This Standard was prepared by the Joint Standards Australia/New Zealand Committee ME/5 on Cranes. It is a result of a consensus among representatives on the Joint Committee to produce it as an Australian Standard. This Part 6 of Cranes Safe use, specifies the requirements for the safe use of guided storing and retrieving appliances. It is intended for use in conjunction with AS 2550.1 1993, Cranes Safe use, Part 1: General requirements. Additional requirements for Cranes Safe use, will be covered by subsequent parts. 1.1 SCOPE This Standard specifies requirements for the safe use of guided storing and retrieving appliances. It is complementary to AS 2550.1, but the requirements specified herein shall take precedence over the corresponding requirements of AS 2550.1. 1.2 APPLICATION This Standard shall apply to the safe use of guided, storing and retrieving appliances as described in AS 1418.6. 1.4 DEFINITIONS For the purpose of this Standard, the definitions given in AS 2549 and AS 2550.1 and below shall apply. 1.4.1 Management persons responsible for the direction of all activities associated with the operation of a guided storing and retrieving appliance. 1.4.2 Managements instructions shall include the manufacturers latest instructions, recommendations and specifications. Where any of these instructions, recommendations and specifications are not available from the manufacturer, they shall be drawn up by a competent person.

2.1 GENERAL Project planning and selection of guided storing and retrieving appliances should commence as early as possible in the development of each project. Where appropriate, the planning for the safe use of guided storing and retrieving appliances should be in accordance with AS 2550.1. The planning should include consultation with the appliance supplier, builder, pick and deposit station supplier, warehouse computer integration supplier and involved personnel, as applicable. 2.2 MATTERS TO BE CONSIDERED At appropriate stages during planning, the following matters shall be considered, where applicable: (a) (b) (c) Establishment of a management plan. Procedures and site access for installation of the storage and retrieval appliance and the method of lift. Procedures and site access for dismantling of major components of the storage and retrieval appliance, such as hoist drive and fork assembly. Safety barriers including fencing off the guided storage and retrieval appliances operating area. Access by operators and service personnel as well as a designated service area for the appliance. Type and composition of the floor, including position of reinforcement material for the guided storage and retrieval appliances that run along a floor-mounted runway. Nature of subfloor and its effect on the movement of floor-mounted runways. Climatic and environmental conditions, e.g. cold store. Emergency evacuation procedures for operators and service personnel working on guided storage and retrieval appliances. Power supply requirements. Automatic or manual operation. Interface of storage and retrieval appliance to pick and deposit station(s) and other associated warehouse systems, e.g. automatic guided vehicles, transfer car. Interface of storage and retrieval appliance to warehouse management computer, if applicable. Communication system for personnel and computer systems where appropriate. Throughput requirements. Performance trials for checking operation of the appliance prior to acceptance of storage and retrieval appliance at handover. Storage and retrieval appliances dimensions and overall requirements when considering runway lengths and building requirements to enable correct placement of equipment such as overtravel buffers and endstops.

The type of warehousing operation required, e.g. order picking appliance and bulk storage appliance. Type of racking system e.g. through-racking, including roller, gravity or sail types. Type of shelving or bin system. Method of retrieving the product, such as manual, vacuum, tines, magnetic. Throughput requirements. Cycle time requirements. Multiple-depth storage requirements. Type of product to be stored, e.g. short shelf-life products. Type of product packaging and handling requirements, e.g. type and dimension of pallet, shape, material. Clearances between racking loads and retrieving appliance, e.g. aisle width. Manual and semi-automatic or automatic control systems. Picking and deposit station interface. Operational characteristics of equipment. Aisle transfer system if required. Building or structural requirements of appliance. Containment of products (on the pallet). Guidance methods (i) (ii) (iii) (s) floor; elevated rails; and other.

3.2 SPECIAL CONSIDERATIONS Special considerations shall be given to the type of products and substances that require storing and retrieving. 4.1 MANAGEMENTS RESPONSIBILITIES Management responsibilities include those applicable items listed in AS 2550.1, and in addition, management shall ensure that: (a) (b) (c) (d) (e) All personnel involved in the operation, inspection and maintenance of guided storing and retrieving appliances are adequately trained and competent. Manuals applicable to the guided storing and retrieving appliance are available to operators and maintenance personnel. A logbook is supplied and maintained on each storing and retrieving appliance. Inspection, testing, maintenance and repairs are carried out as necessary to ensure the safe operation of the guided storing and retrieving appliance. Guided storing and retrieving appliances that are not in safe operating condition are immediately withdrawn from service until repaired.

4.2 OPERATORS RESPONSIBILITIES The operators responsibilities shall include the following: (a) (b) (c) (d) (e) (f) (g) (h) Demonstrate competence in the use of the particular guided storing and retrieving appliance or one having similar operating characteristics and controls. Be in possession of an appropriate certificate of competency as required. Ensuring the guided storing and retrieving appliance is used in compliance with managements instructions. Ensuring that pre-operational inspections are carried out and that the results are entered into the logbook. Familiarity with and understanding of the operating instructions and emergency procedures for the guided storing and retrieving appliance. Checking the work area for operational hazards. Ensuring that all personnel wear safety harnesses where required. Reporting to management all potentially hazardous locations, working environments, work instructions, operating faults, malfunctions and similar difficulties that may impact on the safe use of the guided storing and retrieving appliance. Ensuring that the rated capacity is never exceeded. Ensuring that the guided storing and retrieving appliance is effectively protected against unauthorized use before leaving the appliance unattended in accordance with managements instructions.

The personnel requirements for the operation of guided storing and retrieving appliances shall be in accordance with AS 2550.1. Personnel shall have the ability to work in the appliances operating environment, such as between a cold room and normal room temperatures, and be capable of operating the emergency safety devices.

6.1 GENERAL The general requirements for the erection and dismantling of guided storing and retrieving appliances shall conform with AS 2550.1. 6.2 PROCEDURE Management shall establish and issue a written procedure for the erection and dismantling of guided storing and retrieving appliances.

7.1 GENERAL The following inspections shall be carried out daily, or at other intervals as directed by management instructions. All inspections shall be conducted by a competent person. Management shall record and retain the results of all inspections. Appendix A sets out a typical inspection and testing certificate format. 7.2 INSPECTION Inspection shall be as comprehensive as necessary to ensure the safety of the appliance, including the following as applicable: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) (l) (m) (n) (o) (p) (q) (r) (s)

Bolted connections are in place, and correctly positioned and tightened. Guide roller assemblies are checked for wear, adjustment and lubrication. Anti-derailing devices are checked, adjusted and secure. Ropes or chains are in good condition, are properly secured and reeved, and are tracking correctly. Guards and fencing are effective and in place. Ladders, platforms, and guardrails are in place and in satisfactory condition. Safety clearances comply with the managements instructions. Signs are securely in place and legible. Safety interlocks and limit switches function correctly. Operators cab fall arrester and overspeed device safety equipment are satisfactory. Environmental conditions, including lighting and noise, are to acceptable levels. The communications system is effective. Personal protective equipment is in place and in satisfactory condition. Packing and storing facilities are correctly erected, aligned and secured. Fire extinguishers are in place and in satisfactory condition. Pallets and goods are correctly positioned and not causing obstruction to the travel of the appliance. Buffers and end stops are in place and in satisfactory condition. Operators safety harness is in satisfactory condition and correctly installed. Aisles are clear of all obstructions including packing straps, parts of pallets or loads and packaging material including shrink wrap. Crane rails are clear of any lubricants or other material which can adversely affect the braking distance of the storage and retrieval appliance. All brakes are adjusted in accordance with the manufacturers specifications. All emergency stop devices operate satisfactorily. The runway rail installation is satisfactory.

After the initial and each subsequent inspection, the performance of all functions of the guided storing and retrieving appliance within the limits specified in the managements instructions, shall be demonstrated by means of a complete functional test.

O P E R A T I ON

9.1 GENERAL The general requirements for the operation of guided storing and retrieving appliances shall be in accordance with AS 2550.1. 9.2 PERSONNEL ACCESS TO AND EGRESS FROM THE GUIDED STORING AND RETRIEVING APPLIANCE Personnel access to and egress from the guided storing and retrieving appliance shall only be by the means provided. Personnel, other than the operator, shall not enter the operations area unless the appliance has been effectively isolated from the electrical power supply. 9.3 AUTOMATIC CONTROL Personnel, including the operator, shall not enter a guided retrieval system area, unless the automatic control has been rendered inoperative. 9.4 MANUAL CONTROL Personnel, other than the operator, shall not enter a guided storing and retrieving appliance retrieval system area until the operator has been notified and the equipment has been effectively isolated. 9.5 SINGLE CONTROL Only one method of control shall be capable of being operational at any one time. 9.6 CORRECT FUNCTIONING OF SAFETY DEVICES Before the guided storing and retrieving appliance is put into service each day, the operator or competent person responsible, shall ensure that safety devices other than the cab fall arrester and overspeed devices are functioning correctly. 9.7 USE OF SAFETY HARNESS A safety harness complying with AS 1891.3 shall be worn by all personnel, including the operator, and secured to an appropriate anchor point before making egress from or access to an elevated operators cabin other than at a designated parking position.

After being put into operational use, the requirements for on-going maintenance, inspection and repair of guided storing and retrieving appliances shall be in accordance with AS 2550.1.

11.1 GENERAL A continuous record providing details of inspection, testing, maintenance, breakdowns, repairs and all significant events concerning the safety and operation of the appliance shall be maintained in a logbook by a competent person appointed by management. The logbook, together with managements instructions for operation of the appliance, shall be retained in the appliance car or at the operators station. Appendix B sets out a typical logbook format suitable for the inspection and maintenance of guided storage and retrieval equipment. 11.2 RECORDS The logbook may be in any suitable format, including a looseleaf book. The minimum records that shall be retained in the logbook are copies of: (a) (b) (c) (d) A summary statement of the last major inspection. A summary statement of the last annual inspection. A summary statement of the last routine (or special) inspection. The complete daily pre-operation reports for not less than the last 14 days of operation, or since the last inspection. DETAILS In addition, the logbooks shall contain the following:

APPENDIX A

INSPECTION AND TESTING CERTIFICATE

(Informative) A1 GENERAL The following notes, together with an outline inspection and testing certificate, are included as a guide to assist management to meet their obligations. The items in the following sheets are those that would normally be included in a thorough inspection schedule. However, items not referred to in this list are not precluded from requiring inspection. These sheets are only intended as a guide. Persons and organizations conducting testing and inspections are encouraged to develop their own testing and inspection manual. The manual should set out complete details of all testing and inspections to be carried out and the Standards to which the inspections conform.
NOTE: For all inspection details, the manufacturers recommendations should be adhered to.

A2 TYPICAL INSPECTION AND TESTING CERTIFICATE FORMAT This Paragraph sets out a typical inspection and testing certificate format. Management is encouraged to provide all necessary additional details to ensure that inspection and testing is complete in relation to the previous and potential future use of the equipment, as well as the previous inspection and testing history.

LOGBOOK FORMAT
(Informative) B1 GENERAL This Clause sets out a typical logbook format, suitable for the inspection and maintenance of guided storing and retrieval equipment. The logbook may be arranged in three sections for clarity and convenience of use, viz: (a) (b) (c) Section 1 Section 2 Section 3 Operator safety check log. Routine maintenance and safety check log. Faults, difficulties and problems log.

In Section 1 of the log, the operator or other competent person should record the safety checks actually carried out. The safety checks should be carried out at the frequency instructed by management (e.g. daily, before use). In Section 2 of the log, the operator or other competent person should record the routine maintenance and safety checks actually carried out. The routine maintenance and safety checks should be carried out at the frequency instructed by management (e.g. weekly, monthly). Special checks and annual inspections should also be recorded in Section 2 with suitable notations. In Section 3 of the log, the operator or other competent person, should record all the faults, difficulties and problems actually experienced in the examination, checking, maintenance and operational use of the equipment (e.g. corrosion, cracking, missing bolt, controls, braking, positioning).
