Section3Powertomakeadeclaration (1)Anypersonwhosatisfiestheprescribedauthority (a)thatheisaMuslim,and (b)thatheiscompetenttocontractwithinthemeaningorsectionIIoftheIndian ContractAct,1872(9of1872),and (c)thatheisaresidentof1[theterritoriestowhichthisActextends]. maybydeclarationintheprescribedformandfiledbeforetheprescribedauthority declarethathedesirestoobtainthebenefitof2[theprovisionsofthissection],and thereaftertheprovisionsofsection2shallapplytothedeclarantandallhisminor childrenandtheirdescendantsasifinadditiontothemattersenumeratedtherein adoption,willsandlegacieswerealsospecified. Section4Rulemakingpower (1)TheStateGovernmentmaymakerulestocarryintoeffectthepurposesofthisAct.
