A summary of scheduled inspections is provided in TE 5.1.5.1-001. A summary of scheduled maintenance tasks is provided in TE 5.1.5.1-002. 5.1.5.1.3.1 SUBSTATION AND DISTRIBUTION SYSTEM CONTROL DEVICES All electrical equipment in each substation shall be inspected whether or not specifically listed in this PWS. 5.1.5.1.3.1.1 Annual Inspection The Contractor shall perform annual inspections and routine maintenance of the substation and distribution system control devices in accordance with host nation requirements and Army regulations. During these inspections Contractor shall decouple and test circuit switchers; bypass and operate all SDO, BZO, and CG-38 breakers; and clean distribution system panels. The Contractor shall inspect capacitor banks for missing or damaged parts, clean all components, and ensure each capacitor bank is operating at an efficient level. 5.1.5.1.3.1.2 Monthly Inspection The Contractor shall perform monthly visual inspections and minor maintenance of the substation and distribution system control devices including transformers. As part of the inspections, the Contractor shall identify and correct loose connections, arcing, overheating, bad wiring, air leaks, battery inspections on all circuit switches, and excessively worn components. 5.1.5.1.3.1.2.1 Substation Transformers The Contractor shall check each transformer, the pressure on nitrogen blanket control system, and cooling fans. 5.1.5.1.3.1.2.2 Electric Meters The Contractor shall read the electric meters on a monthly basis and report the readings to the COR and government POC. 5.1.5.1.3.1.2.3 Oil Filled Circuit Breakers The Contractor shall visually check oil levels and check for oil leaks and dents on a monthly basis. The Contractor shall also visually check the air compressor, tank, piping, valves, pressure switches, gauges, and solenoids on pneumatic systems on a monthly basis. 5.1.5.1.3.1.2.4 Voltage Regulators On a monthly basis, the Contractor shall visually check bushings, oil levels, gauges, cabinet gaskets, indicating lights and glass covers as well as general operation of voltage regulators. In addition, the Contractor shall read voltages, ensure the regulators are weather tight, and record counter reading and compensator settings. 5.1.5.1.3.2 EMERGENCY AND STANDBY GENERATORS AND AUXILIARY POWER UNITS The Contractor shall perform a monthly inspection of emergency generators IAW AR 42043, Chapter 8, Auxiliary Generators, and Chapter 9, Exercising Generators at Communications Facilities to test for start-up and verify voltage and frequency applicable

regulations and/or manufacturers instructions. A list of emergency generators, auxiliary power units, and their locations is presented in TE 5.1.5.1 005. 5.1.5.1.3.3 ELEVATORS The Contractor shall perform monthly inspection and maintenance of elevators in accordance with an approved time schedule. Scheduled shutdowns shall be coordinated by the Contractor with the COR. A list of elevators is provided in TE 5.1.5.1-008. 5.1.5.1.3.3.1 Operation Test During the monthly inspection, the Contractor shall perform an operation test to ensure full operation of the equipment in accordance with respective manufacturers recommendations and applicable safety regulations. 5.1.5.1.3.3.2 TUEV Inspection TUEV inspections shall be performed annually in accordance with the latest TUEV regulations for elevators (i.e., BGBI.IS.1685 or 17 Aug 88), manufacturers recommendations, and applicable safety regulations. The Contractor shall coordinate, schedule and pay for TUEV inspections. The Contractor shall provide certified operations and repair personnel for the inspections. Inspection results and certificates shall be submitted to the COR. 5.1.5.1.3.4 CRANES, HOISTS, AND LIFTS The Contractor shall perform annual inspections, maintenance and repair of lifting devices in accordance with host nation requirements and Army regulations. All work shall be executed in accordance with the following regulations and standards: TUEV, VDE, TB 43 0142 and Technical Directives for Hoists No. 200 and 300. The Contractor shall schedule, coordinate and pay for TUEV inspections as required. The Contractor shall provide to the COR duplicate copies of the test certificate with all required data. The weights for testing of the hoist and lifts shall be provided by the Contractor. See TE 5.1.5.1-010 for information on the Hoist and Lifts. 5.1.5.1.3.5 AIRFIELD LIGHTING The Contractor shall check the lights at Buedingen, Fliegerhorst Airfield and Wiesbaden Airfield (see TE 5.1.5.1-013) for service on a weekly basis; check and clean the Control Units on a monthly basis; and clean the lamps on the airfield once every two months. The Contractor shall maintain complete and accurate operating, maintenance, and repair logs and preventive maintenance records of work. 5.1.5.1.3.6 EXIT AND EMERGENCY LIGHTS The Contractor shall conduct monthly inspections and repair of exit and emergency lights. Refer to section C5.1.2 and TE 5.1.2-003. 5.1.5.1.3.7 SECURITY SYSTEMS A listing of Security Systems is reflected in TE C-5.1.5.1-014. The Contractor shall immediately notify security of any problems or inspections that may adversely impact the operation of their system. The Contractor shall notify the appropriate security personnel prior to starting work. The COR shall also be notified of problems with security systems.

5.1.5.1.3.7.1 JSIIDS Warning Systems In accordance with Army regulations, the Contractor shall check the central control panel of the warning system on a monthly basis one week prior to the Emergency Operations Center (EOC) test. The U.S. Government will provide spare parts for JSIIDS to the Contractor. 5.1.5.1.3.7.2 Intrusion Detection Systems The Contractor shall annually perform necessary operations, troubleshoot, calibrate and test, maintain, repair, or replace any defective parts of all Electronic Security Systems (ESS) and Access Control Systems for proper operation. Work includes, but is not limited to the following: maintain and repair power and control wiring aerial signal cables, raceways, risers, and power controls. 5.1.5.1.3.8 LIGHTNING PROTECTION The Contractor shall perform annual visual inspections, maintenance and repairs of the Lightning Protection Systems in accordance with host nation requirements and Army regulations. 5.1.5.1.3.9 INSPECTION OF GROUNDING The Contractor shall perform annual inspections of grounds and grounding systems in accordance with host nation requirements and Army regulations. During visual inspections if overheated or corroded grounds or connections are found, the defective components and problem causing their condition shall be corrected. The contractor shall annually measure resistance and submit a report of all readings. 5.1.5.1.3.10 EXTERIOR ELECTRICAL 5.1.5.1.3.10.1 Annual Inspection The Contractor shall annually inspect all exterior lighting fixtures, accessories and brackets including, but not limited to: poles used for street lights, street lights attached to buildings, storage yards, perimeter protective lighting, parking area lighting, outdoor sports lights, floodlights; obstruction/safety/fire lights installed on buildings and structures; transformers; and panels. During the inspection, the Contractor shall perform minor maintenance as required including but not limited to the replacement of bulbs. 5.1.5.1.3.10.2 Monthly Perimeter Inspection The Contractor shall perform a monthly inspection of all perimeter lighting fixtures and accessories and make minor repairs.

5.1.5.1.4.2 FREQUENCY CONVERTERS Frequency converters are not covered by this contract for inspection, maintenance or repair. The Contractor is responsible for only reactivation. The Contractor shall notify the COR if converters are not operational. 5.1.5.1.4.3 UNDERGROUND SYSTEMS The Contractor shall provide for maintenance, repair, modification, and installation of the complete underground distribution primary and secondary systems. The Contractor shall redline as built drawings and provide updated drawings to the BSBs. All digging activities must be coordinated with the local point of contact prior to commencement. 5.1.5.1.4.4 OVERHEAD SYSTEMS The Contractor shall provide for maintenance and repair of the building service entrance power and control systems. Maintenance and repair shall include the inspection, of service entrances and service equipment. 5.1.5.1.4.5 EXTERIOR ELECTRICAL The Contractor shall operate, maintain, repair, modify, and/or replace all exterior lighting fixtures, accessories and brackets including, but not limited to: poles used for street lights, street lights attached to buildings, storage yards, perimeter protective lighting, parking area lighting, outdoor sports lights, floodlights; obstruction/safety/fire lights installed on buildings and structures; traffic control lights; transformers; and panels. The Contractor shall also repair airfield lighting systems and electronic doors as required. 5.1.5.1.4.6 INTERIOR ELECTRICAL Interior electrical requirements include a total maintenance program of all electrical systems components, including, but not limited to: service equipment and over current protection devices; main disconnect devices; cables; overload protection devices, wall switches; receptacles; fire alarm systems; intrusion detection systems; intercom systems, emergency lighting system; installed lighting fixtures; intercom systems; doorbells; public address systems; EMCS; as well as the parts and accessories required to distribute electricity to the using equipment. As a part of the total maintenance program of interior electrical systems components, the Contractor shall prepare and maintain an interior electrical capacity (utility load) report for each building. 5.1.5.1.4.7 ELECTRICAL SUPPORT The Contractor shall provide support to other Contractors or Government personnel as may be deemed necessary by the COR. This work includes, but is not limited to: providing services for electrical support to festivities, ceremonies, etc.; providing temporary electrical supply as required; providing access to mechanical rooms and substations; pumping manholes, tunnels, and ducts; de-energizing circuits and lines excavation of underground lines and facilities; providing emergency lighting and fans; emergency support for elevators, and other logistical support. 5.1.5.1.4.8 UNINTERRUPTIBLE POWER SOURCES/SUPPLY (UPS) The Contractor shall monitor and keep complete UPS systems (including the batteries) in continuous and sound operating condition. The Contractor shall immediately notify the COR of any interruption of service that causes operation systems to fail because the UPS

was non-operative. UPS systems require close, detailed record keeping, surveillance, maintenance support, and spare parts inventory on-hand or available to ensure constant operations. 5.1.5.1.4.9 SUBSTATION AND DISTRIBUTION SYSTEM CONTROL DEVICES Following an unscheduled outage, the Contractor shall inspect the circuit breakers and reset or repair them as necessary. The Contractor shall replace and repair KWH demand meters, ammeters, voltmeters, power factor meters, and associated enclosures, instrument transformers, Current Transformers (CTs), and Potential Transformers (PTs). 5.1.5.1.4.10 ELEVATOR SHUTDOWN In the event that an unscheduled shutdown of an elevator occurs, the Contractor shall immediately notify the COR. Scheduled shutdown shall be coordinated by the Contractor with the COR. 5.1.5.1.4.11 TRANSFORMERS The Contractor shall replace 110V transformers as necessary. Transformers are located in such facilities as housing units, barracks, and motor pools. 5.1.5.1.4.12 POWER OUTAGE The Contractor shall provide notification of all unscheduled power outages pertaining to one complete building or more to the COR within 30 minutes. A report stating the cause of the outage and the action taken to correct any system defects will be provided the COR no later than 24 hours after the occurrence of the power failure.
