This Technical Note sets out the proposed approach to be adopted in preparing a Transport Assessment (TA) in support of the proposed relocation of Exelby Services from Londonderry Village to Coneygarth, north of Leeming Bar. It is understood that the Highways Agencys Policy Team has confirmed that since Exelby Services require no signed facilities from the Strategic Road Network (SRN) its proposal can be treated as a Development Control Application and considered under Policies set out in Circular 02/2007 and the DfTs Guidance on Transport Assessment (GTA). Bedale and Leeming Bypass North Yorkshire County Council (NYCC) is proposing to construct a Bedale and Leeming Bypass (BALB) which would link to the A1(M) / New Leeming Junction. It is understood that a planning submission for the BALB will be made by NYCC in January 2010 and that construction could begin by 2012, with BALB opening to traffic in 2014. Pre-application Discussions As identified in Chapter 2 of GTA, pre-application discussions are a valuable part of the planning process. Discussions have taken place between the Operator of Exelby Services and their advisor AECOM, NYCC and their advisor Jacobs, and the HA and their advisor JMP Consultants, these discussions will continue throughout the planning process. Early discussions identified the need for this Scoping Document the following paragraphs set out the proposed Scope of the Transport Assessment. Proposals The proposed TA will consider the traffic impact of the proposed development and also illustrate the effects of relocating from the existing site (for example, a comparison in distance travelled to/from the SRN to access the existing and proposed sites, after the completion of the A1 upgrade scheme). It will also compare the impacts whether the Bedale and Leeming bypass (BALB) is implemented or not.

The TA will include the following: A description of the proposed land uses; Details of proposed floor space; Details of the proposed facilities; Details of HGV and car parking; Details of operating hours; Details of on-site traffic management; and Proposed access and servicing arrangements.
In line with Highways Agency and NYCC policy a Travel Plan document will be developed for the site. The Travel Plan would focus on minimising single occupancy employee car trips to and from the relocated Exelby Services. The Travel Plan will provide details of measures, monitoring and mitigations. Reasons for proposed relocation The TA will set out the key reasons for the proposed relocation of Exelby Services particularly in relation to the ongoing upgrade of the A1 to motorway standard between Dishforth and Barton. The ongoing upgrade of the A1 will result in access to Londonderry village only being possible via a service road running parallel to the new motorway. This will require all vehicles travelling to and from the site to join or leave the motorway at new junctions at Baldersby and Coneygarth with consequential and significant impact on the local environment. These effects will include noise and air pollution (including particulate matter - PM10s) and additional CO2 emissions as a result of the additional fuel burned by HGVs. The additional HGV mileage and higher HGV flows on the service roads would also have a road safety and maintenance implication for NYCC. Existing Conditions As an important element of the proposals is the effect of relocating the services, the details of the existing conditions at Exelby Services will be detailed and will include the same basic information as that provided in the proposals section (see above). Need The TA will set out the Needs Case for Exelby Services in this location and the benefits of relocating the facility. A comparison will be made with other similar facilities serving the Logistics Industry along the A1, A1(M) and A66 strategic routes. Specific contract refuelling and freight services such as Exelbys should not be confused with Motorway Service Areas (MSAs) which offer a range of facilities to the travelling public and are mainly used by motorists and their passengers and must provide specific services. MSAs are usually signed from the SRN. It is anticipated that the proposed facility would not be signed from the SRN. Sequential Test The TA will include a summary of the other sites that have been considered in identifying the Coneygarth site for the proposed development. The advantages and disadvantages of these sites from a transport perspective will be summarised.

It is understood that the design year traffic flows for the A1(M) and BALB will be provided by the Highways Agency and NYCC. The base traffic network flows for the assessment will be the same as those provided by the Highways Agency and NYCC. If the figures provided are not for the years of assessment required, the traffic flows provided will be growthed up using the DfTs National Traffic Model Forecasts (NTM) rates for the agreed assessment years for the appropriate locations.

Peak Periods Whilst the proposed development would generate HGV traffic (and some other vehicle types) throughout the day and night, it is proposed that the morning and evening peak hours would be identified based on traffic flow data supplied by the Highways Agency and NYCC. The peak periods will be used for any junction assessments as these would represent the two busiest periods on the road network around the site. Junction Assessments Before the operational assessment of junctions is undertaken, Hambleton District Council will be consulted to determine if there are any committed developments which should be considered as part of this TA. In Scenario One, Merge / Diverge assessments will be undertaken at the proposed new Leeming Junction (in line with DMRB TD22/06 Layout of Grade Separated Junctions) to assess the impact of the development on the SRN. An assessment will be undertaken at each of the two roundabouts used to access and egress the A1(M), an assessment will be undertaken at the roundabout junction with Leases Road. The assessments will evaluate the morning and evening peak periods before and after the proposed development in the assessment years. In Scenario Two; Merge / Diverge assessments will be undertaken at the proposed new Leeming Junction (in line with DMRB TD22/06 Layout of Grade Separated Junctions) to assess the impact of the development on the SRN. An assessment will be undertaken at each of the two roundabouts used to access and egress the A1(M) which form part of the BALB, a further assessment will be undertaken at the roundabout junction with Leases Road. The assessments will evaluate the morning and evening peak periods in the assessment years. If required as a result of the operational assessments, highway schemes could be drawn up to mitigate the impact of the development traffic. Any improvements would be designed in accordance with DMRB or other standards approved by the Highways Agency and NYCC, as appropriate. Sustainable Modes of Transport In accordance with GTA, the TA will describe measures to promote sustainable modes of transport for members of staff to travel to the development. A Travel Plan Document will be produced as referred to above. The TA will address issues relating to Public Rights of Way (PROW) and matters relating to Non Motorised Users (NMU). Safety Review The TA will examine the benefits of the proposed development at this location in terms of reducing HGV driver fatigue and therefore improving safety for road users on both the local road network and SRN. Summary This document sets out the proposed scope of the Transport Assessment in support of a proposed Exelby Services at Coneygarth. This development would allow the relocation of the site from its existing site at Londonderry.
