Brisbanes river walk and ferry terminals. Clean-ups and restoration works to both private and council infrastructure were carried out in areas including Whiteside, Burpengary, Burpengary East, Dayboro, Lawnton, Narangba, Caboolture, Elimbah, Banksia Beach, Delaneys Creek, Petrie, Strathpine, Morayfield, Woodford, Neurum, Bellthorpe and Mt Nebo. Significant road repairs have included Mt Samson Road, Pringles Road at Kobble Creek, Laceys Creek Road at Laceys Creek and McNamara Road at Rocksberg, Campbells Pocket Road at Campbells Pocket, Mt Brisbane Road at Dayboro, and Mt Nebo Road Extensive cleaning and repairs were carried out in Centenary Lakes at Caboolture, River View Park at Bellmere, Rob Akers Reserve at Strathpine, Pine Rivers Park at Strathpine and Sweeney Reserve at Petrie.

If you took photos or records of local flooding, you may be able to help council expand and improve its Regional Floodplain Database.
Council has been working for the past two years to integrate and update flood mapping information from the three former council areas, to create a database which is as accurate as possible. This database will be used to help develop ways of reducing and managing future flooding. It will also be used to upgrade councils property-based flood search system so that existing and future residents will be able to obtain better flood information for their properties. Council is particularly after photos or recorded flood marks that clearly show the maximum water level during a large flood. If you have something that might be suitable, you can lodge it with council online at www.moretonbay.qld.gov. au/flooddata or call council on 3205 0555 and ask for a flood data questionnaire.

Headed by Queensland Court of Appeal judge Catherine Holmes, the inquiry is expected to examine the adequacy of forecasts and early warning systems as well as land use, planning and development in floodprone areas. It will also examine government preparedness, emergency response matters and the performance of private insurers in fulfilling claims. Its preliminary findings are expected to be released before the next wet season.

Why werent we warned sooner?


Moreton Bay regions floods hit with less warning and receded far more quickly than the floods that devastated parts of Brisbane.
Thats because although we are neighbours, Brisbane and Moreton Bay region are affected by different rainfall catchment areas. In Moreton Bay region, intense downpours of up to 430mm in less than 10 hours on Tuesday, 11 January, fell into the already saturated catchment areas of Burpengary Creek, Wararba Creek, the Upper Caboolture River and Sheepstation Creek. It was less than an hour between when rainfall peaked in these areas and when flashflooding hit low-lying areas of Caboolture and Morayfield. In Lawnton and Petrie, torrential rain meant water had to be released at short notice from an already full North Pine dam. Moreton Bay regions floodwaters subsided dramatically as rain eased, which meant that the worst flooding was over before Brisbanes floods had peaked. Brisbane was affected by heavy rainfalls into the Stanley River catchment that flows from Maleny, west of Moreton Bay regions most populated areas, into Somerset and Wivenhoe dams and down to the city via the Brisbane River. The time it takes for water falling in the upper Stanley to reach Brisbane provides the city with an advance warning that Moreton Bay region doesnt have. Unlike Moreton Bay region, the swollen Brisbane River was substantially impacted by high tides over several days, resulting in prolonged flooding of the city. There are no parts of the Moreton Bay region that are affected by flooding in the Brisbane River.

Flood maps online


Flood maps detailing a one in onehundred-year flood event in the Moreton Bay region are now available online at councils website.
The maps provide residents with general flood information based on historical data collected by the former Caboolture, Redcliffe and Pine Rivers councils. Its the first step in an 18 month, three-stage roll-out of flood mapping information. The second phase, which will be available online in coming months, will include additional data recorded from recent flash flooding events and will take into account the changes to landscape that have occurred with development. The third phase of councils flood mapping project is expected to be completed by mid 2012. Utilising the latest modelling technology, the final stage will provide a comprehensive guide detailing the potential impacts of overland flow and storm tides. Communications investigated
Emergency text messaging has the ability to save lives, however, because messages are brief they can also cause confusion without back up.
Moreton Bay regions flash flooding occurred so quickly that Emergency Management Queenslands text messages urging residents to evacuate low lying areas reached mobile phones before further information could be made available. Councils own communications were then hampered when local networks did not cope with demand for information. Communication issues, including the use of information sharing sites such as Twitter and Facebook, will be investigated thoroughly, so that improvements can be made ahead of future natural disasters.

Ready, set, read


Theres something for everyone at Moreton Bay Region Libraries this March with a swag of cultural activities, events and book clubs on offer.
Libraries will host a range of cultural experiences and workshops as part of Harmony Celebration 2011, which promotes greater community awareness of the diverse cultures in our region. Activities include fine Henna Body Art and Bollywood Bling jewellery making, bush tucker and Sri Lankan cuisine sampling, and performances of African drumming and Celtic music. Visit your local library or see www. moretonbay.qld.gov.au/ libraries for details. If you have a group of friends who enjoy reading and discussing books you could start your own book club. The libraries already support 126 book clubs throughout the region and hold 231 Book Club Sets for clubs to borrow. Call your local library to get started. Be prepared for natural disasters


Its important to be prepared for a natural disaster whether its the risk of flood, storms or bushfire. Councils website www.moretonbay.qld. gov.au lists things you can do now, to make things easier in an emergency. Theres advice on what to put in an emergency kit and what you can do to prepare your home ahead of storms or bushfires. In emergency situations, remember to tune your battery operated radio to 612 ABC, 101.5FM or 99.7FM for regular updates.

Grants benefit regions communities


Talented individuals, community and sporting groups have until the end of March to apply for the latest round of councils Community Grants Program funding.
Funding assistance is designed to support activities and events that help make a positive contribution to the wellbeing and cultural life of the regions communities. The recently reviewed program has amended application forms and guidelines. Categories for the latest grants program are: Community Capacity Building and Development for community, sport and recreation, cultural and environmental groups or organisations with projects that respond to community issues and priorities. Community Facilities Development Program and Interest Free Loans for community organisations to develop and improve community facilities on council-owned or controlled land. Community Events to assist the development of local and regional community events that encourage tourism, showcase the region and foster economic development. Individual Achievement Program to recognise an individuals achievement in arts and culture, sport and recreation, the environment or academia at a national or international level. Immunisation
Have your child immunised for free at councilrun clinics throughout the region. The clinics provide National Health and Medical Research Council recommended vaccines including protection against Poliomyelitis, Diphtheria Tetanus, Pertussis (Whooping Cough), Hepatitis B, Haemophilus Influenza Type B, Measles, Mumps, Rubella, Chicken Pox, Pneumococcal, Rota Virus and Human Papillomavirus. No bookings are necessary, but you will need your childs record card and your Medicare card. If you are after a catch-up vaccination, contacting council beforehand is recommended so that sufficient vaccines are available. Clean up Australia
Be part of the nations largest community participation event by enlisting for Clean Up Australia Day activities on Sunday, 6 March.
If you want to know where the nearest organised clean up is, or to register a site, check out Clean Up Australia Day at www.cleanupaustraliaday. org.au/ or go to www. moretonbay.qld.gov.au Clean up organisers in the Moreton Bay region are hoping as many residents as possible will take part in more than 100 locally-registered clean ups. Last year 4,015 residents got involved and made our region a better place. If you do plan to take part, dont forget to take sunscreen, a long-sleeved shirt, hat, gardening or work gloves, drinking water and wear sensible shoes. If you cant participate in a clean up, you can still make a difference to the environment by reducing the amount of waste you create. This can be as simple as recycling your newspapers, avoiding buying non recyclable items and donating usable but unwanted household items to local charities.

Parks projects

Streets ahead
Work is progressing on road works that will help reduce traffic congestion and meet the needs of our rapidly growing residential population.
At Murrumba Downs, council and contractors have used night works and altered construction programming to keep the major Dohles Rocks Road project progressing despite the wet weather. The $6.5 million project will provide residents, local businesses and the travelling public with a fourlane arterial road with traffic signal controlled intersections. There will also be pedestrian crossings, lighting, on-road bike lanes, wide pedestrian pathways and extensive landscaping. The project is about half way and a substantial portion of the work so far has involved relocating or upgrading utility services including sewer pressure mains, water mains, recycled water mains, optic fibre cables and gas mains. McClintock Drive has been extended to link Dohles Rocks and Ogg Roads, and has been providing a detour while the major construction work is under way. The intersection of Uhlmann and Buckley Roads at Burpengary is being upgraded. The $3 million project, aimed at improving safety and providing for increasing traffic volumes, is expected to be completed by the end of the year. It will involve adding traffic signals and new street lighting as well as relocating electricity,

The regions parks are also undergoing some major construction works. These have been slightly delayed by wet weather, but are progressing well.
At South Pine Sports Complex, work is under way on providing two new district-level playing fields that will accommodate a range of football codes. The $4 million project includes the fields, irrigation, lighting, a stormwater system upgrade, landscaping and car parking. The latest stage of the sports complex development is expected to be completed by mid May. The fields wont be available for use until turf is well established. Access to Strathpines Pine Rivers Park is now much easier following a $240,000 upgrade. The parks road has been widened and resurfaced so that it now has two exit lanes, making leaving a major event faster. Established fig trees, removed so that the road could be widened, were saved and relocated 10 metres away. There is also a new log entry statement that makes the parks entrance easier to see from Gympie Road.

Signature project update


Councils signature projects at Redcliffe and Caboolture were largely unaffected by the January deluge.
Down time had been factored into both projects over the Christmas period. In Cabooltures case it was to allow a major concrete pour time to cure, and at Redcliffe, construction had been halted to reduce its impact on holiday makers. In Caboolture, now that the concrete floor of the gallery and library is finished, work is progressing on the columns and walls of the next level of the building.

In Redcliffe, Charlish Place has been remodelled, construction of new footpaths along Redcliffe Parade is progressing and work has commenced on upgrading the southern section of Sutton

The results of this survey will help us prepare our regions first community plan, reflecting your values and what you like about where you live. The community plan will span 10 years, and will guide councils service delivery into the

future in areas including the environment, the economy and community wellbeing. If you dont have computer access at home, then visit one of our libraries during one of the sessions listed on page 2 of this insert and complete the survey online with assistance from library staff. Survey entries close 5pm 21 March. The cash prizes competition is

open to entries received through councils website only, and winners will be notified by phone on 20 April. The competitions terms and conditions are available on the survey form. If you would like to be part of the survey, but prefer not to use the internet, use the form on pages 3 and 4 and mail it to us, or attend one of our shopping centre surveys (details page 2).

You may also call us on 1800 199 980 during business hours and complete the survey over the phone. Youll be asked the same questions as those on pages 3 and 4. The community plan is due to be completed in November 2011 and there will be further opportunities for residents to be involved in the project.
