REGULATIONS ThefinaltextoftheseSportingRegulationsshallbetheEnglishversionwhichwillbeused shouldanydisputeariseastotheirinterpretation.Headingsinthisdocumentareforeaseof referenceonlyanddonotformpartoftheseSportingRegulations.TheseSportingRegulations willonlybeamendedinaccordancewiththeprovisionsofThe2009ConcordeAgreement. TheseSportingRegulationswerepublishedonthedatewrittenbelowandshallapplyin accordancewiththeprovisionsofThe2009ConcordeAgreement. GENERALUNDERTAKING Alldrivers,competitorsandofficialsparticipatingintheChampionshipundertake,onbehalfof themselves,theiremployees,agentsandsuppliers,toobservealltheprovisionsas supplementedoramendedoftheInternationalSportingCode(theCode),theFormulaOne TechnicalRegulations(theTechnicalRegulations)andthepresentSportingRegulations togetherreferredtoastheRegulations. TheChampionshipandeachofitsEventsisgovernedbytheFIAinaccordancewiththe Regulations.EventmeansanyevententeredintotheFIAFormulaOneChampionshipCalendar foranyyearcommencingatthescheduledtimeforscrutineeringandsportingchecksand includingallpracticeandtheraceitselfandendingatthelaterofthetimeforthelodgingofa protestunderthetermsoftheCodeandthetimewhenatechnicalorsportingcertificationhas beencarriedoutunderthetermsoftheCode. AnyspecialnationalregulationsmustbesubmittedtotheFIAwiththeoriginalapplicationfor inclusionofanEventontheinternationalcalendar.OnlywiththeapprovaloftheFIAcansuch specialregulationscomeintoforceforanEvent. GENERALCONDITIONS Itisthecompetitor'sresponsibilitytoensurethatallpersonsconcernedbyhisentryobserve alltherequirementsoftheRegulations.Ifacompetitorisunabletobepresentinpersonatthe Eventhemustnominatehisrepresentativeinwriting.Thepersonhavingchargeofanentered carduringanypartofanEventisresponsiblejointlyandseverallywiththecompetitorfor ensuringthattherequirementsareobserved. Competitorsmustensurethattheircarscomplywiththeconditionsofeligibilityandsafety throughoutpracticeandtherace. Thepresentationofacarforscrutineeringwillbedeemedanimplicitstatementofconformity. Allpersonsconcernedinanywaywithanenteredcarorpresentinanyothercapacity whatsoeverinthepaddock,pitlane,ortrackmustwearanappropriatepassatalltimes. LICENCES Alldrivers,competitorsandofficialsparticipatingintheChampionshipmustholdaFIASuper Licence.ApplicationsforSuperLicencesmustbemadeannuallytotheFIAthroughthe applicant'sASN. CHAMPIONSHIPEVENTS EventsarereservedforFormulaOnecarsasdefinedintheTechnicalRegulations. EachEventwillhavethestatusofaninternationalrestrictedcompetition. Thedistanceofallraces,fromthestartsignalreferredtoinArticle38.9tothechequeredflag, shallbeequaltotheleastnumberofcompletelapswhichexceedadistanceof305km (Monaco260km).However,shouldtwohourselapsebeforethescheduledracedistanceis completed,theleaderwillbeshownthechequeredflagwhenhecrossesthecontrolline(the Line)attheendofthelapduringwhichthetwohourperiodended.

However,shouldtheracebesuspended(seeArticle41)thelengthofthesuspensionwillbe addedtothisperioduptoamaximumtotalracetimeoffourhours. ThemaximumnumberofEventsintheChampionshipis20,theminimumis8. ThefinallistofEventsispublishedbytheFIAbefore1Januaryeachyear. AnEventwhichiscancelledwithlessthanthreemonthswrittennoticetotheFIAwillnotbe consideredforinclusioninthefollowingyear'sChampionshipunlesstheFIAjudgesthe cancellationtohavebeenduetoforcemajeure. AnEventmaybecancellediffewerthan12carsareavailableforit. WORLDCHAMPIONSHIP TheFormulaOneWorldChampionshipdriver'stitlewillbeawardedtothedriverwhohas scoredthehighestnumberofpoints,takingintoconsiderationalltheresultsobtainedduring theEventswhichhaveactuallytakenplace. ThetitleofFormulaOneWorldChampionConstructorwillbeawardedtothecompetitor whichhasscoredthehighestnumberofpoints,resultsfrombothcars(seeArticle13.6)being takenintoaccount. Aconstructoristheperson(includinganycorporateorunincorporatedbody)whichdesigns theListedPartssetoutinSchedule3toThe2009ConcordeAgreement.Themakeofanengine orchassisisthenameattributedtoitbyitsconstructor. TheobligationtodesignanduseListedPartsshallnotpreventaconstructorfromoutsourcing thedesignand/ormanufactureofanyListedPartstoathirdpartyinaccordancewiththe provisionsofSchedule3toThe2009ConcordeAgreement.

Ifthemakeofthechassisisnotthesameasthatoftheengine,thetitlewillbeawardedtothe formerwhichshallalwaysprecedethelatterinthenameofthecar. IfaraceissuspendedunderArticle41,andcannotberesumed,nopointswillbeawardedif theleaderhascompletedlessthantwolaps,halfpointswillbeawardediftheleaderhas completedmorethantwolapsbutlessthan75%oftheoriginalracedistanceandfullpoints willbeawardediftheleaderhascompleted75%ormoreoftheoriginalracedistance. Thedriversfinishingfirst,secondandthirdintheChampionshipmustbepresentattheannual FIAPrizeGivingceremony. DEADHEAT Prizesandpointsawardedforallthepositionsofcompetitorswhotie,willbeaddedtogether andsharedequally. Iftwoormoreconstructorsordriversfinishtheseasonwiththesamenumberofpoints,the higherplaceintheChampionship(ineithercase)shallbeawardedto:

Theholderofthegreatestnumberoffirstplaces. Ifthenumberoffirstplacesisthesame,theholderofthegreatestnumberofsecond places. Ifthenumberofsecondplacesisthesame,theholderofthegreatestnumberofthird placesandsoonuntilawinneremerges. Ifthisprocedurefailstoproducearesult,theFIAwillnominatethewinneraccordingto suchcriteriaasitthinksfit.

PROMOTER AnapplicationtopromoteanEventmustbemadetotheASNofthecountryinwhichthe Eventistotakeplace,whichwillapplytotheFIA.Itmustbeaccompaniedbywrittenevidence thatthepromoterhasmadearrangementstosecuretheparticipationofcompetitors,which arrangementsareconditionalonlyupontheFIAenteringtheEventontheChampionship calendar. ORGANISATIONOFEVENTS AnorganiserisabodynominatedbytheASNandappointedbytheFIA.Upondecidingtogrant anapplicationtoholdanEvent,theFIAwillinvitetherelevantASNtoorganiseitorto nominateanorganiser.IftheASNisnotinapositiontodoso,theFIAmayitselfappointan organiser.TheorganisermustbeacluborbodyacceptabletotheFIAandmustenterintoan organisationagreementassetoutinThe2009ConcordeAgreementwhenitappliesto organisetheEvent. EachorganisershallsupplytheinformationsetoutinAppendix1,partAheretototheFIAno laterthan90daysbeforetheEvent.TheFIA,ifsatisfiedwithsuchinformation,shallcomplete partBandforwardbothpartstoallcompetitorsnolaterthan60daysbeforetheEvent. INSURANCE ThepromoterofanEventmustprocurethatallcompetitors,theirpersonnelanddriversare coveredbythirdpartyinsuranceinaccordancewiththeFIArequirements. NinetydaysbeforetheEvent,thepromotermustsendtheFIAdetailsoftheriskscoveredby theinsurancepolicywhichmustcomplywiththenationallawsinforceaswellastheFIA requirements.Sightofthepolicymustbeavailabletothecompetitorsondemand. Thirdpartyinsurancearrangedbythepromotershallbeinadditionandwithoutprejudiceto anypersonalinsurancepolicyheldbyacompetitororanyotherparticipantintheEvent. SuccessfulapplicantsareautomaticallyenteredinallEventsoftheChampionshipandwillbe theonlycompetitorsatEvents. Applicationsshallinclude: a) ConfirmationthattheapplicanthasreadandunderstoodtheRegulationsandagrees,on itsownbehalfandonbehalfofeveryoneassociatedwithitsparticipationinthe Championship,toobservethem. Thenameoftheteam(whichmustincludethenameofthechassis). Themakeofthecompetingcar. Themakeoftheengine. Thenamesofthedrivers.Adrivermaybenominatedsubsequenttotheapplication uponpaymentofafeefixedbytheFIA. AnundertakingbytheapplicanttoparticipateineveryEventwiththenumberofcars anddriversentered.

AcompetitormaychangethemakeofengineatanytimeduringtheChampionship.Allpoints scoredwithanengineofdifferentmaketothatwhichwasfirstenteredintheChampionship maycount(andwillbeaggregated)fortheassessmentofacommercialbenefit,howeversuch pointswillnotcounttowards(norbeaggregatedfor)theFIAFormulaOneConstructors Championship.Amajorcarmanufacturermaynotdirectlyorindirectlysupplyenginesfor morethanthreeteamsoftwocarseachwithouttheconsentoftheFIA.Forthepurposesof thisArticle13.3,amajorcarmanufacturerisacompanywhosesharesarequotedona recognisedstockexchangeorthesubsidiaryofsuchacompany. WiththeexceptionofthosewhosecarshavescoredpointsintheChampionshipofthe previousyear,applicantsmustsupplyinformationaboutthesizeoftheircompany,their financialpositionandtheirabilitytomeettheirprescribedobligations. AllapplicationswillbestudiedbytheFIAandacceptedorrejected,subjecttotheprovisionsof The2009ConcordeAgreement.TheFIAwillpublishthelistofcarsanddriversaccepted togetherwiththeirracenumbersonorbefore30Novemberoftheyearpriortotheyearto whichtheapplicationsrelate,havingfirstnotifiedunsuccessfulapplicantsassetoutinArticle 13.1.Outoftimeapplicationswillbeconsideredseparately. Nomorethan26carswillbeadmittedtotheChampionship,twobeingenteredbyeach competitor. IfintheopinionoftheF1Commissionacompetitorfailstooperatehisteaminamanner compatiblewiththestandardsoftheChampionshiporinanywaybringstheChampionship intodisrepute,theFIAmayexcludesuchcompetitorfromtheChampionshipforthwith. PASSES NopassmaybeissuedorusedotherthanwiththeagreementoftheFIA.Apassmaybeused onlybythepersonandforthepurposeforwhichitwasissued. INSTRUCTIONSANDCOMMUNICATIONSTOCOMPETITORS Thestewardsorracedirectormaygiveinstructionstocompetitorsbymeansofspecial circularsinaccordancewiththeCode.Thesecircularswillbedistributedtoallcompetitorswho mustacknowledgereceipt. Allclassificationsandresultsofpracticeandtherace,aswellasalldecisionsissuedbythe officials,willbepostedontheofficialnoticeboard. Anydecisionorcommunicationconcerningaparticularcompetitorshouldbegiventohim withintwentyfiveminutesofsuchdecision,andreceiptmustbeacknowledged.

INCIDENTS "Incident"meansanyoccurrenceorseriesofoccurrencesinvolvingoneormoredrivers,orany actionbyanydriver,whichisreportedtothestewardsbytheracedirector(ornotedbythe stewardsandsubsequentlyinvestigated)which: a) b) c) d) e) f) g) NecessitatedthesuspensionofaraceunderArticle41. ConstitutedabreachoftheseSportingRegulationsortheCode. Causedafalsestartbyoneormorecars. Causedacollision. Forcedadriveroffthetrack. Illegitimatelypreventedalegitimateovertakingmanoeuvrebyadriver. Illegitimatelyimpededanotherdriverduringovertaking.

Unlessitwascompletelyclearthatadriverwasinbreachofanyoftheabove,anyincidents involvingmorethanonecarwillnormallybeinvestigatedaftertherace. a) b) Itshallbeatthediscretionofthestewardstodecide,uponareportorarequestbythe racedirector,ifadriverordriversinvolvedinanincidentshallbepenalised. Ifanincidentisunderinvestigationbythestewardsamessageinformingallteamswhich driverordriversareinvolvedwillbedisplayedonthetimingmonitors. Providedthatsuchamessageisdisplayednolaterthanfiveminutesaftertheracehas finishedthedriverordriversconcernedmaynotleavethecircuitwithouttheconsentof thestewards. Adrivethroughpenalty.Thedrivermustenterthepitlaneandrejointheracewithout stopping. Atensecondtimepenalty.Thedrivermustenterthepitlane,stopathispitforatleast tensecondsandthenrejointherace.

ThestewardsmayimposeanyoneofthepenaltiesbelowonanydriverinvolvedinanIncident: a) b)

Ifeitherofthetwopenaltiesaboveareimposedduringthelastfivelaps,oraftertheendofa race,Article16.4b)belowwillnotapplyand20secondswillbeaddedtotheelapsedracetime ofthedriverconcernedinthecaseofa)aboveand30secondsinthecaseofb). c) d) e) f) g) Atimepenalty. Areprimand. AdropofanynumberofgridpositionsatthedriversnextEvent. Exclusionfromtheresults. SuspensionfromthedriversnextEvent.

Ifanyofthefourpenaltiesaboveareimposedtheyshallnotbesubjecttoappeal.

ShouldthestewardsdecidetoimposeeitherofthepenaltiesunderArticle16.3a)orb),the followingprocedurewillbefollowed: a) Thestewardswillgivewrittennotificationofthepenaltywhichhasbeenimposedtothe competitorconcernedandwillensurethatthisinformationisalsodisplayedonthe timingmonitors.

b)

Fromthetimethestewardsdecisionisnotifiedonthetimingmonitorstherelevant drivermaycrosstheLineonthetracknomorethantwicebeforeenteringthepitlane and,inthecaseofapenaltyunderArticle16.3b),proceedingtohisgaragewherehe shallremainfortheperiodofthetimepenalty. However,unlessthedriverwasalreadyinthepitentryforthepurposeofservinghis penalty,hemaynotcarryoutthepenaltyafterthesafetycarhasbeendeployed.The numberoftimesthedrivercrossestheLinebehindthesafetycarwillbeaddedtothe maximumnumberoftimeshemaycrosstheLineonthetrack. Whilstacarisstationaryinthepitlaneasaresultofincurringatimepenaltyitmaynot beworkedon.However,iftheenginestopsitmaybestartedafterthetimepenalty periodhaselapsed. Whenthetimepenaltyperiodhaselapsedthedrivermayrejointherace. AnybreachorfailuretocomplywithArticles16.4b)orc)mayresultinthecarbeing excluded.

PROTESTSANDAPPEALS ProtestsshallbemadeinaccordancewiththeCodeandaccompaniedbyafeeof2000. SANCTIONS ThestewardsmayinflictthepenaltiesspecificallysetoutintheseSportingRegulationsin additiontoorinsteadofanyotherpenaltiesavailabletothemundertheCode. AnydriverwhoreceivesthreereprimandsinthesameChampionshipseasonwill,uponthe impositionofthethird,begivenatengridplacepenaltyatthatEvent.Ifthethirdreprimandis imposedfollowinganIncidentduringaracethetengridplacepenaltywillbeappliedatthe driversnextEvent. Thetengridplacepenaltywillonlybeimposedifatleasttwoofthereprimandswereimposed foradrivinginfringement. CHANGESOFDRIVER a) Duringaseasoneachteamwillbepermittedtousefourdrivers.Changesmaybemade atanytimebeforethestartofthequalifyingpracticesessionprovidedanychange proposedafter16.00onthedayofscrutineeringreceivestheconsentofthestewards. Additionalchangesforreasonsofforcemajeurewillbeconsideredseparately. AnynewdrivermayscorepointsintheChampionship. InadditiontotheaboveeachteamwillbepermittedtorunadditionaldriversduringP1 andP2provided: i) Thestewardsareinformedwhichcarsanddriverseachteamintendstousein eachsessionbeforetheendofinitialscrutineering,changesafterthistimemay onlybemadewiththeconsentofthestewards.

Adriverwillbejudgedtohaveleftthetrackifnopartofthecarremainsincontactwiththe track. Shouldacarleavethetrackthedrivermayrejoin,however,thismayonlybedonewhenitis safetodosoandwithoutgaininganyadvantage. Adrivermaynotdeliberatelyleavethetrackwithoutjustifiablereason. Atnotimemayacarbedrivenunnecessarilyslowly,erraticallyorinamannerwhichcouldbe deemedpotentiallydangeroustootherdriversoranyotherperson.Thiswillapplywhether anysuchcarisbeingdrivenonthetrack,thepitentryorthepitlane. Inordertoensurethatcarsarenotdrivenunnecessarilyslowlyoninlapsduringandafterthe endofqualifyingorduringreconnaissancelapswhenthepitexitisopenedfortherace,drivers muststaybelowthemaximumtimesetbytheFIAbetweentheSafetyCarlineafterthepitexit andSafetyCarlinebeforethepitentry.Themaximumtimewillbedeterminedbytherace directorateachEventafterthefirstdayofpracticebutmaybeamendedlaterintheEventif deemednecessary.Thetimewillnormallybebasedupon145%ofthebestdryP1orP2time. Duringallpracticestherewillbeagreenandaredlightattheendofthepitlane.Carsmay onlyleavethepitlanewhenthegreenlightison.Additionally,ablueflagand/oraflashing bluelightwillbeshowninthepitexittowarndriversleavingthepitlaneifcarsare approachingonthetrack. UnlesswrittenpermissionhasbeengivenbytheFIAtodootherwise,thecircuitmayonlybe usedforpurposesotherthantheEventafterthelastpracticesessiononeachdayofpractice andonthedayoftheracenolessthanonehourbeforetheendofthepitlaneisopenedto allowcarstocoverareconnaissancelap. Theintervalbetweenthefirstandsecondfreepracticesessions,inadditiontotheinterval betweenthethirdfreepracticesessionandthequalifyingpracticesession,mayneverbeless thantwohours. IntheeventofadrivinginfringementduringanypracticesessiontheStewardsmaydropthe driversuchnumberofgridpositionsastheyconsiderappropriate.Unlessitiscompletelyclear thatadrivercommittedadrivinginfringementanysuchincidentwillnormallybeinvestigated aftertherelevantsession. Whereappropriate,regardwillalsobegiventotheprovisionsofArticle18.1. ApenaltyunderArticle16.3(b)willbeimposedonanydriverwhosecardidnothaveallits wheelsfullyfittedatthethreeminutesignal. Marshalswillbeinstructedtopushanycar(orcars)whichremainonthegridintothepitlane bythefastestrouteimmediatelyaftercarsabletodosohaveleftthegrid.Anydriverbeing pushedfromthegridmaynotattempttostartthecarandmustfollowtheinstructionsofthe marshals. Duringtheformationlappracticestartsareforbiddenandtheformationmustbekeptastight aspossible. Overtakingduringtheformationlapisonlypermittedifacarisdelayedandcarsbehindcannot avoidpassingitwithoutundulydelayingtheremainderofthefield.Inthiscase,driversmay onlyovertaketoreestablishtheoriginalstartingorder.Anydriverdelayedinthisway,and whoisunabletoreestablishtheoriginalstartingorderbeforehereachesthefirstsafetycar line,mustenterthepitlaneandstartfromtheendofthepitlaneasspecifiedinArticle38.2. Whenthecarscomebacktothegridattheendoftheformationlap,theywillstopontheir respectivegridpositions,keepingtheirenginesrunning. Therewillbeastandingstart,thesignalbeinggivenbymeansoflightsactivatedbythe permanentstarter. Onceallthecarshavecometoahaltthefivesecondlightwillappearfollowedbythefour, three,twoandonesecondlights.Atanytimeaftertheonesecondlightappears,theracewill bestartedbyextinguishingallredlights. UnlessspecificallyauthorisedbytheFIAsafetydelegate,duringthestartofaracethepitwall mustbekeptfreeofallpersonswiththeexceptionoftwopeoplefromeachteam,officialsand firemarshals. If,afterreturningtothestartinggridattheendoftheformationlapaproblemarises,the followingproceduresshallapply: a) Ifacardevelopsaproblemthatcouldendangerthestartthedrivermustimmediately raisehishandsabovehisheadandthemarshalresponsibleforthatrowmust immediatelywaveayellowflag.Iftheracedirectordecidesthestartshouldbedelayed thegreenlightswillbeilluminatedtwosecondsaftertheabortlightsareswitchedon,a boardsayingEXTRAFORMATIONLAPwillbedisplayedandallcarsabletodosomust completeafurtherformationlapwhilstthecarwhichdevelopedtheproblemismoved intothepitlane. Whenleavingthegridtocompletetheextraformationlapalldriversmustrespectthe pitlanespeedlimituntiltheypasspoleposition. Theteammaythenattempttorectifytheproblemand,ifsuccessful,thecarmaythen startfromtheendofthepitlane.Shouldtherebemorethanonecarinvolvedtheir startingorderwillbedeterminedbytheorderinwhichtheyreachedtheendofthepit lane. Everytimethishappenstheracewillbeshortenedbyonelap. Ifanyotherproblemarises,andiftheracedirectordecidesthestartshouldbedelayed, thefollowingproceduresshallapply: i) Iftheracehasnotbeenstarted,theabortlightswillbeswitchedon,aboard sayingDELAYEDSTARTwillbedisplayed,allengineswillbestoppedandthe newformationlapwillstartfiveminuteslaterwiththeracedistancereducedby onelap.Thenextsignalwillbethethreeminutesignal. Havingovertakenthecarsontheleadlapandthesafetycarthesecarsshouldthenproceed aroundthetrackatanappropriatespeed,withoutovertaking,andtakeuppositionattheback ofthelineofcarsbehindthesafetycar.Whilsttheyareovertaking,andinordertoensurethis maybecarriedoutsafely,thecarsontheleadlapmustalwaysstayontheracinglineunless deviatingfromitisunavoidable. Iftheclerkofthecourseconsiderstrackconditionsareunsuitableforovertakingthemessage "OVERTAKINGWILLNOTBEPERMITTED"willbeshownonthetimingmonitors. AsthesafetycarisapproachingthepitentrytheyellowflagsandSCboardswillbewithdrawn and,otherthanonthelastlapoftherace,replacedbywavedgreenflagswithgreenlightsat theLine.ThesewillbedisplayeduntilthelastcarcrossestheLine. Eachlapcompletedwhilethesafetycarisdeployedwillbecountedasaracelap. PODIUMPROTOCOL(exceptforMonaco) Thewinningdriver'sawardwillbepresentedbytheheadofstateortheprimeministerofthe hostcountryortheFIAPresident.Ifsuchapersonisnotavailable,acomparablepersonwithin thehostcountry,oradignitaryofinternationalstatusshouldbeinvited.Shouldneitherof thesebeavailable,thePresidentoftheASNwillbeinvitedtopresentthewinner'strophy. Theconstructor'sawardmustbepresentedbytheofficialrepresentativeofthenamingrights sponsoroftheEvent.Intheabsenceofanamingrightssponsor,themasterofceremonieswill selectasuitableperson. ENGINEHOMOLOGATION

1.

Ahomologatedengineisanengineidenticalineveryrespecttoeither: (a) AnenginedeliveredtotheFIAnolaterthan31March2008*. Otherthanthespecificexceptionsbelow,anysuchenginemustincludealltheparts describedinArticle5.4.4oftheF1TechnicalRegulationsandbeidenticaltoonewhich completedtworaceEventsduringthe2007Championshipseason. Theexceptionsare: i) Thehomologatedpartsoftheintakesystemuptoandincludingtheairfilter,fuel railandinjectors,ignitioncoils,enginemountedsensorsandwiring,alternator, coolantpumpsandoilpumpsneednotbeidenticaltothepartsusedduringthe 2007Championshipseason. Threedifferentdesignsofintaketrumpetmaybehomologatednolaterthan1 March2009andusedfreelyduringthehomologationperiod. Partssolelyassociatedwithengineinstallationindifferenttypesofcarandwhich havenoperformancebenefit,whichmaybechangedfromtimetotimeduringthe homologationperiodwiththeconsentoftheFIA.

Thesupplierofahomologatedengineand/ortheteamusingthehomologatedenginemust takeand/orfacilitatesuchstepsastheFIAmayatanytimeandinitsabsolutediscretion determineinordertosatisfytheFIAthatanengineusedatanEventisindeedidenticaltothe correspondingenginedeliveredtoandheldbytheFIA.
