Transport and logistics services are largely centred on the Port of Liepaja and continue to grow in line with the ports freight throughput. The logistics cluster in Liepaja SEZ consists of a number of forwarding/shipping agencies, stevedores and customs brokers, each specialising in a certain type of goods such as cereals, metals or forestry products. Value-added logistics operations, such as re-packaging, blending or technical surveying, play an increasing role in the local economy with income per unit of freight increasing at an average of 12% per annum over the last ve years. For Latvia, a small country relatively poor in natural resources, people are unquestionably the main economic asset. According to the results of 2007, about 60% of cargoes handled in the port of Liepaja are transit cargoes coming from Belarus, Russian Federation, Ukraine, Kazakhstan and other CIS countries. Liepaja port cargo handling capacities are charged by 45%, including dry bulk cargo capacities by 70%, liquid bulk by 45%, general cargo by 50% and container by 15%.
Liepaja is geographically favorably situated in respect of Russia and other CIS countries, thus enabling cost eective shipping time. Liepaja is one of the few non freezing ports in the region, providing continuous navigation at any weather conditions. The Port is open and provides cargo handling and other port services 24 hours a day. State of the art technologies combined with highly qualied labor force ensure ecient performance of works at a high quality level.
SAFE AND SECURE PORT
The Liepaja Port Authority pays particular attention to the safety and security of vessels and equipment. Contemporary Ships Trac Safety Service ensures safe and accurate management of navigation within the Port basin and on the roads. Skilful pilots and powerful tugboats will render their services for arriving and departing vessels. The Port itself and the terminals within the Port are comply with the requirements set by the International Ship and Port Facility Security Code, and are duly certied by the Maritime Administration of Latvia.
In order to facilitate the development of commerce, industry, shipping and air transport, the Parliament of Latvia passed the Law on the Liepaja Special Economic Zone. The territory of the Liepaja SEZ covers almost 65% of the entire territory of the town, i.e. ca. 3000 ha, and includes the port, industrial areas, the territory of the former military base and the airport. The Liepaja SEZ has been established for a period of twenty years and will be in existence by the year 2017. The companies which have been approved for the SEZ status are granted generous tax concessions, including: 80% reduction in tax on income; 80% reduction in land and property taxes, plus a further 20% reduction at the discretion of the municipality. SEZ investors may also apply for free zone status and import materials and equipment free of all customs and excise duties, as well as, enjoy the VAT at zero rate.
More than 2000 ha of Liepaja SEZ territory are classied as free territories, which are available for potential investors for development of business.
The V. Biljuks Commercial Company EVIJA was established on January 21, 1993. EVIJA is the largest wholesale provider of oil products in the Latvian market with an exit to the markets of the surrounding European countries, as well as, the leading ship bunkering company in the Port of Liepaja.
