Scope of the Course Disaster management is the discipline that involves preparing, supporting, and rebuilding society when natural or human-made disasters occur. Highly dependent on local economic and social conditions, it refers to measures taken to prepare for, to mitigate their impact on vulnerable populations, and to effectively cope with their consequences. Disaster Management is a continuous and integrated process resulting from a wide range of activities and resources - ranging from training and logistics, to health care to institutional development. This module is appropriate for those who have hospital-based managerial responsibilities. It provides a common starting point for understanding the principles of disaster management and confines itself to the potential scope of Hospital preparedness measures for disasters. Instructional Objectives At the end of the course, the candidate should be able to: Describe the relationship between hospitals and disasters. Apply a method of judging or qualifying functional/operational components of a hospital. Simulate a Mass Casualty Incident addressing the roles and responsibilities of each component of management. Discuss the basic requirements in the medical aspects of managing mass casualties and to organise the medical response to Mass gatherings. Prepare an outline of a hospital disaster preparedness plan, including response and recovery

By the end of the course, depending on the disaster scenario, the candidate should be able to conduct a vulnerability assessment of the hospital, develop a hospital disaster plan and manage a disaster response. Course Manual
The Course Manual is intended as a resource for reference and an aid to hospital preparedness activities. In addition, during the course, each candidate will receive a reference guide, which will contain additional information on the respective topic matters including but not limited to a different perspective of the material and references for further study. Participant Expectations The Course Instructor will conduct lectures, provide background information and will assist in group activities such as table top-exercises and presentations. The candidates are expected to attend all of the lectures and actively participate in group discussions and table-top exercises. The group discussions are to be presented through PowerPoint slides and charts. Candidates are encouraged to access the internet and utilise appropriate material to facilitate their learning. Course Evaluation Evaluation will take place through Observation of group exercises and the post-test. Candidates will be asked to evaluate the performance of the Instructor, the content and emphasis of the course. UNIT 1 - Disaster Types and Risk Management Objectives As a result of this session, the candidate should be able to: Define and differentiate disaster and hazard Discuss the key components of a disaster and the various natural and manmade disasters Identify various important characteristics of disasters and their effects upon hospitals Describe the concepts of disaster risk management and identify the elements of a comprehensive and integrated disaster management system UNIT 2 - Disaster Epidemiology and Patterns of Injuries Objectives As a result of this session, the candidate should be able to: Discuss the health consequences of disasters in general and for specific disaster types Identify the need for epidemiological data and its application Elaborate the factors responsible for causing health issues during disasters Indicate the effects of disaster upon hospitals

UNIT 3 - Structural and Functional Collapse Objectives As a result of this session, the candidate should be able to: Discuss factors affecting the structural and functional components of buildings Explain the concept of structural vulnerability analysis Identify the non-structural components and the risks of their damage Explain loss of hospital function Discuss factors to be considered in the evaluation of hospitals

UNIT 4 - Principles of Disaster Medicine Objectives As a result of this session, the candidate should be able to: Explain the purpose and principles of Disaster Medicine Identify the priorities and the links in the chain of Disaster Medicine practice Explain the components of an EMS system UNIT 5 - Triage Objectives As a result of this session, the candidate should be able to: Trace the history and evolution of Triage Explain the role and practice of triage Enumerate the various types and processes of triage Describe a simple and effective method of triage, based on available resources. UNIT 6 - Mass Casualty Incident and Mass Gathering Medicine Objectives As a result of this session, the candidate should be able to: Discuss Mass Casualty Management Describe the Potential Injury Creating Event (PICE) Nomenclature Understand the principles of Mass Gathering Medicine Devise an appropriate medical response for a Mass Gathering request A total of 6 units presented through over 3 days, preceded by a pre-test and a post- test.
