Summary of Achievements As Integrated Product Team (IPT) Lead, planned, directed, and managed MK48 and MK54 Torpedo programs. Prepared monthly Program Reviews and quarterly customer Program Reviews. Prepared weekly Tiger Team Coordination Meetings for MK54 that included NUWC Newport, NUWC Keyport, and PMS404 Cost Account Manager (CAM) responsible for cost and schedule for MK48 and MK54 Torpedo programs. As Project Lead and CAM, delivered MK54 Torpedo Upgrade Proof of Design (POD) and Proof of Manufacture (POM) hardware. Coordinated simultaneous upgrade and delivery of Test Equipment to support MK54 POM. Supported MK54 Contract Proposal by developing Basis of Estimates for all Manufacturing efforts. As a Six Sigma Expert, directed and coordinated a Joint Raytheon/Navy team to reduce cycle time for the enterprise, from contract award to MK54 Torpedoes to the Fleet. Currently have a Secret Clearance Experience Raytheon, Torpedo Readiness Center, Keyport, WA MK54 IPT Lead: January 2010 to May 2011 Responsible for cost, schedule, and quality of MK54 program. Held weekly cross functional team meetings to review labor charges and material deliveries to insure compliance with Integrated Master Schedule. Developed contingency plans to drive program back on track. Responsible for monthly Program Management Reviews to apprise Senior Level Management of program status. Monitored Risks and Opportunities and updated on monthly basis providing risk mitigation and opportunity capture plans utilizing Six Sigma principles. Responsible for MK54 Tiger Team (members included representatives from PMS404, NAVSEA Newport, NAVSEA Keyport, and Raytheon) weekly reports and integrated master schedule used for driving time critical tasks of across multiple organizations. Utilized Six Sigma principles (Theory of Constraints, Mistake Proofing, Cycle Time Reduction, Value Stream Mapping) for converting MK54 re-layout to a visual factory resulting in a 20% cycle time improvement. Supported MK54 Re-Compete contract proposal by developing Basis of Estimates for Operations Department aiding in contract award.

MK48 IPT Lead: September 2008 to January 2010 Responsible for cost, schedule, and quality of MK48 program. Held weekly cross functional team meetings to review labor charges and material deliveries to insure compliance with Integrated Master Schedule. Cost Account Manager for Operations department responsible for the MK48 budget. Developed Cost and Schedule Variance reports. Developed contingency plans to drive program back on track. Responsible for monthly Program Management Reviews to apprise Senior Level Management of program status. Monitored Risks and Opportunities and updated on monthly basis providing risk mitigation and opportunity capture plan. Utilized Six Sigma principles (Theory of Constraints, Mistake Proofing, Cycle Time Reduction, Value Stream Mapping) for re-layout of entire factory floor resulting in a reduced cycle time, individual control of liquid nitrogen thermal chambers, and in-line sequence of operations on factory floor reducing material movement.

MK54 Upgrade and Test Equipment Upgrade Project Lead: September 2006 to January 2009 Responsible for cost, schedule, and quality for the operations portion of the MK54 Production Year 2 (P2U) hardware upgrade, MK54 Test Equipment Development (AutoLITS and AutoHATA), MK695 Test Set build to print, and MK48 Test Set (PC Tester and CITS) upgrades. Coordinated efforts with NAVSEA Newport and Virginia Panel Interface Corporation on MK695 portion of program updating drawing package to reflect changes from original design utilizing Mac Panel interface to improved Virginia Panel Interface. Received an Outstanding Achievement Award for efforts in driving MK54 Proof Of Manufacturing hardware through test and validation phase. Raytheon Six Sigma Expert: April 2003 to August 2006 Attended Raytheon Six Sigma Expert school in Tewksbury, Mass. Provided Six Sigma Specialist training to over 100 Raytheon employees in Washington and Hawaii. Raytheon Six Sigma Specialist are required to understand Theory of Constraints, Fishbone analysis, 5 why, Mistake Proofing, Cycle Time Reduction, and Value Steam Mapping and complete a specialist project. Certified over 50 Raytheon Specialist projects. Also provided Specialist training and certified projects at Killdeer Mountain Manufacturing and Smart Electronics. Co-led a joint NAVSEA/Raytheon team on Value Stream Mapping the MK54Enterprise from contract award to delivery to the fleet. The 5 day event generated multiple projects leading to a reduce of the MK54 Hardware to reduce card count and improve first pass yield, move more testing down to the suppliers, development of Automated test equipment to reduce cycle time by 75%, and to build additional MK695 system level test sets to provide system level test by the contractor. The Raytheon Team received an Achievement Award in 2006 for the MK54 Affordability Project culminating in decreased cost and cycle time resulting in improved customer satisfaction. Received Expert Certification in August of 2006 after successfully presenting project to Raytheon Certification board. Production Support Supervisor: December 1999 to March 2003 Supervised Failure Analysis engineers, Production Support engineers, Metrology department and Proofing Support staff. Responsible for performance reviews, personnel evaluations, work assignments, recruitment, personnel development. Developed capital budgets for department. Proofing Support Manager: August 1996 to December 1999 Managed Proofing department comprised of a staff of 4 supporting MK46 and MK48 Proof testing by NAVSEA Keyport. Responsible for customer test support, evaluation of test failures, root cause analysis and corrective action, coordination with production and engineering personnel, and submission of reports. Responsible for establishing and managing to budget. Electronics Engineer: January 1983 to August 1996 Began as an Electronics Engineer during the MK50 Full Scale Development responsible for torpedo prep and inwater run evaluations. Feedback analysis of test results to engineering to further develop the MK50. Received a Technical Achievement Award in 1986 for development of a process to recover data from contaminated magnetic tape media. Successfully recovered 80% of in-water run data from previously unreadable data cassette. Provided training to NAVSEA Keyport Proofing engineers on how to analyze MK50 in-water run data. Developed MK50 Intermediate Maintenance Activity, trained NAVSEA personnel and transitioned to NAVSEA management. Established the MK50 Depot at Keyport and transitioned to NAVSEA management. By 1988 became the MK50 Lead Engineer responsible for all proofing analysis. In 1992 became the MK46 Systems Engineer responsible for all proofing analysis for Foreign Military Sales. Westinghouse Field Engineering and Support, Silverdale, Washington Development and Test Engineer: June 1979 to January 1983 Performed integration and test of Digital Data Recorders and Playback consoles used on MK46 and MK50 Torpedo programs. Performed final acceptance test for the buyer as required. Performed analysis of systems issues at customer facilities as requested.
