Preface
In order to provide EVNTelecom with the perfect mobile network solution, Huawei has designed a 450MHz CDMA2000 1X & 1X EV-DO system, transmission network and power supply system in this technical proposal. According to the technical requirements stipulated in the tender document, Huawei has processed the network design and dimensioning that involves BSS network, NSS network and management network in the Southern area of Vietnam. Huawei will give detailed descriptions about the proposed network in following sections: In section 2, the requirements of EVNTelecom are analyzed, and then the proposed CDMA network architecture is given in details. In section 3, dimension of the equipments and its highlights are outlined. In section 4, the power supply system is specified. In section 5, a summary of this proposal is provided. Huawei believes that the proposed solution can fully meet the requirements of system capacity and quality of service. Huawei has taken into consideration on the economic scale and the developmental factors to effectively reduce the cost of network construction and expansion. This solution also presents mature technologies with capability of smooth evolution to CDMA2000 1X EV-DO, which will benefit EVNTelecom in the near future. Huawei is looking forward to a long term business relationship with EVNTelecom.

2.1

Network Solution Proposal


Requirement Analysis
After in-depth analysis and comprehension of network environments, considering the network future development, Huawei provides this solution proposal, which is believed to be able to meet the requirements of EVNT. After three projects, including Stage I, II and III, Huawei has had more understanding about EVNT network and more experience to cooperate with EVNT. This technical proposal will describe Phase 4 project.

Equipment: The elements of CDMA network which should be expanded and quoted include equipment of Network Subsystem (NSS), Base Station Subsystem (BSS), Subsystem of Operations (OSS), Short Massage System(SMS), Transmission and Power Supply System. Regions: The covering areas is the following 08 provinces in South Vietnam, including Lam Dong, Binh Duong, Binh Thuan, Ninh Thuan, Binh Phuoc, Ba Ria Vung Tau, Tay Ninh and Khanh Hoa. The requirements for each province are as follows:

Design Assumptions
Basic requirements from EVNTelecom documents and all network assumptions made by Huawei are shown in table 2-1. Huawei has taken this information in full consideration throughout the design process. Should any of these assumptions be changed, the design would be updated accordingly. Huawei s proposed network has been designed in accordance with the following parameters and based on the RF Plan.

Network Design Principle


In order to achieve a network design that can meet the requirement of EVNTelecom, Huawei has made analysis mentioned below: 1. BTS type suggestion

Multiple-carrier technical BTS3606 shall be provided in this project. The advanced multiple carrier technology is introduced, which enables one physical TRX to support up to 3 carriers for it have flexible configuration from S1 to S666 for upgrading with lower cost as compared with single-carrier BTS. This feature makes BTS3606 to be suitable for all kinds of traffic requirement.

Network Expansion

According to the Technical Specification from EVNTelecom for South Area, we expand the CDMA 2000 1X network in Nha Trang to support the following capacity. The core network (MSC/VLR, HLR/AuC, BSC, M2000) and all other equipments, materials related at Nha Trang are also upgraded.

2.5

Network Explanation
This section introduces in detail the network dimension, network solution highlights and equipment list supplied by Huawei.

2.5.1

Network Dimension Huawei provides equipment for 450MHz mobile service in EVNTelecom. Based on the project requirements, we shall have the following network layout after upgrading Network dimension promotion for South area:

01 MSC/VLR (586200 subs) + 01 HLR/AC (650000 subs) + 1 PDSN (56.1 Mbps) + M2000 (13 Terminals) + BSC1 (522 1X-TRX + 16800 1X-TCE) + BSC2 (582 1X-TRX + 17344 1X-TCE) BSS network design explanation: The BSC is integrated with PCF for 1X /1X EVDO packet data service and IWF function for circuit data service. When BSC is connected to upper network system, the service forms two directions: circuit domain and packet data domain. In circuit domain, BSC is connected to MSC via A1/A2 interfaces, realizing traditional voice services and circuit data service. The circuit data service is a kind of low-speed data service of 14.4Kbps bit rate and is used for FAX and asynchronous data service. In packet data domain, BSC/PCF is connected to PDSN via A10/A11 interfaces to realize high speed data service at a rate of 153.6Kbps in 1x system and 2.4Mbps in 1x EVDO system. At the same time, BSC is connected the AN-AAA via A12 interfaces to realize management of the EVDO subscriber data. Meanwhile, BSC is connected to BTS via Abis interfaces. BSC1 in Khanh Hoa is connected with 153 BTS (in Binh Thuan, Ninh Thuan, Vung Tau, Khanh Hoa) through in 174 Abis E1 transmission. BSC2 in Khanh Hoa is connected with 177 BTS (in Binh Duong, Binh Phuoc, Tay Ninh, Lam Dong) through in 194 Abis E1 transmission. NSS network design explanation: Khanh Hoa city is in the boundary city of the South region which have very high density popularity, so we put the central room in Khanh Hoa city which include HLR, MSC, BSC, PDSN and M2000 central system. Most of these equipments interfaces are in the same room, such as C/D interfaces, most of the A1/A2 interfaces and A10/A11 interfaces. It would reduce the overall infrastructure and installation costs, such as power system, and long-distance transmission resources like E1. HLR provides interfaces for business hall and realizes the real-time services. It communicates with Business Halls through TCP/IP on a real-time basis. Operators can establish the Business Hall according to their own requirements. There is no limit on the number and distance of business halls. The MSCs is integrated with SSP functions for intelligent services. MSC is connected to HLR via C/D interfaces; to BSC via A1/A21 interfaces; to SMSC, SCP and PSTN via E1.

Huawei MSC integrated iGWB (iGateway Bill) system to realize completing call bill receiving and storage, generating CDR (Call Detail Record), and providing interfaces with the Billing Center PDSN is of packet data domain in CDMA system and mainly consists of MIP HA server. AAA server and PDSN server. PDSN is connected to upper system internet through firewall, and is connected to lower system PCF via A10/A11 interfaces, in this way, CDMA system provides high speed packet data service for subscriber. We propose 9.85 Mbps capacity Packet Data Service Node (PDSN) in this project according to the requirement of the capacity, and it can be expanded easily and smoothly to a larger capacity PDSN. The AN AAA is integrated with the AAA physically. However, their software is separated. Their authentication procedures and modes are the same. The only difference is that the AN AAA needs to return the IMSI of the AT after the authentication. The O&M system is composed of servers and O&M terminals, which is Huawei iManager M2000 product. Furthermore, iManager M2000 is responsible for maintaining all equipment of Huawei mobile system via LAN, including HLR, MSC and BSC. 2.5.2 Solution Highlights Huawei delivers a high performance, cost-effective and tailor-made CDMA End to-End solution. The offered solution covers network equipment, service platform, user terminals and after-sale service supporting. In order to achieve a network design that can fulfill the requirements of EVNTelecom, Huawei has made use of the outstanding features of its CDMA products mentioned below in order to enhance the performance of the proposed network. Enhanced CDMA2000 1X Solutions Compared with the popularly used Release 0, Huawei take the lead in supporting the more complete Release A, which provides better service and wireless resource management algorithm to enhance network quality. (Huawei system has already support it, but need the corresponding Release A terminal to enjoy the following features) 1) Realize fast access of Release A(0.7~1.7s) , much faster than the 1.5~2.7 second of Release 0; 2) Provide QoS assurance mechanism, which is not available in Release 0; 3) Offer abundant services such as voice and data concurrent service and broadcasting service.

Profitable CDMA2000 1X EV-DO Solutions Huawei CDMA system is based on CDMA2000 1x, which adopts the latest technology, including broadband platform, digital transceiver, Digital Pre-Distortion (DPD) and , Dorherty(DHT) for high efficiency power amplifier, patent compression algorithm for enhanced Abis, multi-carrier mode support, etc. This advantage allows Huawei to provide a cost-effective and high performance CDMA2000 1x EV-DO system. Until now, the overlay networking of CDMA2000 1x and 1x EV-DO and mixed configuration in the same BTS cabinet have been widely deployed and proven to be advanced and reliable.

Huawei is the first vendor to provide 1xEV-DO enhancement, which can support QoS and BCMCS,, and EV-DO Rev A hardware is ready(based on CSM6800), Huawei BTS support both CDMA2000 1x and 1xEV-DO carriers in the same cabinet with flexible configuration. Allow 1x EV-DO co-deployment with IS-95/CDMA2000 1X networks in overlay mode. The three networks can employ the same sector configuration, and share the same equipment such as transmission tower and antenna. The upgrading from CDMA2000 1x to 1xEV-DO, BTS ONLY need to add 1xEV-DO channel cards; NO hardware and software modification needed for BSC; No extra DO OMC equipment required Ensure high spectrum efficiency. If for one user, the downlink peak rate is 2.2 Mbps, and uplink, 153.6 kbps; if for multi-users, the downlink peak rate is 2.2 Mbps, and uplink, 808 kbps. The downlink average rate per sector is about 1.0 Mbps, and uplink, 500 kbps. Support handover between 1X and 1X EV-DO network in dormant state. Excellent service support ability, video telephone, PTT AN-AAA server can smoothly upgrade to U-AAA server which provide Unified Authentication, Authorization and Accounting for CDMA1X, EV-DO, WLAN via current IS-41 core network to support roaming, no special network of AAA needed

Broad Coverage
Huawei can provide series advanced technologies for wide coverage, such as noise control, power control algorithm, antenna tilting thus improve spectral efficiency as a whole and increase cell capacity while balancing the radio quality of service with minimum cell-breathing effect. Huawei radio equipments full potential can be adjusted to a wonderful receive sensitivity of 128dBm.Through these technologies, the forward coverage radius of Huawei BSS system can reach up to 220 km(line of sight) in 450M system. And other Huawei particular technologies for broad coverage are below: 1), The output power of Macro BTS can reach up to 60W (in 450M can reach up to 50 by 2~5dB to achieve broader coverage.3) Huawei CDMA2000 1X solution also supports satellite transmission on A or Abis interface, 4) FWT with external directional antenna to extends the coverage , so the networking will no longer completely be restricted by geographical conditions and the cost will be cut down. Advanced Anti-Interference Technology and Effective Radio Algorithm Huawei adopt the adaptive notch filter in BTS in full band to offer a excellent antiinterference ability, The ANF technology can suppress 8 in-band narrowband interference signals of the CDMA carrier when the total power of interferences is 60dBm, which can increase the system sensitivity and the system capacity simultaneously. With whole flow traffic leading policy, Huawei CDMA system resources can be fully utilized so as to realize the goal of traffic load equalization and better system performance. The call success rate of Huawei CDMA 1X system is higher than 99%. Cost-effective Abis Enhancement Huawei adopt patent compression algorithm in Abis interface, which can support 240 voice channel per E1, while industry average is 170 voice channel per E1, 30% increase on E1 capacity.

Take S222 for example, it can save transmission resource by 50%, save CAPEX efficiently. High Efficiency Power Amplifier Huawei BTS adopt latest technology, can provide high efficiency power amplifier. With Digital Pre-Distortion (DPD), efficiency of PA will be 23%, while use Doherty(DHT), PA efficiency can reach up to 33%, much higher than industry average. With Huawei high efficiency PA solution, power consumption and heat dissipation will be reduced efficiently: Power consumption reduction: Over 28% for S333 BTS (DPD); Over 44% for S333 BTS (DHT) Heat dissipation reduction: Over 30.5% for S333 BTS (DPD); Over 47.8% for S333 BTS (DHT) One-up Time-Delay Compensation Patent In Satellite-Transmission Field Huawei is one of the earliest suppliers to support satellite transmission for Abis and A interface because Huawei has successfully solved satellite transmission problems including long time delay, high BER and huge jitter etc. At present, the A1/A2, Abis, A10/A11 interface of Huawei CDMA system can support satellite transmission. In Tibet and Cambodia, Huawei satellite solution has been used in Abis interface which both have commercial test report. Especially, Operator in Nigeria adopted Huawei satellite solution in C/D interface. And we have tested A1/A2, A10/A11, Abis, C/D, Q, T etc interfaces with satellite broadcast corporation of china. Satellite transmission is a good choice for network deployed in some special areas such as mountain, desert, grassland, island and so on. Which can fully satisfy networking requirement in different areas for operators. Excellent Interoperability As a customer-oriented vendor, Huawei understands that interoperability and openness of a mobile system is very important to our customers. Keeping this in mind, we develop our CDMA2000 solution, which strictly complies with the standards and has excellent compatibility. By now, Huawei BSS system has passed IOT on NSS with Nortel, Shanghai Bell, Ericsson, Eastcom China, Jinpeng China, etc. At the same time, Huawei NSS also passed IOT on BSS with Nortel, Samsung, Ericsson, Motorola, LG Electronics BSS, etc. Powerful Services Supporting Capability Huawei CDMA2000 system boasts not only higher access speed, excellent performance and larger capacity, but also the capability to provide attractive services to subscribers.

Besides all the 3GPP2 standard services, the Core Network can also provide customized services, such as Virtual HLR, Magic Ring Back Tone, Economical PPC (without IN), Wireless Public Phone, Integrated Wide Area Centrex, Call Failure Message Notification, etc. At the same time, Huawei CDMA2000 1X solution provides an open value-added service platform for mobile network operators to get more revenue. New services will be easily supplied on this service platform in the future, which guarantees long-term revenue for operators. The high quality voice services and data services, which are basic parts of a mobile network, are also available. Wireless Public Payphone: Huawei CDMA system can provide payphone function which is base on wireless intelligent network. The payphone base on WIN has more advantages, such as centralized account, effective theft proof, fast deploy service, than base on other ways upon existing network. At the same time, Huawei CDMA also provide the traditional payphone solution(12kc/16kc/ Reverse Polarity pulse). For calls from wireless payphones or subscribers with private meters, Huawei MSC can send metering pulses for real time charging. Roaming Restriction: With practical roaming restriction features, Huawei can provide abundant solutions: user zone based roaming restriction, sector based roaming restriction, virtual MSC based roaming restriction and number segment based roaming restriction. These solutions support minimum roaming in one sector, automatic lock after subscriber registered and automatic lock when cell/sector structure changed(e.g. expansion), manual configuration can be minimized with system automatic lock . Operator is able to utilize these features to define different classes of subscriber flexibly based on the roaming restriction. Customized Ring Back Tone : Huawei provides the CRBT service(replacing the boring du du RBT with various popular songs) with a robust platform. And we think that Huawei advanced technologies can bring rich and generous advantages for constructing your flexible, mature and profitable CRBT system. Integrated, Unified & Convenient Network Management Huawei iManager M2000 system is an integrated, unified O&M system. It is a powerful platform with friendly Man-Machine Interface (MMI) and operation guide. It also provides various maintenance modes such as remote GUI Client, MML, WEB and TELNET, which guarantee easy and convenient operation. With iManager M2000 system, users can centralize fault management, performance management, configuration and security management for all network elements. The powerful functionalities and convenient operation help operators effectively control and manage their comprehensive and ever-growing networks.

HLR/AC
Features of HLR/AC Huawei HLR integrates HLR and AC into one entity and provides all basic functions compliant with CDMA international standards, such as location updating, roaming area management, authentication, and equipment management. It also provides the abundant supplementary services for subscribers, such as call forwarding, call barring, call identification, CUG, etc. In addition, Huawei HLR can act as 50 virtual status in convenient way for HLR operators. The features of proposed HLR are shown as below, for more feature descriptions please refer to Product Description of HLR. Large capacity; it simplifies the network structure and saves the operating cost. Huawei HLR/AC can support 1,200,000 subscribers in maximum configuration. Mature and stable system platform and technologies; it guarantee the service quality of Huawei CDMA system. HLR adopts carrier-level mini server with stable UNIX based OS and the proven ORACLE database system. High reliability guarantees the quality of operation. Key units adopt 1+1 backup mode, the important units adopt N+1 backup mode. Furthermore, the HLR also adopts High Reliability (HA) dual-system and real-time write function to guarantee the reliability for data. By supporting abundant functions, , such as virtual HLRs function, the cost of operator is reduced and bring more attractive and variety of services. In this proposal, one HLR/AC system will be expanded to 650K subscribers. To achieve this capacity, we propose single-module system with the required database server and other equipment. As per the requirements, we support the functions of Centrex, MVPN and Wireless payphone. For details, please refer to BoQ and Function List/Description.

MSC/VLR/SSP
Features of MSC/VLR/SSP Huawei Technologies MSC/VLR/SSP is the most reliable and highest capacity switching platform. Performing the central switching/call processing functions and providing the interfaces to other telecommunications networks, the Huawei switch is built upon a modular architecture which allows smooth and non-service interrupting growth as well as the capability for simultaneous support of multiple applications. The features of proposed MSC/VLR/SSP are shown as below, for more feature description please refer to Product Description of MSC/VLR/SSP. High integration, large capacity and low power consumption; It simplifies the network structure and saves the operating cost. For example, MSC supports 100,000 subscribers (0.02erl/sub.) with only three cabinets and 3KW power consumption or 1,000,000 subscribers (0.02erl/sub.) with 9 cabinets and 11kW power consumption. High reliability; it guarantees the quality of operation. For example, the key units adopt 1+1 backup mode, the important units adopt N+1 backup mode, also MSC internal communication links adopt dual planes and load sharing function, bill system adopts high performance servers to realize dual-system backup and 4-level buffer. Powerful Signaling and Interfacing Functions: Providing powerful signaling and interfacing functions, the MSC enables the interconnection of equipment made by different manufacturers. Compliant with TIA/EIA-41E protocol, the MAP interface signaling procedure supports TIA/EIA-41D and is compatible with TIA/EIA-41C protocols. Compliant with IOS-4.0/4.1 protocol, the A-interface signaling procedure is compatible with IOS-2.0/2.1 and IS-634 and supports 14-bit/24-bit signaling point code and the networking modes of national and national standby networks. It has passed the Ainterface compatibility test conducted with many other vendors BSS equipment.

The SS7 provided by MSC is in compliance with the standards of former ANSI T1.114 protocol. This ANSI feature is specially developed to cater for the ANSI-based signaling network. It includes ANSI GT and ANSI NI, which enables M800 MSC to support ITU-T SCCP and ANSI SCCP simultaneously and to support ANSI signaling and ITU-T signaling simultaneously. MSC also provides STM-1-compliant SDH optical/electrical interfaces, via which large capacity of trunk can be led in and sent out through public transmission network. Meanwhile, with SDH optical/electrical interfaces employed, the integration of switching and transmission can be achieved by reducing the Add/Drop Multiplexer (ADM) between exchange and SDH equipment. The STM-1 optical interface/electrical interfaces can be used flexibly based on the transmission distance Powerful Number Analysis and Multinational Number Adaptation Capability: Being able to accept, save and analyze 24-digit numbers; Providing restriction on minimum and maximum number length; Supporting handling of irregular numbers ; etc. With multinational number adaptation, MSC can process numbers of different formats or attributes as required by different numbering plans of various countries so as to select correct routes for calls. 01 MSC/VLRs is proposed in this project. As per the requirements, the MSC/VLR is capable of supporting Service Switching Point (SSP), Short Message Service (SMS) and more. The interfaces to SCP, SMSC, HLR, PSTN and other MSCs (VMS) have been configured in the MSC/VLRs. In order to support mobile intelligent network for the pre-paid service, the MSC/VLRs are configured with the SSP. We have proposed MSC which can satisfy the requirements of this project. By adding new boards and cabinets (only a maximum of nine cabinets are required), it can be smoothly expanded to 1000k subscribers (based on 0.02 ERL/subs calculation) with only three cabinets or 1,000,000 subscribers (0.02erl/sub.) with 9 cabinets. MSC can support all IN services. 3.2.2 E1 Interfaces and CCS7 Links of MSC/VLR/SSP MSC/VLR is connected with several directions, such as BSC and PSTN. Optical interface boards configuration is based on the actual maximum capacity during a busy hour. The details on the dimensions are shown as Table 3-3.

BSC/PCF/IWF(AN)
Features of BSC/PCF/IWF Huawei BSC can integrate PCF provide packet data service. The IWF channels are processed in BSC and transported to MSC via A interface and then to the external circuit data services systems. The features of proposed BSC/PCF/IWF are shown as below, for more feature description please refer to Product Description of BSC/PCF/IWF. Huawei CDMA2000 1X/1xEV-DO system is backward-compatible with the IS-95. Both the IS-95 and CDMA2000 1X MS can originate and receive calls normally under the coverage of the CDMA2000 1x/1xEV-DO network. The BSC supports smooth evolution from CDMA2000 1X to the CDMA 1X EV-DO and CDMA 1X EVDV by means of software update. Huawei BSC features high integration, large capacity and smooth expansion, helping structure a concise network and save the cost. It supports built-in PCF and IWF as well as standalone IWF. Support hybrid configuration of CDMA 1X and CDMA EV-DO networks.. Supply 1X and 1X EV-DO service simultaneously.

To meet the capacity requirements of this project, we propose mainly to expand the existing 2 BSCs. The whole BSS system supports 1,104 1X-TRX or 330 BTS.

Features of BTS The Huawei BTS is compatible with IS-95A/B and CDMA2000 1X/1X EVDO, and can be upgraded to CDMA2000 1x EV smoothly. Huawei presents a series of outdoor and indoor BTS to meet the requirements of coverage and capacity. These BTSs provide flexible coverage of cities, expressways, hot spots and blind spots. BTS3606 can accommodate up to 6 sector-carriers per cabinet and 18 sector carriers per single cabinet with multi-carrier technology. It supports power synthesis, and can combine the power of two power amplifiers, the transmit power measured at the top of the cabinet reaches 50W which can enhance coverage. Digital transceiver with high sensitivity is adopted in all types of BTS to achieve a better coverage and save the cost The features of proposed BTSs are shown as below, for more feature descriptions please refer to Product Description of BTS.

Huawei CDMA2000 1x system can be simply and smoothly evolved to 1x EV. BTS only need to add 1x EV channel processing board and upgrade the software which is guaranteed by Huawei CDMA2000 1X BTS advanced hardware design. The operator will greatly benefit from the reduced investment, minimized impact on the on-line services. Huawei CDMA BTS family provides the total coverage solution according to the population distribution and different landform, applicable to coverage of urban areas, hot spots, countryside, suburbs, highways and multi-layer buildings, to provide the best service for customer. Indoor Macro BTS3606 is suitable for medium population density areas. It can provide up to 18 carriers per cabinet with multi-carrier technology and support wide coverage solutions by providing up to 50W output power, which strongly enhances the coverage radius. BTS3606 provides -48V or +24V DC input. Huawei BTS adopts a highly linear power amplifier and a built-in high performance filter, the advantage hardware design of BTS guarantees co-site construction with different frequency point BTS, such as GSM BTS. It can save the equipment room, iron tower and the transmission E1 trunks, speed up installation and save the investment. BTS also supports fractional E1 transmission, thus sharing one E1 of existing BTS from different technologies. Adopt patent intelligent software phase lock technology and built-in high precision crystal-oscillator to enhance stability of clock. Huawei BTS can keep working for more than 48 hours when losing satellite synchronization, which ensures the secure operation in emergency cases.

PDN
Features of PDSN/AAA/AN-AAA PDSN9660 is of packet data domain entity in CDMA system. Its a gateway between Packet Data Network (PDN) and the CDMA2000 system and mainly comprises of, AAA/AN-AAA server, PDSN subrack, MIP HA server, LAN Switches and firewalls. The interface between AAA server and PDSN conforms to the standard IP protocols. PDSN is connected to upper system internet directly, and is connected to lower system PCF via A10/A11 interfaces. In this way, CDMA system provides high speed packet data service for subscribers. Generally, the capacity of PDSN can reach 3Gbps in maximum, the AAA Server(from Capital company) adopts SUN Netra240 platform and the maximum capacity is 1000,000 subs. For special capacity demand, the AAA Server platform can be changed for sake to support the required capacity in terms of subscribers. The AN-AAA of BSC for EVDO is integrated with the AAA physically. Huawei PDSN9660 meets the requirements of all standards wireless IP protocols, and comes with some advanced and expanded features, including: Optimized PDSN selection Support data packet prepaid service Support mobile and simple IP networking A maximum configuration can support a total of 300,000 PPP connections. Supporting Stac LZS compression, Van Jacobson TCP/IP header compression and MPPC for CCP negotiation. Supporting IP VPN services (GRE, L2TP and MPLS). Providing Differentiated Services (Diff-serv) based Quality of Service (QoS). Features of iManager M2000 Huawei iManager M2000, i.e. the mobile network integrated Operation&Maintenace system, is a complete set of network management solution launched by Huawei. iManager M2000 is intended to support Huawei CDMA2000(GSM/WCDMA can be shared with the same iManager in May, 2005) series products. Besides, it supports the access to various types of equipment, and provides centralized and unified network management of these mobile equipment. Meanwhile, iManager M2000 provides the standard CORBA interface to its upper-level NMS to support multilevel network management system and it can also provide SNMP interface in May 2005. It provides O&M of any network element through any of its workstations. M2000 provides multiform alarm modes: sound alarm, light alarm, alarm on O&M terminals and alarm on printers, which can monitor the real-time running status of system. 4.1

Power System
Power Consumption
In this offer, the proposed HLR, MSC/VLR, BSC and PDSN will be powered by -48 V DC and M2000 equipment by 220 V/50 Hz AC. Huawei equipment design rules and configuration recommendations lean towards the solution for power expansion with additional rectifiers and batteries, so that system power is sustainable during high load. Without such sustainability, the under-dimensioned power system will suffer from severe risks. The power distribution system might overload prematurely and cause the rectifier to shutdown in order to protect itself from overheating. The breaker would then be activated and the system goes into battery backup mode. Such an occurrence greatly diminishes the reliability of the power system and frequently exhausts backup power. The DC/AC power consumption and heat dissipation in busy hour is shown as below:

The total measured current when combined with the absolute value of -48V and 8 hours of backup time, the present power consumption is obtained. Since the central room equipment is not operating at 100% capacity, the amount of power consumed is also much lower. so the power supply configured in Phase 4 is able to support power consumption values in Phase 5.

In this document we provide a solution proposal for EVNTelecom. There are basic descriptions for equipment configurations in this proposal. For detailed description of equipment please refer to corresponding system description and function description files. This technical proposal for EVNTelecom presents the basic descriptions for the network configuration. As requested by EVN Telecom, relevant explanations and configuration recommendations in equipment dimensioning, specifically related to BSC and power equipment, are included in this technical proposal. BSC Dimensioning Notes

The Relationship between TCE & Traffic Erlangs The relationship of TCE and traffic erlangs can be clearly explained through the ErlangB formula. Traffic Channel Element (TCE) is defined as a channel which carries traffic. Traffic Erlang is known as a unit of channel occupations ratio in an hour and 1 dimensionless. The above relationship is defined by the ErlangB ratio whereby Grade of Service (GoS) is also known as the blocking probability. ErlangB ratio Formula: erlangB ( erlang , GoS ) = channel quantity erlangB ( channel quantity , GoS ) = erlang The handoff operation applies when clustering adjacent cells to enable voice continuity.

An Erlang is a unit of traffic density in a telecommunications system. One erlang is the equivalent of one call (including call attempts and holding time) in a specific channel for 3600 seconds in an hour. The 3600 seconds need not be, and generally are not, in a contiguous block.

A bottleneck exists at CSPU board signaling processing of 600Erl (BSC V2R2 and later versions enable higher processing of 750Erl and BHCA of BSC will be taken into consideration in dimensioning BSC, by introducing the CSPUb board). Considering the BIE board capacity of 1350TCE with 35% reserve for handover, the net TCE is 877 per CIPS. BSC1 in Da Nang has a total of 15 CIPS configured at the end of Phase 4. The power supply system PS48300/30 will be phased out by Emerson at March 2008. Therefore, Huawei has chosen to replace the power supply model with Emersons current power supply model PS48300/1800. The following table briefly lists the main differences between both power systems.

Basically, the new system PS48300-1800 uses GBB (Global Building Blocs) including 30A rectifier module R48-1800 and controller module M500D. These new modules are much better than the previous model's modules, namely 30A rectifier module HD4830 and controller module PSM-A10, in terms of efficiency, compactness and functionality.
