District attorney summarizes trends in report to board

MC KILLEN MANAGING EDITOR Tougher laws for multiple operating while intoxicated (OWI) offenses played a role in the increase in the number of felony cases filed in Washington County in 2011, District Attorney Mark Bensen said during his report to the County Board April 17. There were 515 felony cases filed by the office in 2011, compared with 509 the previous year. Bensen said the increase was due in part to a change in state law in which a fourth OWI offense is now a felony. I think thats probably a trend throughout the state, Bensen said. As the stakes have increased in OWI, the time spent litigating the cases has also increased. Bensen said another change his office has seen in OWI cases is more of them being for operating under the influence of prescription drugs. According to Bensen, the majority of OWI cases a decade ago were alcohol-related with only a small percentage for prescription drugs. Now, were up in the 15 to 20 percent range where individuals that were seeing in our office are involved in the influence of drugs, usually its prescription drugs, Bensen said. During questioning by the board later, Bensen said there are cases where suspects are clearly abusing prescription drugs such as Oxycodone. However, there are other cases in which people are in the therapeutic range and arent abusing prescription drugs, but they really shouldnt be out driving. In other areas of prosecution, Bensen noted that delinquency petitions increased to 212 in 2011 compared with 175 the year before, the first time the figure has increased in five years. In relation to underage drinking, the office instituted a program with the Council on Alcohol and other Drug Abuse in which underage offenders can have their case dismissed if they complete the program. Also, there was a slight decrease in the number of domestic violence charging conferences, as the figure dropped from 474 in 2010 to 463 in 2011. Also, 37 victims requested assistance in preparing restraining orders for domestic violence, harassment or child abuse. The agency did increase the amount of restitution that was collected. Bensen said that the office collects monies from defendants in cases such as embezzlement or damage to property, with the department forwarding

Gardening talk set for May 5 As the Friends of Lac Lawrann Conservancy celebrate 25 years of their wildflower and perennial sale, they are offering a talk entitled Gardening With Wisconsin Natives by Melinda Myer Saturday, May 5. Make safe choices for prom night


The following was taken from the Centers for Disease Control (CDC) Web site. Prom is one of the highlights of the high school experience. While planning and enjoying the big night, make smart decisions to help keep you safe and lower stress. If you or someone you know is going to the prom, here are a few tips to help make it fun and safe. Look and Feel Great Get in shape slowly and wisely. Eat plenty of fruits and vegetables, eat less junk food (i.e. foods and drinks high in calories, with saturated fat, or with added sugars), and dont crash diet. Think about what you drink. Choose drinks with no or low calories and fat, such as water, sparkling water, or unsweetened tea. Find fun ways to stay active, such as walking, dancing, gardening, swimming, and more. Be active for 60 minutes a day most days of the week. Get plenty of sleep. Protect your skin. Enjoy the skin you're in, and protect it. You dont need a tan to be beautiful, and you definitely dont need a sunburn. Just a few serious sunburns can increase your risk for skin cancer later in life. Make sure you protect yourself from the harmful effects of UV rays. Avoid indoor and outdoor tanning, and use a sunscreen with an SPF of 15 or higher. Follow directions, cautions, and warnings on hair products. If youre changing hairstyles or hair color on your own, follow all directions, cautions, and warnings on the label. Dyes and relaxers can hurt skin, hair, and eyes. Do a patch test before using dye on your hair. If a rash develops, dont use the dye. Never dye eyebrows or eyelashes, as it might cause blindness. If in doubt, let the professionals handle it. Test cosmetics before use. For some people, using cosmetics like make-up or deodorant may cause itching, redness, rash, sneezing, or wheezing. Allergies may happen the first time a product is used or after multiple uses. Always test a product in a small area first. Follow all directions, cautions, and warnings on the label. Stop using the product if problems develop. Remove it before bedtime to prevent skin and eye irritation. Wear comfortable shoes. High heels may be in style, but they can increase your chances of falling if theyre too high, uncomfortable, or not something you usually wear. Prevent injury and wear comfortable footwear that wont affect how you walk or dance. Stress Less Watch your budget. If cost is an issue, look for alternatives to spending a lot of money. Expensive doesnt necessarily mean better. Plan ahead for safety. Tell family what your plans are ahead of time. Make an agreement with friends to keep a check on each other during the evening. Be sure someone you trust is available for you to call if your plans change or you need help. Remember that you don't need a date to have fun. Whether you plan to go with a date, with friends, or on your own, the point is to have a good time. Going with a group or meeting friends at the event can be just as fun as going with one special person. Whether you're going solo or with a group, make sure you don't drink and drive. Just say no. Some people feel pressured to drink, smoke, use drugs, or have sex on prom night by friends or the media. However, drinking is responsible for over 4500 deaths among young people each year and is associated with other problems like STDs and unintended pregnancy. Alcohol and drugs impair judgment and may result in being harmed or harming others. Just because others do something doesnt make it a good idea or right for you. Its OK to say no. Protect Yourself Travel safely. Teen drivers ages 16 to 19 are four times more likely than older drivers to crash. Always wear a safety belt. Dont drink and drive, and dont get in a car with a driver who has been drinking. Teen dating violence. Dating violence is a very real issue for many people. Many teens do not report it because they are afraid to tell friends and family. The abuse can be verbal, emotional, physical, or sexual. Respect yourself and others, avoid alcohol and drugs, and tell family or call 911 if you or someone you know is being abused. Know before you go to after-parties. If you plan to go to an after-prom party, be sure it is adult-supervised and has an observed start and end time. Go with a "buddy" to ensure each others safety. Avoid using alcohol and drugs. Make sure parents know where you are at all times in case of emergency. Call a parent, guardian, or someone you trust in case plans change or you need help.

Schauer Community School of Arts to present spring concert May 20


The Kettle Moraine Childrens Choir (KMCC) and Kettle Moraine Youth String Orchestra (KMYSO) will present their spring concert on Sunday, May 20 at 2 p.m. The program will include traditional and contemporary tunes for the entire family including two traditional Mexican Folk pieces Los Machetes and Jucheti Consuelito, arranged by Victor Pichardo of Sones de Mexico. Ensembles will collaborate on Hello, Goodbye (Songs of the Beatles In Concert), arranged by Audney Synder, featuring combined choirs and orchestras. KMCC is under the direction of Celia Meisel is made up of 15 students in grades K58. The KMYSO consists of Presto Strings and Bravura Strings, under the direction of Phil Scales. The Presto Strings is made up of 16 students and Bravura Strings has six members. Following the concert there will be a complementary reception in the Schauer Centers Pikes Peak banquet room. Take this opportunity to meet the performers, instructors, and to learn more about youth choir and orchestra program offerings. In addition, homemade pies will be on sale for $10 each. Proceeds from the pie sale benefit the Schauer Community School of the Arts Education & Inspiration Fund, which provides need-based tuition assistance for CSA classes and activities. By Tresa Erickson Your wedding is just weeks away, and after months of planning the big day in great detail, you're ready for a break. Good thing you planned a honeymoon immediately following your reception. You'll get chance to rest and relax before you return and start combining households. Couples are marrying later these days, making the transition to one household a bit more difficult, especially for those who have lived on their own for some time. In addition to your houseful of stuff, you may have your spouse's houseful of stuff, plus all the wedding gifts you received, to sort through. That's a lot of stuff, and you may find that you need to pare it down. Here are some tips to make the decision process easier. Shift your perspective: You've got your stuff. Your spouse has got theirs. But now that you're married and setting up a home together, it's no longer your stuff and their stuff but ours. Look at everything as belonging to the two of you and you'll begin to see what really needs to go. Weed out the unnecessary: You love your toaster. Your spouse loves theirs. And those two toasters you received as wedding gifts, well, they're nice, too. But come on, do you really need four toasters? No, you don't, and bearing in mind that the toasters belong to you and your spouse, you should be able to select the best one, not two or three, for your needs. Toss the broken: Yeah, yeah, you've been meaning to glue that vase back together for months now. And your spouse has been meaning to take their record player to the repair shop since you have known them. Neither of you have gotten around to it, and just because you're a team doesn't mean you will do it now. You were a team before, maybe not officially but a duo nevertheless, and now that you are married, you will have more important things to spend your money on other than repairs on items you should really let go of. Trust and respect one another: Once you've made your way through all of the boxes and weeded out all of the trash and non-essentials, you will be faced with the hard part of sorting through the stuff you most treasure. The "ours" perspective really comes in handy here. Keep things that work for the two of you, and trust your spouse to help you with this process. Respect their opinions, and they will respect yours. Be prepared to give a little: Just because you see an item as junk doesn't mean your spouse will. Again, respect is key. Listen to their reasons for keeping the item, and if you detect that they have a real attachment, consider letting them keep it, especially if it something you also like and will use. Look to an outside source: When the decisions get really tough, look to another source for help. It could be a trusted friend or family member or a designer you've hired. It could be the decor of the room or the style of your home. Your ultra modern metal chairs, for example, might not do justice to your Victorian home, whereas your spouse's wingback chairs would. Consider new: If all else fails and you're still waffling, consider letting go of the items in favor of something new that the two of you select together. If your budget permits, give your niece and nephew your old childhood bedroom sets and purchase a new set for your bedroom. If not, mix pieces from your old bedroom sets and dress them to match. Paring down and combining households is rarely easy. But remember, you are one of two now, so be prepared to make some compromises. It is only stuff. Don't get your marriage off to a rocky start because of it. Choose what reflects the two of you best as a couple and will help you create a space that you can live together in comfortably.

Living History Encampment Family Day set for May 5


The public is invited to the annual Living History Encampment Family Day set for Saturday, May 5 at the Old Courthouse Museum Square, 320 S. 5th Ave., West Bend. The event will run from 9 a.m. to 1 p.m. The event will include a special visit by Helen Keller, as portrayed by Jessica Michna. Attendees can also speak to a blacksmith, learn about the daily activities of women on the frontier and enter a plains trader's teepee to see the many trade goods necessary for frontier living. Reenactors will also demonstrate music and flint knapping. Event will be held rain or shine. Admission is free for Society members and children 12 and under. Sones de Mexico at Schauer CenterMay 4


Chicagos premier folk music ensemble Sones de Mexico will perform at the Schauer Arts & Activities Center on Friday, May 4 at 7:30 p.m. The performance will be preceded by free SoundBites discussions from 6:30 to 7 p.m. during which members of the group will provide background on the program. Girls soccer: Hartford edges Slinger


The Hartford girls soccer team were at the top of the Little Ten Conference standings following a 2-1 win over Slinger April 24. Slinger got on the board first at the 16th minute but Hartford's Sara Spuhler scored the equalizer at the 78th minute. Brittany Klump then scored the winner at the 98th minute off an assist from Monica Stephans. Afterward, Hartford had a 2-0 conference record and a 7-1-2 overall mark. Slinger dropped to fourth in the Little Ten with a 1-1 conference record and 6-4-2 overall mark. West Bend East tied Oconomowoc April 24, 2-2. The Suns goals came from Julia Weninger at the 40th minute (off an assist from Elisabeth Held) and Kaitlin Harmon at the 47th minute. Afterward, East a a 1-1-1 conference record and a 1-5-1 overall mark. West Bend West had a 1-5 overall record following a 9-0 loss to Appleton North April 21. Bensen said his office will send out a letter to the person who wrote the check mentioning the referral and asking they pay up. A lot of times that works because getting a letter from the district attorneys office scares people, Bensen said. Bensen said his office hasnt changed how they handle worthless checks and couldnt answer if his office is getting fewer referrals from merchants.

Free Street Trees: The Rec. Dept is still accepting applications for its Free Street Tree Program. Those interested can print an application at www.ci.west-bend.wi.us or obtain one at the office. Also new, the tree will be planted by a contractor in April. West Bend Youth Softball: The league will be Tuesdays for Cadet Girls (grades 2-5) and Mondays for Jr. Girls (grades 6-8) Games are played at the Roman "Doc" Gonring Complex Quaas Creek Park, 2500 Country Creek Circle in West Bend. Fees are $34/person Adult coaches needed. Parent/Child Co-ed Kickball League: This new league will feature parents playing alongside their child(ren). Children must be in grades 6-12. Interested teams should pick up information packets at City Hall or the website at www.ci.west-bend.wi.us. Games are played every other Friday evening starting June 8. League fees: $150/team. Sign-up early; registration is first-come first-served. Co-ed Kickball League: Teams interested in playing Adult Co-ed Kickball should pick up information packets at the City Hall.
