Current means: small aircraft, small sea vessels 2 inter-island flights between Tropical Island and surrounding islands. 50 passengers/flight On a given day 200 tourists arrive or depart 500 tourists on the island

For each day a cruise ship operates in TIs waters 2 weeks of undisturbed marine environment must be maintained Each additional day=2 additional weeks Not able to sustain >5 consecutive days Local residents cannot fish/swim within a 2-mile radius of ships anchorage during and for 4 days after TI has never allowed cruise ships

Nested Interests
primary interests for each party are essentially clear each also has his/her own sub-interests, providing an opportunity to reach an agreement, if no such opportunity is apparent at the primary interest level.
Mayor Egan wants to restrict cruise tourism, since it is not a primary industry for the island Captain Bing wants to secure extensive tourism rights to support anticipated passenger demand.

Introduce limited cruise tourism to the island for limited economic gain. sub-interests include: subpreserving the pristine nature of the island to support on-going tourism; onbe re-elected; reprotecting the natives from the adverse affects of tourism; reducing the number of natives leaving the island to pursue higher education; not over-whelming existing island facilities, or overeveryone will suffer the results; promoting the islands main economic focus of island agricultural industries.

Captain Bings Primary Interest


Secure extensive tourism rights to the island for economic gain. Sub-interests include:
preserving the pristine nature of the island to support on-going tourism; onlimiting passenger disembarkation, so ship facilities are adequately utilized; increasing passenger bookings during this slow economic period; being promoted to commodore, and being elected to the board of directors.

Common Subinterest
preserving the pristine nature of the island for tourism:
excellent opportunity for agreement while primary interests appear incompatible. the mayors reluctance to allow too many passengers to disembark, in conjunction with the captains interest in keeping some passengers on-board, provides additional opportunity for agreement.

Creative Solutions
Building a deep-water dock Adding restroom facilities (or port-a-potties) Building a community college Maybe allow more tourism during certain seasons (i.e., clever teams will realize visits do not need to be evenly spaced throughout the year) Schedule cruise visits to coincide with Saturday farmer's market Negotiate anchoring in productive harbor vs. outside of harbor in other coastal waters
