PRESIDENTS MESSAGE
Dear SIT Student, Welcome to the SIT family. This handbook is meant to help you to adapt to a new learning environment in the shortest time possible. In this handbook, you will find useful information that will help you sort out the necessary administrative matters that are still outstanding. There are also several forms which you will need to complete and return to the various departments. Please take some time to read through the information and do feel free to clarify with our Student & Career Services department should you have any further queries. We hope that you are just as excited as we are to embark on a journey across an entirely new education frontier. Your education at SIT will challenge and ignite your passion for your career and we are confident that our overseas university partners are more than equipped to provide you with the necessary knowledge to deal with real-world problems. 2.1 ADMISSION CONDITIONS


Singapore Institute of Technology (SIT) made the offer of a place on the following conditions: a) SIT is satisfied that the students physical and mental health are good and that the student is free from organic and infectious diseases and certified fit to study by the examining doctor. b) The information given by the student in the application form is accurate and no material has been withheld from SIT.

Authorisation of representatives to collect your matriculation card In the event that students are unable to collect the matriculation card personally, they may choose to authorise a parent or representative to do so on their behalf. In addition to the documents above, parents or representatives MUST bring the following: a photocopy of both sides of the SIT students identification card his/her own original identification card with photo a signed and completed Authorisation Letter. Students who are unable to collect their matriculation cards on the specified dates should call 6592 1150 to make an alternative arrangement to collect it within three working days of their designated scheduled dates. Students should contact the Academic Services department to report the loss/replacement of matriculation card. A replacement fee of S$25.00 (excluding GST) will be charged.

2.3 IMMIGRATION MATTERS FOR INTERNATIONAL STUDENTS


Before arriving in Singapore, international students may enquire with the Singapore Embassy/High Commission in their home countries about visa requirements and application procedures. Students may visit the Ministry of Foreign Affairs website to locate the nearest Singapore Embassy/High Commission in their country. Upon arrival in Singapore, students will be given a Social Visit Pass for a minimum period of between two weeks to one month at the airport or point of entry. During this time, students must apply for a Student Pass (immigration visa) after they have registered and received their In-Principle Approval letter (IPA).

2.4 STUDENT PASS APPLICATION FOR INTERNATIONAL STUDENTS


All international students must hold a valid Student Pass issued by the Singapore Immigration & Checkpoints Authority (ICA) for their studies at SIT. The application for Student Pass has to be submitted online using Form 16.

Go to the ICA website. Under E-Services, log in to Student Pass Online Application and Registration (SOLAR). Your SOLAR application number and other details necessary for logging in to the SOLAR system will be sent to you via email. When submitting your Student Pass application through SOLAR, you will need to attach a digital colour passport-sized photograph which meets the following requirements stipulated by ICA: the photograph must be taken within the last three months; the photograph must be taken against a white background with a matte or semi-matte finish; the image must show the full face and be taken without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide facial features); the image must be in JPEG file format (file extension is .jpg); the image file size must be no more than 60KB and 400 x 514 pixels; the image must be taken with a camera resolution of at least 2.0 megapixels. A processing fee of S$30.00 is required for every application submitted to ICA. The fee is non-refundable regardless of the outcome of the application or if the application is withdrawn after submission. Payment can be made online via SOLAR/SOLAR+ with eNets Credit/Debit card or internet banking. Please refer to the ICA website for a list of countries for which a visa is required to enter Singapore. Students need to submit the electronic Form 16 prior to their departure should they require a visa to enter Singapore. Upon approval, students will receive the In-Principle Approval Letter (IPA) that will act as the single-journey entry visa for entry into Singapore. The IPA will also contain instructions for you to make your Student Pass with ICA.

Student Pass Application


Register at ICA SOLAR. Log in with details sent to you by email. Log in at SOLAR. Complete Form 16. Attach photo. Online payment of S$30.00 processing fee. If visa to enter Singapore is required, Submit electronic Form 16 prior to departure. In-Principle Approval Letter (IPA) will be sent to student. This will act as your entry visa. View instructions in IPA to make Student Pass with ICA.
NOTE Apply at least 16 days before departure for Singapore.

2.5 TERTIARY STUDENT CONCESSION CARD


Students can enjoy travel concession privileges with the tertiary concession card through the use of monthly concession passes such as the Bus Concession Pass, the Train Concession Pass and the Hybrid Concession Pass. Students who are interested to apply for the tertiary concession card may approach any of the TransitLink Concession Card Replacement Offices (CCRO) from 18 September 2011 onwards. The list of concession schemes, CCROs and their operation hours are available here. Application Procedure Students applying for the tertiary concession card must bring along their NRIC for verification purposes. International students must bring along their student pass issued by ICA and original passport. 3.1 SIT WELCOME CEREMONY 2011 & SIT STUDENT ORIENTATION


SIT WELCOME CEREMONY 2011 The SIT Welcome Ceremony 2011 is a formal event to welcome new students to SIT and involves SITs management, faculty from overseas university partners, as well as parents of new students. Date: Sunday, 14 August 2011 Time: 1.15pm to 4.30pm Venue: Raffles City Convention Centre (Canning and Padang Ballrooms) SIT STUDENT ORIENTATION 2011 The SIT Student Orientation 2011 is an event specially organised by SITs first Student Orientation Organising Committee for new students to have fun, get to know each other better and prepare them for their studies at SIT. There will be an array of bonding and team-building activities for you. 3.3 REGISTRATION OF COURSES


Courses will be allocated to students based on their choice of degree programme. Details will be made known during the SIT Orientation Programme.

3.4 MAXIMUM CANDIDATURE


The maximum candidature period refers to the normal candidature period and one extended year of study. For example, a student enrolled in a two-year programme has a maximum candidature period of three years. Tuition grant is not available for the extended year of study and students are subject to full tuition fees.

3.5 LEAVE OF ABSENCE/MEDICAL LEAVE OF ABSENCE


Students may choose to apply for leave due to medical or personal reasons subject to the maximum candidature period allowed by SIT. Only leave of absence taken for personal reasons is counted towards the maximum candidature period. SIT will review all applications on a case-by-case basis.

3.6 WITHDRAWAL FROM SIT


Students who have matriculated Students who wish to withdraw from SIT must complete the Withdrawal from SIT (Undergraduate Students) form in the Student Portal. SIT and the overseas university partner will then conduct an exit interview with the student. A letter confirming the student's withdrawal from SIT will be sent to the student within three weeks from the receipt of the withdrawal request. Students must return their matriculation card to the Academic Services department. Students with a tertiary student concession card will not be eligible for concessionary travel upon withdrawal from SIT. However, the card can still be used to pay for transportation needs at adult fares. Students may request for a refund of any remaining value when they surrender the card at any TransitLink ticket office or TransitLink card replacement office. Students holding a Student Pass issued by the Immigration & Checkpoints Authority (ICA) must surrender it to the ICA within seven days upon termination of study. Students who decide to leave SIT after the start of the programme (excluding the orientation programmes organised by the overseas university partners in Semester 1) will be liable to pay fees for the entire semester. Any requests for partial payment will not be considered.

Students who have not matriculated Students who have not completed matriculation and wish to withdraw from SIT must state the reason(s) for withdrawal in an email to the Student & Career Services department. Withdrawal and refund policy SITs policy on refund of tuition fees is as follows: students who withdraw before their matriculation date will receive a full refund less S$107.00 (inclusive of GST) administrative fee; students who choose to withdraw between their matriculation date and the start of their programme will receive a refund of 50% tuition fees less a S$107.00 (inclusive of GST) administrative fee; NO refund will be given for withdrawals after commencement of the programme or subsequent semesters.

3.7 COMPUTER ACCOUNT, IT USER AGREEMENT POLICY


AND USAGE AGREEMENT Students are given access to the SIT Student Portal, email accounts and their online community portal, SITizen. Students are encouraged to change their passwords monthly. All formal correspondences about student academic matters must be communicated through SIT email accounts. Where applicable, matters relating to course curriculum may be communicated via email accounts issued by the respective overseas university partners. Students are encouraged to check their SIT email accounts regularly to avoid missing out on important information. All views stated through the use of any of the above channels do not represent SITs views. Any material protected by copyright must not be copied except as specifically stipulated by the owner of the copyright or otherwise permitted by copyright law. Please download and read the Acceptable Use Policy for IT Resources Form and return a signed copy to SIT during matriculation card collection. For any enquiries, please email the Communications and Information Technology (CIT) department.

3.8 STUDENT UNDERTAKING FORM


Students are required to download the Student Undertaking Form. The signed and completed form should be submitted to SIT during their matriculation card collection. Students who are under the age of 21 are required to submit a photocopy of their Birth Certificate along with their Student Undertaking Form.

4.2 MISCELLANEOUS FEES


In addition to the tuition fees, students are required to pay miscellaneous fees upon matriculation to SIT. These fees include a registration fee and an annual recurring fee that is payable at the beginning of each academic year. These fees are charged after a subsidy from SIT and cover matriculation, student activities, library and sports facilities, insurance, as well as academic-related services.

*Registration Fee: This one-time, non-refundable fee of S$50 goes towards the SIT Student Orientation and matriculation. This fee will be charged in August together with tuition fees. Miscellaneous fees are subject to revision from year to year and are paid yearly.

Students who withdraw or apply for leave of absence from SIT after the start of a semester are liable for the payment of fees (tuition fee and other compulsory miscellaneous fees) for the entire semester. National Servicemen, whose enrolment in SIT is delayed by one or two years because of their National Service commitment, are allowed to enjoy a one-year or two-year lag in the payment of their subsidised tuition fees. The fees payable will depend on the year that they had first accepted a place in SIT. For example, if they were offered admission in AY2010 and had accepted the offer, they pay the subsidised tuition fees applicable for AY2010 when they join SIT in AY2012. If they had re-applied for a new programme in AY2011, they will still pay the subsidised tuition fees applicable for AY2010 regardless of the 2nd application outcome.

4.4 PAYMENT OF FEES


Tuition Fees and Miscellaneous Fees Tuition Fees are payable by students every semester regardless of whether they are on Overseas Immersion Programme etc. Compulsory miscellaneous fees are payable by students on a yearly basis. Students will receive the billings for the payment of the tuition fees and other fees electronically through their SIT email. Students are encouraged to check their SIT emails regularly to view their electronic Fee Advice. All payments are to be made through GIRO. The GIRO deduction date will be stated on the invoice. Information on the amount and payment due date will be stated in the Fee Advice. GIRO Application Form (Compulsory) a) Payment of tuition and compulsory miscellaneous fees will be made through GIRO. Any refund shall be managed on a case-by-case basis. d) Students are encouraged to maintain sufficient funds in their GIRO accounts. e) A late charge of S$10.70 (inclusive of GST) will be imposed for late payments of fees and GIRO rejection.

4.5 MOE TUITION GRANT


The substantial tuition subsidy from the Government of Singapore comes in the form of a Tuition Grant (TG) which is administered by the Ministry of Education (MOE) and offered to students who are Singapore Citizens or Singapore Permanent Residents only. Students who apply for and are approved for the tuition grants need only pay subsidised fees (also referred to as the Subsidised Tuition Fee portion of fees). While the tuition grant is not repayable, and Singapore Citizens in receipt of it will not be required to take a service bond, the following accountability measures will apply: Singapore Citizens on Public Service Commission (PSC) scholarships or bursaries will be required to undertake a service bond under the terms of such scholarships or bursaries. All Singapore Permanent Residents (except those already in receipt of a service bond from the PSC or the Ministry of Health) will be required to undertake a service bond under the terms of the tuition grant to work with a Singapore-registered company for three years upon completion of their degrees so as to discharge some of their obligations to the Singapore public for the high subsidy of their education. Singapore Permanent residents should refer to the application procedure for the Tuition Grant in Annex B. Students who are scholarship holders are advised to check with the Student & Career Services Division if their scholarship covers the Tuition Grant. If the scholarship does not cover the Tuition Grant, an application should be made if the grant is needed. Students who do not apply for the Tuition Grant by the prescribed deadline will be charged the total tuition fees. They will also be required to pay the 7% GST for the Tuition Grant portion. Students must inform the Student & Career Services Division before the start of the semester if they do not wish to accept the Tuition Grant. Students (International students are not eligible for Tuition Grant subsidy from the MOE) who do not sign the tuition grant agreement or who are not eligible for the tuition grant will have to pay non-subsidised tuition fees. Tuition fees are payable by students every semester while the compulsory miscellaneous fees are paid on a yearly basis regardless of whether they are on Overseas Immersion Programme etc.

Eligibility Guidelines for Tuition Grant Students with a Bachelors Degree or Higher Qualification Students (Singapore Citizens and Singapore Permanent Residents) who already hold a bachelors degree or higher qualification will be eligible for Tuition Grant if they wish to pursue a second programme of the same or lower level in SIT as long as they did not attain their bachelors or higher degree through any subsidy by the MOE or sponsorship by the Singapore Government (this includes the receipt of a government scholarship such as those offered by the Ministries, Public Service Commission and Statutory Boards for local or overseas study). Singapore Permanent Residents who take up the Tuition Grant will need to sign the Tuition Grant Agreement and work with a Singapore-based company for three years upon graduation. Transfer/Re-admitted Students Students (Singapore Citizens and Singapore Permanent Residents) who 1 transfer or are re-admitted within SIT or across the Autonomous Universities 2 will be eligible for the Tuition Grant up to the normal programme duration for the new programme after subtracting the number of semesters of Tuition Grant received for the previous programme(s).

Special Cases For special cases where students (Singapore Citizens and Singapore Permanent Residents) who transfer with full credits are also given special credit exemptions such that they are promoted beyond the next level of study in the new programme, for e.g. from year 1 to year 3, the number of semesters of Tuition Grant that such students are eligible for is then based on normal programme duration for the new programme less the number of semesters of Tuition Grant received for the previous programme(s) less the number of semester(s) waived based on special credit exemptions.

Application for Tuition Grant (Not applicable to International Students) Singapore Citizens Students who are Singaporean Citizens need to make a one-time joint application with their parent/guardian for the Tuition Grant in the year of admission. To apply for Tuition Grant, please download the Application for Tuition Grant Form and return it to: Singapore Institute of Technology Student & Career Services Department 25 North Bridge Road #02-00 EFG Bank Building Singapore 179104 Singapore Permanent Residents Singapore Permanent Residents who wish to apply for the Tuition Grant must submit the application with MOE at TGonline. Applicants are required to sign an agreement with the Singapore Government and will be bonded to work with a Singapore-registered company for three years upon graduation. Two sureties are required to execute the agreement. Sureties can be of any nationality, must be above 21 and below 65 years of age and must not be bankrupts. The following information on the sureties are to be provided in the online application name, FIN/UIN (if applicable), passport number, date of birth, email address, address in Singapore (if any) and address in home country. The TG agreement signing will take place on 12 July 2011. Further details on the execution of the Tuition Grant agreement will be provided via email. International students holding Singapore PSC Bursaries and Scholarships International students holding Singapore PSC Bursaries and Scholarships are not required to apply for the Tuition Grant as students have already executed agreements with the PSC. PSC will pay the grant directly to SIT. International students holding Foreign Government Scholarships International students holding foreign government scholarships are not eligible to apply for the Tuition Grant. They must inform the Admissions Division before the start of the semester, giving full details and documentary evidence of the scholarship and the bond, if any.

4.6 FINANCIAL ASSISTANCE SCHEMES


SIT is committed to an admission policy that ensures that all Singapore Citizens and Singapore Permanent Residents are not denied admissions because of financial difficulties. To help meet the educational expenses of financially needy students, financial assistance in the form of loans is facilitated by the Student & Career Services Division within SIT. To find out more about the financial assistance schemes available, please click here. If you wish to apply for financial assistance, please access the Student Portal for application forms. Please note that application for these subsidies must be done within the stipulated deadlines indicated on our website. At present, there are no financial assistance schemes available for international students.

HEALTH & INSURANCE

5.1 MEDICAL EXAMINATION


Admission to SIT is subject to the student's good health. All successful applicants are required to undergo a medical examination. SIT reserves the right to refuse admission to and/or exclude the student from any particular programme of study if the student should decline to undergo such health examinations and/or to be tested for any organic or communicable disease. The medical examination may be done by the student's own registered physician. Please download and complete the Medical Examination Report Form and submit the report to the Student & Career Services department on Level 3 of the SIT office. International Students Medical Examination for Student Pass Application In addition to the medical examination, international students will need to undergo an HIV test for application of Student Pass. The HIV test and medical examination can be done in the country of origin or in Singapore. The medical examination report form for application of student pass can be downloaded here. Laboratory test and chest X-ray reports, together with the Medical Report for Student Pass, must be submitted to the Immigration & Checkpoints Authority (ICA) within three months from date of issue.
Note: The medical, laboratory test and X-ray reports MUST be written in English.

Special Medical Conditions to Note


Epilepsy Students with this medical condition are strongly advised not to take up engineering programmes. Students are required to go for a liver function blood test, alpha-fetoprotein blood test and liver ultrasound. Hepatitis B screening results are valid only if done less than three months before the acceptance date. Where Hepatitis B immunisation is required, it has to be done within two months from the date of screening. Screening and immunisation can be done with any registered general practitioner. Students may not be eligible for certain programmes if they are unable to correctly identify red and green wires. Students will need to be affirmed by our appointed doctors that they are no longer contagious.

Application for Tuition Grant 1. Student needs to activate the account with MOE at TGonline. (http://tgonline.moe.gov.sg) 2. Student applies for Tuition Grant and submits particulars of 2 sureties at TGonline.

Signing of Tuition Grant Agreement Sureties in Singapore

Sureties not in Singapore Student prints a copy of the Tuition Grant Agreement at TGonline. The agreement must be printed single-sided on white A4 size paper. Student sends Tuition Grant Agreement to sureties home country via courier services (e.g. DHL, FEDEX). Sureties to sign Tuition Grant Agreement in the presence of an acceptable overseas authority+ and return the Agreement to student as soon as possible. Upon return of the signed Tuition Grant Agreement by sureties, student is to ensure that the Agreement is in order and to bring the Agreement to sign in the presence of an MOE Officer. Students are to bring along their Identity Card for verification purposes.

Student and 2 sureties to sign Tuition Grant Agreement in SIT in the presence of an MOE Officer. The Ministry of Education does not allow the sending of Supplementary Tuition Grant Agreement to sureties in home country for Polytechnic students who have not been discharged or released from the Tuition Grant bond. Hence, sureties must be present for the signing on the scheduled date. Documents to bring along for the signing of the Tuition Grant Agreement: 1. Student brings along his/her identity card. 2. Sureties are required to bring along their identity card or passport.

COPYRIGHT AND YOU A. What is Copyright?
When a person expresses himself by creating a literary, dramatic, musical or artistic work, he has copyright in the work. Such work includes books, periodicals, magazines, compilations of information, photographs, diagrams, dances, scripts for plays, computer programmes, drawings, sculptures, musical scores, lyrics, sound recordings, cinematographic films, television broadcasts and cable programmes. The law protects the creators expression manifested through the work but not the information contained in the work. For example, where two persons present the same statistics in different ways, the law will allow each of them to publish their presentation and prevent others from publishing the same presentation. Others may use the same statistics to make different presentations. Copyright in literary, dramatic, musical and artistic works last for the lifetime of the creator and continues for 70 years after his death. Copyright in sound recordings and films last for 70 years from the date of first publication. Copyright in television and sound broadcasts and cable programmes last for 50 years from the end of the calendar year in which they were first broadcast or included in a cable programme service.

B. Who Owns Copyright and What Rights Does the Owner Have?
The creator of the work will own the copyright in it and so the law gives him the exclusive right to publish, reproduce, communicate and benefit from the work in other ways. Other persons cannot do so without the permission of the copyright owner. The copyright owner may permit others to publish, reproduce or communicate the work through agreements like licences. The owner may set conditions for such permission such as charging a fee.

C. Exceptions
However, the permission of the owner is not required: 1. Where the work is copied for self-study or research, that is, only 1 article in a periodical publication is copied or not more than 10% is copied of a published work which consists of 10 pages or more or not more than 1 chapter is copied of a work which is divided into chapters. 2. Where the work is in electronic form and not more than 10% of the total number of bytes in that edition is copied or 10% of the total number of words in that edition or of the contents of that edition is copied. 3. Where a computer programme is reproduced or is made on behalf of the owner as a back-up copy of the original computer programme. 4. Where an audio-visual work (such as sound recording, cinematograph film, sound broadcast, television broadcast or cable programme) is copied for research or private study, subject to certain qualifications specified in the Copyright Act. 5. Where a film or recording of television or sound broadcast or cable programmes is copied for private and domestic use. It should not be seen or heard in public. 6. Where a literary, dramatic, musical or artistic work is copied for criticism or review, and for the reporting of current events, and sufficient acknowledgment of the work is made. 7. Where a work is copied after the copyright in the work ceases.

D. What are the Consequences of Copyright Infringement?
In Singapore, copyright is protected mainly by the Copyright Act (Cap. 63). A person who publishes, reproduces or communicates a copyright work without the permission of the owner infringes his copyright. It is also an infringement to authorise others to infringe copyright, such as requesting a photocopying shop to make a copy of the book. The person who infringes copyright may be sued by the owner for monetary compensation such as profits made from the infringement. The owner may also obtain a court order to prevent further infringement. Where the infringement is intentional and the infringement is significant or gives the infringer a commercial benefit, the infringer may be fined in court up to S$20,000 and/or jailed for not more than 6 months. Second or subsequent offences may attract the maximum fine of S$50,000 and the longest imprisonment term of 3 years. An example of a significant infringement is the massive regular downloading of songs or movies using peer-to-peer networks. A person who is found with 5 or more infringing copies of any work is presumed to be in possession of them for sale and may be fined S$10,000 for each infringing article or S$100,000 whichever is lower. He may also be jailed for not longer than 5 years. In both cases, the infringing copies or anything used to make the infringing copies may be destroyed or surrendered to the copyright owner.

E. Conclusion
SIT takes a serious view of any infringement of copyright by students and a contravention of the provisions of the Copyright Act is deemed to be a breach of SIT's rules and regulations, which could result in disciplinary action. SIT advises all students to respect the copyright of all copyright owners works and encourages the purchase of original textbooks, CDs, DVDs and/or other copyrighted materials that are required for your courses of study. The cost of these materials is insignificant compared to the penalties for copyright infringement.
