Changes: you may have noticed that the layout of The Phoenix has changed slightly, as we are experimenting with different sizing to allow for growth in the near future. Over the next few months we will try out a couple of changes and, as The Phoenix is your newspaper, you are encouraged to provide feedback. You can do so by phoning our office on 02 6344 2760, via email to admin@canowindraphoenix.com.au or anonymously at www.canowindraphoenix.com.au. Whether you love it or hate it, all comments are valuable in deciding what The Phoenix will be like for the next few years. Thank you for your Local Councillor contacts: Cr Anthony Durkin

A WHEELY GOOD CAUSE Benjamin and Jemima Read are the young parents of Gideon, Mahalah and Anwen pictured from left to right above, who are non-identical triplets born in 2005. "The Triplets" as they are affectionately known around town started school this year. They were born with Merosin Deficient Muscular Dystrophy and rely on power wheelchairs to get around day to day. These wheelchairs are now reaching their 'use-bydate': constantly having mechanical issues; becoming impractical and unsuitable, especially for Gideon and Anwen. The Reads are fundraising for new specialised power wheelchairs which will give the children much more independence and freedom, which will ease some of the daily pressure on family life. These particular chairs are called 'Snap Dragons' and are made by Dragon Mobility in the UK (see www.youtube.com/watch?v=qckGvWRIBjg and dragonmobility.com/snapdragon.php). The chairs are not usually supplied to Australia so the Reads will need to import them, as well as provide the majority of the funding, which their target is $55,000. Muscular Dystrophy NSW has kindly opened an account to assist the family's fundraising for the wheelchairs. They are offering tax deductible receipts for those who wish to donate: Muscular Dystrophy NSW: PO Box 1365, Meadowbank NSW 2114 Ph 02 9809 2111 St George Bank account Name: Muscular Dystrophy Association NSW BSB: 332-027 Account Number: 553 327 548 Please specify the Reads in the reference field. For anyone who prefers, Jemimah has launched an online fundraising page at: www.everydayhero.com.au/readtriplets As at Tuesday evening, the current total online is $4,200 which is a great achievement since the page has only been up since Friday 16 March. Any assistance would be very gratefully received by the Read family, and records of all donations will be kept with regular updates published so you can track how the fundraising is progressing. For further details please contact Jemimah Read on 0458 090 967.

CABONNE GENERAL MANAGER TO RETIRE After 25 years at the helm of Cabonne Council, General Manager Graeme Fleming announced on Monday that he will retire early in August. Mr Fleming said he had wrestled with the decision before telling Councillors and staff that his last day of work would be Friday 3 August 2012. It has been the most difficult decision of my life, but the time has arrived to write some new chapters in my book of life and to spend more time with my wife Kerri, children and grandchildren, he said. Cabonne Mayor Bob Dowling said the Council was losing one of the most experienced and highly regarded professionals in Local Government. When Graeme arrived, this council was in a precarious financial position with $9 million of debts and struggling to meet its day-to-day commitments, Cr Dowling said. Now Cabonne is regarded as being one of the most financially sound councils in the State with more than $30 million in investments and funds available for current and future capital projects. Graeme has achieved this through exceptional financial management. He will leave Cabonne in an outstanding position but with some very big shoes to fill when we begin an Australia-wide search to find his replacement. After starting his Local Government career and university studies in Condobolin, Mr Fleming worked on councils in Bega, Cooma and Gilgandra before becoming the Shire Clerk at Barraba in 1983 at just 28, making him the youngest in the State. He was still the States youngest shire clerk when he moved to Cabonne four years later.

Ive also taken great satisfaction in seeing staff develop and progress their careers, particularly through our own organisation, he said. Our staff development program where we have been able to recognise talent and grow our own staff has been one of the key achievements during my time at Cabonne. Mr Fleming said other notable projects included: The timber bridge replacement program. At the end of 2012-13 all but three of 59 timber bridges will have been replaced by concrete structures; The Waluwin Community Centre at Molong Australias first fully integrated primary health and community care facility; Increased spending on roadworks, with a record $12 million allocated to road improvements in the current financial year; The new council chambers and office extensions; One of the States first self-replacing plant funds which has given Cabonne one of the most modern and best equipped plant fleets in NSW; and The establishment of the Wellington Blayney Cabonne Strategic Alliance with savings and benefits to its member councils of more than $4.2 million since its inception in 2003. Mr Fleming also played a key role in the establishment of the CENTROC organisation of Councils and has been the chairman of the Cadia mine steering committee since that firm began exploration in Cabonne and Blayney council areas. During his time at Barraba and Cabonne, both councils won the prestigious A R Bluett Award which recognises the best council in NSW. In September last year, Mr Fleming received one of Local Governments highest accolades by being appointed one of three trustees for the Bluett Award - only the fourth Local Government manager in 75 years to do so. Last month he was appointed chairman of the trust.
