Once again it is budget time, and this year I
am supporting the Board trying to achieve a
0% tax assessment increase in district wide
services, noting we will not achieve that in a
number of sub-regional services where Com-
missions, Boards and staf are recommending
increased expenditures.
Te RDCK Kaslo and Area D sub-regional
budget meeting will be at 10 am, Monday
March 5, Village of Kaslo Council chamber.

2. West Kootenay Boundary Regional
Hospital District Board
At the West Kootenay Boundary Regional
Hospital District Board meeting on February
22, staf were directed to prepare a budget with
no increase in taxation, such that a property
owner with a $100,000 assessment can expect
to pay approximately $22.66 as compared to
$22.86 in 2011. At the March Board meeting
Directors will then discuss whether to increase
the capital reserve beyond the $1,000,000
adopted as policy last year, or whether to pay
of some of the short term debt debentures or a
combination thereof. I will report back on the
decisions made afer adoption of the budget in
March.
3. Smart Meters
Tere will be a meeting to discuss installation
of smart meters in the BC Hydro service area
in Area D on Wednesday February 29, 2012,
at the Argenta Hall between 2 pm and 5 pm.
BC Hydro has announced they intend to
install smart meters in Area D in late spring/
early summer and FortisBC intends to apply to
the BC Utilities for an order to do so in 2012.
At the Union of BC Municipalities AGM on
Friday, September 30 in Vancouver a reso-
lution was endorsed by delegates, 55.4% in
favour to 44.6% against, as follows:
Terefore Be It Resolved that a mora-
torium be placed on the mandatory
installation of wireless smart meters
until the major issues and problems iden-
tifed regarding wireless smart meters are
independently assessed and acceptable
alternatives can be made available at no
added cost to the consumer.
I supported this resolution and also believe a
number of Public Utility Districts in Montana
are using non-wireless smart meters that
collect information via the powerlines. Tis
technology was frst used in New York City in
1899 to dim and brighten street lights.
At the RDCK Board meeting on Tursday,
January 19, 2012, the following resolution was
passed with overwhelming support:
In consideration that FortisBC is the
hydro service provider for a signifcant
portion of the RDCK population, we rec-
ommend FortisBC commit to proactively
engage in public discussion on potential
impacts of the AMI program, including
impacts of specifc technologies con-
sidered, and that they commit to outline
a clear opt out policy for public dis-
cussion, especially as it relates to health
concerns.
Further, the Kootenay Lake and Lardeau Valley
portion of Electoral Area D Ofcial Com-
munity Plan Bylaw No. 996, 2009 (http://rdck.
bc.ca/publications/bylaws/1996_Kootenay
Lake Lardeau Valley OCP.pdf) , under 8.0
Commercial and Industrial, General, supports
the right of communities to be informed
of any changes to the electromagnetic
spectrum, by all operators of cell phone
towers, wi-f systems, microwave systems,
etc, that create man made electromagnetic
felds; and also supports the right of com-
munities to propose zoning designations
that apply to these operations.
4. Ongoing
Alternate Director Watson is working with
farmers in the Lardeau valley to see if it is
possible to obtain a D Licence, so that meat
could be sold to restaurants and retail outlets;
and not just E Licences which only allow for
farm gate sales. D licences also allow up to
25 animals per farm, whereas E licences are
restricted to 10 annually.
I have been asked to talk to Telus about
bringing cell phone coverage to Meadow
Creek.
Te Ainsworth-Woodbury portion of Area D
will continue to receive fre service response
from the Balfour-Harrop and Kaslo fre
departments.
I am looking forward to the upcoming public
meetings on an expanded fre service for Kaslo
and Area D (between Cowan and Ainslo
Roads) and the building of a new fre hall.

CFNKLS Grants
Te Community Fund of North Kootenay Lake Society
(CFNKLS) is entering its seventh year of making grants to
registered charities in Kaslo and Area D. CFNKLS, oper-
ating under the wing of the Osprey Community Founda-
tion, now has assets of $440,000 which, along with a $3,785
grant from the Kootenay Savings Community Foundation
will generate $15,000 in grants for 2012. Included in these
fgures are three Field of Interest funds (Seniors Fund;
Child, Youth, and Family Fund; and Environment Fund)
which now hold suf cient assets to make grants on their
own.
Te deadline for all applications is Friday, April 27 with
grant recipients being announced at the end of May. Accord-
ing to Canada Revenue Agency rules CFNKLS can only make
grants to Registered Charities and other qualifed donees.

Nathan Rogers At Te Langham
Te resemblance is unmistakable: Te same hairline and
solid build. Te same political edge, satirical bite, light-
ning wit and contempt for fools. Te same vocal timbre
that provides a bed for a rich baritone. Te same way with
words and melody. And yet, signifcantly, Nathan Rogers
is very much his own artist, despite the similarities with
his dad the late, great Stan Rogers.
Te latest Rogers to take up folk music is becoming
known for his singing voice, his songwriting, playing
many instruments and telling outrageously funny stor-
ies. But Nathan Rogers need not be intimidated by the
legendary stature of his late father, Stan, nor defer to his
uncle, Garnet, both of whom cast long shadows across
acoustic roots music in Canada. Rogers is creating quite
a buzz on the strength of his two albums, Te Gauntlet
and True Stories, as well as his dynamic live performances.
Born and raised in Hamilton, Rogers ventured west to
help Mitch Podolak, founder of both the Vancouver and
Winnipeg folk festivals, establish the West End Cultural
Centre. He liked Winnipeg so much he decided to stay
and he soon found himself immersed in the citys thriving
acoustic roots music scene. Rogers describes himself as a
fusion folk singer/songwriter.
Along with his own original material, Nathan has al-
ways found room during his performances to include

Ski-A-Ton A Family Success!
Over forty skiers participated in the 30 km Ski-a-thon
from Fish Lake to Kaslo on Sunday, February 19. Te big
story is that nine of them were children, who all showed
tremendous grit and determination.
Six year old Elias skied for 9 hours to fnish the whole
trail just before dark. His brothers Silas (8) and Kileo
(10) also skied the distance, encouraged and coached by
Romel (13). Jordy (10) also reached the fnish and his
younger brother Chase (6) skied to Ten Mile along with
Emma (9). Te youngest skier was Liam at fve years old
who traveled 12 kms to Emerald Creek. Pyper (8) also did
very well skiing to Retallack.
Te event was organized by the Kaslo Outdoor Recrea-
tion Society in cooperation with the Kaslo Trailblazers.
Over a thousand dollars were raised for the proposed
cross-country ski trails on Mt Buchanan. All the skiers
are very grateful to Val Koenig and his band of volun-
teer drivers, who got up at 8 am on a Sunday morning
to provide a shuttle service. Tom Duchastel and Gerald
Garnett had worked for three days to make sure there
was a good track set. Te new snow arrived just in time
to make the harsh icy sections sof and beautiful. None of
this would have been possible without the hard work of
Herb Tompson, Ian MacKinnon and the Rails to Trails
crew, who have constructed and continue to maintain this
great cross country ski route.

Environmental Surrealism
Exhibition At Te Nelson Library
If you feel the need to pinch yourself to make sure
youre not dreaming when you see the artwork of Darcy
Fidgeon, youre forgiven. Fidgeon puts a surrealist twist
on the familiar in his meticulous oil paintings. Fidgeons
highly complex works high realism within a fantasy
framework tell stories through allegorical combinations
of elements about the changes the natural world has ex-
perienced through the eons.
My approach to art-making is one of asking philo-
sophical questions about our changing environment
through painting, explains Fidgeon. Our world is being
altered at the quickest pace in the history of our modern
culture. What is inspiring to me is to notice these changes
and then to translate that movement into a painting and
record it in a fashion that hopefully defnes that change.
Te artists educational background in environmental
science and fne arts informs his subject matter, while
his creative approach results in paintings rendered in a
manner that not only makes them visually appealing for
the eye, but also intellectually appealing for the soul.
Te library is all about storytelling, and thinking out-
side the box, says adult services coordinator Anne De-
Grace. In this regard, Darcys work is a perfect addition to
our walls. Its amazing work, and were thrilled to have it.
Te exhibition continues until the end of March.
Tania Gill Quartet To Play In Nelson
Acclaimed composer and pianist Tania Gill, origin-
ally from Victoria, is a key fgure in the Toronto jazz and
popular music scenes. Tania will be touring with her
Bolger Station Quartet, featuring three of Canadas out-
standing jazz musicians, each with a distinguished career
recording and touring with numerous projects. Tey will
play music from Bolger Station that features free-spirited
improvisation and compositions that are by turns playful,
contemplative, fery and serene.
Te Tania Gill Quartet is a consummate contemporary
jazz group that plays with intelligence, passion and grace.
Tanya has twenty years experience working with world-
class artists such as Deep Dark United, Charles Spearins
Te Happiness Project, Mary Margaret OHara and An-
thony Braxton.
Her long-awaited 2010 debut recording, Bolger Station
(Barnyard Records) was Disc of the Week and a Top-
Ten disc for 2010, according to Te Globe and Mail and
was nominated for debut album of the year in Te Village
Voice critics poll. It is one of the truly excellent Canadian
jazz recordings of recent years.
Te Tania Gill Quartet will be performing Monday,
March 5 at 7:30 pm at the new Express Venue located at
554 Ward Street in Nelson.
