Army Contract Writing & Management System

THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION (RFI)
ANNOUNCMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.

THIS SOURCES SOUGHT NOTICE/RFI IS NOT TO BE CONSTRUED AS A COMMITMENT
BY THE ARMY TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT.
NEITHER UNSOLICITED PROPOSALS NOR OTHER KINDS OF OFFERS WILL BE
CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE/RFI. THIS SOURCE
SOUGHT NOTICE/RFI DOES NOT CREATE AN OBLIGATION ON BEHALF OF THE
GOVERNMENT TO MAKE AN AWARD OF ANY CONTRACT PURSUANT TO THIS
ANNOUNCEMENT.
The Department of the Army, Army Contracting Command (ACC) is conducting market research
for a Contract Writing and Management System (CWMS). We are currently soliciting feedback
from industry concerning any CWMS that is developed and deployed within the Federal and/or
Department of Defense environment. All information contained in the Sources Sought
Synopsis/RFI is preliminary as well as subject to modification and is in no way binding on the
Government. The Government will not pay for any information submitted in response to this
request. The information requested may be used by the Army in support of an Analysis of
Alternatives to facilitate decision making and will not be disclosed outside the agency. The
determination of a procurement strategy, based on comments submitted in response by
interested parties is solely within the discretion of the Government.

The Army may, as a result of the information provided, invite individual vendors to participate in
a separate "ndustry Day to further demonstrate the capabilities of their specific system.
Participation at "Industry Day" wiII be by invitation onIy and wiII require additional data
submissions.

Screening Criteria
Vendors considering responding to this Sources Sought Notice/RFI should consider the
following Screening Criteria before taking action. The Army is looking for information on Federal
and /or DoD Compliant Contract Writing and Management Systems that are:

x Developed and deployable "out of the box today,
x Specifically designed and developed for the complete end-to-end Federal and/or
Department of Defense procurement process (Requirements Generation through
Contract Closeout and Archiving), and
x In use by a Federal and/or Department of Defense agency today.
Functional Capabilities
Responders shall describe/state how their system is used to execute the Department of
Defense contracting process. Further, responders shall describe how their system supports the
Key System Attributes necessary to operate in the DoD/Federal environment. The DoD
Contracting process steps and Key System Attributes are listed below. These requirements are
not considered all encompassing and may be changed, amended or increased at a future date.
Responders are reminded that the Army is looking for information on developed systems that
support the complete Department of Defense/Army contracting process; from requirements
development, through contract award and administration to contact close out and archiving. The
Army's goal is to minimize custom development of any possible future system but anticipates
some level of customization to meet emerging Federal and/or DoD interface, regulatory and
statutory requirements. The Government seeks information on systems' ability to achieve the
DoD Contracting Process steps consisting of:

General System Functions
o Compliance with Uniform Contract Format
Document Numbering
Document Rendering
CLIN/SLIN Structure
Clause Management
o Workload Management
Workflow/Routing
Milestone Management
o Records Management and Archiving (IAW DoD Directive 5015.2)
o External Integrations and Interfaces
Requirements Development
o Accept Requirement Data and Supporting Documentation
Purchase Request
o Execution of the Purchase Request
Solicitation
o Create Solicitation Data and Supporting Documentation
o Advertise Solicitation
Source Selection
o Execute Source Selection Plan
o Conduct Offer Evaluation
Award
o Create Award Data and Supporting Documentation
o Distribute Award
Contract Administration
o Vendor Performance Oversight
o Create Modification Data and Supporting Documentation

Key System Attributes
Responders shall submit a response as to how their systems adhere to or address the following
key system attributes:
x Adaptability Ability to adapt to ever changing DoD salutatory and regulatory landscape
x Accessibility Capability to operate in low bandwidth or disconnected environments
x Security Address out of the box authentication/authorization capabilities and user vs.
role based security configurations
x Interoperability Methodologies and technologies used to integrate with external
systems
x Deployability Discuss implementation strategies including installation, training, and
data conversion best practices
x Supportability Define the Reliability, Availability, and Maintainability requirements for a
typical implementation
These system attributes are not considered all encompassing and may be changed, amended
or increased at a future date.
Response Instructions
Responsible sources having a qualifying system shall submit their statement of interest,
response to the DoD/Army Contracting Process Steps and Key System Attributes.
Statement of Interest responses shall include the company name, CAGE code, point of contact,
address and confirmation that their system/capability meets all screening criteria.
Respondents shall include at least one but no more than 5 "Federal/DoD customers that are
using their system in response to the screening criteria. All customers identified in a response
should represent a size and scope equivalent to the Army Contracting community. Customer
information shall include:

x Customer/Agency Name and Address,
x Point of Contact Name and phone number, and
x Number of Users and locations fielded for that customer.

All information received in response to this Sources Sought Synopsis that is marked
"Proprietary will be handled accordingly. Responses will not be returned nor will receipt be
confirmed. The Government requests that interested offerors submit the following in the form of
an electronic response:

x Statement of Interest (limited to 2 Pages)
o Including affirmative statements that the system meets all screening
criteria and identifies at least one (1) but no more than five (5)
Federal/DoD "Customers currently using the system.
x Response on system ability to execute Army Contracting Process and support
Key System Attributes (limited to 10 pages)

The response for Statement of Interest, Army Contracting Process and Key System Attributes
shall be no longer than the page count listed above for each document. Both submissions will
be on 8.5 x 11 paper, 12 pitch, Times New Roman font, with a minimum of one (1) inch
margins all around. Please do not provide standard marketing brochures or catalogs.
Synopsis responses will be evaluated on the basis of demonstrated functional capability,
knowledge of the DoD/Army procurement process and aforementioned screening criteria. The
data gained from qualified/interested sources, may be utilized to formulate future acquisition
strategies.

Responses are due no later than 3 April 2012, 3:00 pm Central Daylight Time (CDT). Email
responses should not exceed 5 Megabytes (MB). Responses received after this date and time
may not be reviewed.

NOTE: Foreign participation is excluded.

This is a SOURCES SOUGHT NOTICE/RFI only. No solicitation exists; therefore, do not
request a copy of the solicitation. If a solicitation is released it will be synopsized in accordance
with the Federal Acquisition Regulation and its supplements. t is the potential offerors'
responsibility to monitor the government point of entry for the release of any solicitation.
