Guidelines for e-Tendering System

The ircon e-procurement website is www.tenderwizard.com/IRCON. M/s ITI Ltd. has been fixed as service provider for e-procurement. All the charges i.e. transac tion and registration charges will be borne by bidder. Ircon will not charge any tender document sale charges in lieu of above charges. Technical requirement at bidders end All bidders should have class III digital certificate to register and submit bids online. The digital certificate can be procured from any authorized certifying agency or contact M/s ITI Ltd. One can login only after verification of his digital signature as a security measure. Internet access and Internet explorer browser Bid document The tender document will be uploaded, modified by a nominated officer along with prescribed format of technical and financial bids. Concerned GM will authorize tender after uploading for viewin g, downloading and submission by bidders. The phone number of convener should be mentioned in the tender document. The account detail for e-payment during execution should be asked in the tend er document. If any enclosed information which is not readable or legible will not be give n cognisance. So the bidder should enclose only good scan copy. An undertaking should be taken from bidder during submission that they have read and understood all clauses of tender document and they abide by them. Ircon will not be responsible for any fault at bidders end like PC failure, network failure, slow speed etc. Submission of E-tender EMD will be submitted through NEFT or RTGS only. ED/F/IRCON will arrange to open a new bank account exclusively for EMD deposition by NEFT by bidders as a p art of e-procurement. The same bank account number will be advised in all e-proc urement tenders for bidders to transfer of EMD through NEFT/RTGS. Till that ti me please use this account : Bank Name Indian Overseas Bank, Palika Bhawan, Sector 13, R.K. Puram, New Delhi, A/c No.040802000001395, RTGS/IFSC Code :IOBA0000408, A/c Holder s Name : Ircon International Limited. The committee member nominated in e-tenders will have viewing right of this bank account. The bidder will submit their bids through prescribed format of Technical Bid & Financial Bid only. Bidders can download the tender document free of cost. All eligibility, supporting document to be scanned and uploaded by bidder on e-tendering website. Security The security features incorporated in the application ensures that all activi ties are logged No un-authorized person has access to data os system. All sensitive data is encrypted and then stored.

System can be restored in a minimal possible time in case of a disaster or system crash. Digital Signature Digital Signature is a digital code that can be attached to an electronically transmitted message that uniquely identifies the sender. The officer involved/nominated in e-tendering are provided Digi tal Signature. The bid data and the transaction is encrypted and secured in a Re mote Secured Database and authorized through Digital Certification. The complete electronic bidding process is compliant with the Information Technology Act, 2000 of the Govt. of India and its subsequent amendment in 2008. Opening of the e-tender Opening action is available only after the mentioned opening time is crossed. The tender opening committee will open the technical and financial bids autho rized by their digital certificate individually. Only authorized individual can do opening. System supports multi stage tender opening. System supports PKI based opening. All the financial bids will be shown to all participating bidders online afte r opening. It will be optional for bidders to be present in tender opening session; the person attending the session should sign in the opening register. All the documents submitted in e-tender will be printed by the opening committ ee. Only relevant paper as pertain to current tender will be given cognisance. The room number where the opening session is being held should be displayed at the reception. The opening committee will take print out of IRCONs e-tendering bank account upto submission time before opening of techno commercial bids Technical bid will be opened only after EMD authorization. Comparison statements can be generated after tender opening. All activities are logged. Bid processing charges by vendor Vendor Registration charges : Sl. No. Description arges 1. Transaction charges per tender: Transaction fee payable by bidder @ 0.1% of Esti mated cost of tender. Min Amt: R 500/- Max Amt: R 5000/- . Service Tax extra on both the charges. The above charges will be paid by all participating bidders to service provider of e- Tendering i.e. M/s ITI Limited, New Delhi, directly through IRCON e-tende

ring website. Training & Helpline: All IRCON officer involved in e-tendering and interested vendor are provided the training at corporate office. After opening Convener shall inform the finance department after LOA to return EMD to unsuc cessful bidder. The EMD should be returned by e-payment to the account mentioned by bidder.
