0 Introduction ONE STUDENT ONE SPORT POLICY (1S 1S) require that each student participate in at least one sports activity in schools. This policy supports the implementation of the national education philosophy to focus on producing a balanced human intellectually, spiritually, emotionally and physically. This policy is in line with the national sports policy, which emphasized the sports for all and sports for excellence. This policy provides primary care to students who were less active that they participate in sports activities. At the same time, talents, potential students will be polished and developed through the High Performance Sports School (SPTS). The sport is very important in optimizing the physical capabilities of students in accordance with the expression "the intelligent mind set on a healthy body". In this context, the sport plays an important role of nurturing a healthy, active and productive in order to contribute to social welfare and economic development of state. Therefore, various sports activities were introduced to attract the students to adopt a healthy lifestyle and active. This policy has been implemented by Ministry of Education Malaysia (MOE) for each student to enjoy the benefits of sports in hopes of molding the culture of sport in line with academic requirements.

2.0 Rational Policy of 1 Student 1 Sport are support by Sport for All Policy, where the policy emphasis on the involvement of all pupil in the various activities and sports. This policy formed based on the rational of all sport activities which is part of the transformation of education developed by the Ministry of Education Malaysia (MOE). Sports should get recognition, support and the same incentives as well as that given to other aspects such as academic subjects and extra-curricular activities in order to create balanced in student mental and physical wellbeing. This policy also contributes to the promotion of healthy competition, the spirit of goodwill, understanding, tolerance and increase the moral and physical value to a track in its integration of various ethnic groups into a united people, and nurture patriotism. 1S 1S policy as a whole can provide opportunities for all student to engage in sport in a more organized and structured as well as balancing the focus or emphasis on a holistic human capital development and community in Malaysia towards a highly competitive. 3.0 Goal In the long term, this policy aims to develop human capital through extensive participation among students in sporting activities throughout the year and develop a sports culture among schoolchildren to become productive members of society to adopt a healthy lifestyle, active and highly competitive. 4.0 Concept 1S 1S Policy is the basic sports development programs in schools that require every student of standard 2 in the primary school to level 6 in the secondary school at least involve in one activity which is control with efficient and systematic. 1S 1S Policy is based on the basic principles of students physical development. Therefore, 1S 1S Policy has been manifested to realize the National Education Philosophy to:

4.1 provide access to all student to get the benefits of sports involvement which particularly for those who are less or not active;

4.2 arising school sports that would increase the level of students participation in at least one type of sports in the school;

4.3 provide opportunities for all student who are gifted and has the potential to be polish to a higher stage;

5.0 Principle of implementation

Implementation of this policy should be follow by this principles: 5.1 Every student including students with special needs and do not have a health problem compulsory to involve at least in one type of sports. 1S 1S Policy is required for student year 4 to year 6 in the primary school and level 1 to level 6 as well as transitional level in secondary school. Nonetheless pre-school pupils up to year 3 are encouraged to participate in this program based on the ability of schools (SPI No.16/2010 dated 1/12/2010).

5.2 Students may accompany more than one sports based on their capabilities which offered by the school or operated by other parties with the knowledge and approval of the school.

5.3 The principle of the 1S 1S is the implementation subjects of Physical Education and Health which is perform in higher quality in school. All resource for Physical Education and Health should be use equally for 1S 1S Policy.

5.4 The priority aspect is the active participation by all students in sports activity.

5.5 Participation in sports is the foundation to the development of students intellectual, spiritual, physical and emotional.
