Some Recent Projects:
Plumb was formed in 1991 by founder and Principal, Karen L. Astorga. Since our first day of business, our mission has been to best serve our clients by providing outstanding, personable, professional engineering services by building on a foundation of teamwork, integrity, dedication, and excellence. We entered the security market in 1995. Since then, we have designed, installed, and supported hospital security systems through capital projects totaling hundreds of millions of dollars. We are recognized as experts in this specialized application, and we are designing hospital security applications nationally as well as in Canada.

New Secure Lobby: New York Psychiatric Institute, Manhattan, NY

In 1995, the New York State Office of Mental Health (OMH) began a major initiative to secure its psychiatric inpatient hospitals. OMH operates 25 separate hospital campuses located around the state. This was a high priority project, and Plumb Engineering, P.C. was engaged to assess the campuses and make recommendations regarding the best way to protect patients, staff, and visitors. Since that time, Plumb has programmed and designed numerous comprehensive security projects for OMH. We continue to serve this client as they work to secure more of their facilities. Part of Plumbs important work for this agency has been to develop comprehensive security standards for New York State. These standards consist of three separate sections:

1) General Physical Security Conditions 2) Administrative Procedures and Protocol 3) Standard Specifications for Design and Construction We maintain these standards for New York State, and we continue to ensure that they stay up-to-date with current technology and trends. These standards form the basis for security systems designed at all New York State OMH Hospital Campuses. As healthcare security becomes the norm nationwide, our experience in secure psychiatric hospital environments positions us uniquely to provide expert consulting services for all hospitals. Security technology is applicable universally, but applied incorrectly, it can become more burdensome than valuable. We will make sure that doesnt happen to you.

Remote Monitoring:

When we receive an assignment, our team spends dedicated time with your management and staff to fully learn about the needs and goals that motivated you to initiate a security project. This is a mult-tiered discussion, beginning with your executive management, then broadening into senior management, department heads, and finally encompassing direct care and support staff. In addition, we will review incident logs, conduct surveys, and interview key staff. We use all of this information to accurately assess existing and potential vulnerabilities. This effort frames the problem(s) and can be used to outline possible technical solutions. Technical solutions must always be subordinated to your hospitals operational necessities. During our initial investigation, our designers speak with staff members to learn what technical solutions would help facilitate their duties and what solutions would impede them. Interior security camera equipment, for example, would typically have no direct impact on staff duties. Cameras can also provide continuous monitoring of your parking areas and sidewalks. Door entry and egress security, on the other hand, will most likely have a direct impact, but it still may be appropriate for low-traffic, occasional use, or sensitive areas such as pharmaceutical storage, medical, and personnel records. Security installations are also powerful data collection tools. We will review any documentation requirements to which you are subject and which may be essential in order to maintain your accreditations. As one example, todays national accreditation standards for disaster and emergency management grow increasingly stringent each year. For 2009, the Joint Commission has a new section on emergency and disaster management practices, and security can play a significant role in demonstrating your responsiveness and compliance with those standards. After we quickly complete our initial assessment, we will provide a succinct but complete program report which describes your needs, proposes a number of solutions, and quantifies the costs and benefits for each. This initial exercise will form the basis for a final project plan.

Karen founded Plumb Engineering in 1991. She has since grown the firm into
a successful multi-discipline organization with expert Security and Life Safety Design services as well as Mechanical and Electrical Engineering services. In addition, she has expanded Plumbs services to include code-compliance reviews, project management, building commissioning, and other construction management services. Karens involvement in each project provides immense benefits as she works closely with each client. As sole owner, she is able to respond quickly to any needs, ensuring that Plumb delivers our services with speed, accuracy, and excellence. This level of service has made Plumb our clients first choice for quality engineering for nearly 20 years. Whether the budget is thousands or millions, they know Karen will deliver on her promises. In addition to her leadership at Plumb, Karen is a respected member of the engineering community. She is president of the Albany chapter of ACEC, is currently licensed in seventeen states, and is a member of the National Council of Examiners for Engineering and Surveying (NCEES). Karen is also a member of the US Green Building Council, ASIS, ASHRAE, ASPE, and the National Fire Protection Association.

As Director of Operations, Michael serves as Plumbs second company

executive. With over thirty years in the construction industry, he has a thorough understanding of hospital and healthcare environments. He recently retired from the New York State Office of Mental Health (OMH) after managing the agencys capital program for 22 years, the last several as Bureau Director. During that time, the OMH Capital Operations Bureau completed hundreds of design and construction projects with a value of more that $1.5 billion dollars. As an agency senior manager, Michael played a key role in initiating this comprehensive capital program which constructed new or completely rebuilt the OMH psychiatric center hospital physical plant. This included developing more than 4000 state-of-the-art inpatient beds along with the associated outpatient, program, administrative, and support buildings. The OMH capital program required managing several hundred projects as the owner/user at the same time. Mr. Labate had overall responsibility for planning, budgeting, programming, design, construction, and subsequent facility maintenance. He was responsible for the initiation and ongoing operations of the agencys hospital security initiative, which included developing the security standards that are used by OMH today. Because Mr. Labate has experience as an owner and provider, he is able to ensure that Plumb delivers the right product to each client.

Greg is one of the North Americas foremost experts in the area of
institutional healthcare security. He has over thirty years of experience in the security industry, and he has served as Plumbs lead security designer since the late 1990s. Greg is skilled at understanding each unique clients facility and designing a comprehensive security solution that meets their operational needs.

GREGORY CLIFF

Previous to joining Plumb, Greg spent 20 years working for a world-wide systems integrator. In this capacity, he oversaw all aspects of security projects from start to finish, including design, service, and installation. His knowledge of technical system operations and functional applications are key to making sure each of Plumbs clients receives the correct system. Greg has successfully designed and supervised hundreds of institutional security projects during his career. By staying on the cutting edge of ever-changing security technologies, Greg provides our customers with peace of mind that the most effective and reliable products will be used in their systems and integrated for easy use by building staff.

Rich is a seasoned veteran of the life safety and security industry. He has over
twenty years of experience and has designed and overseen hundreds of large and small-scale security projects. Before joining Plumb, Rich held senior positions directing system installations with SimplexGrinnel, JFA Communications (Dukane CSD), and CBS Television Network.

RICHARD BONOMO

Rich is responsible for designing the electrical and communications components for Plumbs security projects including public address, nurse call, and intercom systems. He is also a skilled project manager and runs Plumbs current security projects with the New York State Office of Mental Health. Plumb has completed many designs on time and on budget over the past several years as a result of his management. Like Greg, his long career has prepared him to handle all phases of security projects. He conducts studies, equipment specification, product evaluation, procurement, and construction and contract administration. Mr. Bonomo is a graduate of Rensselaer Polytechnic Institute in Troy, NY.

STAFF
John is another industry veteran with over thirty years of experience. He began
his career in the United States Military working on top secret Navy communications projects. He has over fifteen years experience designing, installing, and maintaining complex electronic security systems at secure facilities. These systems involve large, multi-building computer networks utilizing fiber-optics, RG-58, CAT-5/6, microwave, and dialup connections.

JOHN TRUMBLE
Electronic Systems Specialist

As a project manager, John has supervised the installation, custom programming, and commissioning of duress alarm systems at multiple secure New York State facilities. He has successfully managed six installation crews working simultaneously across the state to deliver secure building and campus environments.

Sean first realized he had a passion to solve real world problems through

technology when serving with a Ground to Air Defense Radar Unit in the Marine Corps. He has gone on to become an expert in cutting edge communications and security systems. He specializes in FM frequency communications for wireless, LAN, WAN and data networks as well as hard-wired infrastructure.

Sean is also a skilled Staff Developer with the ability to make technical information understandable to the end user while training staff how to utilize new technology. He has trained hundreds of staff throughout his career and now provides that service to Plumbs clients.
