RELEVANT PREVIOUS DECISIONS None CORPORATE PRIORITIES AND POLICY CONSIDERATIONS The Council has committed to place the citizen at the heart of services and to drive for relentless efficiency in everything we do. In relation to our Parking services, this means modernisation of the existing method of paying for parking within the authority and achieving more efficient and effective use of Council assets. The Council is committed to working with the Trade Unions, consulting and reaching agreement with them on issues that affect members of staff and becoming an employer of choice. RISK MANAGEMENT ISSUES The new structure is flatter and moves away from hierarchical straight line management. The management tier will have a shared goal for delivering a robust and effective service but will also have clearly defined individual roles and responsibilities. The existing structure is task-based this has encouraged silobased working and means that there is little or no flexibility to deal with fluctuation in demand. The new structure will facilitate generic working. Using the skills in the areas of maintenance supervision and Line and Signs legislation EQUALITIES AND DIVERSITY ISSUES This report is aligned with the Councils Equalities Policy, and its commitment to equalities and diversity, to ensure that groups of staff are not discriminated against. All posts within the structure have been evaluated using a job evaluation scheme in accordance with legislative requirements. In line with the Councils policy this opportunity will be advertised on the Councils intranet site and will be open for all employees to apply for. USE OF RESOURCES IMPLICATIONS (Finance, Procurement, Performance & Value for Money, Staffing, IT, Property, Sustainability) 5.1 The grades of the posts deleted and created are contained in the associated exempt report. The effect on the staffing budget will be a reduction of 116,620 from 231,230 to 114,610 these changes form part of a wider programme of improvements to the way the Council delivers permitted parking on the street and in car parks, the overall impact of which represents a saving of some 400,000 in a full year. This has been accounted for in the budget setting process. There are no ICT and property implications other than the purely operational ones of reallocating the existing provision. LEGAL ISSUES

Restructurings of organisations or of services usually results in the amendment of terms and conditions of employees. Such changes must be undertaken in consultation with the affected employees and with relevant trade union or workplace representatives as there has been in this instance. Procedures used for the selection of candidates for newly created posts must adhere to the Councils established internal recruitment and equality policies and must be fair, objective and free of discrimination.

CONSTITUTIONAL POWERS Constitution, Part 3, Responsibility for Functions, paragraph 6.3 states that specific Chief Officers have powers to deal with staffing and other statutory matters for which the Council is responsible. Constitution, Part 3, Responsibility for Functions, paragraph 6.2 states that Chief Officers may use whatever means they consider appropriate to discharge the functions allocated to them including engaging and deploying staff. Constitution, Part 3, Responsibility for Functions, paragraph 6.3 states that Chief Officers may make changes without reference to General Functions Committee if the change is deemed to be minor when subject to a list of criteria which are met in this instance. BACKGROUND INFORMATION The Council has committed to place the citizen at the heart of services and to drive for relentless efficiency in everything we do. In relation to our Parking services, this means modernisation of the existing method of paying for parking within the authority and achieving more efficient and effective use of Council assets. The proposed staffing implications set out in this document have been informed by the Councils budget as agreed by Council on the 1 March 2011 and by the key elements of the proposed Parking Service strategy which seeks to modernise the Parking Service through the removal of the aging and underperforming pay and display infrastructure in conjunction with the Councils intentions to adopt alternative forms of cash payment. A restructure of the Maintenance element of the Parking Service is required to meet ongoing service needs. The structure will be flatter and will facilitate generic working through the optimum use of skill base.

Rationale for proposals. It is evident that we need to make a significant change in the Parking Maintenance Service to ensure that it is fit for purpose, can deliver an efficient, effective and responsive service to our customers and can meet fluctuating workloads. The delivery of the service also needs to respond to the changing nature of the customer experience and the increasing demand and facility for self-service by users. (Cashless Parking) The proposed restructure will provide a flexible resource able to respond to both the needs of the Council and its citizens and the legislative changes in the Traffic Management Act 2004.

The restructure is part of an ongoing process and will be considered together with the terms and conditions of the Maintenance Staff and some significant investment in the Councils parking-related assets. 1. Purpose of Job:

To Supervise and be responsible for ensuring the effective delivery of a prompt and effective site investigation service to check quality, accuracy and validity of signs and road markings in the context of Penalty Charge Notice (PCN) appeals and adjudications. To be responsible for the provisions of the boroughs civil enforcement area and off street car parks in accordance with the relevant legislative requirements. To have a working knowledge and understanding of the Councils controlled parking policies and the law relating to all aspects of parking, in particular the signs and lines required to effectively enforce these policies and law. To travel throughout the borough as required and prepare site reports that accurately reflect the on-street situation and to obtain suitable photographic and written evidence, where possible to support findings. To prepare site reports and to co-ordinate ordering of works to the relevant contractor or internal department and to express and substantiate a clear view on the validity of PCNs. To assist the Enforcement Manager and in delivering a reactive and proactive lines and signs function to ensure that compliance is maximised. To assist in co-ordinating, prioritising and establishing work programmes and to monitor their effectiveness.

To maintain an up to date, accurate record of works ordered and to assist in budget preparation, monitoring and control.

2. Key accountabilities: Enforcement of provisions of traffic and parking regulations in respect of both on and off street parking (This will include)

Supervise and manage all staff within the service, define and manage performance and ensure that appraisal schemes are used to acknowledge good performance, identify and correct underachievement and to determine individual and team training needs. Ensure that all activities are carried out in accordance with the Councils Constitution, internal procedure manuals and audit guidelines. To provide a prompt and effective site investigation service to check quality, accuracy and validity of signs and road markings in the context of PCN appeals and adjudications. To prepare site reports and to co-ordinate ordering of remedial works. To supervise and provide a prompt and effective site investigation service in response to reports of sign and road markings defects and to co-ordinate ordering of works. To report defects on road markings and signs within the borough to the Enforcement Manager. To prepare, collate and present reports to other officers within the Parking Service on the outcome of site visits and make recommendations on the validity of any PCNs issued at the location. To understand and be able to interpret Traffic Management Orders relating to parking and be able to keep up with subsequent amendments. To understand and be able to interpret such Acts, Regulations and Guidance as apply to the use of parking-related signs and markings. To advise other departments on parking related carriageway markings and signing. To supply information on parking related lines and signs to internal departments and external bodies.

To respond to telephone and personal enquiries and to draft responses to written enquiries and complaints as directed. To monitor the activities of the contractor or internal service provider, for example on the quality of work regarding sign erection, road marking application and removal. Assist in keeping an up to date set of accurate records for road marking and sign budgets and expenditure. To carry out duties in both an office-based and on-site environment. To participate in team meetings and to assist in the preparation of reports on road markings and signs for presentation to various groups. To be responsible for ensuring that systems and procedures relating to control of equipment and system changes are adhered to. To promote and ensure effective liaison within the parking team, and with other services. To adopt a co-ordinated approach to working practices delivered by contractors, in-house service providers and other parking service elements to achieve joined-up service delivery to the maximum benefit of the council.
Effective maintenance of all issued equipment (This will include)

Management and renewal of the vehicle fleet including cars, vans, and motorcycles. Management of the Hand Held Computers, radios, portable printers, and cameras used for enforcement Development of the internal network and hardware at the depot to support the downloading of PCNs, photographs, and other data to the Civica system
Checking and testing equipment before commencing a patrol, including where appropriate, the production of a test PCN on hand-held terminal. Testing digital camera for working operation and date/time set up Maintaining records of all tests undertaken, collecting and preparing all stationery as required. To present oral evidence, and make written statements if required. To accurately observe and record crime taking place, such that witness evidence may be presented at Court. To adopt a co-ordinated approach to working practices delivered by contractors, inhouse service providers and other parking service elements to achieve joined-up service delivery to the maximum benefit of the council. On Street Reporting (This will include)


Reporting skips on the highways and note where they are not properly positioned or without warning signs.

Produce management and committee reports, technical documents and statistics as required in relation to the information processes and related activities. Provide statistics and reports to the Parking Manager relating to all aspects of team performance, and liaise with other team managers as may be required.
To be aware of responsibilities with regard to Health and Safety at work, and to apply this to the specific issues of maintenance of electrically powered equipment, and of street furniture including matters such as working procedures for peripatetic workers and premises control. Other duties (This will include) Ordering of relevant stock for enforcement purposes such as pocket books, PCN rolls, all equipment purchases and repairs. To be first point of contact with regards the management of contracts to do with enforcement such as maintenance providers of radios, hand helds, printers, cameras, pocket books, and associated stock. 3. Leadership and Management:

Assisting the service manager in enforcing all on-street parking regulations within the designated Controlled Parking Zones (CPZ) and the Civil Enforcement Areas (CEA) in accordance with the Traffic Management Act 2004 and other related legislation and to issue Penalty Charge Notices (PCNs) as appropriate, using a hand-held

computer terminal (HHCT). Direct supervision of all service staff. Responsibility for all aspects of staff management including managing performance and sickness absence, conducting job reviews, regular one to one meetings and training in accordance with council policies and procedures.

Being aware of the councils responsibilities under the Data Protection Act 1998 for the security, accuracy and relevance of personal data held on such systems and ensure that all administrative and financial processes comply with this. Maintaining client records and archive systems, in accordance with departmental procedure, policy and statutory requirements.

Consulting and liaising as appropriate with officers of the Borough, contractors, statutory undertakers, company engineers, the police, emergency services and other bodies and giving advice as necessary. Dealing with all public enquiries, either by telephone, correspondence or in person and resolve areas of dispute, maintaining good relations between the public and the staff, ensuring all services provided are satisfactory. All officers have a responsibility to ensure the Health and Safety of persons at work and members of the public in premises or sites controlled by the Council. The methods of achieving this will be by the provision of safe systems of work, safe and healthy conditions and supervision as is necessary to achieve these objectives in accordance with Safety Legislation and Council safety Poilcy.

1. Purpose of Job:

To carry out minor road markings and sign installation works as directed, e.g attach or adjust small parking related signs no larger than 0.4 sq metres using step ladders and tools to signposts, lamp columns, ect. To assist the Parking Infrastucture Supervisor to provide a prompt and effective site investigation service in response to reports of sign and road markings defects and to co-ordinate ordering of works. To report defects on road markings and signs within the borough to the Parking Infrastructure Supervisor. To help prepare and collate reports on the outcome of site visits and make recommendations on the validity of any PCNs issued at the location.
Promote good working relationships within own team and with members of the public (This will include) Assisting the public by acting as the first point of contact on minor parking enquiries and enforcement matters. Maintaining customer-friendly relations with the public and assisting with any problems they may experience whilst using the car parks. Being courteous and helpful to members of the public, in order to promote and enhance the image and reputation of the London borough of Barnet. In conjunction with the Police, the Councils own staff, and others as directed, to assist in designing and to take part in fraud prevention or crime prevention activities relating to parking matters. To present oral evidence, and make written statements if required. To accurately observe crime taking place, such that witness evidence may be presented at Court. Maintaining proper records of all inspections and assisting in the provision of the information requirements of parking services. To work with the Parking Infrastructure Supervisor to adopt a co-ordinated approach to working practices delivered by contractors, in-house service providers and other parking service elements to achieve joined-up service delivery to the maximum benefit of the council On Street Reporting (This will include)
Reporting skips on the highways and note where they are not properly positioned or without warning signs. Recording and reporting environment issues, such as defective signs and highway defects. On a continuous basis, reporting in writing deficiencies in missing signs and lines. Reporting in writing all street defects, damage, crime or antisocial behaviour witnessed in the course of undertaking patrol duties, e.g. need for cleansing, dangerous footways, graffiti and abandoned vehicles.

To maintain an awareness of best practice and contribute to the assessment of techniques and processes Identify and contribute to performance improvements to ensure that the service is efficient and continuously improving To ensure that the best use is made of the parking related signs and lines and to identify as required the need for enhancement. Other Responsibilities: Required to work a shift system, between 08.00am and 18/30pm Monday to Sunday. The post holder will be required to cover other duties of the service as and when instructed due to service demands by a parking infrastructure supervisor, civil enforcement supervisor, or enforcement manager. 9.
