Peace Corps Mozambique (PC/MZ) seeks a Contractor to conduct an impact study of Peace Corps (PC) work in Mozambique. The study will document the impact of the work of Peace Corps Volunteers (PCVs) from the perspective of the Mozambicans with whom the Volunteers live and work. The study will assess the impact of the Volunteers activities associated with the Education and Health Projects on the two Peace Corps goals listed below: i. Goal 1: Helping the people of interested countries in meeting their need for trained men and women ii. Goal 2: Helping promote Mozambicans better understanding of Americans The impact study will be conducted by the contractor starting on or about September 13, 2010 through January 17, 2011. The contract shall be firm fixed-price, paid in Mozambican Metical.
II.
Overview of the tasks The contractor shall appoint a Senior Researcher (SR) who shall be the lead point of contact for the duration of the Impact Study. Working with the Peace Corps Program and Training Officer (PTO), the SR shall perform the following tasks: Review the existing research plan and identify any changes to be discussed with PC/MZ staff at an initial meeting. ii. Participate in-person or by telephone in an initial meeting with PC/MZ staff to review project objectives and timelines. iii. Review PC Mozambique Education & Health project documents. iv. Review and translate the interview questions from English to Portuguese and Local Language. (Interview questions will be provided by PC/MZ). v. Hire Mozambican interviewers to conduct interviews at designated project sites. Interviewers shall be fluent in Portuguese and in the appropriate local languages.

Train and supervise Mozambican interviewers such that the interviewers are able to conduct study interviews in a confident and friendly manner. PC/MZ will provide training materials. The training shall, at a minimum, include an overview of the Peace Corps, PC/Mozambique, and the Education and Health Projects. It shall also include practice interviews and pilot interviews with Mozambican host families and current partners who will be identified by PC/MZ. Training on the on-line data entry system shall also be included. vii. Conduct interviews in approximately 45 to 50 distinct designated sites to be selected by PC/MZ. Approximately six to ten people will be interviewed per site. Each interview is expected to last 30 to 60 minutes. These sites will be geographically spread throughout Mozambique, including cities and towns in the following Provinces: Maputo, Gaza, Inhambane, Manica, Sofala, Tete, Zambezia, Nampula, Niassa and Cabo Delgado. viii. Develop a detailed logistics plan for the field work, including lodging, transportation, and travel to various sites. The Contractor assumes costs for all travel, per diem, and accommodations which shall be included in the contracts firm fixed-price. ix. Communicate the status of the project to the PC/MZ PTO, weekly, or more frequently as needed. The updates may include participating in Impact Study status phone calls with PC/MZ staff and/or Peace Corps Headquarters (PC/HQ). x. Conduct informational interviews with Government of Mozambique and key NGO officials identified by PC/MZ staff. xi. Conduct debriefing meetings with PC/MZ and PC/HQ staff after the pilot interviews and at the completion of all the field work. xii. Enter all interview data into a web-based data entry system (DAT Stat) to be provided by PC/MZ. Data will be entered in Portuguese and translated into English. xiii. Produce a final project report in both English and Portuguese. The report shall include an analysis of the study findings, conclusions and recommendations, a detailed description of the methodology, a discussion of the aspects of the research that worked well, and recommendations for improvements.

The Contractor shall work in his/her own workspace and with his/her own telecommunications/ computer equipment. The Peace Corps will provide the following: Interview questions Training materials, including background information on the Peace Corps, PC Mozambique, and the Health & Education Projects 3. V. Payment schedule:

By 4:30 p.m. on August 9, 2010, PC/Mozambique invites interested companies to provide a proposal in English that includes:

Government estimated cost ranges between $20,000 USD and $25,000 USD
