BACKGROUND
The Post Graduate Diploma in Public Health Management was launched from the Indian Institute of Public Health (IIPH), Gandhinagar in July 2008. This course was developed in the context of NRHM and is being delivered simultaneously by other partner institutions. The public health challenges being faced by the country calls for the development of capacity in the health systems of both the Central and State Governments by way of positioning qualified and skilled professionals who can execute and monitor national health policies and programmes, supervise the public health workforce, fully assess the dimensions of public health issues and devise appropriate strategies to meet emerging challenges. The standard MBBS, MD (PSM) and DPH programmes offered at medical colleges do not significantly impart these managerial skills and competencies. Hence, this programme is designed to impart the knowledge and skills to address and resolve key health management challenges.

PROJECT WORK
Each participant, working under closed guidance of a faculty advisor, will develop, write and work on a project. Each student will be evaluated concurrently on the study protocol, while the study is in progress and terminally on his report.
OBJECTIVES
The programme aims to bridge the gap in the public health managerial capacity amongst health professionals in the country. It is designed to enhance the capacity of the public health managerial workforce and to impart knowledge and skills to address and resolve key health management challenges. A major strength of the programme is, providing participants with opportunities to apply learning directly within the community setting.

COURSE DURATION

Public health in India is at crossroads, and any future growth will depend on investment in human capital as well as in developing the capacities of the health workforce. Biostatistics and Data Management is a key domain within the growing private and public sector activities in public health. To address these gaps in institutional training capacities, PHFI has prioritized a specialized training in this discipline by offering a Post Graduate Diploma in Biostatistics and Data Management.
OBJECTIVES
This course is designed to equip quantitatively-oriented students with modern tools of data management and applied biostatistics. A productive career as a practicing biostatistician and/or a database specialist could then become an exciting option. The course also aims to enhance the skills of practicing biostatisticians and epidemiologists in the areas of medical research and public health.
COURSE DURATION
This is a one year fully residential programme. Ten months teaching (including evaluation) + two months of internship.
ELIGIBILITY
Bachelor's degree in any discipline under the 10+2+3 system. Candidates having quantitative background and are interested in a career as biostaticians or database specialist. The course is also open for health professionals having an interest and background in statistics and epidemiology.
COURSE OUTLINE
The course includes a range of topics
covering a wide variety of applied biostatistical and data management techniques. The underlying theory behind biostatics will be emphasized by adult learning techniques focusing on problem oriented, practical and applied skill development. The course content includes introductory lectures in public health, biostatistics in health research, basic epidemiology and study designs, sampling and survey strategies, data processing and management, probability theory, sampling theory and inference, introduction to applied regression analysis and other multivariable methods, introduction to survival analysis and clinical trials. The mode of teaching for all biostatistical units will be a judicious mix of didactic lectures and hands on training in Statistical packages like R and STATA, in addition to SPSS, Epi Info, Access and Excel. The course is designed to provide a broad overview of biostatistical methods and concepts used in the public health sciences, emphasizing interpretation and concepts rather than calculations or mathematical details. After the basic modules, students can choose from two options, namely advanced skill sets in Biostatistics and applied skill sets in Data management. The practical training in statistical packages is designed such that the candidates are expected to acquire adequate skills in both basic and advanced applications by the end of the course. Special modules including Bayesian methods, advanced modules in Longitudinal and Time Series Data analysis, Operations in Clinical Research, Statistical Genetics, Modeling of Disease Surveillance Data, National Health programmes, Monitoring and Evaluation, Health Indicators & Health Surveys and Data Analysis using SPSS, will also be offered depending on interest of the students.
Students will be evaluated based on assignments and application based projects which may comprise design, analysis, conduct and interpretation of results of field surveys and epidemiological studies. Further, the students are required to undertake a two month long internship as a statistical consultant in state health departments, medical colleges, other academic institutions, clinical research organizations, NGO or INGO's.

COURSE OUTLINE
The course content includes modules that introduce concepts in public health and policy, basic research methods in health, epidemiology, microeconomic theory, health economics, and in-depth modules on statistics, concepts and applications of economic evaluation, health care financing, health planning, health policy and health systems.
OBJECTIVES
The overall goal of this course is to increase awareness and appreciation of the need to incorporate analytical perspectives (economics, policy and systems) to various public health issues and impart the skills to do so. It will provide a fundamental understanding of key issues in health economics, health financing, health policy and health systems for informed decision making.
COURSE DURATION
This 9-month programme has been designed as a 3-phase semi-residential course: Phase 1 for 5.5 months (residential); Phase 2 for 2.5 months (project/thesis work at place of work or field of interest); and phase 3 for 1 month (residential)
PROJECT WORK
In addition to the regular module assignments, students are required to conduct a field research project on a relevant topic. It is expected that the project will lead to the application of recently acquired knowledge and skills in real life field situations. Clinical Research
BACKGROUND
Clinical Research is a systematic way of examining clinical conditions and outcomes, to establish relationships among clinical phenomena, to generate evidence for decision making and to provide impetus for improving methods of practice. It is a structured process of investigating and exploring facts and theories as applied to the patients and situations encountered in practice. It also involves a systematic study of new drugs in human subjects to generate data for discovering or verifying the clinical, pharmacological (including pharmacodynamic and pharmacokinetic) or adverse effects with the objective of determining safety and efficacy of the new drug. As a signatory to the WTO agreements, India is looked upon a destination for conducting clinical research. With the rapid growth of the global pharmaceutical market it is estimated that more than 250,000 positions are vacant worldwide for people trained in clinical research and more than 50,000 professionals will be needed in India in this field. It is critical that such personnel have received quality training to take on this important profession.

BACKGROUND
In recent years, policymakers, donors and implementers have been faced with inadequate evidence relating to diet, nutrition and disease especially in India. This has constrained the accurate identification of problems and adoption of context relevant means to achieve desired policy interventions and programme objectives. The role of public health nutrition is critical in bridging this gap so as to define pathways and specific actions to apply epidemiologic methods to nutrition in terms of methods of data collection, analytical procedures, and interpretation of findings. In order to successfully tackle these challenges, we need a paradigm shift in the way the agenda of nutrition curriculum and nutrition research is handled in India. This needs systematic, rigorous and methodical research and analytical skills which are urgently required to strengthen the public health nutrition cadre in India. Epidemiology
BACKGROUND
Epidemiology is cornerstone discipline in public health. It is the foundation from which public health decisions are made, implemented and evaluated. Epidemiology also serves as the tool for identifying the risks, determining the relationships, estimating the burden of disease, identifying and instituting appropriate prevention and control measures and finally evaluating the public health decisions. The capacity building of a critical mass of public health professionals and epidemiologists is essential to skillfully assess the dimensions of public health issues, determine appropriate strategies to meet emerging challenges and apply such knowledge to improve the health of the people by empowering public health programmes and influencing policy decisions in the health and allied sectors. The distance learning programme envisioned by Public Health Foundation of India is particularly suited for healthcare professionals already working with health system and engaged in delivery of health services but has limited access to higher education because of personal or professional reasons.

POST GRADUATE DIPLOMA IN HEALTH PROMOTION WITH SPECIALIZATION IN TOBACCO CONTROL (DISTANCE LEARNING)
This proposed course would be geared towards training current public health professionals in the country and providing skills related to the development, delivery, management and evaluation of health promotion programmes in India. The diploma would concentrate on health promotion related to chronic disease prevention. The curriculum for the programme is envisioned to be a series of core and advanced modules developed, by PHFI and also utilizing existing on line courses from various partnering institutions adapted to the Indian setting and needs. The target audience for the programme comprises of mid-level public health workers and professionals from nongovernmental organizations. A typical participant would have a bachelor's degree, some specific training in an area(s) of public health (including some aspects of epidemiology) and some public health work-related experience.
