Experience: 2002 2010 AMT/TetraTech - Systems Engineering and Program Support (Sigler and Associates)
Provided services to AMT/TetraTechs in support of their technical assistance contract (GPSTAC) to the FAA for the Satellite Navigation program. The primary function provided in this position was developing specifications for specific components of the Wide Area Augmentation System (WAAS). In addition to developing specifications, I reviewed vendor artifacts to assure compliance to the overall system design. Other tasks included performing the secretariat position for the National Positioning, Navigation and Timing (PNT) Engineering Forum (NPEF). Responsibilities included attending standards groups such as RTCA. Represented the FAA Navigation Services Chief Engineer in the development of System Engineering Management Processes.

2000 2001 Client: Saudi Telephone Company - Engineering and Operations Support (SAIC-Telcordia)
Provided system engineering services to SAIC in support of their contract with the Saudi Telephone Companys modernization and transition to world class management structure. Developed the requirements for the enterprise management network management architecture in accordance with ITU/T Management standards. Responsibilities included design and presentation of the modernized Network Management architecture and identifying the operations organizational, constraints, and development of operational procedures and metrics.

1998 - 2000 WorldLinks - Customer Care and Billing System Development. (Namestone Software Systems)
Provided services to WorldLinks in support of their technical support contract to Thuraya. Performed as Subject Matter Expert (SME) to Thuraya to develop requirements for the back office support systems for their GSM-based Mobile Satellite System. These systems included billing and customer care system design. The primary responsibility of the SME was to establish the tariff base structure and generate the service level

agreements to implement the tariffs. The processes required by Thuraya was to support the management team by working with product vendors and developing the system infrastructure, Definition of system architecture included mapping business processes to operation concept and requirements, creating the implementation plan, verifying requirements, managing project schedules and budgets, and overall systems engineering. Key skills in this effort included value system analysis, maintaining vendor relationships and requirements analysis. Most of this effort was performed in Abu Dhabi, UAE, per customer requirements, to facilitate a close working relationship with Thuraya customer marketing and operations staff, service providers in Europe, Asia, and Africa and also remain in proximity of European contractors for regular interface and technical exchange meetings.

1997 1998 Orion Telecommunications. Management Architecture Survey (Namestone Software Systems)
Performed as the lead Namestone consultant to survey Orion's enterprise requirements for managing the operational aspects of their service offerings. Produced a detail report that defined the functional components of a Telecommunication Management Network (TMN) architecture for Orion to improve operations and service levels to their customers. Other layers included management elements supporting surveillance, fault localization, fault recovery and configuration management applications at the Network and Service layers. Identified future business requirements for applications necessary to support senior management, engineering/operations management, and sales.

1997 COMSAT. Software Design Consulting (Namestone Software Systems)


Modeled and defined management objects using formal object oriented tools, recommended software selection for the central management platform delivered by COMSAT to the prime contract vendor. These services included defining instrumentation and network interfaces to the components and segments utilizing SNMP and TMN based architecture to manage the system elements.

1995 1997 MCI. Network Synchronization Agent Development (Namestone Software Systems)
Performed lead design and program management tasks during the development of the NetSync Agent and the definition of requirements for the NetSync Operations Support System in support of MCI's Network Synchronization program. Developed information models and system hardware design for proxy agent

1995 1996 Westinghouse. Ellipso Network Management Architecture (Namestone Software Systems)
Developed a high level concept architecture for the management systems in the Ellipso Satellite System ground segment design. Architecture was completely based on TMN principles since the requirement was to support inter-operation with existing mobile telephone management systems. Developed traffic model tool for evaluating spread spectrum based mobile Satellite communications system incorporating information on RF hardware specifications, link budgets, and modulation schemes.

1989 1994 Westinghouse AMSC Mobile Data Hub (Digital Equipment Corporation)
Developed a high level concept architecture for the management segment of the AMSC Mobile Data Hub System ground segment design. Key aspects of this work incorporated the distribution of management responsibility to participating enterprises and identifying the application requirements for the various systems comprising the management sub-segment of the ground segment. Architecture was completely based on TMN principles since the requirement was to support inter-operation with existing GSM management systems.

1989 1994

Digital Equipment Corporation. Senior Consultant

Responsibilities included network management service delivery effort supporting sales, product consulting, technical lead and proposal development. Efforts were in support of DEC's OSI network and management product strategy. Lead Architect for the development of the ARINC ADNS II telecommunications network. Provided pre and post sales consulting to Digital's customer base for terrestrial communications and satellite communications systems. Evaluated performance protocol simulation and modeling tools (e.g., SIMNET, OPNET, and BONES) on Digital hardware. Developed network management information models, management services, and protocols (e.g., CMIP/CMIS and SNMP MIBs).

1985 1989

US Sprint. Principal Engineer and Manager

Managed the development and deployment of Network Management systems and was the voting representative of US Sprint to the T1M1ANSI standards group. As Principal Engineer was responsible for the design and development of US Sprint's Network Management and provided consulting to SONET development teams for Network Management.T1M1 developed the OS-NE communications standards during this period which were to become the basis for the ITU/T M.31xx series characterizing the Telecommunication Management Network (TMN).

1981 1989

CitiCorp. Project Manager

Responsible for developing the requirements (requirements definition), deploying the ground segment, evaluating system performance (performance analysis), and validating the vendor's specification of the management sub-system and terrestrial interfaces for Citicorp's domestic satellite network. This network consisted of ten earth stations utilizing full channel TDMA access to two transponders in geo-synchronous earth orbit. Also provided technical and program management of the Very Small Aperture Terminal program based on narrow band spread spectrum transmission.

1976 1981 Manager

ITT Domestic Communications. Network Management Operations Center

Managed the trouble reporting center for ITT's Domestic Communication Operation. This position was responsible for the customer contact, interfaces to regional operations and third level escalation to external common carriers and telephone operating companies.
